According to traffic rules, the driver is required to wear a helmet when driving a motorcycle, moped and other motorized equipment. The helmet must be fastened. This requirement also applies to the passenger - the driver does not have the right to transport him without a fastened helmet.
The fine for driving a motorcycle without a helmet is 1,000 rubles. A motorcyclist may be given the following fine for any of the following violations:
- driving without a helmet or with an unfastened helmet,
- transporting a passenger who does not have a helmet or whose helmet is not fastened.
This is stated in Art. 12.6 Code of Administrative Offences. This fine for violations has been in effect since June 2015; before that it was half as much.
If the driver and his passenger are not wearing a helmet, only one fine will be issued. For violation of one article of the Code of Administrative Offences, the law prohibits punishment twice.

Do drivers really need a helmet?
Typically, drivers do not plan to wear a helmet when driving. Often, this may even be due to the fact that a person does not have the necessary funds to purchase all the necessary equipment. But its absence immediately calls into question the safety of the scooter rider, because in the event of a possible accident, it is its absence that becomes the cause of death.
Moreover, according to the Traffic Regulations and the Administrative Code, a person may even receive a fine for driving without a helmet. This is stated in two articles that provide for a fine:
1. According to Article 24.9 of the Traffic Regulations, driving a power-driven vehicle (which includes scooters) without the necessary protective elements (helmet) is prohibited.
2. In addition, according to Article 12.6 of the Code of the Russian Federation on Administrative Violations, it is regulated to punish road users who travel without any seat belts on vehicles or protective helmets on motor vehicles.
Why you can't drive a motorcycle without a helmet

Even if the accident occurred due to the fault of another traffic participant, the motorcyclist who was carrying a passenger without a helmet will be fined.
In addition to a fine and possible criminal prosecution, the driver will have to compensate the victim for damage under Art. 1079 Civil Code.
How is the fine for riding a motorcycle without a helmet in 2021?
Fines for violating traffic rules on the road are established in accordance with traffic regulations. The amount of the penalty is regulated by the Administrative Code of the Russian Federation.
The ban on riding motorcycles without a helmet on the roadway is established by clause 24.3 of the Traffic Rules. The amount of the fine that can be applied to the owner of a two-wheeled vehicle who does not use protective equipment can be found in Article 12.6 of the Code of Administrative Offences.
After amendments were made to the Administrative Code by a decision of the State Duma, the monetary penalty for driving without a helmet has increased and for 2021 it is 1000 rubles.
The amount of the penalty is the same for motorcyclists, owners of mopeds or scooters. Bicycle owners are not subject to fines for traveling on the road without a helmet.

Riding a motorcycle without a helmet - what the traffic rules say

If a motorcyclist without a helmet gets into an accident
Unfortunately, in addition to the obvious consequences of an accident, the driver of a motorcycle or scooter may face criminal liability.
