The updated rules for car registration in 2021 have significantly simplified the implementation of some administrative procedures, and also improved the quality of public services provided by the State Traffic Inspectorate and its territorial divisions.

However, car owners should not expect drastic changes - all the registration actions familiar to many, performed when buying, exchanging, donating or leasing a car, will remain the same.

Normative base

The entire list of changes that came into force in 2020 is regulated by one legal act - Order of the Ministry of Internal Affairs No. 399.

In connection with the adoption of the New Order, several legislative acts have lost their legal force. The main regulatory document that is no longer valid and is not applied on the territory of the Russian Federation is Order of the Ministry of Internal Affairs No. 1001 of November 24, 2008 “On the procedure for registering vehicles.”

In addition to the Old Order of the Ministry of Internal Affairs No. 1001, the following are no longer valid in 2021:

  • Order of the Ministry of Internal Affairs No. 626 of August 27, 2010 “On amendments to the regulatory legal acts of the Ministry of Internal Affairs of Russia.”
  • Order of the Ministry of Internal Affairs No. 28 of January 20, 2011 “On amendments to the regulatory legal acts of the Ministry of Internal Affairs of Russia.”
  • Appendix 2 to Order of the Ministry of Internal Affairs of the Russian Federation No. 605 of August 7, 2013.

Participation of specialized organizations in state registration

Car registration from January 1, 2021 can be carried out by the following persons (subject to compliance with the requirements established by law and inclusion in a special register of specialized organizations):

  • official dealers, that is, Russian organizations and individual entrepreneurs who represent a foreign manufacturing plant on the territory of the Russian Federation in the form of selling cars under an agreement with it;
  • the manufacturing plants themselves.

A specialized organization also receives the right to participate in state registration on the territory of a foreign state in two cases:

  • if the vehicles produced by it are registered;
  • if the registration of vehicles sold by it on the basis of an agreement with their manufacturer is carried out, provided that they are released into circulation on the territory of the EEC and have not previously participated in road traffic or operation.

List of changes to car registration rules in 2020

In accordance with the regulatory provisions of Order No. 399 of the Ministry of Internal Affairs, in 2021 cars are registered according to new rules.

Here is the list of changes:

  • it is now possible to register a car using an electronic PTS - previously the rules provided for registration only on paper, despite the fact that electronic passports had already been issued and used;
  • you can now change the engine of a car without any problems and without providing documentation certifying ownership of the engine, if the power unit is similar in characteristics (volume, power) to the one replaced;
  • the situation related to the registration of a vehicle, the ownership of which belongs to several individuals or legal entities, has been resolved;
  • in 2021, the storage period for state registration plates has been increased to 360 days;
  • state license plates for cars will now be issued in a manner that excludes corruption;
  • in 2021, registration plates of the “Transit” type are issued not for 20 days, but for 30 days.

Fundamentally new aspects in state registration of cars

In addition, the law provides for fundamentally new points:

  • this is the possibility of applying additional markings to the vehicle,
  • this is the assignment of a state registration number
  • and participation in the state registration of a vehicle of a specialized organization.

Procedure for applying additional vehicle markings

The procedure for applying additional markings is regulated by Government Decree No. 1653 “On approval of the requirements for the content and methods of applying additional markings,” which were either previously destroyed due to corrosion, counterfeited, or hidden, or were altered or destroyed due to illegal actions of third parties.

Applying such markings will make it possible to unambiguously identify vehicles for which signs of changes were previously established, which will eliminate the need for repeated studies and save the vehicle owner’s time.

The right to apply additional markings is granted by the certification body to testing laboratories accredited in accordance with the legislation of the Russian Federation: product compliance with the requirements of the technical regulations of the Customs Union.

Assignment of a state registration number

It is possible to carry out registration actions both with the issuance of state registration plates and without issuance, with their subsequent production by authorized organizations based on the will of the owner.

Also, a fundamentally new circumstance when assigning state registration plates is to ensure that the region code is linked to the subject of registration of the vehicle owner.

Participation of specialized organizations in car registration

And third is the participation of specialized organizations that directly provide public services.

Dealers and vehicle manufacturers are invited to participate in the registration process, who will act on behalf of vehicle owners when submitting documents to the registration departments of the State Traffic Inspectorate.

They will also inspect cars, generate applications and specific necessary documents for the State Traffic Inspectorate.

The production of license plates will be carried out by organizations that have received permission to manufacture and be included in the register of manufacturers in accordance with the established procedure.

The procedure for the production of registration plates, the inclusion of organizations in the register of performers is also registered by the corresponding regulatory legal document - this is Decree of the Russian Federation No. 1842 “On the procedure for the production of state registration plates” . Also by order of the Ministry of Internal Affairs of Russia No. 951 “On approval of the Procedure for including a legal entity or individual entrepreneur in the register of manufacturers.”

Some regulations in Order of the Ministry of Internal Affairs No. 399 from the Old Order of the Ministry of Internal Affairs No. 1001 were transferred without changes. And some norms were simply reformulated (placed in a separate paragraph, indicated in another paragraph, etc.).

For example, in the Old Order the wording that the registration rules also apply to vehicles that are registered in other countries and temporarily imported into the Russian Federation for a period of 6 months or more is highlighted in a separate paragraph (paragraph 2, paragraph 1), and in The new Order lists those who are subject to the rules in the form of one sentence and paragraph.

New rules for car registration from August 4, 2019

Previously, the entire registration process was coordinated exclusively by orders of the Ministry of Internal Affairs. This is not surprising, since all the work on registering/deregistering/making changes was carried out by traffic police officers, who are subordinate to this structure. Now the traffic police still has a primary role in the re-registration of all vehicles, except for new cars from dealerships, but it also has assistants. In order to synchronize the work of all services, the supervisory authority was expanded: now it is the entire Federal Law No. 283.

A compulsory motor liability insurance policy is no longer always needed. The car owner is no longer required to carry an MTPL policy and a receipt for payment of state duty if he wants to change his registration data. The rule applies to changing the name, surname, address, vehicle equipment and other details. Now a paper document will only be required when changing ownership and registering a new vehicle.

The fact is that now a traffic police officer can find and check these documents in online systems. But if at least one of them does not work for some reason, the car owner will not be able to receive the service.

Correction of errors in STS without paying a fee. If, when registering a car, the responsible person makes a mistake on the certificate, the document can be replaced without paying a fee. A new STS is issued within 3 days after applying to the traffic police.

The procedure for registering a car according to the new rules

Since only certain rules regulating the procedure for replacing the engine, the validity period of Transit signs, and the terms of registration plates deposited for storage have changed, the basic procedure for registering a car in 2021 remains the same and is regulated by Order No. 605.

That is, for example, when purchasing a car, the new owner will also need everything:

  • collect documents, the list of which is provided for in clause 15 of Order No. 605;
  • contact any department of the State Traffic Safety Inspectorate to provide the service “State service for registration of motor vehicles and their trailers” (or submit an application through the Unified Portal of State Services);
  • provide the vehicle to the inspection platform for inspection and verification of the identification data of the body (frame, chassis) with the information contained in the vehicle title (clause 40 of Order No. 605);
  • receive state registration plates, STS, paper or electronic PTS (clause 49 of Order No. 605).

The procedure is similar when making changes to registration data. For example, when changes are made to the vehicle design, a certificate of conformity is provided. Next, the administrative procedures provided for in paragraph 32 of Order No. 605 are carried out.

Functions of a specialized organization

Such an organization, on behalf of the owner, has the right to carry out the following actions to organize registration:

  • collection and preparation of a package of documents on behalf of the vehicle owner;
  • checking the registration data for the car and confirming it;
  • identification of the identity of the owner of the vehicle and identification of the vehicle itself;
  • transfer of information necessary for registration to the traffic police department in the manner prescribed by law;
  • vehicle inspection;
  • if appropriate authority is available, production of registration plates;
  • transfer to the owner of registration documents and a vehicle with state marks.

For violation of the rules of production procedures, specialized organizations may lose their status. Control over their activities is carried out by the State Traffic Inspectorate.

Termination of registration with the traffic police upon refusal of a car

According to paragraph 7 of the New Order of the Ministry of Internal Affairs No. 399, car registration in 2020 is terminated:

  • at the request of the car owner;
  • or at the initiative of the traffic police.

By application, a vehicle is deregistered when:

  • loss or theft of a vehicle;
  • termination of ownership of the car;
  • termination of the leasing agreement;
  • vehicle recycling;
  • export of vehicles outside the Russian Federation;
  • refusal of the vehicle owner to give up the car.

In 2021, the traffic police may itself terminate registration in the following cases:

  • obtaining information about the death of the individual owner of the car;
  • expiration of the registration period for a vehicle registered for a limited time;
  • receipt of information about the circulation of a vehicle in favor of the state.

According to the new rules, termination of registration can now be carried out:

  • if the car is the subject of an insurance contract (MTPL, CASCO), and an accident occurs, as a result of which the vehicle was severely damaged or its constructive destruction occurred - in the event that the owner abandons his car, that is, transfers it to the insurance company, and it, in in turn, pays monetary compensation;
  • if the buyer of the car decides to use his right to replace the car, having discovered any significant defect (defect), with a similar car or another (with a corresponding recalculation of the purchase price - Part 1 of Article 18 of the Law of the Russian Federation No. 2300-1).

Registration of a car for several owners in 2020

A car can be owned by several persons, just like real estate.

In the presented case, by virtue of ab. 2 clause 24 of the New Order of the Ministry of Internal Affairs No. 399, if the vehicle belongs to 2 or more owners, then registration of the car in 2021 in any case is carried out only for the 1st owner.

The choice of who specifically to register is made directly by these owners by mutual agreement.

In addition to all other documents necessary for registration, written consent from all co-owners of the car is additionally required. It can be formatted:

  • when all owners visit the traffic police (in this case, consent is certified by a traffic police official);
  • if a visit by all owners or at least one of them is impossible, then the consent is notarized and provided to the traffic police by the person in whose name the vehicle will be registered.

Storage period for numbers according to the new rules for 2021

In accordance with paragraph 42 of the New Order of the Ministry of Internal Affairs No. 399, the storage period for state registration plates is increasing from 180 to 360 days.

You can preserve the state registration plates of a car in 2020, for example, if the vehicle registration is terminated due to sale, by submitting a corresponding application to the territorial traffic police department. In this case, the numbers will be stored by the traffic police for 360 days. As soon as a citizen buys a new car, during this period he will be able to put these numbers on the newly purchased vehicle.

The procedure for entering information about engine replacement according to the new vehicle registration rules

In 2021, any changes in registration data, including those related to the replacement of vehicle components and assemblies, are carried out on the basis of (clause 17 of the New Order):

  • documents certifying ownership of the relevant replacement part;
  • and documents confirming the possibility of admitting a modified vehicle to participate in road traffic.

However, in 2021, the New Order made an exception - if a car owner changes the engine of his car to one with similar technical characteristics as was previously installed, then documents confirming ownership of the power unit do not need to be provided. All that is required is to provide the vehicle for inspection.

It is important that the engine is truly legally clean, that is:

  • was not wanted;
  • had original factory markings.

Based on the inspection results, information about the new engine number will be entered:

  • in PTS;
  • to the traffic police data bank.

Sequence of license plate issuance

Based on ab. 3 clause 38 of the New Order of the Ministry of Internal Affairs No. 399, state registration plates are issued for newly registered vehicles.

When the registration data changes, when the owner changes, and in other cases, the GRZ are retained by the car (paragraph 2, clause 13 of the New Order), unless the new owner has applied for their replacement or the old owner has decided to retain them.

The issuance procedure itself has not changed, that is, everything is also regulated by Order No. 605.

However, the following has changed:

  • now the series and numbers of state registration rights are not “linked” to specific individuals and legal entities;
  • the corrupt procedure for obtaining “beautiful numbers” is excluded - on the basis of ab. 2 clause 39 of the Order of the Ministry of Internal Affairs No. 399, the series and number are assigned either by a special program (random number generator) or in ascending order (for example, the previous issued state license was number 703, which means the next one will be 704).

Issuance of transit numbers according to the new rules for 2021

By virtue of clause 33 of the New Order, a legal entity or individual entrepreneur who sells cars is required to obtain “Transit” registration plates in 2021 if the vehicle needs:

  • transport to the place of modification or completion;
  • export outside the Russian Federation;
  • transport to the place of final sale to the consumer.

If, according to the norms of the Old Order of the Ministry of Internal Affairs No. 1001, “transits” were issued for 20 days, now for 30 days. The rest remains the same - that is, along with the “transits”, a vehicle registration certificate is issued, in which notes on the issued temporary license plates are entered.

How much does it cost to register a vehicle with the traffic police?

The amounts of state fees for car registration are indicated in paragraph 36 of Art. 333.33 Tax Code of the Russian Federation.

  • Issuance of license plates for cars - 2000 rubles;
  • Issuance of license plates for trailers, tractors, motorcycles, etc. - 1,500 rubles;
  • Issuance of PTS - 800 rubles;
  • Making changes to the PTS - 350 rubles;
  • Issuance of STS - 500 rubles.

From August 4, 2021, changes are being made to the procedure, in accordance with Federal Law dated August 3, 2018 No. 283-FZ “On state registration of vehicles in the Russian Federation and on amendments to certain legislative acts of the Russian Federation”

Important

State registration plate corresponding to the assigned state registration number - in case of registering a new car or replacing a registration plate left by the previous owner. The registration plate is issued by the registration department or, at the request of the vehicle owner, is produced by the manufacturer of the registration plates. At the same time, the issuance of registration plates by the registration unit of the State Traffic Safety Inspectorate is possible only if the region of the place of registration of the owner of the vehicle coincides with the subject of the Russian Federation in which the registration unit of the State Traffic Safety Inspectorate is located. Otherwise, only the registration number is assigned to the vehicle.

Thus, the amount it will cost you to register a vehicle depends on what services you need. For example, if you bought a used car, you can keep the old license plates and pay only for the issuance of a new vehicle registration certificate and for entering your data into the title. Electronic vehicle passport

In 2021, the norms of Order No. 399 of the Ministry of Internal Affairs legislate the ability of car owners to register their cars using an electronic title.

At the same time, no one is forcing motorists to forcibly exchange paper passports for electronic ones. All currently valid paper PTS will be valid indefinitely - until the car owner decides to replace it.

Let us remind you that, in accordance with the Decision of the Board of the Eurasian Economic Commission No. 122 of September 22, 2015 “On approval...”, paper vehicles will no longer be issued from November 2020.

Is it necessary to obtain an electronic PTS if a paper one is lost?

Clause 5 of the new Order of the Ministry of Internal Affairs No. 399 clearly states that if a paper passport is issued for a car, then in 2021 a new paper PTS will be issued if the old one:

  • lost or lost;
  • unsuitable for further use due to mechanical damage;
  • does not correspond to the established pattern.

Also, the car owner can, at his own request, if the above circumstances arise, issue himself an electronic PTS. There is no legal requirement that paper must be changed to electronic in these cases.

Therefore, the answer to the presented question is – no, not necessarily.

List of documents for disposal according to the new rules of 2020

The new Order of the Ministry of Internal Affairs No. 399 in 2021 expanded the list of documentation confirming the fact of destruction of the car in connection with disposal.

By virtue of ab. 3 clause 5 of the Old Order of the Ministry of Internal Affairs No. 1001, previously a car was deregistered only on the basis of a recycling certificate. Now, according to clause 8.4. New Order, a disposal certificate can also serve as a supporting document.

The act differs from the certificate in that the second document confirms the actual disposal, and the first only confirms the transfer of the vehicle to the contractor (the one who will destroy) by the customer (that is, the owner of the car).

Otherwise, the procedure for deregistration due to the destruction of a vehicle has not undergone significant changes - that is, the owner needs to submit an application (clause 60.6 of Order No. 605), submit registration documents (PTS, STS) and state registration plates to the traffic police (clause 61 of Order No. 605).

Where to register a car with the traffic police?

In Russia, information about a vehicle and its owner is entered into a single automated database, so it is allowed to register a car in any city and region, without reference to the owner’s registration. But license plates must correspond to the region of registration. This means that when registering a car in Moscow, a driver with registration, for example, in Nizhny Novgorod, will receive numbers with the Nizhny Novgorod region code.

A nonresident driver can choose any traffic police address and register the car at the nearest branch. However, there are nuances with obtaining registration plates. If the procedure is carried out at the place of registration of the owner, he has a choice: receive plates directly at the State Traffic Inspectorate station or order them from a private organization. When filling out documents for a car in a “non-native” region, there is no choice: a motorist can only obtain plates from a private company, after the traffic police assigns a license plate to the vehicle.

Important! In Moscow, you cannot register your car with the traffic police 24 hours a day. There are no branches operating 24 hours in the capital.

Inspection report for a group of vehicles

In order not to inspect vehicles every time, in 2021 a legal entity can issue an inspection report for a group of vehicles belonging to it. During the period of validity of the inspection results (both under the old and new standards, this period is 30 days), in order to perform any registration actions with the vehicle, you will only need to provide a copy of this act, duly certified at the traffic police department.

According to the old rules, this act could be issued if there were 2 or more vehicles in the property. According to the new car registration rules, the act is now issued only for 10 or more cars.

The rest has not changed, that is, to draw up the act, as before, you need to provide:

  • PTS (if an electronic PTS is issued for any car from the group, the traffic police will independently request the necessary data);
  • documents confirming ownership of all cars;
  • passport (or other document identifying the representative of the vehicle owner) and power of attorney.

Also, the form of the act has changed only slightly. In particular, the 8th column of the tabular section is now called “PTS number (EPTS)” instead of “Vehicle passport, registration document”.

Registration with or without issuance of marks

One of the main points is that the federal law introduces a provision providing for registration actions in departments both with the issuance of registration plates and without issuance.

Any citizen or owner of a vehicle, when applying to the State Traffic Inspectorate unit for a state service and obtaining registration plates, has the right to either receive special products in full by paying for the state service - 2800 rubles , receive a registration certificate or registration plates, or simply pay the state fee - 800 rubles and receive a certificate of registration .

After he has received and registered the vehicle and received the STS, he has the right to contact a specialized organization to have registration plates made for him.

There is, of course, a point in this that already when a citizen has registered a vehicle, he has the right to put registration plates on the car so that he can move around.

Because if he does not put registration plates on the vehicle, then there will be an administrative penalty if he drives onto a public road. There is such a fact.

Registering a car without a passport according to new registration rules

For the period of replacement of a general civil passport in connection with reaching 20 or 45 years of age, changing gender, surname, name, patronymic, or if the passport is unsuitable for further use by the territorial bodies of the Main Directorate for Migration of the Ministry of Internal Affairs, a temporary identity card in form 2P may be issued.

According to the norms of the New Order, in 2021 this certificate can be used by the owner of the vehicle to carry out any registration actions with the car. Previously, the owner had to provide a passport or other identity document.

Owners under 16 years of age: how to register a vehicle

Another interesting point is that the procedure for registering vehicles whose owner has not reached 16 years of age has been clarified . At this point, this vehicle will be registered either for mom, dad, or the guardian will register it.

How should I proceed? They contact the department, register, and write in special notes that the person is a minor.

As soon as a person turns 16 years old, the software will automatically provide him with registration for the vehicle - he himself becomes the owner.

When carrying out any registration action, we have the word “principal” .

The owner makes a general power of attorney to the authorized person, and it is obligatory to hand over his passport (original).

Now you cannot register using a copy of your passport and a regular power of attorney. Here we have written exactly the same moments that should have been in the originals. Without this, no one will register your car with the state.

Nuances

It is important to familiarize yourself with some of the nuances of the new rules, which in 2020 should be taken into account when registering a car:

  1. It seems that if a car owner loses his paper PTS after November 1, 2021, he will be forced to issue an electronic PTS. Justification - paragraph 5 of the New Order states that a paper PTS is replaced with either a paper one or an electronic one in the event of loss, theft or unsuitability for use. However, it is not said that this norm is valid until any period. However, paper passports will no longer be issued after November 1, 2021. Therefore, exchange after this date is only possible for an electronic PTS.
  2. Previously, at the end of the storage period (180 days), the state registration certificates were subject to re-issuance, that is, to another person (paragraph 4, paragraph 42 of the Old Order of the Ministry of Internal Affairs No. 1001). Now, if within 360 days the car owner does not buy a new vehicle and does not claim his saved numbers, then they are subject to being put into reserve (paragraph 5, paragraph 42 of the New Order of the Ministry of Internal Affairs No. 399). The nuance is that it is unclear exactly how and to whom license plates included in this reserve will be issued.
  3. The Old Order contained a provision that registration would not be restored in relation to vehicles that were actually scrapped. There is no such provision in the New Order. However, according to both the old and new car registration rules, in 2021 it is possible to restore registration if the vehicle was not actually disposed of, but was previously deregistered for this purpose.
  4. On August 4, 2021, that is, after 1 year from the date of official publication on the legal information portal, Federal Law 283-FZ of August 3, 2021 “On State...” will enter into legal force, which will make fundamental changes to the rules for vehicle registration. In particular, it will be possible to deregister a vehicle simply at will (for example, if the car is in a garage and you don’t want to pay transport tax for it), state license plates will be issued not by the traffic police, but by other organizations, the owner of the vehicle will no longer be able to be a child under 16 years of age, etc.

How to register HBO with the traffic police (new rules)

Since 2021, the rules for making changes to the design of vehicles with subsequent verification of compliance with the requirements of TR CU 018/2011 are regulated by Decree of the Government of the Russian Federation No. 413 of 04/06/2019.

According to the decree, in order to convert a car legally, you must obtain permission from the State Traffic Inspectorate. Then install the gas equipment and submit the car for inspection to technical supervision. After which a certificate will be issued on the basis of which the owner of the car must contact the traffic police department to make changes to the registration data of the vehicle.

But before submitting an application to the traffic police, you need to find a special certified laboratory that will perform an initial examination to document the possibility of installing equipment on this vehicle. After installation, the organization must verify compliance with the prescribed safety requirements.

Only an organization that has a valid accreditation certificate can perform an examination. At the moment, there are about 17 accredited testing laboratories in the Russian Federation. You can check the certification of the IL on the website https://pub.fsa.gov.ru/ral

Also, with the release of the new resolution, some changes have occurred that should speed up the process of legalizing gas equipment. More on this below.

Step-by-step registration procedure

So, the procedure for registering HBO for 2021 follows the following sequence:

Stage one. It is necessary to send an application/appeal to the testing laboratory to receive the document: “Conclusion of a preliminary technical examination of the vehicle design.” There is no need to provide a car for inspection (extended until 07/01/2021), only certain photographs of the vehicle are needed (engine compartment, license plates, location of the cylinder, general view).

To do this you will need copies of documents:

  • identification document of the owner of the car (passport) and/or power of attorney/agreement for the right to represent interests
  • PTS on both sides (vehicle passport)
  • STS on both sides (vehicle registration certificate).

After payment for the examination, the period for consideration of the application usually lasts from 2 hours to 2 days, depending on the loading of the IL and the number of clarifications on the location of the gas equipment components.

The completed conclusion is sent by mail/courier service or delivered by hand.

On July 1, 2021, GOST 33670-2015 will come into effect. With the introduction of the standard, visiting the IL and inspecting the vehicle will be mandatory. Stage two. Based on the conclusion received, you need to submit an application to the traffic police MREO or the technical supervision department. Where an employee of the State Traffic Inspectorate will put a resolution on the application form for permission/prohibition of changes to the design of the vehicle. The reasons for the refusal are established by Resolution 413.

The traffic police will require the same documents plus an expert opinion.

At this stage, the Russian Ministry of Internal Affairs, by decree No. 1/5775 of May 25, 2021, simplified the rules for registering gas equipment. Now it is possible to submit an application by e-mail to the address of the department in the place where it is planned to legalize HBO for a car, and also receive a response by return letter.

It should be noted that you can register for LPG in any region of Russia without being tied to the place where the car is registered.

Although the changes are not large and the terms for consideration of the application are not indicated, these changes will still make it a little easier to register gas. In practice, not all technical supervision departments accept documents by electronic means. It is advisable to clarify this point before sending documents.

Also, Resolution 413 does not mention the mandatory provision of vehicles for inspection. Therefore, there is now no need to remove gas equipment before registration if it is already installed.

We recommend that before submitting your application, you check and pay/pay off all possible restrictions, fines, and arrests.

Stage three. If the technical supervision makes a positive decision, install gas equipment on the car in compliance with the standards and requirements specified in the laboratory’s conclusion. After which the installer company must issue a certified package of documents:

  • statement-declaration (about the volume and quality of work performed)
  • copy of the service station certificate (with service codes)
  • copies of certificates of individual components of gas equipment (including the cylinder)
  • cylinder passport
  • certificate of periodic testing of gas-cylinder equipment corresponding to the uniform form approved by the EAEU Board dated November 11, 2014 No. 207

It is important that the installation company has a certificate for installing gas equipment. Only an authorized service has the right to do this.

Certificate of Form 2a (about the compliance of a vehicle with the gas equipment installed on it with safety requirements) and certificate of Form 2b (about periodic testing of gas equipment) are no longer required.

Stage four. Pass the state technical inspection (GTO) after receiving a diagnostic card. It is important to note in it the changed parameters of the car according to the declaration application (type of additional LPG/CNG fuel supply system, increase in the curb weight of the vehicle by the weight of the filled gas cylinder).

Stage five. Provide all the above documents to the same laboratory. After inspecting the car and checking all documentation and payment, the owner is issued: “Technical examination protocol after making changes to the design of the vehicle.”

Again, until July 1, 2021, you can provide a photo of the machine with installed equipment:

  • general view of the telephone exchange
  • engine compartment
  • filling device (VZU)
  • VIN number
  • container mounting location
  • cylinder plate/nameplate

Stage six. Next, submit the car and a complete list of documents for inspection by the traffic police (technical inspection department).

Documents for registration of gas equipment with the State Traffic Safety Inspectorate (final list):

  1. statement with a decision on the possibility of making changes to the design of the vehicle
  2. declaration statement
  3. diagnostic card
  4. copy of the service station certificate
  5. certificate for HBO, for a cylinder, passport for a cylinder
  6. passport or identity document
  7. PTS
  8. STS
  9. conclusion of a preliminary technical examination of the vehicle design
  10. technical examination protocol after making changes to the vehicle design
  11. receipt of payment of state duty
  12. for some cases, a power of attorney/agreement to represent the interests of the car owner.

Where, based on the results of the inspection, the following will be issued: “Certificate of compliance of the vehicle design with road safety requirements” (CCTS). Or a decision to refuse is made. The wait for the certificate to be issued usually takes from 5 to 10 days.

After receiving the SSKTS, the car owner must enter new registration details of the vehicle within 10 days.

Stage seven. Register with the traffic police vehicle registration department. Having paid another state fee, register the gas equipment, in other words, enter the gas equipment into the PTS and replace the STS with a new one, with a mark.

For everyday driving, you don’t need to carry a whole stack of papers with you. The main documents for LPG for traffic police and gas stations are the vehicle registration certificate (as amended) and the cylinder passport with the appropriate marks.

How much does it cost to register gas equipment for a car at the traffic police?

In order to legalize the installation of HBO on a car yourself, it will take a significant amount of time, from one month to three. The cost of registration for 2021 will be about 10-12 thousand rubles, where the lion's share is formed by the price for laboratory services:

  1. preliminary examination – 3000-4000 rubles.
  2. protocol after making changes – 3000-4000 rubles.
  3. amount for GTO - 500-1200 rubles. (depending on the type of vehicle and inspection point)
  4. payment of the first state duty for issuing the SSKTS - 800 rubles.
  5. the second state duty for entering new information into the PTS and replacing the STS is 850 rubles.
