The Ministry of Internal Affairs of Russia approved a new regulation (Order of the Ministry of Internal Affairs of the Russian Federation dated February 20, 2021 No. 80 “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of public services for conducting examinations for the right to drive vehicles and issuing driver’s licenses”), according to which the exam from April 1, 2021, the traffic police driving test will have to be taken in a new way. Let's look at the main changes that await driver candidates when passing the practical driving test at the State Traffic Inspectorate for category “B”.

The first and most important change in the administrative regulations is the abolition of the initial driving skills exam, which was held in closed areas (autodromes). From April 1, 2021, the “platform” as a separate stage is excluded when conducting a practical exam for category “B”.

But this does not mean that there will be no closed area (autodrome). Some maneuvers provided for by the regulations for taking a practical driving test at the State Traffic Safety Inspectorate can also be performed in closed areas. We’ll talk about them a little later, first we’ll look at the main provisions of the administrative regulations that will guide examiners from April 1, 2021.

What's happened?

At the beginning of 2021, the State Traffic Safety Inspectorate and the Association of Russian Driving Schools realized that the current issues of first aid do not comply with the rules recommended by the Ministry of Emergency Situations. Moreover, in driving schools they taught everything correctly using the correct methodology.

That is, if the same driving schools taught only traffic rules and related knowledge, and not including answering tickets correctly (up to choosing the correct answer), then few people would pass the exam successfully. The reason, therefore, is simple: in driving schools they teach one thing regarding first aid, but in the exam you will come across different questions - or rather, the correct answers are not exactly the same.

As a result, in April, the traffic police released new traffic tickets with 15 amended questions specifically on medical topics. We will look at all the changes below in the comparative table.

Current rules for taking the exam

Today, the rules and conditions for taking the exam are regulated by Order No. 995. It contains all regulatory procedures (except for the officially approved traffic tickets themselves) for passing, including the theoretical exam.

Let's list the basic rules:

  • the driver candidate must answer 20 questions on a random ticket, each question has 2-5 answer options, only one of which is correct;
  • the validity period of a positive assessment for successfully passing the required traffic ticket is 6 months - if during this time you do not pass the “site” and “city”, then the theory will have to be retaken;
  • 20 minutes are given to answer all questions on the ticket; the remaining time must be displayed on the computer; 10 minutes are given to issue the result after the exam;
  • if there is an error in traffic tickets, the correct answer is shown;
  • the exam will not be passed if you made 2 or more mistakes in one block (20 questions on the ticket are divided into 4 blocks of 5 questions each);
  • if you made one mistake in one or two thematic blocks, then you are given the opportunity to answer 5 additional questions for each mistake; you cannot make a mistake on additional questions even once; for every 5 additional questions, an additional 5 minutes are given;
  • If you fail the exam, according to the law (clause 101 of the Order), incorrect answers must be explained to you, as well as the procedure and deadline for retaking it.

Currently, in the Russian Federation, 2 sets of tickets are used to take qualifying exams for the right to drive vehicles:

ABM categories

Test tickets of the ABM category are used if the driver wishes to obtain the right to drive:

  • A - Motorcycles.
  • B- Passenger cars and small trucks.
  • M - Mopeds.
  • A1 - Light motorcycles.
  • B1 - Tricycles.
