Most often, replacement of documents is required when changing permanent place of residence (registration), but there may be other similar situations. For example, changing your last name (upon marriage) or first name.
In any case, the law requires replacing the car registration certificate after the personal data of the car owner has changed. Let's consider the procedure for replacing documents step by step:

If the personal data of the car owner has changed (full name or place of residence), then it is necessary to replace the registration certificate of his vehicle.
Along with replacing the registration certificate, additional information is entered into the vehicle passport (PTS) or into the electronic PTS. If there is no free space left in the paper PTS, then it should be replaced with a new one.
As for changing your last name, in this case, in addition to the documents for the car, you also need to replace the driver’s license of the car owner:

STS is a vehicle registration certificate, a small card indicating important information about the car owner and his vehicle. Among others, she indicates the registration address on the front side. When checking documents, the traffic police inspector compares the certificate with the passport, and if discrepancies are found, he finds out the reason and issues a fine. Such measures are designed to ensure that the STS contains up-to-date, truthful information.
The legislation obliges all citizens to change their STS in a timely manner when changing their registration, and imposes a fine for failure to comply with this requirement. During the replacement procedure, the old card remains in the traffic police office, and the car owner receives a new one, where his real address is indicated.
The PTS is either replaced with a new one, or changes are made to it. It depends on how complete the registration certificate is and whether there are empty seats in it. The presence of one or two free lines means the need to replace the card, because it will still have to be changed sooner or later, for example, when selling a car. Therefore, a change of registration becomes a reason for replacing not only the STS, but also the PTS. These actions are performed simultaneously, saving time.
The OSAGO policy is another official document, which is amended when you change your registration. This is done by the insurance company with which a proper contract has been concluded. This is where you need to visit so that the policy contains up-to-date information.
Vehicle technical passport (PTS)
The legislation does not oblige citizens to replace their vehicle title in a timely manner when changing their registration. This procedure is carried out solely at the request of the car owner if the registration certificate is already filled with information and does not have enough free lines. If he has no intention of selling the car, and there is not much information on the registration certificate, they leave the old card and add information about the new address there.
OSAGO insurance policy
The insurance policy needs to be changed when you change your registration. To do this, the car owner visits the insurance company that issued the policy and informs the employees of the desire to change this document for the car.
The insurer needs information about the change of registration, since each region has a unique coefficient for calculating the insurance premium.
The policyholder provides this information so that in the event of an accident he will not be denied cash payments.
Another motivation to inform the insurance company about a change of registration is a discount for accident-free behavior. Every year it increases if the driver avoids an accident. The insurer is not eager to enter data to increase this benefit and seeks to reset it to zero. Failure to promptly report a new address may be a reason for the insurance company to refuse to extend this discount.
The replacement procedure takes a couple of minutes. An insurance company employee examines the provided papers and makes the appropriate entry in the special notes box directly on the policy. He certifies the entered information with a signature and seal. In some cases, the policy must be replaced altogether. The citizen clarifies this detail with the insurer, since each of them has its own rules.
The policyholder's obligation to notify the insurer of any changes to his details is specified in the contract, so failure to comply means a violation. This may be followed by complete termination of the contract.
When should documents be replaced?
In 2021, the legislation does not directly establish a period during which car documents must be replaced if the owner’s data changes.
Let me remind you that if the owner of the car changes (sale or donation of a car, inheritance), then the documents must be replaced within 10 days. I recommend sticking to the same deadline in case of a change of registration.
What documents will be required by the traffic police?
When changing your registration, the traffic police will require the following documents:
- passport of the car owner (with a stamp indicating the new place of registration);
- old vehicle registration certificate ( STS );
- paper vehicle passport ( PTS ). If the car has an electronic PTS, then a paper PTS is not required.
If it is not the registration that has changed, but the last name, first name or patronymic, then you additionally need to take a document from the traffic police confirming the change in personal data. For example, a marriage registration certificate confirms a change of surname.
If you wish, you can additionally take with you:
- receipt of payment of state fees;
- OSAGO insurance policy.
These documents are not mandatory and practice shows that the traffic police do not require them.
New provisions for re-registration
Today the process is greatly simplified, since the procedure for deregistering a car when changing registration is performed automatically. The owner only needs to come to the nearest branch of the State Traffic Safety Inspectorate with a package of papers, which includes:
- document confirming the identity of the citizen (Russian passport);
- vehicle passport (PTS);
- registration certificate;
- papers confirming the ownership of the vehicle (purchase agreement, deed of gift, etc.).
You must also fill out an application. The form can be picked up at the branch or downloaded online from the government services portal. Today, a condition has also been introduced that the owner does not have to provide an insurance policy when drawing up documents. However, it is recommended to bring them along with other documents (customs for disposal and others). This will help avoid rejection due to insufficient data.
Are there penalties for refusing to re-register?
In accordance with the provision prescribed in Article 19, paragraph 22 of the Code of Administrative Offenses, for driving vehicles without registration in accordance with the established regulations, the owner is subject to an administrative fine by traffic police officers upon arrest in the amount of 500-800 rubles. If a violation is detected again, the fine increases to 5,000 rubles with the possibility of revocation of rights for 1-3 months. You have 10 days to re-register the car. If the procedure is not completed within the specified period, the owner will also be fined by the traffic police MREO in the amount of 1,500-2,000 rubles.
Re-registration steps
Since when changing registration there is no longer a need to deregister the car, the process is completed in one step. After collecting all the documents, the owner only needs to arrive at the traffic police department without reference to his place of residence. There is held:
- submitting an application with a package of collected documents;
- inspection of the vehicle for compliance with the VIN marking, engine and chassis;
- acceptance of a document for re-issuance of papers;
- production and issuance of a new STS;
- entering new data into the PTS.
Since standard operations are carried out when changing registration, citizens are required to pay for the services provided.
Do I need to take the car license plate number to the traffic police?
In general, employees will not need . That is, there is no need to remove the registration plate from the car and take it to the department.
However, the following must be taken into account. If the region code on the license plate does not match the region in which the car owner has registration at the time of contacting the traffic police, then the registration plate will have to be replaced.

General provisions
First, let's pay attention to the Decree of the Government of the Russian Federation dated December 21, 2019 N 1764:
Registration of vehicles belonging to citizens of the Russian Federation is carried out by entering into the data banks of the Ministry of Internal Affairs of the Russian Federation (hereinafter referred to as the data banks) the address indicated in the identity document of a citizen of the Russian Federation on the territory of the Russian Federation.

Article Art. 19.22 of the Code of Administrative Offenses of the Russian Federation provides for a fine for neglecting this rule:
Violation of the rules of state registration of vehicles of all types (with the exception of ships under construction, sea vessels, mixed (river-sea) navigation vessels, inland navigation vessels, including small vessels), mechanisms and installations if registration is mandatory - entails the imposition of an administrative fine for citizens in the amount of one thousand five hundred to two thousand rubles; for officials - from two thousand to three thousand five hundred rubles; for legal entities - from five thousand to ten thousand rubles.

Previously, the law allocated five days for re-registration, but now the period has been extended to 10 days, after the amendments to the Order of the Ministry of Internal Affairs of Russia of August 7, 2013 N 605 “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of state services for registration motor vehicles and trailers for them.”
How will the police understand that you have not completed all the documents properly? Very simple. When stopping your car, you will be asked to present documents, including registration documents for the vehicle. They indicate the registration address. If it diverges from the STS, the latter is considered invalid.
How to check availability of free time in a department?
However, before moving on to filling out the main part of the application, I recommend checking whether the traffic police has free places at the time that suits you. Otherwise, filling out the application is pointless.
So, scroll to the bottom of the application page (point 13 “Where will you register the vehicle?”

And wait for the page to load.
Note. If the page does not load within a few minutes (the hexagon continues to rotate), then most likely there are no available seats for the selected date. In this case, it makes sense to choose a different date for recording.
Step 10. As soon as free places in the traffic police are found, the form will take the following form:
You can immediately choose the time that suits you and then begin filling out the main part of the application.
How to fill out an application for State Services?
Step 11. Fill out the “Vehicle” section:
In subsection 1 for a passenger car, select the “Car or bus” item.
As for subsection 2, it must indicate who exactly is applying to the traffic police: the owner of the car or his representative acting by proxy.
Step 12. The “Your data” section is filled in automatically based on the data contained in your government services portal account. The information in this section should be verified.
If the car owner’s data has changed (for example, when changing the last name), you should click on the “Change profile data” button and update the corresponding fields:
Step 13. In subsection 5 you need to indicate the address of your place of residence. In the event of a change of registration, we are talking about a new place of registration:
Step 14. Fill out the “Vehicle Information” section:
In subsection 6, the value “Required” must be specified only if you want (or are required) to obtain a new number from the traffic police. When you select this value, a state fee for issuing license plates will be automatically added to your application.
If a new number is not needed, then select “Not required”:
The value selected in subsection 7 affects the state duty associated with the PTS (getting a new one - 560 rubles, making changes to the current one - 245 rubles, I have an electronic PTS - free).
Step 15. In subsections 9 and 10 you should enter the vehicle data. They can be obtained from the old registration certificate:

After this, the main part of the application is completely filled out. The following are points related to choosing the place and time of the registration action, but we filled them out above (steps 7 - 10).
Step 17. In conclusion, all that remains is to check the box and click on the “Submit Application” button:
Step 18. Within a few hours after sending the application, it will be processed, and in your personal account on State Services you will have the opportunity to pay state fees at a discount.
Step 19. Immediately after paying the fees, you will be able to print a receipt.
