It turned out that Kolokoltsev’s order was an April Fool’s joke, simply launched a couple of days ahead of time.
Drivers also didn’t think of taking the news about “Spikes” seriously, until in fact, on April 4, the day the innovation came into force, traffic police inspectors started stopping them.
