Registration Requirements
It is strongly recommended not to delay the registration procedure. This is explained by the fact that driving without license plates is a serious offense that carries administrative liability. Moreover, the age of the vehicle in this case does not in any way affect the punishment. For lack of registration, a fine is issued to owners of both new and used cars.
It is recommended to carry out the procedure yourself. You can use the services of specialized companies, but this method is not always available. Registration steps:
- Make an appointment at the traffic police department. You can contact the department by phone or via the Internet. For the second option, the State Services service is best suited. If the exact date of purchase of the car is known, you can get in line in advance to avoid a long wait.
- Registration of compulsory motor liability insurance. Usually, owners of a new car are offered to purchase a policy directly at the car dealership. If for some reason the owner of the vehicle refuses, he needs to buy a vehicle license himself. To do this, you need to contact your insurance company. The validity period of the first OSAGO must not be less than 12 months.
- Payment of duty. The amount that will be paid upon receipt of the number is 2850 rubles. It must be transferred to the details of the department where registration is carried out. Payment can be made at a bank teller, through a terminal or on the Internet.
- Vehicle inspection. The driver needs to bring the car at the appointed time. You must have with you a package of documents, including technical and civil passports, a purchase agreement, an insurance policy, and a receipt indicating that the duty has been paid.
It is important to know! The examination usually lasts no longer than an hour. After this, if no problems are identified and the owner has all the necessary documents, the registration certificate and license plate number will be provided on the spot.
Timing of the procedure
For most drivers, the relevant question is how long you can drive without license plates in a new car in 2021. To register the vehicle, its owner has 10 days. After this period, it is no longer possible to legally drive the purchased vehicle. If the driver is detained by a traffic police officer and it is discovered that the vehicle has not been registered for more than 10 days, a fine will be issued for driving without license plates in 2021.
What changed?
This is not about a ban, but about the need to register all changes in the design of the car in a new way
. Without laboratory approval and registration, all changes will be considered illegal.
- On February 1, new standards for making changes to the design of cars and other vehicles came into effect.
- From July 1, 2021, the examination and testing methods prescribed in GOST 33670–2015 will become legal.
Thus, until July 1, 2021, there are no methods to determine the safety of the changes made. This means that the regulatory and supervisory authorities do not have a regulatory and methodological basis until July 1
to make a decision on refusal to issue a permit to register changes to the design of vehicles.
What punishment awaits violators?
When considering how long you can drive without registration after purchasing a car in 2021, it should be noted that failure to comply with established standards is considered an administrative violation. Such an illegal action is described in the Code of Administrative Offenses, Art. 19.22. The amount of the financial penalty that is levied on drivers is also indicated here.
In 2021, the fine for driving without license plates is:
- Individual – from 1500 to 2000 rubles.
- Officials – 2-3 thousand rubles.
- Legal entities – from 5 to 10 thousand rubles.
Thus, the amount depends on the driver’s status. If, after purchasing the vehicle, registration has not been completed within 10 days, a fine will be issued even if the car has not been used. Penalties are also facing those who did not know whether it was possible to drive a new car without license plates, which is why they did not meet the deadline for registration.
How to avoid a fine
There are a number of cases when it is possible to prevent punishment for an offense. If the driver did not know how long he could drive without license plates, and because of this came to the attention of law enforcement officials, he is unlikely to be able to exclude liability. But in some situations, driving without registration is allowed. These include:
- Carrying out a purchase and sale transaction during the transfer of a car to a second party;
- The period of passage of the vehicle through customs;
- Damage to license plates and their subsequent replacement.

This method works under the condition that the places on which license plates are attached cannot perform their function. The owner of the vehicle will not be held liable if the car was stolen by criminals for material profit.

Is there a fine for 1 lost sign?
It happens that the driver loses the front or rear license plate. This can happen in different situations, and in general such an event is not uncommon. Possible reasons for loss include:
- Collisions in road accidents;
- Adverse weather conditions;
- Wear of the parts on which the license plate is attached;
If such a case occurs, you must report the loss to the traffic police. Then they will not be punished for driving without a license plate, and the driver will be able to get a new one without fines. However, only one trip is provided, which allows you to transport the vehicle to a parking place, for example, to your own garage. After this, further operation of the vehicle is prohibited until the sign is restored.
Attention! If the described conditions are not met, the car owner will be fined 5 thousand rubles. In addition, he faces confiscation of his license, which will prevent the driver from driving his own vehicle for up to three months.

Today, having a car is no longer a luxury, but when purchasing a car, the driver is responsible not only for the lives of pedestrians and other drivers, but also for the condition of his car, both in the technical part and in the documentary part. Most driver actions are regulated by traffic rules and the Administrative Code of the Russian Federation, including driving a car without license plates. Therefore, today we decided to consider in this article everything that concerns license plates, how to attach them correctly and what punishment is provided for their absence.
First, you need to understand what a car registration number is. This is a special sign that is made on a metal plate to register cars, motorcycles and other automotive equipment, including trailers. As a rule, they are installed on the front and rear of vehicles, with the exception of trailers and motorcycles.
Driving a vehicle without state registration plates, as well as driving a vehicle without state registration plates installed in the places provided for this, or driving a vehicle with state registration plates equipped with the use of materials that prevent or complicate their identification, shall entail the imposition of an administrative fine in the amount of five thousand rubles or deprivation of the right to drive vehicles for a period of one to three months.
There are cases when one number was stolen or simply fell off somewhere along the way. What to do in this situation and what is the penalty for this? The correct installation of state license plates is regulated by GOST R 50577-93, which we discussed in great detail in the GOST article on installing license plates on cars. If you do not have one of the numbers, then on the basis of Part 2 of Article 12.2 of the Code of Administrative Offenses of the Russian Federation, you will face a fine of 5,000 rubles or deprivation of your rights. The same will happen if both numbers are missing. The punishment will be determined by the court. Therefore, to avoid an incident, check the availability of license plates when leaving home, work, or during stops.
You have long dreamed of replacing your old car with a new foreign car from a car dealership. According to the new Administrative Regulations, which were adopted on October 15, 2013, transit numbers are no longer issued when registering a vehicle. Therefore, 10 days are allotted for registration, since in addition to registration, you also need to obtain insurance for your car. If you did not manage to register your new car within this period, then on the eleventh day after signing the sales contract, if you are stopped by an inspector, on the basis of Part 1 of Article 12.1 of the Code of Administrative Offenses of the Russian Federation, you will be issued a fine in the amount of 500 to 800 rubles.
Repeated commission of an administrative offense provided for in Part 1 of this article shall entail the imposition of an administrative fine in the amount of five thousand rubles or deprivation of the right to drive vehicles for a period of one to three months.
You sold your car to another person, but you receive letters with violations and fines. This means that the buyer has not yet registered the car. In turn, you will have to pay fines, and in addition, since you are still the owner of the car, an administrative fine will be imposed on you, based on part 1 of Article 19.22 of the Code of Administrative Offenses of the Russian Federation.
Violation of the rules of state registration of vehicles of all types (with the exception of sea vessels and mixed (river-sea) navigation vessels), mechanisms and installations, if registration is mandatory, entails the imposition of an administrative fine on citizens in the amount of one thousand five hundred to two thousand rubles ; for officials - from two thousand to three thousand five hundred rubles; for legal entities - from five thousand to ten thousand rubles.
To solve this problem, you must first call the new owner and demand that they pay all fines, as well as register the car as soon as possible. If he ignored you, then we go to the traffic police MREO and write a statement to terminate the registration of your car, and do not forget to take the purchase and sale agreement with you. You can also write an application to search for a used car. After a couple of days, the new owner will call you himself to register the car, since he won’t be able to do anything without you.
If you accidentally lost one or both license plates, the fastener may have broken off along the way and you put the license plate under the glass, but the car is registered as expected. In this situation, driving without registration plates is generally prohibited. Otherwise, you will have to answer to the law on the basis of Article 12.2 of the Code of Administrative Offenses of the Russian Federation.
As soon as spring comes, many car owners think about purchasing a motorcycle for driving in traffic jams. Of course, this is convenient, there are many advantages, but only if this type of transport is not registered. For example, you don’t have to pay transport tax, cameras won’t be able to catch you speeding, and much more. What if they catch a traffic police inspector?
It must be registered within the same period as the car, that is, within 10 days. If the vehicle registration rules are not followed, a fine will be imposed on the basis of parts 1 and 1.1 of Article 12.1 of the Code of Administrative Offenses of the Russian Federation. Installation of knowingly false state registration plates on a vehicle shall entail the imposition of an administrative fine on citizens in the amount of two thousand five hundred rubles; for officials responsible for the operation of vehicles - from fifteen thousand to twenty thousand rubles; for legal entities - from four hundred thousand to five hundred thousand rubles. Driving a vehicle with knowingly false state registration plates entails deprivation of the right to drive vehicles for a period of six months to one year. (part four introduced by Federal Law dated July 22, 2005 N 120-FZ)
You decide to replace the chassis on your car, but you still have the registration number. When checking the chassis numbers with the documents, the inspector will see a discrepancy, which will entail liability for driving a vehicle with false numbers.
Forged state registration plates, in particular, should be understood as state registration plates not manufactured at the manufacturer in the manner prescribed by law, or state registration plates with any changes that distort the symbols applied to them by the manufacturer, as well as state registration plates issued upon state registration of another vehicle.
Driving a vehicle in the presence of malfunctions or conditions under which, in accordance with the Basic Provisions for the admission of vehicles to operation and the duties of officials to ensure road safety, operation of the vehicle is prohibited, with the exception of malfunctions and conditions specified in parts 2 - 7 of this article , (as amended by Federal Laws dated July 22, 2005 N 120-FZ, dated July 10, 2012 N 116-FZ) entails a warning or the imposition of an administrative fine in the amount of five hundred rubles. This charge was imposed on the basis that the driver was required to change his registration details within 10 days, which he failed to do. Important: this Supreme Court decision does not apply to cars that are assembled from old parts. In addition, this has become another reason to punish to the fullest extent the companies that purchase cars, but register only a small part of them, and, if necessary, change the license plates.
