Do you need a license to drive an ATV?
First we need to look at the definition of a vehicle. An ATV is a self-propelled vehicle with the following characteristics:
- motor vehicles with 4 wheels;
- maximum speed exceeds 25 km/h;
- maximum engine power no more than 15 kW;
- weight not exceeding 400 kg or 550 kg in the case when it is planned to be used for the transportation of goods.
An ATV is an off-road vehicle not intended for use on public roads. Rights are a must!
What category of license is needed for an ATV in 2021?
Since this type of equipment is a motorized vehicle, in accordance with Art. 4 of Decree No. 796 dated July 12, 1999, to operate it you will need to have a license issued by Gostekhnadzor for a tractor driver of category “A I”.
To understand which document is needed, you should contact the PSM (self-propelled vehicle passport), which contains all the information about the ATV. Equipment with PSM falls under the competence of Gostekhnadzor, therefore, if you have the appropriate rights obtained from the State Traffic Safety Inspectorate, you will still have to obtain rights from Gostekhnadzor.
Attention! With this license you can also drive a snowmobile.
In isolated cases, ATVs have a PTS (vehicle passport). Then the license issued by the traffic police is valid for them.
What rights are needed?
The driver bears the same responsibility for driving an ATV without a license as for driving a car. The unscrupulous rider will have to pay a large fine, and the all-terrain vehicle will be transported to the impound lot. To pick it up, you will need to present a license of the appropriate category and pay a significant amount for the entire period the vehicle is in the parking lot.
So, what documents are needed to ride an ATV? First of all, you will need to register the ATV with the traffic police in accordance with the procedure established by law. Next you need to get a driver’s license of category “A1”. In other words, an ATV is equivalent to a tractor. Therefore, the driver of an all-terrain vehicle receives a tractor driver’s license.
Category “A1” includes rights that allow you to travel on motor vehicles that are not intended for travel on a public highway. ATVs are just such a vehicle.
Not every ATV can be driven around the city: an ATV is required to have headlights, turn signals and rear-view mirrors.
Just three years ago, to obtain a license for an all-terrain vehicle, you would only have to come to the traffic police department and pass a simple exam on the ability to drive this vehicle. After this, the driver received the appropriate certificate. Today, it is impossible to pass such an exam without prior preparation. You will need to take special courses at an institution that is licensed to carry out such activities.
The concession is provided by law for drivers who have a category “A” license. To apply for subcategory “A1”, they do not need to contact the traffic police. You need to collect a package of documents (medical certificate, photograph, receipt for payment of relevant taxes) and contact Gostekhnadzor. After this, the driver will be able to open the “A1” subcategory.
What do ATV and snowmobile licenses look like?
The appearance of the document for driving these types of self-propelled transport differs from those rights issued by the traffic police.
It also has two sides - left and back, which contain the following information:
- On the front side there is:
- name of the document and its unique code;
- Full name of the owner of the rights, his date and place of birth in accordance with the passport;
- location;
- owner's personal signature;
- name of the Gostekhnadzor body that issued the document, inspector’s signature and seal;
- date of issue and validity period;
- photograph of the copyright owner.
- The reverse side reflects all the names and categories of vehicles, the right to drive which is confirmed by this document. A corresponding mark is placed next to the permitted category. Special notes may be indicated below the table. The document code is repeated below.
Required category
Obtaining the required category for driving an ATV occurs in a slightly different mode than obtaining a license for a car.
IMPORTANT. An ATV is equated to off-road motor vehicles, and therefore, documents for driving such a vehicle are issued by Gostekhnadzor, and not by the State Traffic Inspectorate!
- If the engine capacity is 50 cc, then you need a category “M” license. A document of this type can be obtained upon passing the appropriate exam and upon reaching the age of 16.
- If the engine capacity reaches 125 cc. cm, then a tractor driver’s license with the letter “A1” is required here. Category “A” itself is intended for the movement of vehicles whose movement is unacceptable on roads at a speed of less than 50 km/h. Category “A1” was introduced for off-road driving.
Do I need a license for a children's ATV up to 50cc?
In recent years, battery-powered ATVs have become especially popular. Supervisory authorities have no questions about such things and rights to manage them are not required. But you must comply with the conditions of their operation - do not drive onto the roadway.
If the equipment is equipped with an internal combustion engine, then the engine cubic capacity plays a decisive role in the availability of driving rights. For an ATV with a volume of up to 50 cubic meters and a maximum speed not exceeding 50 km/h, it is permissible to drive with an “M” license.
How is the exam going?
Knowing the age at which you can ride an ATV, many teenagers strive to get their first driver's license. To do this, you will need to pass an exam, which takes place in three stages:
- Testing knowledge (in the form of tests) of the basics of operating and driving self-propelled vehicles.
- Testing knowledge of traffic rules.
- Practical assessment of the driver’s skills in driving an ATV, which is carried out on a special route along a city road.
You will also need to fill out an individual card before the exam. If all stages of the test are completed successfully, a category “M” driver’s license is issued.
At what age can you ride an ATV?
In order to freely operate an ATV, you need to know the conditions for obtaining a driver's license.
It is possible to obtain a tractor driver's license upon reaching the age of 16 years, and from the same age you can already drive an ATV (clause a, clause 11 of the Rules approved by Resolution No. 796). The following are not allowed to take the exam:
- persons under the established age;
- citizens who have previously passed the exam and received a tractor driver's license with the specified category, unless the law requires passing the exam again;
- the presence of deprivation of a driver's license to drive transport until the expiration of the deprivation period;
- the presence of medical contraindications that prevent the operation of self-propelled vehicles;
- lack of documents that must be submitted to the State Technical Supervision Authority;
- failure to pay the state fee for issuing a certificate.
Who can obtain licenses of categories “A1” and “M” and what documents are required for this?
The state puts forward a number of requirements for a citizen who wants to obtain a license for an all-terrain vehicle. These requirements include:
- At least 16 years of age.
- Availability of a certificate from a medical institution confirming that the candidate driver has no contraindications to driving an ATV.
- Documentary proof of completion of a full course of training to ride an all-terrain vehicle.
If there are medical contraindications to driving motorcycles, the citizen will not be allowed to take the exam.
Sample rights
These contraindications include:
- endocrine diseases;
- epilepsy;
- motor dysfunctions (musculoskeletal diseases);
- mental disorders;
- hepatitis;
- visual and hearing impairments;
- alcoholism and drug addiction.
To obtain rights, you must contact the territorial body of Gostekhnadzor.
In this case, you must have the following documents with you:
- An application in the established form, which is issued by the state technical supervision body.
- Passport of a citizen of the Russian Federation.
- A certificate obtained from a licensed medical institution, which indicates the candidate’s suitability to drive vehicles of the required category.
- A document confirming passing the driving test.
- Receipt for payment of state duty.
- Photo 3x4.
In some departments of Gostekhnadzor, driver candidates are photographed independently. Therefore, before contacting a government agency, it is recommended to clarify this nuance.
Where and how to get a license for an ATV?
The issuance of a driver's license with the right to drive four-wheeled motor vehicles is carried out by the State Technical Supervision Authority.
To do this you will need:
- Take a training course.
- Prepare the necessary documents.
- Pass a medical examination and receive a certificate.
- Confirm your right to drive an ATV by successfully passing the test.
Documentation
A package of documents that should be submitted to Gostekhnadzor to obtain the right to drive an ATV:
- application for issuance of a certificate;
- passport;
- certificate of passing a medical examination:
- driver's license (if available);
- tractor driver's license or other permission to drive self-propelled vehicles (if previously obtained);
- receipt for payment of state duty;
- photographs measuring 3 x 4 cm, made on matte paper, in the amount of 2 pieces (with the exception of automated production in the Gostekhnadzor authorities).
Features of customs clearance
To clear an ATV through customs, you will need the following documents:
- completed declaration TD-6;
- invoices;
- technical documentation;
- purchase/sale agreement, notarized, with translation;
- payment receipt for goods;
- guarantee certificate (confirms the deposit of funds);
- certificate of compliance with standards if the ATV has a non-factory configuration;
- import permission from the copyright holder if the brand is included in the register of intellectual property;
- a document confirming the final point of delivery of the vehicle.
The list may include other documents. This point should be clarified separately. Documents are checked by the customs service. During customs clearance, the vehicle is placed in temporary parking.
Customs inspection is a simple visual inspection of the vehicle. The customs inspector will not delve into the study of the technical condition of the ATV, but if a violation of technical standards is obvious or there are suspicions of non-compliance, the customs inspector has the right to order an expert inspection.
The registration procedure takes several hours, usually about 4 hours. After registration at customs, a vehicle passport is issued.
Note! If the ATV is not cleared through customs, it is prohibited to ride it on public roads. At the first stop, the traffic police officer will impose a fine in the amount of 500 to 800 rubles. In case of repeated violation - 5 thousand rubles or deprivation of rights for 1-3 months.
How to pass the exam?
First of all, you should know that any motorcycle, with the exception of children, whose volume is less than 50 cubic cm, must be put under control. In this case, we are talking about Gostekhnadzor, where you need to register your ATV . This department, after passing the exam, issues a document stating that you are a full-fledged ATV driver.
Currently, this process is not so difficult, due to the fact that there are not many people who want to acquire an ATV, a “toy” for everyone.
The exam is conducted both regularly and externally. You can undergo standard training at a regular driving school, or you can obtain a license by passing an exam in absentia.
Let us remind you: in order to obtain a license with category “M” intended for driving an ATV, you do not have to wait until you reach the age of majority. This certificate can be obtained upon reaching the age of 16.
