Documents for group transportation of children by bus according to the law

The full list of documents required for the organized transportation of children is indicated in paragraph 4 of the Decree of the Government of the Russian Federation of December 17, 2013 N 1177. According to it, the mandatory package of documents includes:

1Copy of the decision on traffic police support;

2List of food products;

3List of children (indicating full name) and accompanying persons (full name, telephone numbers);

4A document containing information about the drivers (full name, telephone numbers);

5Procedure for boarding children on the bus;

6Route (traffic schedule and stopping places).

A contract for chartering a vehicle for transporting children in 2021 is mandatory if the transportation is carried out under the conclusion of such an agreement.

Mandatory documents for trips lasting more than 12 hours also include a copy of the license for medical activities and a document containing information about the accompanying medical worker.

According to clause 10 of the Rules for the organized transportation of a group of children, the person responsible for ensuring the safety of children on the road is obliged to submit a notification to the State Traffic Inspectorate no later than 2 days before the trip. The notification is submitted in accordance with the procedure specified in Order of the Ministry of Internal Affairs of Russia dated December 30, 2016 N 941.

What the law and the traffic police require: necessary conditions for group transportation

Properly organized passenger transportation is the key to a successful trip. It is especially important to adhere to all requirements when it comes to transporting children by bus. The organized travel of children on buses is regulated by government decree 1177 of December 17, 2013, as amended by Cabinet decisions - 569 of June 22, 2016, 652 of June 30, 2015 and 1621 of December 23, 2017.

Organized transportation of children means:

  • pre-arranged and approved transportation of 8 or more children, carried out by a special bus, and not by public transport running on a schedule;

    According to current traffic regulations, an organized children's group must consist of at least eight people, and the maximum number of children on the bus must not exceed the number of seats specified by the manufacturer in the vehicle passport

  • transportation of children accompanied by a group leader, but without the children’s legal representatives - parents, guardians, etc.

For small groups of children traveling by public (municipal) transport alone or with parents, these rules are not relevant.

Key requirements for transporting children

Organized transportation of children's groups should be carried out:

For intercity trips lasting more than 12 hours, the presence of a health worker with a set of medications is required to provide emergency assistance if necessary (Government Decree 652 of June 30, 2015).

Driver requirements

Buses intended for group transportation of minor children can be driven by drivers who have:

  • transportation license;
  • continuous one-year driving experience in category “D” vehicles at the beginning of the upcoming trip;
  • have not violated traffic rules during the last 12 months;
  • have undergone a medical examination before the flight in the manner established by the Ministry of Health of the Russian Federation, as well as instructions on the safety of transporting children (Resolution 1177 p. 8)

    For the organized transportation of children, only drivers who have at least one year of driving experience in category “D” vehicles are allowed to drive, and the most important condition for admission is the absence of violations of the Traffic Rules of the Russian Federation during the last year

Requirements for the condition of vehicles

For the transportation of children's groups, vehicles no older than 10 years old are allowed, complying with GOST R 51160 98 or GOST 33552–2015 (an international standard introduced into the national standard of the Russian Federation on April 1, 2017 for the transportation of children from one and a half to 16 years old) . In addition, you must have:

  • diagnostic card and technical certificate, which confirm the serviceability of the bus;
  • GLONASS navigation satellite system to determine the location and speed of a vehicle at any time;
  • a tachograph, two fire extinguishers, as well as two or three first aid kits, depending on the total weight of the bus.

    Buses for transporting children's groups must be in good condition and equipped with technical monitoring equipment that ensures continuous, uncorrected recording of information about the speed and route of travel, as well as the work and rest schedule of drivers with the ability to identify the person driving the vehicle

A bus designated for the transportation of young passengers must be checked by the person responsible for the technical condition of transport before leaving the parking lot (Project 298 of 08/08/2018 and Project 287 of 09/28/15 of the Ministry of Transport of the Russian Federation).

Paperwork

For organized transportation of children on buses, it is necessary to obtain information and permitting documents in advance:

  • name list of children indicating age;
  • contract for hiring vehicles for the provision of services for transporting children;
  • list of accompanying persons with contact details;
  • seating chart for children on the bus;
  • detailed information about drivers;
  • approved route;
  • list of prepared products;
  • permission to accompany the convoy and notification of the transportation of children (copies).

    Buses with children are accompanied by law enforcement officers if they travel in a convoy consisting of three or more vehicles

Correctly completed documentation is not a formality, but measures to improve the safe transportation of children.

g) a document containing the procedure for boarding passengers , including children, on the bus (according to documents, including an official ID, a voucher, a student card and (or) in accordance with the list (lists) of passengers certifying their right to travel) established by the head or official responsible for ensuring road safety, an educational organization, an organization providing training, an organization carrying out educational activities, a medical organization or other organization, an individual entrepreneur carrying out organized transportation of a group of children (hereinafter referred to as the organization), or the charterer, except for the case when the specified procedure is contained in the charter agreement;

h) transportation route indicating:

  • point of departure;
  • intermediate pick-up (disembarkation) points (if any) for children, workers and individuals participating in the organized transportation of a group of children;
  • point of arrival;
  • places of stops for meals, short rest, night rest (for multi-day trips) - in the case of organized transportation of a group of children in intercity traffic.

4.1. To carry out the organized transportation of a group of children, the person responsible or senior responsible for the organized transportation of a group of children and coordinating the actions of drivers during multi-day trips must have with him a list of places of accommodation for children on vacation at night , which also contains the name of the legal entity or last name, first name and patronymic (if availability) of an individual entrepreneur who places children on vacation at night or operates in the field of providing hotel services, or the register number of a tour operator organizing transportation in the unified federal register of tour operators.
5. The original documents specified in paragraph 4 of these Rules are stored by the organization or the charterer and the charterer (if such transportation was carried out under a charter agreement) for 3 years after each organized transportation of a group of children, during which a road traffic accident occurred with victims, in other cases - within 90 days .

There are many changes, so I will briefly comment on each of them.

  • driver must have a set of accompanying documents . Accordingly, when checking, it is the driver who must present them.
  • a copy or original of the charter agreement with you Previously, only the original contract was required.
  • During transportation, both several lists and one list . Previously, it was only possible to use separate lists for children, lists of accompanying persons, etc. Now everyone can be added to one list.
  • In the list of children, you can indicate both the age of the child and his date of birth .
  • Passengers may board and disembark at intermediate stops . For such passengers, a pick-up point and/or drop-off point must be indicated.
  • Information about a medical worker no longer has to be prepared as a separate document. Information about him can be included in the existing passenger list.
  • In addition to accompanying persons, it is now possible to carry other adult passengers , who must be included in a separate list of individuals.
  • You do not have to draw up a separate document containing information about the driver , provided that such information is indicated in a copy of the notification to the traffic police.
  • The procedure for boarding passengers , which in the previous edition raised many questions, is described in more detail Now it has become clear that this term means checking passengers for the right to travel on a given bus.
  • the carriage route will be used instead .
  • In the transportation route, you do not need to indicate the estimated time of visiting any objects; it is enough to indicate the main places of the route through which the trip passes.
  • Clause 4.1 has been added, which states that in the case of multi-day trips, a separate document must be drawn up - a list of places where children can be accommodated for rest at night . The document should not be kept by the bus driver, but by the person responsible for transporting children.
  • Original documents are now stored for 90 days after transportation. But if during transportation there was an accident with victims, then the documents are stored for 3 years .

1. How many children can be transported without paperwork?

Up to seven children with their parents and/or accompanying persons can travel at their own discretion in any vehicle. The Rules for transporting a group of children include groups of children from eight people who are traveling without parents and not by public transport.

3. Is it possible for school groups to travel by bus in winter?

4. At what age and over what distances can children be transported?

Children over seven years old are allowed to travel.   • a list of food products if the trip lasts more than three hours;
  • if there are 1-2 buses traveling, you need a copy of the notification to the traffic police about the organized transportation of a group of children with the notification identifier number (the number is assigned by the traffic police when submitting documents);
  • if there are 3 or more buses, a copy of the traffic police decision on assigning bus escort is required.

6. Who prepares documents for the trip

All documents are prepared either by the company organizing the transportation, or by the parents, if they decide to independently organize the transfer of children.

7. Where to start if parents decide to organize the transfer themselves

The first thing to do is to find a transport company and enter into a charter agreement with it to rent a bus. The parent who is indicated in the contract as the charterer provides the traffic police with a notification of the trip or an application for bus escort.

8. What difficulties may arise if parents organize the transfer themselves?

A transport company that can be trusted to transport children must, firstly, cooperate with qualified drivers, and, secondly, set an acceptable price for transportation. In addition, it is advisable to transport children on modern buses - for now the service life of the bus is not regulated by the Rules, but it is likely that in subsequent editions the period will be regulated (no more than ten years). Parents most often have to prepare documents themselves.

School excursions, visits to cultural events, organized trips around Belarus abroad to holiday destinations or summer camps - all this is important and necessary for the development and leisure of children. But not everyone knows how to properly organize transportation of a group of children by bus. Meanwhile, a separate chapter of the Rules for the road transport of passengers (approved by Resolution of the Council of Ministers of the Republic of Belarus dated June 30, 2008 No. 972) is devoted to the topic of organized trips with children on buses. Let's remember together the most important points and requirements.

  • organized group of children - children of 8 people or more, under 16 years of age;
  • children traveling accompanied by their parents are not counted;
  • Everyone on the bus must sit. Neither children nor adults are allowed to stand;
  • those accompanying the children must be instructed by the trip organizer (school director, section leader, etc.);
  • One accompanying person is allocated for each bus , if there are more than 20 children - two;
  • if several buses are traveling, a senior escort is appointed. He is riding in the lead bus.
  • At least three days before the trip, the customer or carrier notifies the traffic police at the place of departure in writing about the trip. They provide data on travel dates, route, bus brand and number, and drivers' full names. Attached is a list of children and accompanying persons.

  • If there are more than three buses in the convoy, the traffic police assigns a service vehicle to accompany them. If there are more than ten buses, 2 accompanying traffic police vehicles are allocated.

  • At least 7 days before the trip , buses that will transport children must undergo technical inspection at the base of their fleet or at a diagnostic station. The driver must have a maintenance report or a diagnostic card with a conclusion on the bus’s approval to transport children.
  • A group of children can only be transported by a driver who has a continuous driving experience of at least 3 years in category “D” and who has never been charged with violating traffic rules in parts 1, 3, 4 and 9 of Article 18.12, Articles 18.13 - 18.19 over the last year, 18.21, 18.22, 18.26 Code of Administrative Offences. To confirm this fact, the traffic police provides written confirmation with the signature of the manager and the seal of the organization where the driver works.
  • If the route is more than 450 km, each bus must have 2 drivers . They must change so that they have at least 12 hours of rest between shifts.
  • The speed of buses carrying a group of children is no higher than 70 km/h , even outside the city.
  • The bus must have the identification sign “Transportation of Children” and the low beam headlights or daytime running lights (dimensions) must be turned on.
  • Children can be transported from 23.00 to 05.00 only in case of transfer to the station and the airport (or from them) or only to the nearest place of overnight accommodation in case of delays along the way.
  • In conditions of poor visibility - heavy rain, fog, snowfall - it is not recommended to transport children.
  • If any malfunction or circumstances have arisen that prevent the transportation of children (or the Transportation Rules have been violated), you cannot travel until the violations and obstacles are eliminated.
