  • The system checks for unpaid violations;

Should I rush?

Many people are wondering whether they should rush to pay the fines received. In general, it’s difficult to answer unequivocally. After all, many factors have an influence. The traffic police fine law indicates that you do not need to immediately rush to pay the tickets issued to you. Moreover, you will have a certain period of time to deposit funds into the state treasury. It's not very long, but it's better than having to pay off the debt immediately.

Traffic police fines, the statute of limitations for which will be known later, should be paid, as they say, when possible. Yes, some offenses may require immediate payment, for example if you are caught parking illegally or driving under a brick. But it is better to delay payment for a while when you did not receive the receipt directly from the traffic police officer.

Through the portal "State Services"

Also a reliable and convenient way. The advantage is that there is information about all fines. You can search by your driver's license (DR) number. This is convenient for owners of several cars.

Below is an algorithm for how you can pay a traffic police fine by resolution number through the “public services” portal, without a commission (or rather, with a minimum commission):

  • We open the “Government Services” website;
  • Log in to your account;
  • Select in the top menu: “Transport and driving” - “Traffic police fines”;
  • Fill out the form (VU number and state license plate of the car);

After this, if penalties are found and not paid, full information about them will be displayed on the screen. Next, enter the resolution number (or UIN), this is a 20-25 digit number. The disadvantage of this method is that you will have to register on the site and activate your account. Moreover, registration requires your electronic signature. But this is not difficult to do, especially since the site is simply irreplaceable, because its functionality is not limited to paying fines.

How to watch

How can you find out if you have any debt? This question interests many citizens. The traffic police fines table (those that you currently have) can be obtained in several ways. Which ones exactly?

Firstly, you have the right to contact the traffic police department of your area directly. And there you can find out all the information you are interested in. You can either come in person or find out information by phone. The first option is more acceptable. After all, you will be able to immediately receive all payment documents, as well as make their payment.

Secondly, the official website of Gosuslugi or the Federal Tax Service will help you obtain all the necessary information. If you make a request for traffic fines, all debts will be displayed in a special table. There you will see how much penalty you need to pay, in addition to the initially allocated amount. An “additional payment” appears only if there is a delay, 80 days after receiving the receipt for payment.

Thirdly, electronic wallets. They can help find out if the user has fines or debts. Just click on the menu item “Traffic Police Fines”, and then carry out “Search by TIN”. We are talking about the debtor, not the recipient. After completing the operation, you will be able to see all debts on the screen and pay them. Penalties for each payment, if any, will also be displayed.

In the bank

The procedure is as follows:

  1. Print out a receipt for payment of the fine from the official traffic police portal and fill it out.
  2. Pay the fine at the nearest bank. Unfortunately, in this case it will not be possible to pay the traffic police fine without interest; each bank will charge you a commission. If you pay through a cash register, you will overpay 2-3%, 1-2% through a self-service terminal.

A 50% discount is given to everyone if you pay the fine no later than 20 days from the date of the decision to impose the fine (clause 1.3, part 1, article 32.2 of the Code of Administrative Offenses of the Russian Federation).

This method is the most popular, especially among older people. However, it is far from the most convenient. There are often long queues at the branches.

The procedure for carrying out compulsory collection

A person violates traffic rules, the violation is recorded by an inspector or a video camera, then a protocol is drawn up and a receipt is sent for payment. The receipt is sent via Russian Post, so it may get lost or arrive much later than needed. Please note that the 20 day grace period cannot be extended under any circumstances. Even if you decide to appeal the decision of the traffic police, the deadline will not be extended.

Important! The discount is not provided to drivers who have received a deferred or installment payment plan.

How to avoid debts on traffic police fines if you pay on time through a bank or payment system?

From January 1, 2013, organizations receiving funds for debts are required to provide information about transactions in the GIS GMP. According to the legislation of the Russian Federation, connection to the GIS GMP is mandatory for all organizations that accept payments.

Fines for violating traffic rules are imposed:

  • at the scene of the incident, traffic police inspectors;
  • when considering violation materials obtained through automatic photo and video recording;
  • judicial authorities.

Payment Methods:

  1. Internet. Through government websites and payment systems.
  2. SMS. After registering on the Unified Mobile Platform. Send the message “servicereg” to number 7377.
  3. Bank. Before making a payment, make sure that the financial institution handles such transactions and provides information about them. Pay fines for administrative offenses only in organizations connected online to the GIS GMP. Carrying out forced collections and communicating with defaulters is the direct responsibility of the Bailiff Service (Federal Law No. 229 “On Enforcement Proceedings”).

Enforcement proceedings for non-payment of an administrative fine by the owner of the car are initiated on the basis of a 2-month overdue debt. The document comes into force within 10 days.

The resolution to initiate proceedings is drawn up within three days, after which it is sent to the addressee, called the debtor. The document specifies the period for voluntary repayment and lists the main enforcement measures.

If the car owner who does not want to pay the fine is unemployed, FSSP employees will investigate his financial situation and visit the offender to seize the property with the subsequent sale of the confiscated property to pay off the debt.

Paying a fine by mail

The method is even more unmodern, but no less popular. At each branch of the Russian Post you can make a payment by also filling out a receipt of the required form. The problem with queues is also relevant here. In return, you receive a payment receipt with the seal of the institution, which can be attributed to the only advantage of this payment method. This way you can easily prove that the fine was actually paid. The commission for paying a fine is approximately 3%. Many post offices have self-payment terminals.

When receiving a resolution from the FSSP, keep the envelope. The deadline for fulfilling the requirements of the bailiff service is 5 days counted from the date indicated on the envelope.

If the debt has been paid, but the order to pay it has still arrived, present the bailiffs with a payment document confirming the repayment of the debt, and receive a decision to terminate the proceedings. Do this as quickly as possible and save on paying the enforcement fee.

The most convenient, of course, is this method. There are many electronic services not only for payment, but also for checking fines. The advantage is that you don’t even have to leave your home. All you need is the Internet. But there are also disadvantages - risks when using unscrupulous sites, with weak protection of the card details you enter, or in general, scam sites.

There is no application for paying traffic fines without a commission. They all make money on a small percentage of each payment. All such services take information about fines from the traffic police database. Payment is made using the same online payment services (QIWI, Web Money, Sberbank, etc.). Therefore, the final cost is slightly higher. Be careful when choosing such a site, read reviews about it on the forums.

Via terminal (QIWI wallet) or ATM

Self-service terminals are available in all bank and post office branches and in shopping centers. The most common of them is the QIWI terminal. To use it you need to know the date of the decision, the number of the decision and the amount.

Terms of discount

A 50 percent discount on fine payment is provided on the basis of Federal Law of the Russian Federation 437-FZ dated December 22, 2014. Each citizen who violates traffic rules pays half of the fine if he makes the payment within the first twenty days after signing the protocol on the offense.

The program was adopted by the state in order to increase the percentage of payments (for example, in 2021, fines paid amounted to 67.5%). According to the government, as a result of a gradual increase in the percentage of payments, the population will form the habit of promptly and conscientiously paying fines and complying with other legal requirements.

The discount applies to most fines described in Article 12 of the Code of Administrative Offenses, with the exception of some of them. Below is a list of offenses for which a citizen has the right to receive a 50% discount when making a payment within 20 days from the date of signing the protocol.

  • The fine was issued under Article 12.1.1.1 of the Code of Administrative Offenses of the Russian Federation - lack of documents on vehicle registration, provided that this is the first violation.
  • Driving a vehicle with defects that could create a danger to others.
  • Registration numbers do not comply with installation rules.
  • Speeding, provided that there has been no previous similar violation.
  • Tinting with indicators that go beyond the limits established by law.
  • Seat belt violations.
  • Lack of compulsory insurance policy.

If there is an offense under one of the articles listed above, the citizen may be given a discount regardless of the size of the fine imposed.

There is a list of violations for which fines cannot be paid at a discount. The list includes the most serious offenses involving high amounts of payments.

The 50 percent discount on fine payment does not apply in the following cases:

  • A fine was imposed for a repeated violation under Article 12.1.1.1 of the Code of Administrative Offenses of the Russian Federation - lack of vehicle registration.
  • Violation under Article 12.8 of the Code of Administrative Offenses of the Russian Federation - the driver was caught driving while drunk or allowed a drunk person to drive his vehicle.
  • Violation under articles 12.9.6, 12.9.7 – for repeated speeding by more than 40 kilometers per hour. Violation under Article 12.12.3 – driving through a prohibiting traffic light signal.
  • Violation under Article 12.15.5 – driving into the oncoming lane. In case of repeated violation.
  • Violation under Art. 12.24 Code of Administrative Offenses of the Russian Federation – causing harm to health. Involves a fine of 2,500–25,000 rubles.
  • An offense under Article 12.26 – the driver refused to undergo a test for alcohol intoxication.
  • An offense under Article 12.27.3 is drinking alcohol after an accident. Punishable by a fine of 30,000 rubles.

The legislation provides for the repayment of fines at a discount. This decision by the state helps stabilize budget revenues and also encourages drivers to repay their debts as quickly as possible.

However, not in all cases, it depends on the violation.

From January 1, 2016, the standard for traffic violations is a 50% discount for timely payment. This rule is intended to change the negative trend in the statistics of repayment of traffic police fines - 35% of those fined do not meet the deadline established by law.

This rule applies only to fines; when imposing another type of punishment, no benefits are provided.

Also, the discount is not assigned in a number of cases:

  1. Repeated - identifying a vehicle without registration, exceeding the speed limit by more than 40 km/h, ignoring traffic lights.
  2. Driving a vehicle while under the influence of alcohol or drugs.
  3. Driving in the oncoming lane or entering the oncoming lane.
  4. Road accidents causing harm to the victims.
  5. Refusal to test for alcohol (drugs).
  6. Use of alcohol or drugs after an accident, which is regarded as “concealing the driver’s condition at the time of the accident.”

The traffic police do not provide benefits for paying traffic fines to persistent violators and chronic defaulters. The maximum amount of a fine with a discount is 30 thousand rubles.

How to pay an overdue fine

Remember that the period for paying the fine, according to the Code of Administrative Offenses of the Russian Federation, is 60 days. The counting begins 10 days from the date of imposition of the fine. 10 days are given to challenge the punishment. If you do not pay on time, the court may order the following:

  • Double the amount of the fine;
  • Community service (up to 50 hours);
  • Administrative arrest;

To find out how to pay an overdue fine in 2021, you will have to go to the nearest traffic police department and get a receipt again, because... the amount owed will increase. Payment must be made using one of the methods described earlier in this article.

Liability for non-payment

The possibility of obtaining preferential treatment is considered at the personal request of the fined person. A legitimate reason for deferment is that the car owner does not have the financial resources to repay the debt on time.

To obtain a benefit, the driver at fault files a corresponding claim in court. According to the law, a violator can count on:

  • deferred payment for up to 1 month;
  • in installments up to 3 months.

If the debt is not paid on time, expect a notice demanding repayment.

In the event of further failure to comply with legal requirements, the Code of Administrative Offenses of the Russian Federation comes into force (Article 20.25 Part 1), which ultimately gives:

  • doubling the amount of the fine;
  • assignment of public works (50 hours);
  • administrative arrest (15 days).

Willful non-payers of fines are “banned from traveling” and are detained at the border by border guards.

After 3 months from the date of receipt of the notification, the case of an unpaid administrative fine is transferred to the FSSP, with all the ensuing consequences for the violator: blocking of accounts and bank cards, seizure of property, sending messages to management at work, etc.

According to established practice, State Traffic Inspectorate employees use the summary trial system and directly transfer the case to the FSSP.

You can find out about the court hearing:

  • from FSSP employees;
  • from the employer, to whose accounting department the resolution and a copy of the court decision on withholding funds from wages are sent;
  • when the amount of debt is withdrawn from a bank card without warning.

At the same time, on legal grounds, the violator may not be warned about the appointment of a court hearing, which is guaranteed to worsen the already difficult situation of the debtor.

Payment of a fine by a legal entity

If the violator’s car belongs to a legal entity, payment is made by the owner. However, the owner can appeal the decision in court. It will be necessary to prove that the driver (company employee), at the time of the violation, was not on duty, but was using a company car for personal purposes, at his own discretion.

Payment of a traffic police fine by a legal entity is made by bank transfer. Money from the enterprise account is transferred to the traffic police account. The company's accountant enters this expense in the "other expenses" column.

According to labor legislation, an organization has the right to withhold funds paid due to the fault of an employee who was driving a car from the salary of this employee.

Features of payment in installments

A car owner who has violated driving rules has the right to expect payment in installments - if the amount of the debt is too large or the financial situation of the offender does not allow repaying the debt in one payment.

Payment in installments has its own characteristics:

  1. Possibility of extending the payment period up to 5 months. To do this, submit an application for installment plan by the end of the second month. In this case, another 3 months are added to the available time.
  2. Possibility of refusal to extend the payment period: if the applicant does not have convincing evidence of his insolvency.

According to experts, in the near future we should expect changes in the algorithm for confirming transactions on traffic police accounts and an additional increase in the payment period when paying in installments.
