New parking rules for disabled people come into force in 2021


Signs that do not apply to people with disabilities

The validity of road signs has certain restrictions; they apply to:

  • disabled people of the 1st and 2nd degrees;
  • citizens who transport disabled people in cars;
  • citizens who transport disabled children.

In this case, an identification sign must be installed on the car, informing other drivers that a disabled person is in the car.

The “disabled person” sticker measures 15*15 cm, the background is bright yellow so that other drivers can easily see it. A person must have with him documents certifying his disability.

If a traffic police officer asks to present documents, the driver does not have the right to refuse him. If there are none, then you will be held responsible for the illegal use of the sticker and, accordingly, receiving certain benefits.

For illegal installation of a “disabled person” sign, a citizen will have to pay 5 thousand rubles.


Disabled people can pass even if traffic is prohibited by a sign. The car can be parked in places where other cars cannot. This is necessary so that people with disabilities can more easily access certain institutions.

But there are also signs that have no exceptions, among them:

  • 2 – sign prohibiting the movement of all vehicles;
  • 28 – sign prohibiting vehicles from parking;
  • 3 – sign prohibiting the movement of motor vehicles;
  • 30 – a sign prohibiting vehicles from parking on even dates;
  • 29 – a sign prohibiting vehicles from parking on odd numbers.

Responsibility for violating the rules

Due to the negligent attitude of car owners to the placement of their vehicles, penalties have been tightened. The issue of depriving such unfortunate drivers of their rights and initiating criminal cases against them is under consideration.

Violation of parking rules for disabled people of group 3, as well as for other citizens, entails a fine in the amount of:

  • 5,000 rubles - individuals. If the car is parked in a space for people with disabilities.
  • 5000 rubles - individuals. For illegally installing and driving a car with the identification sign “Disabled”.
  • up to 20,000 rubles - officials.
  • up to 500,000 rubles - legal entities.

Ruble punishment is one of the measures. The car can also be taken to a parking lot until the full amount is paid.

Punishments that do not apply to people with disabilities

There is a list of punishments that cannot apply to disabled people:

  1. Deprivation of a driver's license (the exception is driving while intoxicated).
  2. Administrative arrest (applies to disabled people of groups I and II).

Other penalties are applied on a general basis.

What other benefits do people with disabilities have? The question often arises: Do people with disabilities have the right to get a free car?

According to the Federal Law, which protects the rights of people with disabilities in the Russian Federation, there is no provision that provides the right to receive a specialized vehicle.

But it is also worth remembering that the traffic police officer will be right if he sends your car to the impound lot or issues a penalty on a general basis, in the case where there is no yellow sticker on the rear and front windows.

Please note that you can purchase such a sticker at any car store, so there is no objective reason why the sign was not pasted.

Since not only a person with disabilities, but also a driver who transports them, can install a “disabled person” sign, the question remains open: does the driver need to follow road signs for the disabled?

The answer is likely to be negative if there is no disabled citizen in the passenger seat. But since there is liability for the illegal installation of the corresponding “disabled person” sign on the glass, it must be removable.

What changed

The conversation will focus on two main changes in laws:

  1. The procedure for issuing badges for different categories according to the corresponding disability groups.
  2. Amendments to the Rules.

What has changed in the issuance of signs?

The first innovation was made in the form of signing a new Order of the Ministry of Labor number 443N. He establishes the procedure for issuing the sticker, and determines who should be issued. This order answers the question of whether the sign is assigned to the third disability group.

To describe it briefly, this information sticker on the car has now become personal. Previously, it could be freely purchased at a car store or kiosk. But now the corresponding order has established that the plate is personal and can only be issued upon presentation of a certificate of disability.

The new sign is shown below. It is issued by the MSE (medical and social examination) bureau from the moment the Order comes into force.

But the main change is that now the badge must be issued to the 3rd group of Disabled People.

Changes to the Rules

The traffic rules have been amended to accommodate the new issuance procedure, but there are some inaccuracies. In the Basic Provisions, paragraph No. 8 was changed not entirely correctly, since only references to two groups were removed from it, and minor adjustments were made.

Today the Rules state that the “Disabled” sign must be square, with a side of 15 cm. It must display the symbol of the sign 8.17 on a yellow background. It is installed behind and in front of cars driven by disabled people or transporting them, as well as children with a disability status.

However, the ITU issues a sign on a white background, and its shape does not look like a square. It is issued only in one copy, so it is impossible to hang it in front and behind, only on one side. After this, in November 2021, the Rules were changed, and now the sign can only be fixed on one side.

From this it is clear that there are differences in the depiction of signs according to the traffic rules and the Order. But the main flaw is that according to the traffic rules the sign must be installed in the old way, but according to the Order - with personal data.

Documents confirming disability

Previously, traffic police officers did not have the right to demand a document confirming disability. Because of this, a lot of controversial issues arose, including litigation.

Unscrupulous drivers stuck the “disabled person” sign on the glass and illegally used benefits, and people with disabilities could not prove their case.

In addition, you can skip some road signs, and there is no problem with parking. With a sticker, you can more easily find a special place near shops, hospitals and other institutions. Of all parking spaces, one tenth should be allocated for disabled people.

Even in paid parking lots, disabled people can park their cars for free (in specially designated areas).

In Moscow, in order to park a car for free, you need to add your vehicle to a special registry. Disabled people of all groups, and not just 1 and 2 as indicated in the traffic rules, can park a car for free.

Documents confirming disability include:

  • relevant certificate;
  • special identification mark.

Even if the driver provides a certificate of disability, the traffic police officer on the spot will not be able to verify its authenticity. For this you need to have reasons, i.e. submit requests to the relevant authorities.

Receipt procedure

To do this you need to have the following documents:

  1. Passport.
  2. Certificate of disability.

The certificate is issued by the ITU, which confirms the disability and establishes the group. After this, you need to submit an application to ITU to receive a sticker. No more than 1 month is provided for consideration, but usually the decision on extradition is ready within a few days. Other services cannot issue such signs.

Is it possible to register for State Services?

In this case, you will not be able to make an appointment with ITU, since the technical possibility of such an appointment is not provided.

How to get traffic rules benefits for disabled people?

From the point of view of traffic rules, one of the main benefits for people with disabilities is the opportunity to park a car for free at various institutions in places marked with a special sign. It is also possible to replace the plate with markings 1.24.3.

However, for this, an identification badge must hang on the car. If previously it could be purchased at a regular stall, then in 2018 the rules changed. On July 4, 2018, Order No. 443n of the Ministry of Labor was issued, the Appendix to which spells out new rules for obtaining the Badge. Now, to obtain it, you need to contact the bureau that provides ITU directly at your place of residence. You can do this yourself or through a representative. If we are talking about a child with a disability, one of his parents can issue the Sign.

An application is written to the bureau, which is supported by the following documents:

  • SNILS;
  • the applicant’s identity card (for Russians - a passport, for foreigners - temporary residence permit, residence permit, refugee or forced migrant certificate);
  • birth certificate (if the paper is issued for a child);
  • certificate of disability.

At the same time, an ITU report is drawn up, which does not require additional examination. The badge is issued within a month. It can be picked up at the same office where the application was submitted, or you can (if desired) receive it by mail. It should be remembered that having a badge is not the only condition for receiving travel benefits. You also need to carry papers confirming your disability with you. If you change your group, undergo re-examination again, or change your place of residence, you must re-apply using a new document.

Deviation from the rules may result in a fine of 5 thousand rubles.

Other changes to the Traffic Rules of the Russian Federation

The Ministry of Internal Affairs did not stop at one amendment; from now on, disabled people of group 3 can park vehicles under road signs “Parking is prohibited on even and odd dates” and “Parking is prohibited.” Groups 1 and 2, disabled children, also have the right to pass under the “No Traffic” sign.

In 2021, the “Disabled Person” badge will be issued for individual use. A new procedure for issuing signs was developed by employees of the Ministry of Labor and Social Protection of the Population. The name plate will be issued by the medical and social examination institution to the hands of a person with disabilities.

The document states that a new procedure for registering road traffic accidents will be introduced. The conditions under which the owner of the car can leave (drive away) from the scene of an accident have been changed (the point was considered in connection with the entry into force of the Europrotocol). This summer, if an accident occurs on the highway, resulting in damage to property, the motorist is obliged to immediately vacate the roadway so as not to create obstacles for other vehicles. Preliminary recording of an accident and transmission of information about the accident via a remote system is mandatory.

Requirements for the equipment of a vehicle transporting a disabled person

The traffic rules establish requirements for the equipment of a vehicle if it is driven by a person who has been assigned a disability. And a number of advantages when driving on the road. Separate rules apply to disabled pedestrians who move in wheelchairs without a motor.

Disabled people are people who have medical diseases and have undergone the procedure of being assigned a disability based on the results of a medical and social examination (MSE). Until an appropriate decision is made, a person is not considered disabled.

To receive advantages on the road, a disabled person must install a special “disabled person” sign - in the form of a yellow square with a side of 150 mm and an image of a symbol. This is a driver's right, not an obligation. It is installed in front and behind the vehicle when the car is driven by a disabled person of groups 1 and 2, as well as on vehicles that transport disabled people or disabled children.

As for the individual requirements for the transportation of disabled people, they are not established by law. This means that compliance with the requirements of Chapter. 5 and 22 traffic rules. The same applies to the transportation of disabled children: they are fully subject to the requirements regarding the transportation of children in a car. However, in such cases it is worth proceeding, first of all, from medical indications. For example, there may be medical conditions that prevent the child from sitting (for example, cerebral palsy). The inspector should show the relevant medical documents, and also explain that the driver violated the rules for transporting a child due to extreme necessity.
