When registering a used vehicle, a pleasant innovation is the Resolution of the Cabinet of Ministers No. 637, in force since September 1, 2018, which simplifies the procedure for deregistering a vehicle when the owner changes. Now, when purchasing or any other type of alienation of a used car, the car can be immediately re-registered to the new owner, without necessarily being removed from the previous register. It is only necessary to provide papers confirming the legality of ownership (sale and purchase agreement, deed of gift, will, etc.). Registration is carried out at any branch of the Center of the Ministry of Internal Affairs, regardless of the address of residence.
State fees for registering a car with the traffic police
When purchasing a new car, you must obtain new registration plates (numbers) and a registration certificate from the traffic police. The title for the car is issued by the car dealership.
To be paid: 2,000 + 500 + 350 = 2,850 rubles. With a discount: 1,400 + 350 + 245 = 1,995 rubles.
If the registration certificate is lost, the car owner must pay a fee for issuing a new document. You will also have to pay for making changes to the PTS, because Information about the new STS must be entered in the passport.
To be paid: 500 + 350 = 850 rubles. With a discount: 350 + 245 = 595 rubles.
Payment of the state fee is an integral part of vehicle registration. It must be performed by the owner of one of the following types of object:
- New car.
- Any type of transport staying on the territory of the Russian Federation for more than 6 months.
- Any type of vehicle with an engine.
Registration is carried out at a government agency - the traffic police.

To pay through a terminal or online service, you will need the recipient's details: TIN, current account and checkpoint. All necessary information can be obtained from the department or on the official website of the traffic police, where the vehicle will be registered.
The most “correct” method of payment is at a bank branch. However, not all people can adapt to the operating hours of a financial organization and are able to find time to carry out this procedure. Therefore, a large number of car owners prefer to transfer funds through an online service. This method has several characteristic features.
Before making a payment, you will need to enter some information:
- Full name of the payer;
- payer's residential address;
- name of the type of payment;
- amount of payment;
- recipient details.
A receipt issued by a terminal or printed on a printer will not be valid. You will need to go to the bank to get a “wet stamp” issued.
It is important to enter all required data correctly. Otherwise, the payment will not be accepted or will be sent to the wrong address.
What does the cost depend on?
As in the case of registering a towbar with the traffic police, when registering a trailer, passenger car or truck, the car owner will have to pay a certain amount.
There are several factors that affect the cost:
- registration is being carried out;
- the trailer is deregistered;
- design changes are made;
- additional information is entered into existing documents;
- duplicate documents are issued (they were lost or stolen);
- PTS is being replaced;
- a new registration certificate is issued;
- license plates need to be replaced;
- temporary registration is made;
- a certificate is issued.
In the latter case, we are talking about released units and existing license plates.
As you can see, before contacting the traffic police, where payment will be made, you need to clearly understand what manipulations and procedures you need to carry out.
What you need to know about the state fee for car registration
A car can be registered not only to a private person, but also to a company. In the second case, its owner will be a legal entity. Accordingly, the payment procedure will be slightly different. In total, several characteristic features can be distinguished for it:
- If the vehicle is registered to a legal entity, it is strictly prohibited to enter data about the person making the payment. The receipt will not be accepted by the traffic police officers, since the information is not valid.
- Transfer of funds is possible only by non-cash method.
- Payment can be made by an accountant serving in the company. Traffic police officers will need to provide documents with their signature in the established form.
Important! Payment of state fees for a legal entity is carried out to the recipient's bank account strictly by bank transfer.
To pay the state fee, the established receipt format “Form PD-4” is used.
The following information must be included in this document:
- Name of the type of state duty.
- Full name of the payer or name of the enterprise if the payment is made by an individual.
- Payment amount.
- Traffic police details.

A prerequisite for the re-registration of motor vehicles with the State Traffic Inspectorate is the preliminary payment of the state duty, the amount of which is established by the Tax Code of the Russian Federation (Article 333.35).
The size of the state fee is also affected by the list of services provided as part of the re-registration of transport:
- if re-registration is carried out without replacing license plates (for example, when donating a used car), then you need to pay 850 rubles, with 500 rubles for making changes to the title and 350 rubles for issuing a registration certificate
- if re-registration is carried out with a change of license plates (purchase of a new vehicle, loss or theft of license plates, unreadable numbers, etc.), then the amount of the fee increases to 2,850 rubles, of which 2,000 rubles is the cost of license plates
- if, during the re-registration of a car, a replacement title is additionally required (lack of free space to indicate the new owner, illegibility of the document, loss, theft, etc.), then the state fee will be 3,350 rubles (with replacement of state signs) or 1,350 rubles (without changing license plates) )
How much does it cost to register a car: state duty for car registration
- The cheapest option - with the preservation of license plates (provided that the region in them corresponds to the region of your registration) - making changes to the PTS and issuing a paper STS - 850 rubles. (if paid through State Services 595 rub.)
- If there is no space left in the PTS, but you can keep the license plate number - 1,300 rubles. (if paid through State Services 910 rub.)
- Registration with changing license plates or obtaining new ones - 2,850 rubles (2 strips of numbers) or 2,350 rubles. (1 bar, for example a motorcycle). Through State Services 1,995 rubles and 1,545 rubles. respectively.
Example: you buy a car second-hand in the same region in which you live, there is a place in the PTS, you don’t need to get license plates, then you need to pay a state fee of 850 rubles (or 595 rubles through State Services). If you buy a car in another region, then you need to change the license plate number so that the region corresponds to the place of your registration (the rule was returned in 2021), in which case the state duty will be 2,850 rubles. (or 1,995 rubles through State Services)
Answering the question about how to pay the state fee for registering a car online, it must be said that one of the best and most reliable sites for payment is State Services. On it, among other things, you can pay the car registration fee and receive a 30 percent discount. Payment can also be made on banking websites and using online payment services. However, when using the Internet for these purposes, some nuances are possible:
- To pay the state fee for registering a car on online services, a commission of up to 10% of the amount inclusive may be charged;
- A receipt for filling out, printed from an electronic version, may not pass verification at the traffic police due to the lack of a seal (you will need to contact the bank for a paper receipt with a stamp; it is also possible to pay the state fee for registering a car with the traffic police through Sberbank or other banks);
- With any electronic options where you can pay the state fee for registering a car, the payment may not be received in a timely manner to the specified recipient’s account (in the worst case, you will have to spend a lot of time searching or returning it).
For the deregistration of cars by the State Traffic Safety Inspectorate, a mandatory payment to the budget of the Russian Federation is collected (these rules are enshrined in the Tax Code of Russia in Article 333.33). The state duty for deregistration of a car throughout the Russian Federation is calculated according to a single mechanism. The details determined by the specific regions of residence of the car owner may be different. For this reason, payment receipts should be filled out with particular care. Taking into account the reasons for deregistration of a vehicle, the amount of the fee varies. There are the following reasons for performing this procedure.
- Disposal. The duty is either not required or is 1050 rubles.
- Sale, donation and other reasons for termination of ownership rights to cars. The state fee for re-registration of a vehicle in this case will require 500 rubles. for evidence of registration and 350 rubles for corrections in the car passport.
The fee for deregistering a car is calculated based on a large number of factors, so it is individual in each case. On average in Russia, the size is 1050-850 rubles (the maximum value is approximately 2500 rubles). After depositing the amount of the state duty, you will need to submit a certification receipt to the traffic police. Payment details can be found by visiting local offices or directly on the traffic police website. It is also important to understand here that deregistering cars with a payment of up to 2,000 rubles will cost much less than government fees and taxes for unused vehicles.
The state fee for registering a car with the traffic police is paid in the following ways:
- through a bank branch;
- through the terminal in each department of the State Traffic Inspectorate;
- through the post office;
- via mobile banking online.
Payment through State Services is one of the simplest and most profitable payment methods: on the website you can make payments with a 30% discount.
It is important to remember that the fee is established at the federal level, but the recipient is the specific traffic police department where the vehicle owner applies. Details of the department can be found on the website of the State Traffic Inspectorate.
If a citizen submits documents to the traffic police in person, when applying, you need to take a receipt for payment - all the details will be there.
You can transfer money in several ways:
- Via terminal. Most branches have Sberbank terminals and ATMs, and you can make payments through them. It is important to take your receipt immediately after surgery.
- At a bank branch. You need to come to a bank branch, take a ticket for the queue, then go to a specialist and present the receipt. Money is given in cash, but most banks provide the possibility of non-cash payment;
- Online. If you have a card from any bank, you can use your personal account on the website or app to make payments. The department details will have to be entered manually.
If documents are submitted through Gosuslugi, citizens can use bank cards, electronic wallets, and electronic payment systems to pay. After completing the operation, it is recommended to order the check to be sent by email, and then print it out and take it with you to the traffic police.
How to pay
When registering a car while keeping the license plates or receiving new plates, the state fee is paid before submitting the papers. You will need technical documentation for the car, personal documents, an application, etc. But the main thing remains the receipt, which will be required when paying.
When submitting documents, you need to remember the following rules:
- You must first pay the state fee and then submit the application;
- The recipient should be the branch where the vehicle will be registered.
Payment of the state fee for re-registration can be made in one of the following ways:
- Personal contact with the bank. This method is still popular, as it allows you to get the necessary details and help from bank employees.
- Payment terminals. They are installed in banks, traffic police, etc. When using such a terminal, do not forget about the payment receipt.
- Internet resources. The state fee for vehicle registration can be paid on the website of the State Services or the State Traffic Safety Inspectorate. This method allows you to make a payment at any time of the day. The main thing is not to forget to print a receipt to confirm payment.
- Online banking. If you have a bank account, the car owner can carry out the procedure using your personal account on the bank’s website at any time of the day.
In addition to these payment options, you can use electronic payment systems, for example, Webmoney. When choosing a method, you need to consider the following points:
- Checks and receipts received when paying through a terminal or electronic service are not always accepted by traffic police officers. Often you have to contact the bank in order to put the appropriate stamp on the document.
- Many payment systems charge a large commission, up to 30% of the amount. In order not to overpay, it is better to contact the bank cash desk.
- No one can guarantee receipt of money transferred using online services. Therefore, various delays are likely.
The cost of registering a car with the traffic police 2021
The validity period of the state duty is not limited by law. It ceases to be valid after the citizen receives the paid service.
But it is not recommended to delay contacting the department after depositing money: if 3-4 years have passed between paying the fee and submitting documents, if it is likely that the details by which the funds were transferred will no longer be relevant. You will have to return the money or write a statement about its redirection using new details.
According to Art. 333.40 of the Tax Code of the Russian Federation, the basis for a refund is the excessive payment of state duty in excess of the amount established by law. This often happens if a person forgets about it or confuses the numbers.
You can apply for a refund within three years after the money has been transferred. the amount is refunded in full if the service was not received.
If the traffic police fee was paid through Gosuslugi, it will not be possible to return it in the same way. You will have to contact the department in person, but you can also submit an application through the official website of the traffic police.
The step-by-step procedure looks like this:
- Collection of documents. You will need a passport, payment receipt, TIN.
- Submitting an application to the traffic police. It is filled out on the spot, and the inspector will provide a sample.
- Receiving the money.
Funds are credited according to the details specified in the application. The maximum period for consideration of applications is 1 month.
Installment or deferment is provided on the basis of Art. 333.41 of the Tax Code of the Russian Federation, but only for good reasons.
For example, if a citizen suffered from a natural disaster, there is no possibility of paying a one-time fee due to a difficult financial situation. The maximum period of installment or deferment is 1 year, during which time no penalties or interest will be charged.
To obtain an installment plan, you need to contact the traffic police with documents confirming your difficult financial situation. But in practice, applications are rarely approved, because in most cases, car registration and other actions are not urgent.
Regardless of what kind of transport was purchased, it is subject to registration with the relevant authorities. The law defines the period allotted for registration of equipment.
It is 10 days after purchase. This responsibility falls on both legal entities and private individuals.
Naturally, the registration procedure involves making certain payments to the budget.
When a car is purchased at a dealership, it must be registered with the relevant authorities no later than ten days. If you neglect this rule, then further operation of the car will be illegal.
Naturally, in this case the owner faces a fine, the amount of which can reach 1000 rubles. If the driver commits the same violations in the future, the amount of punishment will increase five times.
If this does not force the motorist to comply with legal requirements, he may be deprived of his driver's license.
When registering a new car, you will need to obtain license plates. It costs 2000 rubles.
The driver also needs to receive a certificate confirming registration. It will cost 500 rubles.
State duty for registering car ownership in 2021
When purchasing a used car, the buyer must also register it. However, he is allowed to keep the same license plates.
Naturally, the total cost of registration will be significantly lower. The traffic police officer must provide documents confirming the purchase of the car.
The responsible employee will enter new data into the registration certificate and issue you a certificate. In total, the cost of such services is 850 rubles.
It is worth noting that the former owner is not at all required to appear at the traffic police. If previously he was obliged to deregister the car, now this is done automatically.
When a new owner registers a car, it is simultaneously removed from the previous register. Here you need to adhere to only one important rule - the buyer has ten days to register the car.
The record of time begins from the moment when he became the new owner of the vehicle.
Naturally, at the mutual request of the parties, the car can remain with the same license plates. However, under certain circumstances, the seller wants to keep the old numbers. In this case, the new owner will have to obtain additional numbers. Since this is an additional service, RUB 2,000 is added to the total cost.
The amount of the fee when deregistering a car depends on the reason for deregistration.
- The car will not be used further, but will be recycled . You will need to pay a state fee for:
- making changes to the PTS in the amount of 350 rubles;
- for obtaining a certificate for numbered units for disposal - 350 rubles.
- Change region.
There are several ways to pay the state fee when registering a car.
You can pay the state duty directly at the traffic police department through a payment terminal. You must first obtain the details from the employee to fill out the electronic form. The procedure for paying through the terminal will be as follows:
- in the Search for services and organizations menu, search for a traffic police department by TIN;
- then the codes KBK and OKTMO are indicated sequentially;
- then the payer’s data is filled in: full name, registration address, passport details;
- the payment amount is specified;
- completes the procedure by entering the payer’s mobile phone number and clicking on “Pay”.
In this way, you can pay in cash or with a bank card. This results in two receipts being printed to confirm that the payment has been accepted.
A purchase and sale agreement was concluded with the previous owner, the money for the car was transferred to him and it is at the complete disposal of the new owner. Now the first thing you need to do is purchase compulsory motor insurance.
This can be done by choosing any insurance company. Then come to the office with a driver’s license and a vehicle license agreement. The original document will be immediately issued to you. The cost of the policy depends on many criteria, such as the driver’s experience, the age of the vehicle, the period of accident-free driving, the power characteristics of the car’s engine and much more.
- On average, the cost of insurance can range from 5 to 12 thousand rubles for 1 year.
- The insurance period must not be less than 12 months.
You must pay the state fee for registration actions in advance. Payment details are available on the traffic police website. If the driver does not plan to change the license plates, then the cost of registration will be 850 rubles, and if he wants new license plates. signs, then you will have to pay 2,850 rubles.
These amounts consist of 2,000 rubles. for providing new numbers (if necessary), making changes to the PTS 350 rubles, 500 for issuing a registration certificate. The tariff is uniform throughout Russia.
If the owner bought a car in one region, but wants to register it in another, then no additional conditions are provided for this.
Next, you need to contact the contact center of the territorial traffic police department and sign up for the registration procedure. Pre-registration can be made independently through the website of unified public services.
Having arrived at the appointed time, the driver fills out a registration application form. The form can be obtained from the traffic police department, but to save time it is better to fill it out in advance by downloading it below.
In 2021, for registering any vehicle, the owner will be charged a fee in the following amounts:
- registration of documentation - 500 rubles;
- issuance of new state license plates - 1,400 rubles;
- obtaining a passport for a technical device or changing a vehicle - 560 rubles;
- entering new data into old documents - 245 rubles.
The above services are often provided in combination, which determines the final cost of car registration; there are several options for these procedures, which include the following:
Situation | Purchasing numbers | Issuance of PTS | Registration or re-registration | Editing data in the technical passport | Total |
1 | there are old ones | — | 500 | 245 | 745 |
2 | 1 400 | 560 | 500 | — | 2 460 |
3 | already available | 560 | 500 | 245 | 1 305 |
4 | 1 400 | — | 500 | 245 | 2 145 |
The above amounts are relevant for both individuals and legal entities. It is possible to pay the state fee with a 30 percent discount through the government services portal only until December 31, 2021, if the documentation is submitted through government websites.
Information about plastic forms of certificates has been included in the Tax Code and has been used since 2021, however, car owners pay 500 rubles and receive a paper version.
How to register in 2021?
So, the registration rules are described in the above 2 legal acts. In practice, the procedure for registering a trailer works approximately the same. Let's take a look at this procedure one by one!
List of documents
Depending on whether you bought a new trailer or a second-hand one, you will need the following lists of documents.
For new:
- The purchase and sale agreement is the main document for registering a trailer, as it determines your new ownership of it,
- PTS,
- receipts for payment of state fees: 1,050 rubles for issuing license plates,
- 500 rubles for receiving STS,
- 350 rubles for entering data into the PTS,
For used:
- the same purchase and sale agreement, only from the previous owner to you, or the entire chain of contractual agreements between persons, starting with the person on whom the trailer is currently listed in the traffic police database,
- PTS,
- receipts for payment of state duties: 1,050 rubles for issuing license plates if the trailer is deregistered or if the region code on it differs from your region at your registration address,
- 500 rubles for issuing a new STS,
- 350 rubles for making changes to the PTS (or 800 rubles if the vehicle passport is lost or there is no space for new entries),
Sample application
The application form is approved by the Government of the Russian Federation. But this does not mean that you should fill out a trailer registration form only in the office or hall of the traffic police department. You can do this yourself.
Below is a sample application for registering a trailer in 2 formats for filling out on a computer and then printing or by hand with a preliminary printout.
- (in DOCX format for filling out on a computer).
- to fill out by hand.
You need to highlight the required service in the application, depending on whether you are registering a new or used trailer.
You need to print out this completed application and bring it along with other documents to the traffic police. And this is only relevant if you personally submit it to the department (not through the State Administration portal). Below we will look at the procedure for registering through the Public Services portal.
The amount of state duty for a car
All materials on the website of the Ministry of Internal Affairs of the Russian Federation can be reproduced in any media, on Internet servers or on any other media without any restrictions on the volume and timing of publication.
This permission applies equally to newspapers, magazines, radio stations, TV channels, websites and Internet pages. The only condition for reprinting and retransmission is a link to the original source.
No prior consent for reprinting is required from the Ministry of Internal Affairs of the Russian Federation.
The second method, convenient for car owners, is to pay the fee at the State Traffic Inspectorate itself when submitting documents.
The advantages are as follows:
- There is no need to take payment details in advance; all the necessary information will be indicated on the terminal screen.
- After payment, the citizen receives a check.
- You can pay the fee in one visit and immediately receive all the necessary documents or license plates.
The downside is that with this payment method, of course, there is no discount.
The legislation allows you to register a car while maintaining the same license plates. The cost of the procedure in this case will be significantly lower than when registering a new car without license plates.
After completing the purchase and sale transaction, the new owner of the vehicle must come to the MREO of the State Traffic Inspectorate with documents for the car. The state fee for registering a car in 2021 without changing license plates will be 850 rubles: 500 for a certificate, 350 for entering new information into the PTS.
The former owner may not appear at the traffic police and not deregister his former car - this will happen automatically when the car is registered to the new owner. It is important to do this in the first 10 days from the date of the purchase and sale procedure. Here, the parties to the agreement decide for themselves: the numbers may remain the same, the old owner has the right to keep them, and the new owner may express a desire to change the numbers, but then a state duty of 2,000 rubles will be added to the total amount.
In 2021, organizations are subject to the same requirements as ordinary citizens, but to register a car they need to collect more documents. The important condition that the car will be registered within a ten-day period after purchase also applies to legal entities.
The package of documents when registering a car for a legal entity must contain a receipt for payment of the state duty. The following rates apply for 2021:
- receiving new numbers – 2000;
- changes in PTS – 350;
- registration certificate – 500;
- transit numbers – 1600;
- accounting for additional units – 350.
In total, in the standard case, registering a new car will cost 2850, a used one with license plates – 850 rubles.
The state fee is paid by the organization's accountant only by bank transfer: from the company's debit account, the required amount is redirected by payment order using the details of the traffic police. If the receipt is paid by an individual, MREO employees will refuse to register the car to the company.
