All the news about the new law about shifting this date to November 1 or 11 of this year is a myth.

Where are the “proofs”?

Let's confirm the information about the lack of updates in the laws with links to official sources of legal information.

  • Firstly, if such latest news refers to changes in traffic rules regarding winter tires, then such amendments are made by the relevant Decrees of the Government of the Russian Federation, and such regulations are subject to official publication on the legal information portal. If you look at the list of such recent resolutions, there are none that make changes to the Rules of the Road.
  • Secondly, take a look at the current edition of the traffic rules. Here, the requirements for tires on vehicles remain the same, but there is no requirement to change to winter tires from November 1. The list of faults says nothing at all about the seasonality of tire use.
  • And finally, thirdly, there is a direct indication of seasonality in the Technical Regulations. This is where there is a requirement to change your shoes to winter tires. But here, too, there is no talk of November 1 or 11, 2021. Everything is the same - you need to change your shoes from the beginning of December.

By the way, even if some new law were to appear, there is still no fine for summer tires not only in November, but also in the winter months. Since such a requirement is contained in the Technical Regulations, and not in the Traffic Regulations, the Code of Administrative Violations, which contains an exhaustive list of traffic police fines, does not refer to this legal act regarding out-of-season tires.

So, now it remains to find out what requirements apply in 2020 for tires on passenger cars.

In addition, for winter wheels there is a wear limit - the tread height must be at least 4 millimeters. If the tires are more worn out, it should not be used.

And the last thing! On the same axle, both tires must be absolutely identical in all characteristics and properties, including:

  • degree of winter tire wear,
  • dimensions (both radius and width with profile),
  • make and model,
  • axial load,
  • speed index,
  • tire type,
  • tread pattern.

Car owners know that winter tires come in both studded and velcro types. Their main feature and difference from the summer version of tires is the preservation of properties at low temperatures. In addition, winter tires provide better traction on icy roads. And this is not only when driving straight, but also when cornering.

According to the innovations, studded tires are no longer suitable for car owners who like to drive outside the city. However, many drivers even use them within the city. However, if a citizen has such a desire, then there will have to be a sticker on the rear window of the car warning about the use of studded tires. In case of its absence, a fine will be imposed on the driver.

Most drivers are sure that there is no need to rush to change summer tires during the so-called transition period of weather. Innovations from November 11

Starting from November 11 of this year, amendments to the Technical Regulations “On the safety of wheeled vehicles” come into force. From now on, all owners of cars that belong to category “B” will be required to use winter tires from December to February. However, in some regions, due to weather conditions, these dates may differ.

Another requirement for car owners is that tires of the same type must be installed on one axle. In addition, the law now stipulates the exact name of the tire model. This means that if a car has winter tires of the same type, but of a different model name, this will result in a fine. However, as before, there is no law regarding the use of out-of-season tires. The maximum that a driver can face is a fine of 500 rubles for worn tires.

The official website of the traffic police denies the fine for the lack of winter tires

Drivers will not be fined for not having winter tires on their cars. This was reported by the press service of the traffic police. The State Traffic Inspectorate noted that on November 11, changes to the technical regulations of the Customs Union “On the safety of wheeled vehicles” came into force. “The innovations concern the requirements to equip only vehicles of categories M1 and N1 with winter tires in winter (passenger cars and trucks with a gross weight of no more than 3.5 tons), as well as to prevent the installation of tires of different models on the same axle of a vehicle,” - Interfax quotes a traffic police report.

It is noted that administrative liability for operating these vehicles without winter tires in winter is not established in the Russian Code of Administrative Offenses.

It is also prohibited to install tires of different models or wheels of different sizes on the same vehicle axle.

A single portal for small businesses will be launched

From November 1, 2021, a single portal will be launched for small-volume government procurement, that is, in the amount of up to 400 thousand rubles for municipal organizations, cultural institutions, educational and sports organizations and up to 100 thousand rubles for medical institutions. For these organizations and contractors, participation in the single portal will become mandatory from the beginning of this month. From November 1, 2021, employers were required to conduct a special assessment of working conditions.
