How to get new license plates for a car at the traffic police in Moscow
Before you can get state license plates, you must register your new car. To do this you will need to collect a package of documents:
- car owner's passport;
- power of attorney (if registration is carried out by a third party);
- contract of sale;
- OSAGO or CASCO policy;
- PTS (vehicle passport);
- receipts for payment of government duties.
Today, an insurance policy can be obtained at a car dealership at the time of purchasing a car. If the car was purchased abroad, customs papers will be additionally required. What documents will you need
How to get state numbers for a new car? In order to register a newly purchased car, you will need the following set of documents:
- Russian Federation passport.
- A certificate confirming your right to own a car. This could be a purchase and sale agreement or a certificate, an invoice for payment for the car.
- MTPL policy issued for at least one year. Without this document, no one will register your car, because the traffic police have very strict safety and insurance requirements. You can issue a policy in advance or near the MREO office, where there is always at least one insurance company.

Machine inspection

MREO operating mode
Where can I get license plates for a new car? This can be done at the traffic police MREO department on certain days. Not every day of the week can you come here to register your car. This can only be done on Tuesdays, Thursdays, Saturdays and Sundays.

Numbers for mopeds in 2021
Note. In 2021, registration of mopeds with the traffic police is not required and license plates are not issued for them.
As for the content of GOSTs, they always included numbers for mopeds. The old GOST 50577-93 suggested using motorcycle license plates for mopeds:
GOST 50577-2018 has a separate new plate for mopeds:
- type 4B - registration plates for mopeds.
The only difference is that the top row of the moped number uses 2 letters instead of 2 numbers.
Fine for missing license plates
Some owners of new cars are quite frivolous about the traffic police requirement to register the car within 10 days, so they neglect to obtain license plates. If you operate a car that is not registered with the MREO, you may be issued a fine of 500 rubles. In case of repeated violation, the amount of the fine will increase significantly and amount to 5,000 rubles. In this case, the traffic police officer has the right to deprive you of your driver’s license for up to 3 months.
It often happens that numbers are lost on the highway due to improper fastening or bad roads. In this case, further operation of the vehicle is prohibited. You need to get to your destination and contact the nearest MREO office. Starting recently, drivers are allowed to contact any traffic police registration authority that is closest to them geographically. Transit numbers
Transit license plates are used in some cases:
- When exporting cars abroad.

- During transportation by the vehicle manufacturer to the point of sale.
- Until we receive new license plates.
Currently, transit numbers are used less and less, since laws allow cars to be registered in any region, regardless of registration. If you still need such numbers, you can apply for them at any MREO. You can drive with such signs for no more than 20 days from the date of receipt.
Non-standard license plates for cars
First of all, GOST introduces new license plates for vehicles with a non-standard mounting location (“square”):
3.2.1 Group 1 vehicles
The following types of registration plates are installed:
- type 1A - registration plates for cars, trucks and buses with a non-standard mounting location (except for those classified as type 1B);

Please note that the new plate contains exactly the same combination of symbols as the regular number. Its only difference is that the characters are written in 2 rows .
Numbers of a similar format are used in other countries (for example, in Japan). To attach a standard number plate to a car intended for the Japanese market in 2021, you need to use a special adapter. Starting from August 4, 2020, two-line numbers will appear as standard and an adapter for attaching them will not be required.
In addition, the square number can only be installed on the rear of the vehicle (Appendix G to GOST):

Thus, the driver will in any case have to use an elongated license plate on the front of the car. But you can choose the format of the sign for the rear.
"Beautiful" rooms
Some owners, when purchasing a new car, want to get so-called beautiful license plates with the same numbers or letters. Officially you cannot purchase them at the traffic police, but there are still several ways to solve this problem:
- Re-register the number in your name by purchasing it from the owner. The price is formed arbitrarily, although some average prices are still available. For example, for two identical numbers next to each other you will have to pay about 20 thousand rubles, and for decimal numbers (001,002, etc.) – already 50 thousand. On the Internet you can find entire communities where owners offer to buy their beautiful rooms. This method is good because you see the seller and can distinguish him from the scammer who will deceive you.
- They may give you “beautiful” numbers by accident. True, the chance is very small, but what if you are a lucky person?
- Buy a car with “beautiful” license plates. These premium cars are often sold with them already included; in this case, it is enough to leave the old signs when registering the vehicle.
Is it possible to get a square number for a car and how to do it
Where is the opportunity to get square numbers stated?
The new format of license plates is provided for by the new GOST R 50577-2018, which can be found here. It introduced a type of registration plate in which the symbols are arranged not in one, but in two lines: this is the so-called “type 1A”, which will be used to produce “registration plates for cars, trucks and buses with a “non-standard mounting location ”

True, GOST has not yet officially entered into force: it was planned to make it relevant in 2021, but the date was postponed twice due to approval procedures, the need to “train” traffic cameras and the presence of a large number of old-style signs in the “reserves” of the traffic police. Now Rosstandart order No. 555-st has already been signed: according to it, the new GOST will come into force only on August 4, 2021.
Nevertheless, representatives of the Ministry of Internal Affairs have already confirmed the possibility of installing new license plates on cars. Officially, from August 4, the issuance of license plates to the traffic police will not be mandatory, but possible: if necessary, it will only be possible to obtain the combination of symbols itself, and the license plates will be produced in a private specialized organization. However, these organizations can produce numbers of the new format now, so nothing prevents you from ordering a new, more convenient number for installation.
Who can install square numbers and where?
The rules for setting numbers in a two-line format are specified in Appendix G of the new GOST. Note 1 states that “on vehicles with a non-standard mounting location for registration plates, it is permitted to install a rear registration plate of type 1A instead of a registration plate of type 1.” That is, you can install a square sign not to anyone and anywhere, but only from behind and only if there is a square platform for the number
. Owners of vehicles with a conventional mounting location should use standard rectangular numbers.
How to get a square number, and how much does it cost?
To obtain a square number, you need to contact any licensed organization that produces numbers and has the technical capability. Upcoming changes in the law
2019 will introduce some changes to the legislation that will affect the procedure for issuing license plates. Back in 2021, a bill was put forward for consideration by the Committee that would take away the right to issue license plates from the traffic police MREO.
From the moment the Law “On State Registration of Vehicles” comes into force, traffic police officers will only assign a combination of letters and numbers, but the numbers themselves will need to be obtained elsewhere. In this way, the government hopes to reduce the burden on government agencies and relieve car owners from queues. After all, getting license plates for a new car takes a lot of time.

New GOST
From 01/01/19, a new GOST was supposed to come into force, regulating the basic parameters of license plates used in the Russian Federation, but the introduction of new standards, at the request of the traffic police, was postponed to 08/04/19.
Among the main innovations of GOST for 2021 are 10 types of license plates, including:
- green plates for self-driving electric vehicles;
- reduced numbers for mopeds;
- special signs for right-hand drive cars;
