Winter has arrived and with the first serious cold, a massive re-shoeing of tires or the purchase of winter tires begins. But such an event cannot be called a whim of car owners. Changing tires is a procedure regulated by law. The nuances of exactly how to carry out such work are described in regulatory documents. The law that regulates all this is called “Technical Regulations of the Customs Union TR CU 018/2011 “On the safety of wheeled vehicles.”
Is there a fine for driving on summer tires in winter in 2021?
All car owners remember that in October-November it is necessary to have time to change summer tires to winter ones. It's no secret that this period of the year is very treacherous. The first, thin ice appears on the roads, it all melts in the morning, and appears again in the evening. Most drivers neglect the rules and do not change summer tires until the last moment. It is stated at the legislative level that the shortest deadline for this is December 1. As for penalties, nothing is known about this yet. Experts remind that the car owner should not think about the fine, but only about his life. First of all, tire changes should be made according to the weather.
What's the truth?
No. Until the start of the official calendar winter, there is no obligation to change into winter tires. But even from December 1, 2021, there is an obligation to equip the car exclusively with winter tires - the current legislation does not say that they must have studs. All the news about the new law about shifting this date to November 1 or 11 of this year is a myth.
Where are the “proofs”?
Let's confirm the information about the lack of updates in the laws with links to official sources of legal information.
- Firstly, if such latest news refers to changes in traffic rules regarding winter tires, then such amendments are made by the relevant Decrees of the Government of the Russian Federation, and such regulations are subject to official publication on the legal information portal. If you look at the list of such recent resolutions, there are none that make changes to the Rules of the Road.
- Secondly, take a look at the current edition of the traffic rules. Here, the requirements for tires on vehicles remain the same, but there is no requirement to change to winter tires from November 1. The list of faults says nothing at all about the seasonality of tire use.
- And finally, thirdly, there is a direct indication of seasonality in the Technical Regulations. This is where there is a requirement to change your shoes to winter tires. But here, too, there is no talk of November 1 or 11, 2021. Everything is the same - you need to change your shoes from the beginning of December.
By the way, even if some new law were to appear, there is still no fine for summer tires not only in November, but also in the winter months. Since such a requirement is contained in the Technical Regulations, and not in the Traffic Regulations, the Code of Administrative Violations, which contains an exhaustive list of traffic police fines, does not refer to this legal act regarding out-of-season tires.
So, now it remains to find out what requirements apply in 2020 for tires on passenger cars.
In addition, for winter wheels there is a wear limit - the tread height must be at least 4 millimeters. If the tires are more worn out, it should not be used.
And the last thing! On the same axle, both tires must be absolutely identical in all characteristics and properties, including:
- degree of winter tire wear,
- dimensions (both radius and width with profile),
- make and model,
- axial load,
- speed index,
- tire type,
- tread pattern.
What the law says
Car owners know that winter tires come in both studded and velcro types. Their main feature and difference from the summer version of tires is the preservation of properties at low temperatures. In addition, winter tires provide better traction on icy roads. And this is not only when driving straight, but also when cornering.
According to the innovations, studded tires are no longer suitable for car owners who like to drive outside the city. However, many drivers even use them within the city. However, if a citizen has such a desire, then there will have to be a sticker on the rear window of the car warning about the use of studded tires. In case of its absence, a fine will be imposed on the driver.
Most drivers are sure that there is no need to rush to change summer tires during the so-called transition period of weather. They insist that the first snow does not last long, and neither do frosts. Everything will melt very quickly, and winter tires on bare asphalt wear out very quickly. Experts still don’t understand why tire wear prevails over the fear of crashing a car on a slippery road.
Why shouldn't you drive on summer tires in cold weather?
In the cold, summer tires become dull and traction is lost
At certain temperatures, the compound used by tire manufacturers begins to harden. The grip of the wheels on the road becomes worse. It's easy to skid on an icy road.
This is much more important than any fines, since it is fraught with an accident. If an accident occurs and it turns out that the car’s shoes are out of season, the insurance company will not compensate for the losses.

Penalty for using summer tires in winter
When it comes to when to change your tires, experts insist that you keep an eye on the weather. It is best to use data from the last 24 hours. If the air temperature has stabilized at +7 degrees, this is that very moment. This year, according to officials, there is no law according to which car owners can be fined if their vehicles do not have winter tires. But we must not forget that tires that are too worn can still be fined. This is the case if the tread is less than 4 mm from the condition of the new tire.
In addition, this fine may also apply to the summer period of the year. If summer tires are badly worn, a fine will be required. Based on all that has been said, it turns out that from December 1, people will be fined for summer tires or heavily worn winter tires. The fine will be 500 rubles.

Innovations from November 11
Starting from November 11 of this year, amendments to the Technical Regulations “On the safety of wheeled vehicles” come into force. From now on, all owners of cars that belong to category “B” will be required to use winter tires from December to February. However, in some regions, due to weather conditions, these dates may differ.
Another requirement for car owners is that tires of the same type must be installed on one axle. In addition, the law now stipulates the exact name of the tire model. This means that if a car has winter tires of the same type, but of a different model name, this will result in a fine. However, as before, there is no law regarding the use of out-of-season tires. The maximum that a driver can face is a fine of 500 rubles for worn tires.
Tire change order
In 2021, as before, the content of the order is drawn up arbitrarily.
But such people expose themselves to serious risks - the adhesion coefficients of different types of tires differ greatly. Therefore, the axle with summer tires left on it will constantly skid. All wheels of the vehicle must be shod with winter tires, preferably of the same brand. The main thing is to have all the necessary information:
- The word “Order” itself, its number and date of signing.
- The city in which the society operates.
- The text of the order itself. It must contain full name. new director, assigned position, link to the minutes of the meeting of founders at which the decision to change the director was made. The term for which the new leader is elected may also be indicated.
- Signature of the new director under the order, seal of the LLC.
- The name of the LLC is in full in the header of the order.
A sample order for changing the director of an LLC can be found here.
The official website of the traffic police denies the fine for the lack of winter tires
Drivers will not be fined for not having winter tires on their cars. This was reported by the press service of the traffic police. The State Traffic Inspectorate noted that on November 11, changes to the technical regulations of the Customs Union “On the safety of wheeled vehicles” came into force. “The innovations concern the requirements to equip only vehicles of categories M1 and N1 with winter tires in winter (passenger cars and trucks with a gross weight of no more than 3.5 tons), as well as to prevent the installation of tires of different models on the same axle of a vehicle,” - Interfax quotes a traffic police report.
It is noted that administrative liability for operating these vehicles without winter tires in winter is not established in the Russian Code of Administrative Offenses.
What will change in Russia from November 1, 2021
The issuance of compulsory health insurance (CHI) policies is stopped
Those who did not manage to change their compulsory health insurance policies before November 1, 2021 will not be able to do so until January 1, 2021. By law, you can change your medical insurance organization and update your personal data by applying for a new compulsory medical insurance policy no more than once a year and no later than November 1. The rules have been in effect since 2011. According to the law, a medical institution does not have the right to refuse a patient who has an old-style insurance policy either emergency care or hospitalization. Compulsory medical insurance policies are issued both by insurance companies working with compulsory medical insurance and in clinics where insurance representatives are now present, as well as in MFC offices. Old policies will continue to be valid since they do not expire.
Fines for lack of MTPL policies
The practice of holding drivers accountable for not having MTPL insurance policies and winter tires will begin in Moscow in November 2021, and then, as the authorities expect, will spread to other regions of the country. The penalty can be up to 800 rubles. Earlier, the Traffic Management Center stated that in October of this year, the databases were being merged in order to understand who has insurance and who does not. The initiative was commented on by the Russian Union of Auto Insurers, where they supported it and announced plans to increase the number of cars that have insurance to 100%. According to preliminary data, 6% of motorists in Moscow drive without compulsory motor insurance policies.
Fines for not having winter tires on a car
Another innovation that will affect motorists is fines for not having winter tires on a vehicle. The ban on driving on summer tires in winter (December, January and February) applies to cars weighing up to 3.5 tons. It is recommended to install both studded and non-studded tires, which should be marked “M+S”, “M&S” or “MS” and a corresponding design - an image of a snowflake in a geometric shape. The innovation will come into force on November 11. It is provided for by the technical regulations of the Customs Union (in addition to Russia, it includes Kazakhstan, Armenia, Belarus and Kyrgyzstan), concerning the safety of motor vehicles. It is also prohibited to install tires of different models or wheels of different sizes on the same vehicle axle.
Let us remind you that there is also a fine of 500 rubles or a warning for using worn-out winter tires on a car. A driver who uses winter tires with a tread depth at the most worn place of less than 4 mm can be held liable.

For these organizations and contractors, participation in the single portal will become mandatory from the beginning of this month. In this way, the authorities intend to expand the capabilities of business entities: they will be able to offer their goods, works, and services to government customers. The government of the country talked about this.

In addition, the employer is obliged to provide those who work at height with personal and collective protective equipment. Managers will also have to organize free transportation for employees to construction sites. For this purpose, there must be special transport, and its route must be approved in advance by the employer. Rules have also been established to reduce harmful effects on workers: the employer must replace equipment, take measures to reduce vibration, etc. You can read the entire list of new requirements in this part in the document.
Changes in tax reporting

When is it legal to change summer tires to winter tires in 2021?
When should I change my car shoes for winter 2021? When to change summer tires to winter tires in 2021?
Many still do not know that on January 1, 2015, the Technical Regulations of the Customs Union “On the safety of wheeled vehicles” came into force. This document contains Appendix No. 8, which sets out the legal requirements for tire seasonality. According to the regulations, in winter (December, January, February) winter tires must be installed on the car. That is, according to the law, you need to change tires to winter ones no later than December 1, 2021. Even fewer people know that there is no fine for failure to change tires in Russia yet. However, on December 1, winter is already in full control over most of Russia, so when changing tires you should be guided by common sense, and not regulations.
From what date is the fine for summer tires 2018
During the winter months (December, January, February), only winter tires are permitted. You can put both studded and non-studded tires on your car. The main thing is that they are marked “M+S”, “M&S” or “MS” and the corresponding drawing (in the picture on the left).
The period of prohibition of operation can only be increased by local authorities and cannot be reduced. Those. In your region, for example, the use of studded tires may be prohibited from May to September. At the same time, regional authorities cannot reduce the period of the ban, i.e. From June to August, cars in all regions must not use studs.
Thus, there are the following intervals for using car tires:
When to switch to winter tires in 2021? — general recommendations
Proponents of changing tires late most often motivate this by the fact that with an early change, tread wear increases and studs may fall out. Proponents of early tire change want to prepare for the season in advance and install winter tires while it is still warm enough. Indeed, with prolonged use of winter tires at high temperatures, their wear increases, so if you install winter tires too early, their service life may decrease somewhat. On the other hand, if you want to install winter tires when the first snowfall occurs, there is every chance you won’t even get to the tire shop. How to find the golden mean? The timing of replacement depends on whether you change the wheels yourself or entrust it to a tire service. If you change your tires at a tire shop, you should do it in advance, since when the temperature drops, the queues at these organizations grow like a snowball. If you change the wheels yourself, then you can delay the installation of the winter kit a little. The timing of tire replacement varies from year to year. For example, in 2021 the author changed tires on October 16, in 2015 - on October 5. In any case, it is better to be prepared in advance for changing tires. Even a small accident when snow falls unexpectedly, as always, will cost you more than a pair of lost studs or slightly more than usual tire wear.
