Government Decree “On state registration of motor vehicles and other types of self-propelled equipment...” No. 938 of 08/12/1994 establishes the owner’s obligation to register the tractor with the Gostekhnadzor authorities if its engine power is 4 kW or more.

When does the owner need to register a tractor?

If you adhere to the Rules for State Registration of Tractors and the Administrative Regulations of Gostekhnadzor, the new owner submits documents to register the tractor within 10 calendar days from the date of acquisition of ownership (or its legal basis for ownership and use, for example, leasing, rental).

Submission of documents after the expiration of the ten-day period established by law will entail the imposition of an administrative fine on the owner in the amount of 1,500 to 10,000 rubles, according to Art. 19.22 Code of Administrative Offences.

What documents are required to register a tractor?

In order to register a tractor, the owner must submit the following package of documents to the state technical inspection for the supervision of self-propelled machines (Gostekhnadzor) at the place of registration/residence:

  • original self-propelled vehicle passport (PSM);
  • original purchase and sale agreement (or other document confirming the fact of legal ownership and use) with all attachments;
  • original of the transfer document (bill of lading, acceptance certificate, OS1, etc.);
  • receipts or payment orders confirming the fact of payment of state duties (check with our managers for details);
  • the original of the MTPL policy or a printout of the electronic policy (required in cases where the tractor is wheeled and the maximum speed according to the PSM is more than 20 km/h);
  • a photocopy of the owner’s passport (photo and registration) or copies of statutory documents certified by the applicant: OGRN, INN/KPP, Charter (entire), extract from the Unified State Register of Legal Entities;
  • application in the form established by Gostekhnadzor (the application form may differ in each regional inspection unit).

According to the Administrative Regulations of Gostekhnadzor, the procedure for registering a tractor is carried out within 11 working days from the date of submission of documents.

What you need to know when buying a tractor

It can be used exclusively in the country house, in the garden, in the field and in other areas not related to public roads. But what if, along the route of travel, the owner of the walk-behind tractor is forced to occupy the roadway?

From the point of view of the traffic police, all road users are required to comply with the Traffic Rules. Riding a walk-behind tractor in Belarus does not exempt you from liability. The driver of the equipment must know and follow traffic rules. Therefore, in order to travel on public roads, you must undergo training at a driving school and obtain a driver's license.

An exception to the general rule is equipment complete with a car trailer, subject to registration with Gostekhnadzor. Such models are used as a regular vehicle.

What equipment is subject to registration?

In Russia, almost any car or motorcycle is subject to mandatory registration with government agencies, but now we are not talking about cars that are registered by the state road safety inspection, but about special equipment, which often does not even require a license to drive. About that equipment - tractors, self-propelled road-building or agricultural machines and trailers for them, which is checked and registered by Gostekhnadzor. This includes the following types:

  • self-propelled road construction equipment - a wide variety of dump trucks, bulldozers, loaders, asphalt pavers, etc.;
  • self-propelled reclamation vehicles, which are designed for removing small forests and shrubs, uprooting stumps, equipping drainage systems, for irrigation and other work;
  • agricultural self-propelled machines - combines, mowers, pick-ups, etc.;
  • trailers and semi-trailers, as well as numbered units for such equipment.

Let us clarify that cars with an engine capacity exceeding 50 cubic meters are subject to mandatory state registration. see. True, the situation with the registration of walk-behind tractors is not very simple. On the one hand, according to the law, they are not subject to state registration, but on the other hand, when driving them on public roads, disagreements may arise with traffic police officers. Therefore, it is better for the owner of a walk-behind tractor, firstly, to have at least a category A license, which gives the right to drive a motorcycle. And secondly, drive a walk-behind tractor with a trailer “under your own power” only in the nearest fields and vegetable gardens, where roads are officially considered “technological passages” and are not under the jurisdiction of the traffic police. If you need to drive on a public road, it would be better to use a trailer to transport the walk-behind tractor.

What rights are suitable for a walk-behind tractor?

The category of the driver's license in the territory of the SGBV countries (in particular, in Russia and Ukraine) does not matter. To drive mini-equipment with a trailer, a license for a motorcycle or tractor is suitable. A homemade machine cannot always be confidently called a walk-behind tractor. The name of the product is determined by its manufacturer, who has the appropriate legal rights. Accordingly, the master who assembled the unit in his garage or country house cannot present any supporting documents.

Driving a homemade device on public roads is prohibited in Belarus. It is better to drive such a car only within your own dacha or within the boundaries of the village, along small paths and driveways (where there is no heavy traffic). What to do if a driver is stopped by a traffic police officer?

An inspector from the State Traffic Inspectorate has the right to stop a walk-behind tractor moving on public roads and ask the driver to present the following documents:

  • vehicle registration certificate;
  • driver's license;

Registration of self-propelled vehicles is carried out exclusively by Gostekhnadzor authorities, and the owner of such equipment is obliged to register it within ten days from the date of purchase.
