Innovations in traffic rules always come into force from the New Year, that is, from January. The year 2021 was no exception. For the convenience of drivers, increasing civil liability, improving traffic, increasing the total number of fines paid, as always, this year, on January 1, changes affecting motorists came into force.

The federal law came into force on January 1. Starting this year, those who violated the rules can now pay fines with a fifty percent discount. True, you need to do it in 20 days. Then you will have to fork out in full. The changes are designed to increase the number of debts repaid on time. Don’t forget that you don’t have to rush to pay the fine right away. It comes into force within three days. If you pay right away, the amount may be full. Therefore, it is better to wait for the protocol to come into force.

This article has already been edited. Then the repayment period was increased from 30 to 60 days. After this, the information is transferred to the bailiff department. The changes that came into force on January 1, 2021 do not apply to many serious and gross violations of the rules. Thus, drivers who drive a vehicle while intoxicated or refuse to undergo a medical examination will be fully punished.

The list of motorists who will not receive a discount includes those who committed a traffic accident in which there were victims. If a fine is imposed, such violators will pay the amount in full. Repeatedly exceeding the speed limit by more than 40 km/h will also result in a full fork. Those who ignored the red traffic light will not receive a discount either. Reckless drivers driving in oncoming traffic or a one-way lane in the opposite direction will also pay 100% of the fine. Those driving a car that is not registered will also not receive a discount on payment for the violation.

These changes made to traffic rules have already begun to encourage violators to pay their fines as quickly as possible. By the way, you can check the presence of forgotten payments on the website of the State Traffic Inspectorate and the government services portal. If in doubt, you should contact the traffic police department. Another important point is the receipt. There is no need to throw away the payment. It is better to keep proof of payment for several years. Databases are updated periodically, and therefore information may get lost.

During 2021, the rules for using the Plato system by heavy truck owners were changed several times. However, the changes were generally positive; the period of preferential use of the system was extended, the possibility of post-payment of travel, as well as payment in installments, was introduced.

The second important change concerned compulsory insurance. The innovations have already come into force. Also from January. Now a fake policy, purchased only to show it to a State Traffic Inspectorate employee, will not save you. And you no longer need to carry this document with you. Now the rules of the game are different. The traffic police inspector will be able to find all the data in the general database of insurance policies. If there is no information in the unified database that the owner of the vehicle has a policy, then the protocol will be automatically drawn up by the system and already sent to the owner of the vehicle and the fine there will be 800 rubles.

Legislation regarding compulsory insurance has been transformed several times over the past 5 years. The punishment for not having a policy was removal from driving and impounding the car. The new changes, say the State Traffic Inspectorate, are designed to increase the level of civil liability. Those who do not want to take out a policy can be prosecuted an infinite number of times. That is, the number of “letters of happiness” he will receive is how many cameras spot the violator on the roads. And each - 800 rubles.

Changes in traffic rules concerning people with disabilities - main innovations

Changes and amendments to the 2016/2017 Traffic Regulations now oblige drivers whose vehicles have a “Disabled Person” sign to carry appropriate documents that officially confirm the fact of disability.

What is the rationale for such an innovation?

As you know, some of the points of the Russian Federation Traffic Regulations do not apply to disabled people of groups I and II and the drivers transporting them, and who can pass under some of the prohibitory signs. Therefore, the identification of people who proved their disability was difficult due to the fact that such drivers were not required to carry supporting documents with them. At the same time, they were required to have a special “Disabled Person” sticker on the glass only if they parked in a specially designated space for disabled people. In other cases, such a sticker was an optional attribute.

The result is that today every disabled person must carry with him all the necessary documents, and in order to be able to deviate from the requirements of prohibitory signs (traffic rules 3.2; 3.3 and 3.28 - 3.30) he must also have a special “Disabled” sticker on the windshield.

On January 15, 2021, other new rules came into effect. They enable the federal bailiff service to impose a temporary restriction on the right of debtors to drive a vehicle. Those who have not paid taxes, fines, fees or alimony for a total amount of 10 thousand rubles or more may temporarily lose the opportunity to travel by car.

By the way, the law respects the interests of both creditors and debtors. For example, the document states that the rights of a defaulter cannot be limited if the car is a source of income. So the debtor taxi driver will remain behind the wheel so that he can earn money and finally pay his bills.

Summing up the results of 2021, I would like to say that from the point of view of automobile legislation it turned out to be quite successful for drivers. Let's hope that in 2021 the life of car owners will be just as stable and calm.

Learn and pass in a new way

The head of the Ministry of Internal Affairs, Vladimir Kolokoltsev, signed an order approving the new administrative regulations for passing exams in the traffic police back in 2015. There will be several innovations in 2021. Now, when passing the theory after training at a driving school, after each mistake you will need to answer five more questions on the topic where it was made. Today, to pass successfully, you need to answer 18 out of 20 questions without errors.

The practical test, i.e. driving, will also change. Today at the site the cadets take three exercises. After the innovation comes into force, they will have to complete as many as five exercises for assessment. In addition, new tasks will appear, including:

  • stopping for safe boarding or disembarking of passengers;
  • reversing parking and leaving a parking space.

This applies to those who want to get category B. For those who want to get category A, new rules will also be introduced. For example, “high-speed maneuvering”. So, a motorcyclist will have to drive around five cones in an eighty-meter section in twenty-five seconds.

The point system for taking the exam on city roads will also become stricter in 2021. So, depending on where the cadet made a mistake, he will be given one, three and five points. For not wearing a seat belt, you can immediately receive three points. If a cadet stalls while trying to move away, he will be given one point. Five penalty points will indicate a failure to pass the driving test. Such rules will make it possible to produce drivers with a higher level of training.

The appearance of driver's licenses will also change. Special marks will appear on them, indicating that the driver has restrictions on driving. Innovations have so far been outlined only on paper. This document should have come into force a long time ago, but for now both State Traffic Inspectorate employees and representatives of driving schools are waiting for this to happen. In any case, this will happen before the end of 2021.

What are other news?

In addition to all of the above, legislators decided to include the term “dangerous driving” in the rules in 2021. Today such a concept does not exist. But abroad, “aggressive driving” is subject to criminal liability. Here we are talking about situations that may be considered dangerous for other road users.

There's just one thing! Here it will still be necessary to include precise wording in the rules, which will distinguish special boorish behavior from forced behavior. The impetus for the emergence of the term “dangerous driving” was a major accident in the Khabarovsk Territory, which killed 16 people.

The rules will also be amended in 2021 in relation to legal entities and individuals engaged in transportation. Lately, large vehicles have become the culprit of serious accidents. These changes should come into force at the beginning of 2021.
