What types of cars are not subject to registration, and for which it is required?

According to Decree of the Government of the Russian Federation No. 938, vehicles are subject to registration if:

  • Vehicle engine capacity is more than 50 cubic meters. cm.;
  • The maximum achievable power of the electric motor is more than 4 kW.

If the engine capacity is less than 50 cc. cm or ATV is intended for children, registration is not required. Control of ATVs and similar vehicles is carried out by Gostekhnadzor specialists and traffic police inspectors. In case of a stop, the inspector is obliged to check the documents and, if the vehicle is not registered, issue a fine in accordance with Article 12.1 of the Administrative Code from 500 to 800 rubles. In case of repeated violation, the ATV driver will be deprived of his driving license for a period of 1 to 3 months.

For violation of state registration rules under Art. 19.22 an administrative penalty should be imposed in the amount of 1.5-2 thousand rubles for individuals and 5-10 thousand for legal entities. For the absence of a vehicle registration certificate, the traffic inspector has the right to detain the ATV and evacuate it to a special parking lot.

Do you need a license for a 50cc ATV?

Battery-powered electric ATVs have become especially popular in the last decade. These models belong to the category of children and teenagers; they are used, as a rule, for moving over rough terrain or local areas without going onto the road. In this case, the supervisory authorities do not have any questions and registration of rights to a children’s ATV is not required.

It’s a completely different matter if the all-terrain vehicle is equipped with an internal combustion engine (ICE) with a displacement of up to 50 cubic meters. Previously, owners of such ATVs could drive onto the roadway even without a driver's license. However, the resulting increase in cases of traffic violations and accidents led to changes in the current legislation. In particular, articles 25 and 26 of Federal Law No. 196 specified a new category “M”, which regulated access to driving quadricycles and mopeds.

By the way, do not confuse the quadricycle with ATVs. These are two different types of vehicles. Their differences are as follows:

  1. The ATV is designed for off-road travel. Quadricycles travel on public roads. Often their weight is limited to 400 kg.
  2. A PSM (self-propelled vehicle passport) is issued for an ATV, while a quadricycle has a PTS (technical vehicle passport).
  3. To drive ATVs, you need a license of category “A I” or “M” (for internal combustion engines with a volume of less than 50 cm³). To drive a quadricycle, you must obtain a driver's license of category “B1” or “M” (for light quadricycles).
  4. The practical part of passing exams for the license of category “A I” is usually limited to the demonstration of skills in a training ground. When taking the “B1” category, it is mandatory to travel in the city.
  5. A driver’s license, which gives the right to drive most models of ATVs (except those with a PTS), is obtained from Gostekhnadzor, while category “B1” licenses are obtained from the State Traffic Inspectorate.

ATVs with an internal combustion engine with a volume of less than 50 cm³ are equated to light quadricycles and mopeds, so you must obtain an “M” license to drive them.

Where is a vehicle registered?

Vehicle registration occurs in accordance with Order No. 605 of the Ministry of Internal Affairs of Russia. Depending on what document the owner has in his hands, registration is carried out at the traffic police department or the State Technical Supervision Authority.

Registration takes place at the State Traffic Safety Inspectorate if the driver has a vehicle passport (PTS). An ATV is a self-propelled vehicle, so the owner has one of the main documents for transport is a self-propelled vehicle passport (PSM).

The package of documents for registering an ATV with Gostekhnadzor is the same for all vehicles:

  • PSM;
  • certificate of conformity (if available);
  • transit license plate (if available);
  • MTPL insurance policy;
  • passport of a citizen of the Russian Federation for an individual or registration documents for a legal entity;
  • documents confirming the right to own an ATV (sale and purchase agreement, certificate of inheritance, customs decree, court decision);
  • acceptance certificate as an annex to the contract indicating the technical data of the vehicle.

Filling out an application

Having collected all the documents, you should come to Gostekhnadzor, go to a special office, where the citizen will be given an application form, or you can download it yourself, print it and fill it out at home.

The form of the document differs significantly from the one issued by the traffic police:

  1. In the upper right corner write the address of Gostekhnadzor and to whom the application is addressed (full name of the head). Find out information on the Internet or directly from the organization.
  2. Carefully enter the details of your civil passport, PSM, contracts, STS and other documents.
  3. Next, provide all the information about the car: name, make, year of manufacture, numbers of the frame, engine, axle and gearbox, color of the ATV.

The procedure for registering a vehicle consists of the following steps:

How to register an ATV or snowmobile with the Moscow Gostekhnadzor in 2021

All other papers that you receive at the showroom will not be required to register your equipment with Gostekhnadzor.

2. you are planning to purchase an ATV or snowmobile from the previous owner, or, as they say, “from second hand.” First of all, make sure that the equipment is deregistered for sale, if it was previously registered, of course.

Alienation of equipment is permitted regardless of whether the previous owner registered it or not. If the equipment was purchased by the previous owner, but not registered, the consignment store will require the old owner to obtain his title document for the self-propelled vehicle (DCP between him and the showroom where he bought it)

It makes the most sense to complete such a transaction directly at a consignment store, arriving there together with the previous owner, with personal passports and all available documents for the equipment. There you can make payments after signing the Sales and Purchase Agreement.

In this situation, at a thrift store you should receive

  • A commission agreement, in which the commission store is the commission agent, and the former owner is the principal.
  • A purchase and sale agreement in which the consignment store is the seller and you are the buyer.
  • If the self-propelled vehicle was previously registered - Certificate of registration of the vehicle with a note indicating its deregistration
  • PSM (self-propelled vehicle passport), where the consignment store makes a corresponding record of the sale, certified by their seal.

Next, we will talk about the MTPL policy, in which cases it will be necessary to issue it, and in which it is not needed. To register a snowmobile, a compulsory motor liability insurance policy is not required in any case. But when registering an ATV, it’s different. You need to find on the front side of the Self-Propelled Vehicle (PSM) Passport the line “Maximum design speed, km/h” and see what value is printed there. If it is more than 40, you will need to take out a compulsory motor liability insurance policy; if it is less, then no. Regardless of the year of manufacture of the ATV, a diagnostic inspection card is not required to obtain an MTPL policy. This is beyond the competence of vehicle technical inspection points. An MTPL policy for an ATV can be issued at any stationary office of any insurance company by going there in person with the title documents. Deregistration of motor vehicles is required in several cases:
