What is the problem with obtaining an MTPL policy for nonresidents?
This is how our world works that we do not always live where we are registered at the place of residence according to the Russian Federation passport, which means that the car, in accordance with the vehicle registration certificate according to the owner of the car, is registered at the place of registration of the owner. Considering that, as citizens of the Russian Federation, vehicle owners have the right to free movement throughout Russia, no one violates the law. And owners of cars and other vehicles pay taxes to the federal budget on time before December 1 of the current year for the previous year (regardless of the location of the car owner, payment of taxes is accepted everywhere). All this functions until the owner is faced with the issue of issuing an MTPL policy not at the place of registration, but at the place of residence.
Registration law
According to the current legislation and Law No. 40 Federal Law dated April 28, 2017 “On compulsory civil liability insurance of vehicle owners,” a car owner has the right to receive an MTPL insurance contract in any place convenient for him throughout the country, without any obstacles or restrictions from insurance companies. companies. Lack of registration in the region where the contract is to be concluded does not give insurers the right to refuse to purchase a car insurance policy from them.
For violation of Federal Law No. 40, the insurance company faces a fine for an administrative offense, it amounts to about 50 thousand rubles.
Why is issuing an MTPL policy for non-residents a difficult task?
The problem of issuing an MTPL policy for non-residents is especially acute in the city of Moscow. What is this connected with? It seems that it should be quite the opposite: all the central offices of insurance companies are concentrated in the capital of our vast Motherland and supply, according to the law of the market, should far exceed demand. However, when applying for an MTPL policy for non-residents, the situation is not in favor of citizens living in the city of Moscow, who own a vehicle, but do not have permanent registration in the capital. What is this connected with? Exactly with the cost of the MTPL policy for non-resident citizens.
The cost of compulsory motor liability insurance consists of several components, the meaning of which is for each car owner and for all drivers allowed to drive the vehicle individually. However, the calculation involves the so-called territorial coefficient, which significantly distinguishes the cost of an MTPL policy for residents of federal cities, such as Moscow, from the cost of a MTPL policy for nonresidents, i.e. citizens who, according to their passport, are registered at their place of residence in settlements of the Russian Federation with little traffic flow.
This territorial coefficient at the federal level is included in the calculation for all insurance companies for fairness, as such. The point is that for cities where there are a lot of cars and the likelihood of an accident is higher, the compulsory motor liability insurance policy costs more, and for settlements where the population density is low, the cost of the compulsory motor liability insurance policy for car owners is correspondingly less. In life for insurance companies, vehicle owners registered at their place of residence in sparsely populated areas have become out-of-town clients with a low cost of OSAGO policy, which is no longer profitable. And the likelihood of them getting into an accident and traffic accident in Moscow is quite high, like all drivers driving a vehicle in the capital.
Thus, drivers and vehicle owners living in the city of Moscow, but having registration at their place of residence in other localities, became unprofitable for insurance companies. According to the law on compulsory motor liability insurance, insurance companies cannot refuse to issue a compulsory motor liability insurance policy when applying for its registration, therefore, in practice, branches have been allocated that are engaged in issuing compulsory motor liability insurance policies for non-residents. However, the number of MTPL policies for nonresidents arriving at these branches of insurance companies does not correspond to the number of nonresident citizens who want to take out a MTPL policy in Moscow.
Actions in case of refusal to issue compulsory motor liability insurance in another region
According to the current Federal Law No. 40 FZ dated April 28, 2017, the refusal of an insurance company to insure a vehicle for biased reasons and the imposition of additional services not needed by the vehicle owner entails administrative liability. All these changes were made to the Code of Administrative Violations, which is in force on the territory of the Russian Federation in Article 15.34-1.
The punishment provided for in this case is a large fine in the amount of 50 thousand rubles, which is imposed on the official who committed this offense.
The entire insurance market in Russia is regulated by the Central Bank of the Russian Federation. Heads of territorial divisions have the right to resolve all issues arising when insuring vehicles and other types of property.
If a citizen refuses to provide MTPL insurance services in another region, he has the right to contact the local judicial authorities and the prosecutor's office.
As a result, we get the following:
- The owner has the right to insure his car throughout the territory of the Russian Federation, regardless of his place of permanent registration;
- The insurance company does not have the right to refuse to issue insurance to the vehicle owner for biased reasons; if it is refused, a large fine will be imposed on the official;
- The insurer has no right to force the car owner to purchase additional insurance services. If this happens, the victim can go to court, which will oblige the insurer to compensate for all losses incurred by the car owner and pay moral damages, in accordance with Article 445 of the Civil Code of the Russian Federation, clause No. 4.

How to navigate when choosing an insurance company
How to choose good insurance conditions for yourself and not make a mistake with the insurance company? These questions are the most common, especially among beginners, that is, drivers who want to insure their car with an MTPL policy for the first time. So, what should you pay attention to?
Comparison of the cost of compulsory motor liability insurance
Most drivers, when choosing an insurance company, first of all pay attention to the calculated cost of the MTPL policy. This is not surprising, because everyone wants to save money, but at the same time they want to be serviced by a reliable insurance company. Today, in order to find out the cost of compulsory motor liability insurance, it is not necessary to travel to insurance companies and find out the price of insurance. You can do this in a lighter version - use an online calculator. It is available on the official website of each organization. You will only need to enter key information, both for the car and the driver, and then click “Calculate”. In just a few minutes you can find out the price of MTPL in different companies and compare them with each other.
The cost of compulsory motor liability insurance is set by the Central Bank, or rather its boundary threshold, beyond which insurance companies should not go. For 2021, the price for MTPL for passenger cars ranges from 3,432 rubles to 4,118 rubles. The basic tariff in different regional points may differ. The same applies to other vehicles. The cost of an insurance policy is influenced by a number of factors:
- car power;
- region of registration;
- driver's experience and age;
- presence of accidents in the past period;
- number of drivers allowed to drive.
If we compare the base cost of MTPL, from which the final cost will be calculated, then as of 2021 for the most famous insurance companies in Russia, it is as follows:
- Rosgosstrakh - 4118 rubles;
- VSK - 4118 rubles;
- Renaissance - 4118 rubles;
- Sogaz - 4118 rubles;
- RESO - 3604 rubles;
- MAX — 3432 rubles;
- AlfaStrakhovanie - 3432 rubles;
- Ingosstrakh - 3432 rubles.
If the base rate of little-known companies is extremely low, as well as the final rate, then it’s worth thinking about how honestly they work and double-checking their reputation. Since in practice very often brokers use lost forms as real ones.
Comparison of insurance conditions
If you have chosen several companies that suit you in terms of the cost of the MTPL policy, then additionally evaluate the insurance conditions. This may include:
- the amount of the insured amount;
- the amount of the insurance premium;
- procedure for payment of insurance amounts;
- terms of the contract;
- duties and responsibilities of both parties;
- How does customer support work?
- Is there any help from a lawyer?
Additional benefits
In addition to the cost of compulsory motor liability insurance and insurance conditions, be sure to pay attention to the additional advantages of working with an insurance company. These usually include discounts and bonuses. Discounts can apply to both new and regular customers, and also apply to other insurance products. Sometimes such a loyalty program can be decisive in choosing a service organization, and will significantly affect the cost of the product.
Customer Reviews
Once you have pre-selected one or more companies, read customer reviews. It’s good if your friends or acquaintances who regularly use insurance services provide reviews. If this is not possible, then all you have to do is read them on the Internet. But they do not always indicate reliability; some of them are posted by the companies themselves or, conversely, by competitors (if they are negative). Various motorist forums will also help you. The information there is in most cases reliable. If a review indicates specific disadvantages in the company’s work, you can call the hotline and personally ask the manager the question you are interested in.

Registration of compulsory motor liability insurance for regions. Emerging difficulties
If you take out insurance for a regional car, you may immediately encounter 3 pitfalls: a direct refusal by the insurer due to the registration of the car in another region, an inspection of the vehicle, and the validity period of the e-MTPL.
Car inspection
It often happens that the head offices of insurers send your car for inspection, and the point may be located both in Moscow and in the Moscow region. If you don't mind wasting time and traveling the distance, you may still encounter difficulties at the inspection point itself.
Often, car owners are faced with the fact that it is difficult to get in for an inspection, and they can wait a whole week, if not more, to wait for the conclusion. These complications are made precisely in order to force the driver to spend a lot of his time on tedious red tape, despite the fact that this does not at all guarantee the issuance of a policy.
This technique is used when the insurer cannot issue a reasoned refusal. Remember, the insurance company either takes out regional insurance immediately, or does everything not to fulfill its obligations.
Insurance in Moscow
When applying for insurance in Moscow for another region, some difficulties may arise. The fact is that the territorial coefficient in Moscow is much higher than in other regions , so insurers do not want to issue policies at lower coefficients. This is due to the fact that the policyholder pays two or even three times less for the policy than it costs in the capital, but operates the car in Moscow, and if an insured event occurs (traffic accident), he receives insurance at Moscow rates. This is unprofitable and unprofitable for the insurance company.
But, according to the law, no insurer operating in the Russian market has the right to refuse the policyholder to obtain a compulsory motor third party liability insurance policy (MTPL) in Moscow for another region. When a motorist contacts the insurance company, insurance must be taken out. For violating this rule, a considerable fine may be imposed on the insurance company, and if this rule is systematically violated, the company may be completely deprived of accreditation.
To avoid penalties, insurance companies often resort to tricks when a car owner applies for insurance for another region. The most common excuses from insurers:
- The diagnostic card was not received in the direction of our IC.
- It is necessary to purchase an MTPL policy with additional services (what additional services there are for MTPL and how to get a policy without them is described here).
- In our insurance company it is forbidden to do compulsory motor liability insurance for nonresidents.
- We've run out of forms, please contact us later.
All of the above items are illegal (in accordance with Federal Law No. 40 “On Compulsory Motor Liability Insurance...” dated April 25, 2002, for an insurer’s unreasonable refusal to issue insurance or for imposing additional services, the latter is subject to a fine of 50,000 rubles).
Important! The current version of Federal Law No. 40 “On Compulsory Motor Liability Insurance” states that a motorist has the right to obtain vehicle insurance without restrictions in any region convenient for him. Lack of registration is not a reason for refusal of registration.
