What are the rules for storing numbers?

In 2021, the rules for maintaining state registration rights are prescribed by Order No. 399, and from January 1, 2021 - by the new Federal Law on State Registration of Vehicles.

Meanwhile, the first legal act regulates the very possibility of storing license plates in the traffic police MREO, the deadline and procedure for their surrender. The federal law provides for the issuance of signs by legal entities that are responsible for this. The fact is that from the date of entry into force of this law in 2021, the right to issue registration plates has been given to specialized organizations.

The storage of state registration plates is carried out on the basis of the corresponding expression of will of the owner of the vehicle contained in the application for the registration action for which it was registered.

In what cases is state duty required?

Regardless of what kind of transport was purchased, it is subject to registration with the relevant authorities. The law defines the period allotted for registration of equipment. It is 10 days after purchase. This responsibility falls on both legal entities and private individuals. Naturally, the registration procedure involves making certain payments to the budget.

The new owner of the vehicle must receive a document confirming registration. He must also be issued a new registration certificate. If the old one remains, then a corresponding mark is placed in it. Thus, the state duty must be paid whenever the owner of the equipment changes.

How much does it cost to register a new car in 2021?

When a car is purchased at a dealership, it must be registered with the relevant authorities no later than ten days.
If you neglect this rule, then further operation of the car will be illegal. Naturally, in this case the owner faces a fine, the amount of which can reach 1000 rubles. If the driver commits the same violations in the future, the amount of punishment will increase five times. If this does not force the motorist to comply with legal requirements, he may be deprived of his driver's license. When registering a new car, you will need to obtain license plates. It costs 2000 rubles. The driver also needs to receive a certificate confirming registration. It will cost 500 rubles. You also need to take into account that new information will be added to the registration certificate. For this you will have to pay 350 rubles. As a result, it turns out that registering a new vehicle will cost 2,850 rubles.

Although you need to understand, additional expenses cannot be ruled out. For example, for issuing a passport you need to add 800 rubles to the total cost. If you want to get a new type of plastic certificate, you will have to pay 1,500 rubles. There are situations when registration is carried out simultaneously with the issuance of a new certificate. In such a situation, another 2000 rubles are added.

In what cases can license plates be stored?

In almost all situations when car registration is carried out. These include:

  • depositing license plates with the traffic police in case of loss of a vehicle,
  • when deregistering a vehicle during disposal or export abroad,
  • when changing license plates to others and leaving the old ones, respectively, for storage in the State Traffic Inspectorate,
  • before selling a car,
  • after the purchase,
  • if you need to exchange the license plate with another car, regardless of whether it belongs to you or not.

Application for leaving a license plate with the traffic police

Thus, with any application to the traffic police, it is possible to leave the registration plates stored in the institution.

But here 2 non-obvious conditions must also be met, otherwise the state license will simply not be accepted from you:

  • no ban on registration actions from the FSSP,
  • perfect or close to perfect condition of license plates.

In the second case, if the registration marks are frayed, bent or otherwise damaged, you will need to first make duplicates of them - this costs about 400-600 rubles for one number.

How long are they stored?

As of 2021, the shelf life of license plates is 360 days from the date of their surrender.

Moreover, if the last day of this period falls on a non-working day, then it is extended until the first working day.

This is stated in paragraph 42 of Order No. 399:

The storage period for state registration plates should not exceed 360 days from the date of the registration action, as a result of which they were saved, or from the date of cancellation of the vehicle registration. If the last day of the term falls on a non-working day, the day of expiration of the term is considered to be the next working day.

What happens after the deadline?

If you do not have time to pick them up within the specified 360 days, then they are transferred to the MREO reserve. That is, they will be issued to another car in a random (or not random...) order.

State duty for car registration for legal entities

In 2021, organizations face almost the same requirements as individuals.
Here it is also necessary to comply with the main condition - to register the equipment within the first ten days after purchase. As for the state duty rates, they are also no different. However, there is a possibility of additional payments. For example, if you need to obtain transit numbers, you will have to pay 1600 rubles. If a complex vehicle has any additional units, they are also taken into account during registration. Therefore, the cost of the state duty may be increased by 350 rubles. An accountant is usually responsible for paying the fee on behalf of the organization. Payment must be made only by non-cash method. As a rule, the traffic police provides the details used to make payments from the organization’s account. Under no circumstances should the state fee be paid by a private individual. After all, in this case, registration of equipment for the company will be denied.

How much does it cost?

The GRZ savings themselves are provided free of charge. But in any case, you will have to pay a state fee for the corresponding registration action.

Let's look at the simplest and most common example - when you want to leave a car license plate for storage at the traffic police before selling the car. In this case, you will need to first change it to a new one, and when changing, hand over the old ones to the MREO (registration department of the traffic police).

In this case, the total cost for you will be 2,850 rubles, of which:

  • state duty 2,000 for issuing new license plates,
  • 500 rubles – for issuing a new STS,
  • 350 rubles – for making changes to the PTS.

Please note that when submitting an application and paying through the State Services portal, all these state fees are given a 30% discount.

And then, when you receive the numbers, you will have to pay the same amount again. For example, when you buy another car, you will pay the same cost.

Thus, depositing license plates for storage is free, but you can then pick up these license plates from storage only for a state fee, which in 2021 is 2 thousand rubles. Also, upon receipt of the GRZ from storage, you will have to make changes to the PTS and replace the registration certificate - this is another 850 rubles.

Now, based on the understanding already gained, let's look at situations of how to put registration marks in the traffic police.

Types of state duties

Re-registration of a car while keeping the license plates will cost 850 rubles upon receipt of an old STS and 1,850 rubles for a new one. Transit registration plates for exporting a car outside of Russia will cost:

  • 2100 rubles per car;
  • 1600 rubles for a motorcycle.

Registration of a new car is more expensive than re-registration of an old one. There is no opportunity to save money on the production of license plates - the new car did not have previous owners, which means there were no old license plates either. State signs will have to be ordered without fail.

A trailer is considered a vehicle, and therefore also requires registration and payment of a fee, the amount of which also depends on the volume of services provided by the traffic police:

  • registration numbers - 1500 rubles;
  • new PTS - 800 rubles;
  • obtaining a certificate - 500 rubles or plastic - 1500 rubles;
  • making changes to the PTS - 350 rubles.

Thus, the cost of the state fee for vehicle registration services is an amount that depends on many factors and the number of services provided by the State Traffic Inspectorate. Each service has its own fixed price, which can be found on the traffic police website, and then sum up the cost of the services that you need.

Is it possible to submit an application through State Services?

In general, you will not find a separate mention of depositing license plates on the State Services website. Moreover, in the application forms for any registration actions there is no opportunity to indicate the need to leave the GRZ with you.

In general, the portal exists only so that you can sign up for the traffic police MREO online and proceed further without a queue. Well, pay state fees with a 30% discount. However, the service itself is received at the traffic police department.

Since when submitting an application through the State Administration, it is not possible to fill out any special field about the need to leave registration plates for storage, you will need to indicate this when you arrive or come to the State Traffic Inspectorate. You can also print out the completed application and add it there with a pen and certify with your signature that this is necessary.

How to deposit license plates when selling a car?

Cost: 5,700 rubles – 2,850 when changing license plates to others and the same amount when registering another car and receiving saved license plates.

So, the first thing we need to know is that there is no separate service for storing license plates at the State Traffic Inspectorate. That is, they can only be submitted during any registration action. The simplest of these actions is replacing license plates with others. In this case, the old ones can be left for 360 days. This is where the solution to the issue of submitting registration marks lies before selling a car, and not during the transaction itself.

It is important to know that you need to deposit the license plates in advance of selling the car, since the latter can only be sold with plates. Therefore, you need to change them first and only then sell them with new ones.

The procedure is as follows:

  1. you contact the traffic police with an application to change the license plates, in which you indicate the need to deposit the old ones,
  2. you are given new license plates, the old ones are accepted for safekeeping for 360 days,
  3. you are selling a car with new license plates,
  4. During the storage period, you will definitely need to buy the car in order to pick up and attach the saved registration plates to it.

Obtaining new state licenses for public services

You can also download an application for changing license plates with deposit for submission directly to the traffic police, not through the State Administration portal. In this case, the application will directly indicate the need to store the numbers.

The next step is to sell the car with new license plates, while the old ones remain in your storage. After purchasing another car, you will need to register it and receive the license plates, which are in storage. To do this, go to one of the services:

  • registration of a new car,
  • registration of used cars.

And similarly, in field No. 6, indicate that you need to obtain state registration plates, indicating a combination of their letters and numbers in the field that appears. Please note that it is not necessary to fill in the “state type” field. reg. sign" - this is for transit numbers.

How to leave a state registration certificate after deregistration?

Cost: 2,850 rubles – free when deregistering and 2,850 when registering another car with saved registration marks.

When deregistering a car from the traffic police, you can leave the license plates for the following reasons:

  • loss of car,
  • disposal,
  • export outside the Russian Federation.

And, accordingly, it will be impossible to leave license plates for storage when deregistered for the following reasons:

  • theft (hijacking) of a car,
  • after the sale of the car.

The impossibility lies in the fact that cars are stolen along with license plates, and therefore they are put on the wanted list along with the car. And after the sale, the car, as well as its gearbox, do not belong to you.

On the portal, a GI can be deregistered for almost all reasons, but it will also be necessary to indicate separately the need to deposit the license plate upon deregistration.

How to pick up from storage?

Above we briefly described the procedure for obtaining license plates after storage. In more detail, they can only issue them to you for 2 reasons:

  • registration of a new or used vehicle with replacement of state signs,
  • changing the number plates on a car already registered to you.

In all cases, you need to indicate when filling out the application in paragraph 6 that you need to obtain new registration plates and indicate the alphanumeric combination of your license plates stored in the traffic police. Only the corresponding services will differ:

  • registration of a new car,
  • used car registration,
  • registration actions for changing numbers.

I want to put a license plate from another car, and put mine in storage - how to do this?

This is the most expensive and time-consuming process. The fact is that license plates are not sold separately and are not transferred between car owners - only together with the car. But the scheme of such an exchange is possible and will look like this. For example, let’s take your Toyota car, a BMW car of another owner, and you want to attach the BMW license plate to your car, and deposit yours with the traffic police.

  1. You are buying a BMW under a fictitious sales contract.
  2. You change the license plates on it, leaving the old ones for storage at the MREO.
  3. You sell the BMW back to the previous owner with newly replaced registration plates.
  4. Next, change the license plate on the Toyota car that you still have, indicating in the application that you want to pick it up from storage and install the saved (from BMW) numbers. When submitting the same application, you hand over your old Toyota GRZ for 360 days.

Pay attention to how much all this will cost - after purchasing a BMW, you will need to register it in your name, for which you will not only pay state duties in the amount of 2,850 rubles, but also purchase compulsory motor liability insurance for a period of at least 3 months. Further, at point 2, changing numbers will cost another 2,850 (MTPL policy is no longer needed). Point 3 – the BMW owner again registers the car in his own name, and now he buys insurance. And finally, at point 4, you again pay 2,850 rubles for changing numbers.

And all this if there is space in the PTS for records of new owners. Otherwise, you will not have to make changes to the vehicle passport, but get a duplicate, and this no longer costs 350 rubles (included in 2,850), but 800.

Procedure

A purchase and sale agreement was concluded with the previous owner, the money for the car was transferred to him and it is at the complete disposal of the new owner. Now the first thing you need to do is purchase compulsory motor insurance.

This can be done by choosing any insurance company. Then come to the office with a driver’s license and a vehicle license agreement. The original document will be immediately issued to you. The cost of the policy depends on many criteria, such as the driver’s experience, the age of the vehicle, the period of accident-free driving, the power characteristics of the car’s engine and much more.

  • On average, the cost of insurance can range from 5 to 12 thousand rubles for 1 year.
  • The insurance period must not be less than 12 months.

You must pay the state fee for registration actions in advance. Payment details are available on the traffic police website. If the driver does not plan to change the license plates, then the cost of registration will be 850 rubles, and if he wants new license plates. signs, then you will have to pay 2,850 rubles.

These amounts consist of 2,000 rubles. for providing new numbers (if necessary), making changes to the PTS 350 rubles, 500 for issuing a registration certificate. The tariff is uniform throughout Russia.

If the owner bought a car in one region, but wants to register it in another, then no additional conditions are provided for this.
