The law obliges car owners to register their vehicle. The rule applies regardless of the status of the owner of the car. Legal entities must also contact the traffic police to register their vehicle. Its implementation is similar to the list of actions that ordinary citizens are required to carry out. The differences lie in the list of required documents, the amount of state duty and the features of applying to the authorized body.
New rules for registering a car with the traffic police by a legal entity
A company can receive a car as a gift, acquire it based on a purchase and sale agreement, or win a car through a competition. Initially, the owner of the car is an individual or legal entity. The procedure is regulated by Order No. 399 of the Ministry of Internal Affairs of the Russian Federation dated June 26, 2021. The regulatory act introduced a number of changes to the registration of a car by a legal entity. He legislated the procedure for registering cars with electronic passports. Additionally, it has become much easier to replace the engine. The law introduces relaxations for persons who replace it with a similar one. In this situation, an inspection is performed, based on which the information is entered into the database. You do not need to provide documents for the engine. The regulatory legal act also established the procedure for registering a car whose owners are several persons. There has been an increase in the shelf life of registration plates when changing cars. Previously, the period was limited to six months. Now the period has been extended to a year. The validity period of transit signs has been increased. It was extended to 30 days. The registration certificate form has also been updated.

On August 3, 2021, Federal Law No. 283 On the state registration of vehicles in the Russian Federation was adopted. Effective August 4, 2021. Its adoption will entail the following changes:
- Together with the State Traffic Safety Inspectorate, the process of registering a car will be handled by dealerships. They will prepare the necessary documents. As a result, the opportunity to drive a new car without license plates will disappear.
- The traffic police will stop providing state license plates. In the regulatory legal act, differences appeared between the registration mark and its material expression. Traffic police representatives will begin assigning numbers. Specialized firms will have the right to provide registration marks. This will entail an increase in the cost of the procedure for registering a car by a legal entity. You will need to pay separately for the provision of an intangible equivalent of a number.
- The ability to register a car for minors will disappear. The owner must be at least 16 years old.
- We have simplified the list of actions that will have to be taken if the car’s license plate has been erased. Everything will also need to undergo an examination. However, the number can be reapplied.
Step-by-step instructions for registering a car with the traffic police by a legal entity
The procedure for registering a car as a legal entity is similar to the algorithm of actions that ordinary citizens must follow. Differences in the amount of state duty and the list of required documentation. The period of time during which you need to contact the authorized body is the same for everyone. It is 10 days from the date of purchase of the car or receipt of it by other means. The rule is enshrined in paragraph 3 of Art. 8 Federal Law No. 283 of August 3, 2021 On state registration of vehicles in the Russian Federation. To register a car with the traffic police on behalf of a legal entity, you will need to perform the following steps:

- A company representative contacts the traffic police. An application for vehicle registration is written here. The document can be prepared in advance. You need to fill out the fields that are located on the front side of the form.
- The person joins the electronic queue of the MREO branch at the place of registration of the company. In the terminal, you need to click on the section Registration of vehicles for legal entities. Representatives of the MREO will provide a number and inform you of the window in which you need to submit an application and a package of documentation.
- Papers are provided for verification.
- The car is being inspected. It is required to register the car and obtain registration plates. If you purchased a used car, the inspection may take longer. The inspector checks the numbers against the database to identify the presence of theft or theft. If any part does not correspond to the information from the car’s passport, it will not be possible to register the vehicle.
Attention:
When all steps are completed, the car will be re-registered to a legal entity. STS is provided as confirmation of this fact. Data about the new owner is entered into the car's title.
Required documents
The list of documents required for registration of a car with the State Traffic Safety Inspectorate by a legal entity is reflected in paragraph 15 of Order No. 605 of the Ministry of Internal Affairs of the Russian Federation dated August 7, 2013. Legal entities are required to provide the following documents:
- completed application;
- a power of attorney or other document confirming the right to represent the interests of the company;
- passport of the person acting on behalf of the organization;
- PTS and STS;
- paper regulating ownership (vehicle purchase and sale agreement);
- OSAGO;
- extract from the Unified State Register of Legal Entities;
- document confirming payment of the state duty.
The above list of documents for registering a car with the traffic police by a legal entity is considered the main one. However, in some cases additional paperwork may be required. They are necessary if registration is carried out at the location of separate divisions of a legal entity. In this case, the above list must be supplemented with the following documents:
- certificate of registration with the Federal Tax Service;
- documentation on the creation of the unit;
- certificate of entry into the State Register;
- order to transfer the vehicle to the unit.

So, for an organization to register a vehicle, the set of documents is much wider than for a citizen. The good news is that all additional documents are prepared by the representative of the legal entity.
A complete list of documents for registration with the traffic police by a legal entity:
- a completed application (for a legal entity it differs from a similar application for an individual, see below),
- payment orders for payment of state duties,
- certificate of registration of the organization's vehicle (if available),
- PTS,
- purchase and sale agreement (or other document confirming the transfer of ownership of the car to a legal entity),
- applicant's passport,
- a document confirming the authority of the applicant (power of attorney or order for the director),
- a copy of the extract from the Unified State Register of Legal Entities,
- valid MTPL policy.
Please note that if the car is registered by a branch or representative office of a legal entity, then a small list of documents is also needed.

Statement

The application must indicate the listed list of documents. Please note that the name of the legal entity in the application must be full, and not just “LLC”.
Money orders
State fees for legal entities to register a car are the same as for individuals. Current state fees for 2021 are listed in the table below.

You are unlikely to need to pay for everything. So, if the car already has plates, then you don’t need to get new ones. Also in the PTS, if it is not completely filled out, and there is space for making a new entry, it is enough to make changes, and there is no need to get a new one.
The executed payment order is printed on a printer and certified by the signature and seal of the head of the organization. There is no need to notarize payment orders.
Registration certificate
The legal entity will have it in stock if you buy a used car. If it's new, then no.
When registering in the first case, you will be given a new STS.
Document confirming the applicant's authority
This is a power of attorney from the head of the organization to an employee or any other person (including those not related to a legal entity). But if the authorized person does not work for the organization, then notarization of such a power of attorney will be required.
If a car is registered with the traffic police directly by the director of a legal entity, then a document confirming his authority is also needed. In our case, it is an order to appoint a meeting of founders.

OSAGO policy
Similar to the situation when a car is registered with the MREO by an individual, in our circumstances we also need a valid MTPL policy. It must be purchased by the current owner (from the previous owner will not work) and meet the criteria for the insurance period.
Will statutory documents be required?
No. The legislation in force for 2021 does not provide for the mandatory presentation of statutory documents. An exception is the order for the appointment of the head of the organization.
However, in rare cases, illiterate inspectors at the traffic police MREO require them from legal entities, so if you take their originals and copies with you, it will be better.
Do documents need to be notarized?
No. The relevant Orders No. 399 and No. 605, which regulate the procedure for registering cars by legal entities and individuals, do not require this. Certification of a number of the documents listed above is required only by the head of the organization.
The only exception is a power of attorney if it is registered by a person not related to the organization.
Application form for car registration by a legal entity
When registering a car with the traffic police, individuals and legal entities are required to fill out an identical application form. It reflects the following information:
- name of the department (MREO) to which the application is made;
- information about the applicant;
- the reason for petition;
- vehicle information;
- information about representatives of the legal entity;
- date of the application;
- signature of a representative of the organization.

The law allows a legal entity to register a car with the State Traffic Safety Inspectorate through State Services. To do this, you will need to go to the portal website and go through the registration procedure. It is important to log in under the account of a legal entity. You can check the status in the site header. To do this, click on the list and select your status.
Then you will need to do the following:
- Go to the car registration page and select the item Registration of car with the State Traffic Inspectorate. Next, select the option of completing documents when purchasing, leasing, or changing information about the owner. The next step depends on what kind of car you need to register. If it is new, you have to click on the first item. If you purchased a used car, you need to give preference to the second action.
- By clicking on the button Registration of a car with the State Traffic Inspectorate, a person will begin registering a vehicle without mileage. The system will redirect the citizen to a page with information about the service provided. It needs to be studied. - You will need to fill out an online form. You need to enter information about the owner of the car and the vehicle itself. Then you need to choose a convenient time to visit the State Traffic Inspectorate.

Further actions are similar. The person will have to fill out the online form that opens and select a convenient unit for the visit. Then the time of visit is indicated. It is permissible to register a car at any traffic police department.
Attention
You must have the necessary documents with you. You will need to submit the car for inspection to check its technical condition. If the car meets the established requirements, a new STS is provided.

State duty for registering a car with the traffic police by a legal entity
The amount of the state duty may vary depending on the actions that need to be carried out. Its value is reflected in Article 333.33 of the Tax Code of the Russian Federation. The state fee for registering a car with the traffic police by a legal entity will be:
- 3300 rubles if an entry is made in the register;
- 850 rubles if information on transferring registration plates to a new vehicle is corrected;
- 850 rubles if information about the owner of the car is updated in the PTS.
IMPORTANT
Payment is made from the debit account of a legal entity. The payment order is sent. Details are provided to the traffic police.
Payment of state duty
State duty is a fixed payment for the services of the State Traffic Inspectorate. Regardless of the traffic police address, the amount is the same. Registration of a leased car costs 2,850 rubles. Types of payments are indicated in the table:

When re-registering a used car, it is not necessary to obtain new license plates. If the previous owner agrees, the new owner can keep them, the amount of the fee will be reduced to 850 rubles. The numbers must correspond to the region of registration of the legal entity. According to the rules in force since January 2021, the state registration number indicates the code of the owner’s registration region.
Truck registration
If you need to register a truck, you will need to follow a scheme that is relevant for passenger cars:
- A power of attorney is drawn up. The document is signed by the head of the organization.
- Additional papers are being prepared, including an application for registration.
- The documentation is transferred to the traffic police, and the state fee is paid.
- The transport is being prepared for inspection. Then technical control is carried out.
When all stages are completed, the representative of the legal entity is issued a passport and vehicle registration certificate. If you need to register a truck, you can contact any department of the State Traffic Inspectorate. There is no connection to the place of registration. The application form must be completed independently. The data is entered into a unified traffic police database. If it is impossible to bring the car for inspection, registration under a single act is acceptable.
Registration of a truck
The process of registering freight vehicles for legal entities was developed by the State Traffic Safety Inspectorate according to the same scheme as for passenger cars:
- Fill out the standard registration application form.
- Prepare a set of necessary documentation (information can be obtained on the official website of the State Traffic Safety Inspectorate or at stands in any department).
- Prepare cargo transport for inspection by an inspector and undergo technical control.
- Pay the state fee.
After passing all the stages, the authorized person from the legal entity is given a passport for the truck and a plastic certificate of registration.
What needs to be done?
- To register a cargo vehicle, a legal entity can contact any inspection unit, regardless of the place of registration of the company.
- Fill out the application form and submit it along with the entire set of documentation to the employee performing the technical inspection of all units to check the compliance of the numbers with the information from the PTS.
- If there are no discrepancies, the application will be stamped accordingly.
- Then, with the entire set, we approach the person responsible for registration and hand it over to enter the information into the unified traffic police database.
If for some reason the truck cannot be brought in for inspection, then registration under a single inspection report is allowed.
If you have a company account on the State Services portal, you can upload an application and photocopies of documents here and stand in line. The system will select a free day and download a receipt form for payment of the duty; this can be done here by clicking on the “pay” banner. Funds will be credited from the debit savings bank account of a legal entity. Upon completion, the receipt can be printed and presented for truck registration.
The set of required documents includes:
- Unified application form.
- Vehicle passport and its photocopy.
- Grounds for ownership are agreements as a result of which the car is transferred under ownership.
- In addition to the main documents, the legal entity provides an extract from the register of legal entities, that is, from the Unified State Register.
- The original receipt for payment of the state duty, its amount is 3,300 rubles. (payment includes obtaining new registration numbers for the car).
- Motor third party liability insurance policy (MTPL).
- A notarized power of attorney with authority from management to complete registration, an original and a photocopy of a general passport.
- A certificate from the military registration and enlistment office about entering information about the truck. It is necessary in case of hostilities; it can be confiscated and used for the defense of the state.
If the inspector does not have any comments, then the representative of the legal entity is issued a plastic card - a certificate of registration of the truck.
Registration of a car for leasing
Wanting to reduce one-time costs, legal entities purchase cars on lease. In this case, the registration procedure will be slightly different. The vehicle continues to be owned by the lessor. The law allows a legal entity to register a car in its name, but only if there is an appropriate agreement. It must be in writing.
Paragraph 52 of Order No. 605 of the Ministry of Internal Affairs of the Russian Federation states that registration in this situation will be temporary. It is valid until the end of the lease agreement. If the car is bought back, it will need to be registered again. The registration process does not differ significantly. If a person applies to the traffic police, the list of papers will need to be supplemented with a leasing agreement. If the application is submitted online, when going to the State Services portal you will need to select the item Registration of a car for a limited period (Leasing, subleasing, temporary import).
Procedure
A leased car is registered at the registration address of the company using it (branch, separate division).
Most Moscow areas serving legal entities require pre-registration through the Public Services service. Having arrived at the traffic police, the applicant performs these actions:
- Hands over documents to employees for verification
- Receives a vehicle inspection pass and drives the car to a special site
- Receives the inspection form and passes it on to the employees preparing the STS
- Receives a registration certificate, a registration certificate with amended data, license plates
Inspection of the vehicle by traffic police officers is a mandatory part of the procedure.
Inspectors check the license plates of the engine and chassis with the data specified in the registration certificate. The numbers must match exactly, otherwise the car will be sent for forensic examination. The owner is recommended to independently check the license plates before purchasing a used vehicle and check the condition of the license plates before visiting the State Traffic Inspectorate.
Complying with the requirements for registering a car after leasing, the owner will spend one to two hours.
Registration validity period
The car is registered for a certain time, after which the lessee is obliged to cancel the registration, re-submit the application and documents, and re-register the vehicle, becoming the legal owner.
At the end of leasing, registration is standard and must be completed within 10 days. When signing a leasing agreement, you should indicate the registration period and expiration date. The agreement between the parties must indicate:
- the cost of the car under the terms of the purchase and sale agreement concluded between the lessor and the car dealership (the citizen selling the vehicle)
- contract price, including additional services (vehicle rental, compulsory motor liability insurance, technical inspection)
- residual value – the price of the car at the end of the lease
- redemption price (after payment the car becomes the property of the leasing company)
Vehicle insurance rules
The MTPL insurance policy is a confirmation of the safety of the car, issued based on the results of a technical inspection (when the vehicle is more than three years old). When taking out insurance, it is important to correctly indicate the owner of the vehicle and the insured. The owner is the leasing company that purchased the vehicle. The insurer is the company using the vehicle. An incorrectly drawn up policy is a reason to refuse vehicle registration.
Execution of a power of attorney when registering a car with the traffic police by a legal entity
The procedure for registering a car on behalf of a legal entity can be performed by its owner. This is usually someone from the company's management with appropriate authority. However, in practice, rights can be transferred to another citizen. In this case, a power of attorney is issued to register the car. The paperwork is completed at the notary office. This will require a verbal statement. The notary will provide a document containing the following items:
- date and place of drawing up the power of attorney;
- who transfers the right to a third party, and on what basis;
- list of delegated powers;
- detailed characteristics of the car;

If the procedure for registering a car by a legal entity needs to be completed in Moscow, you must follow the standard procedure. There are no differences from other settlements. Required:
- Draw up a power of attorney. Usually it is issued to an employee of the organization. However, the transfer of authority to a third party unrelated to the company is also permitted.
- Prepare a package of documents and apply to the authorized body, paying the state fee.

Having received a notification confirming the appointment, the car owner must collect the original documents and go to the selected location at the appointed time to undergo the procedure. The procedure is standard. Having visited the branch in person, the company's authorized representative submits the documentation for inspection and places the car on the site for inspection.
Important! It is not possible to change the date of registration of a vehicle after registration through State Services. If it is not possible to undergo the procedure at the chosen time, you must refuse to receive the service on the website and reapply, choosing a different date.
