Changes in exam rules from October 2021
Please note that Decree of the Government of the Russian Federation N 1734 is actually of a framework nature, but details of the changes will appear in the regulations for taking exams, which will be approved by a separate order of the Ministry of Internal Affairs, and in addition to the regulations, methodological recommendations will also be approved for traffic police inspectors taking the driving test . The preparation of the relevant orders and recommendations took 10 months, and as of October 2021, the new rules for driving tests came into force.
Theoretical exam on knowledge of traffic rules
According to the new rules, the theoretical exam for knowledge of traffic rules has remained virtually unchanged; during the theory test, the candidate is required to show his knowledge in the field of:

- Fundamentals of safety when driving a vehicle;
- Basic information on the approval of a vehicle for operation;
- Legislative standards relating to road safety;
- Rules for first aid in case of road accidents;
- Rules of driver liability under civil, administrative and criminal law.
To pass the theoretical exam for categories A, B, M, a single set of 800 questions (40 tickets of 20 questions each) is used. To pass the theory for categories C, D, as well as subcategories of driving licenses C1 and D1, a separate set of exam cards is used.
The theoretical driving test in 2021 is held as before: the candidate is given 20 minutes to answer 20 questions electronically. Please note that, as before, after you have answered a question, you have the opportunity to correct your answer once, after which the option for a specific question is turned off and the answer is considered final.
The candidate has the opportunity to make no more than 2 mistakes in 20 tickets, and for each mistake made it is necessary to answer 5 additional questions, one minute each, in which it is impossible to make a mistake even once.
Previously, there was talk that the number of questions in the theoretical exam could increase from 20 to 50, but this was not confirmed.
Half-hour practical driving test
Instead of two stages of the practical driving test in the form of a “platform” and a “city”, from October 2021 a single 30-minute practical test has been introduced, which includes all those elements that were previously divided into two stages when driving on a circuit and in city conditions.
At the beginning of the half-hour test, the examiner is required to check basic driving skills (starting a car, driving a vehicle on an incline, parallel parking a car, etc.), and such a test can be carried out according to the new rules either on a race track or on a dead-end street in the city outside of residential areas.
After checking basic driving skills, the examiner directs the candidate to the streets of the city, while for passing the license there will no longer be a pre-approved training route; from October 1, 2020, only a list of streets of a specific locality is published that can be included in the route of the practical driving test in a specific MREO.
Please note that candidates will only test for a category A motorcycle license and other categories of motorcycle licenses at the race track, as before.
Deadlines for retaking the exam after a failed attempt
In 2021, the following deadlines for retaking the exam after an unsuccessful attempt have been established for the theoretical stage and for practical driving:
- a repeated test of theoretical knowledge can be scheduled no earlier than 7 seven days (but no later than 30 days) after an unsuccessful attempt, a second test also no earlier than 7 days (but no later than 30 days), if the candidate did not pass the theory on the third attempt, then a second one is prescribed no earlier than 30 days (but not more than three months).

Thus, the shortest terms for retaking a practical driving test (provided that the MREO has the opportunity to organize it) will be as follows: the first retake after 7 days, the second after 14 days, the third after 44 days, the fourth after 74 days, the fifth after 104 days , sixth after 134 days, last retake 164 days after the first failure. After the seventh retake, the results of a successful theory are reset (they remain valid only for 6 months) and the candidate will need to take the theory exam again.

While the preparation process was not easy, ideas and tips appeared that helped me a lot when passing (I hope they will help someone too):
1. Learn the route (relevant because signs are often added or removed due to renovations!) down to the smallest detail. And of course - think one step ahead, I was not driving fast, at the same time I was looking at possible stopping/parking places and thinking about where we could go next and what task he might give.
3. Push when turning right. During my 3 attempts to pass, a lot of people fell on this

Even if the interval, in your opinion, is acceptable, as soon as the inspector begins to doubt, he will immediately hit the brakes. When taking a traffic police exam, it is critical to have a good understanding of the exam regulations and their interpretation.

The traffic police exam consists of 3 stages
Stage 1 - “THEORY”
Initially, you need to solve 1 exam paper (20 questions) in the allotted time of 20 minutes. In this case, no more than 2 errors are allowed in each block of 5 questions.
For each mistake made, five (!) additional questions are awarded, which are not allowed to be mistaken. No more than 5 minutes are allotted to solve five additional questions.
Everyone who has successfully passed the first stage - THEORY - is allowed to take the PRACTICAL stage of the exam.
If you fail at subsequent stages within 6 months, you do not need to retake the theory. Retaking the exam begins from the stage that you did not pass, and retaking the exam can be scheduled no earlier than 7 days later. You should also take into account that after the third unsuccessful attempt to pass the exam, you will be allowed to retake it no earlier than in a month*.

Stage 2 – “SITE”
Consists of five compulsory exercises*: - “Overpass”;
— 2 exercises for the inspector to choose from those provided for by the exam requirements: “90 degree turns”, “Turn in a confined space”, “Snake”;
— “Entering the box in reverse”; — “Parallel parking in reverse”;

You are given no more than 2 minutes of time to complete each exercise. Each exercise must be successfully completed in one attempt (using reverse gear once). A broken stance is equivalent to FAILING the exam! “Stalling” during exercises is allowed no more than 2 times. Putting “neutral” and “handbrake” after performing each exercise is encouraged. But to be precise, the exam requirements say nothing about the “handbrake”, there are only instructions for exercises 1, 2, 3 (see photo) - “turn on neutral gear” and “fix the vehicle in a stationary state ,” i.e. An ordinary stop in front of the corresponding line is quite enough.
Anyone who will take the exam at the Examination Division of the State Traffic Safety Inspectorate on Warsaw Highway-170D should know that the exam on the site always begins with the “Overpass”. After successfully passing this exercise, the inspector will direct you to either exercises marked with yellow markings - let's call it the YELLOW COMPLEX of exercises, or exercises marked with white markings - WHITE SET OF exercises.

In the above photo of the traffic police examination site on Warsaw Highway 170D, you can recognize 11 examination exercises. The white arrow marks the start lines for some exercises. If you successfully complete the exercise, the examiner will only point you to the next exercise to be performed. The traffic police inspector will not tell you where exactly you need to drive up, where the START line is, or how to perform this or that exam exercise. Therefore, using the above photo, at least roughly understand the order of performing the exercises on the examination site, remember the location of all the exercises, determine where they begin and where they end.
Usually the exam always starts with an overpass (marked in the photo with the numbers 1).
Interestingly, the overpass located in the lower left corner of the photo is not usually used (it's a spare overpass!).
Also note: there is a BOXING ENTRY on the site, both on the right side - included in the YELLOW SET OF exercises (in the photo below right), and on the left - the WHITE SET of exam exercises (in the photo below left).
As practice shows, students fail the white set of exercises more often, because entering the box, located on the left side, is very unusual and is rarely practiced on training grounds in driving schools. To successfully complete this exercise, when approaching the start line for the exercise, you should press against the left edge (marked with a white arrow in the photo)!
