Unlike the driver's license fee, which is a single payment, multiple receipts must be paid when registering a vehicle. Moreover, depending on the situation, both the number of payments and their sizes may change.
How much is the state fee for car registration?
Let's consider Article 333.33 of Part Two of the Tax Code of the Russian Federation?
36) for state registration of vehicles and performance of other registration actions related to:
- with the issuance of state registration plates for cars, including replacement of lost or unusable ones - 2,000 rubles;
- with the issuance of state registration plates for motor vehicles, trailers, tractors, self-propelled road construction and other self-propelled machines, including replacement of lost or unusable ones - 1,500 rubles;

The number of requests for passes will increase significantly
This should inevitably happen, if only because the list of vehicles that will need such a pass from May 5th is expanding . And, by the way, it is expanding not only due to trucks from 3.5 tons.
Many owners of heavy trucks had not previously (until February of this year) issued a pass, taking advantage of the fact that they could drive through at night without one . Now it is needed around the clock, and from May 5th, already issued passes will become daytime.
That is: many carriers who have already completed the application procedure will have to go through it again - this time to obtain a night permit.
In addition, due to the fact that the trucks will be monitored by a navigation system (as well as, by the way, photo and video recording cameras), and deviation from the route (even at the entry point on the Moscow Ring Road) entails the cancellation of the pass, the application for the pass will have to indicate the actual exact loading/unloading addresses and intermediate points along the way.
Although if the pass is issued for a long period, then, naturally, you may not know about future clients . As a result, when a new counterparty appears, you will have to submit a request to change the route, which also involves canceling the current pass and issuing a new one.
Of course, with tightening control over the movement of trucks, the number of basically canceled passes will also increase significantly.
In what cases are duties paid?
For issuing a registration certificate - always. When performing any registration actions, the car owner receives a new registration certificate, i.e. 500 rubles must be paid in any case.
For issuing or making changes to the PTS - always. In this case, the amount of the fee depends on whether there is free space in the car’s passport. If the place has not yet run out, then you should pay 350 rubles, if there is no place, then 800 rubles.
Note. In 2021, electronic PTS began to be used in Russia, in which space cannot run out.
For issuing license plates - only if the traffic police issues registration plates. If the car still has “old” license plates, then this fee is not paid.
The Moscow region was also presented with a fait accompli
The Ministry of Transport and Road Infrastructure of the Moscow Region also says that they were not notified in advance about the planned restrictions .
Although the department, by agreement with Moscow, issues passes for transit along the Moscow Ring Road, which, in principle, they intend to get rid of.
Currently, passes are issued (provided that transit along the Moscow Ring Road does not have an alternative detour no longer than 50 km) according to the current regulations - for trucks over 12 tons. At the same time, travel permits are valid not only during the day, as was before, but around the clock.
The agency has also prepared changes to the regulations that extend the access system to trucks over 3.5 tons . Presumably, they will also begin to operate in early May (the resolution has not yet been signed).
However, the regional ministry does not yet know anything precise about any further plans of the capital’s authorities (maybe transit passes will be eliminated altogether over time).
Examples of payment of state duties
Buying a new car
When purchasing a new car, you must obtain new registration plates (numbers) and a registration certificate from the traffic police. The title for the car is issued by the car dealership.
To be paid: 2,000 + 500 + 350 = 2,850 rubles. With a discount: 1,400 + 350 + 245 = 1,995 rubles.
Buying a car second hand
When purchasing a car that has previously been in use, obtaining new license plates is not mandatory.
If there was a free space in the vehicle, then you should pay: Payable: 500 + 350 = 850 rubles. With a discount: 350 + 245 = 595 rubles.
If there is no space left in the PTS, the amount becomes larger: To be paid: 500 + 800 = 1,300 rubles. With a discount: 350 + 560 = 910 rubles.
Obtaining numbers stored in the traffic police
Currently, legislation allows you to transfer license plates between your own cars. To do this, you need to leave the number for storage at the traffic police, and then receive it.
Despite the fact that the plates seem to belong to the owner, they are kept in the custody of the traffic police. Those. To obtain them, you must pay, including for issuing numbers:

Restoring a lost registration certificate
If the registration certificate is lost, the car owner must pay a fee for issuing a new document. You will also have to pay for making changes to the PTS, because Information about the new STS must be entered in the passport.

And it all started small...
It began, if you remember, with the fact that the movement of heavy trucks along the Moscow Ring Road was to be limited for only two days - February 20 and 21 . As they explained then, in order to “clear the streets as much as possible and remove the snow” after the snowfall the day before.
During that snowfall, on February 12, when 25% of the monthly precipitation fell , the Moscow Ring Road simply stopped for several hours.
According to the capital's Department of Transport, the jam stretched for 1,400 km, and some trucks spent more than a day in the traffic jam. At the same time, about 1,000 cars had to be towed.
However, the restriction turned out to be so effective that it was immediately extended for a year. That is: by the end of February next year, they made the need to obtain a pass for trucks over 12 tons mandatory for any (not just daytime) time of day .
Well, in early March it turned out that the measures taken were even more effective than expected, and therefore they also suddenly decided to extend them to transport from 3.5 tons .
True, they immediately intended to introduce changes from April 5th, but then truck owners were given an adaptation period until May 5th .
The Department of Transport says that during the current restrictions, the intensity of truck traffic on the Moscow Ring Road has decreased by half, accidents involving trucks have also been registered by half, and the speed of traffic on the road has increased by 11%.
How to pay the state fee?

If the driver does not want to use the State Services portal, then he can pay the fee in the traditional way - at a bank branch .

At the same time, the companies we surveyed note that they have not yet noticed any special problems when issuing passes .
“All mainline vehicles of IML and our partners received the necessary passes on time , there were no difficulties,” says Elena Shutyuk, general director of the federal logistics company IML.
“Now, when issuing permits for trucks over 12 tons, we have not experienced any serious problems ,” CRAFTER Group confirms.
True, the company’s director of operations, Sergei Bukreev, clarifies that quite a lot of time is spent preparing a package of documents .
“Perhaps carriers with a small fleet most likely did not encounter such difficulties. But for large carriers with large fleets it will take longer. For example, it took us about a month to collect a full package of documents ,” he notes, recalling that it is possible to issue a one-time pass.
“While the registration of passes is ongoing, we do not stop the work process. If the cargo is unloaded or loaded in Moscow, we issue one-time passes . There are no problems with this,” emphasizes the Operations Director of CRAFTER Group of Companies.
General procedure for re-registration when changing owners
After the actual contract for the sale of the vehicle, re-registration to the new owner is required.
This procedure will require a series of sequential actions, namely:
- Visit the local traffic police office, attach the purchase and sale agreement already drawn up and signed by the parties, or affix the signatures of the participants directly at the institution.
- The owner must still sign the title for the documentation to be accepted by employees.
- Fill out an application for re-registration.
- Pay the state fee and resolve the issue of changing license plates.
- Submit the entire list of required documents to an authorized person. The full list can be found in paragraph 15 of Order of the Ministry of Internal Affairs of the Russian Federation No. 605 of 2013.
- Have the machine technically checked by experts.
- Receive all the documentation for the car, confirming the legal transfer of ownership preferences to the purchaser.
The procedure follows this general order. However, each situation is individual and contains many subtleties that must be taken into account. Next we will talk about the features of the process in individual cases.
But illegal business will really be strangled
The Moscow permit system, in principle, does not provide for the issuance of permits for freight transportation to truck owners who are not registered as individual entrepreneurs or legal entities .
Individuals who own a freight vehicle can obtain a pass only to travel to a parking lot or place of residence .
Until February of this year, owners of cars over 12 tons could still circumvent the ban by using night time, for which a pass was not required. Since the end of February, when the restriction on traffic on the Moscow Ring Road and within the Moscow Ring Road was made around the clock, this opportunity was blocked for them.
From May 5th, this opportunity will also be deprived of “physical” owners of trucks weighing over 3.5 tons, who currently do not require permission to travel to the Third Ring Road at all.
At the same time, it is also unlikely to be possible to cheat : the navigation system, together with photo and video recording cameras, will ensure that the car moves along the specified route - to and from the parking lot. And if it is violated, the pass will simply be “taken away” .
