When and who needs to register a motorcycle with the traffic police
The new owner or his representative must register the two-wheeled vehicle with a power of attorney certified by a notary.
The countdown of the registration period does not depend on the place where the bike was purchased:
- In Russia – 10 days from the moment of concluding the contract or receiving a receipt from the store.
- Brought from abroad - 10 days from the date of receipt of customs documents.
All models of motor vehicles with a power exceeding 50 horsepower are subject to mandatory registration.
Pit bikes and motocross motorcycles do not require registration. They are not adapted to traffic conditions on public roads due to the lack of rear-view mirrors and turning lights. Having spotted such a vehicle in the city, traffic police officers can seize it and send it to the impound lot.
The exception is certain types of crossbikes, which can still be registered and ridden on public roads. These are supermoto and enduro motorcycles.

Where can I register a motorcycle?
To register a bike with the traffic police, as mentioned above, 10 days are allotted after purchase, regardless of which motorcycle was purchased - used or new. Failure to meet this deadline may result in the following sanctions:
- A fine of up to 2,000 rubles for riding an unregistered motorcycle.
- A fine of 5,000 rubles or deprivation of a driver’s license for three months if the violation is repeatedly recorded by the inspector. To restore your rights, you will need to undergo a medical examination and retake a theoretical exam.
- Motorcycle confiscation. The vehicle will be sent to the impound lot until the reasons for the seizure are eliminated. To pick up a motor vehicle, you need to contact the traffic police (have the owner’s passport, purchase and sale agreement with you) and write an application for registration of the vehicle, pay the fee, receive a PTS and STS. You will also have to pay for parking services if the bike stays there for more than 24 hours. The tariff is the same throughout the Russian Federation - 500 rubles for every day.
Two-wheeled vehicles can be registered at any traffic police department, regardless of the owner’s registration address. You can find the nearest branch and check reception hours on the State Traffic Inspectorate website.
When going to the traffic police to register a motorcycle, take with you a standard set of documents:
- vehicle passport (PTS);
- certificate of registration (CTC), if available;
- sales contract, store receipt (if available), customs certificate/declaration (when transporting from another country);
- passport of the new owner;
- receipt of payment of state duty;
- completed application (the form can be downloaded on the traffic police website);
- OSAGO policy;
- documents for old numbers, if you plan to keep them.
To register a motorcycle as a legal entity, provide:
- power of attorney from a legal entity;
- copies of constituent documents;
- payment order for payment of duties;
- extract from the Unified State Register of Legal Entities.
Within ten days you need to have time to undergo maintenance and obtain a compulsory motor liability insurance policy. If the motorcycle is no more than four years old, there is no need to undergo a technical inspection.
In other cases, diagnostics will be required, which will cost 200 rubles. To obtain a diagnostic card, contact an accredited service (you can find it on the State Traffic Safety Inspectorate website or in the General Motor Vehicle Register).
An MTPL policy can be issued at any insurance company. Documents needed:
- owner's passport, Russian;
- inspection card;
- driver license;
- sales contract or receipts from the store.
You can come to registration at any convenient time if you sign up in advance through the State Services portal. Log in to your personal account, if you have one. If not, register on the website, upload copies of the documents listed earlier, and select a convenient day and time for the motorcycle registration. What documents are needed?
In order for the motorcycle registration to be successful, you must bring the following documents to the traffic police department:
- bike purchase agreement;
- vehicle passport (PTS);
- OSAGO policy;
- passport of the new owner;
- checks for payment of state duty;
- application for registration;
- reporting documents of the customs clearance procedure (when importing from abroad);
You must bring the originals of all the listed documents to the department, as well as make copies of them. If a motorcycle is an item of inherited property, then you will additionally need a will or a certificate of right to receive it (you can read more about this here).
You can pay the state fee at a Sberbank branch using a self-service terminal. Its size is fixed and does not depend on the region of circulation. The document regulating the monetary amount of the established duty is the Tax Code of Russia.
How much does it cost to register a motorcycle?
The amount of state fees for vehicle registration is the same throughout Russia. The total cost can reach 10 thousand rubles, including payment for tow truck services.
An approximate list of basic costs:
- new license plates – 1,500 rubles;
- issuance of a registration certificate – 500 rubles;
- adding a new owner to the PTS – 350 rubles;
- issuance of a vehicle passport – 800 rubles.
When paying the state fee on the State Services portal, a 30% discount is provided. You will be able to save almost a thousand rubles: instead of 3,150 rubles, you will spend 2,205 rubles.
On the appointed day, the vehicle must be delivered to the traffic police department for inspection by an inspector. Transportation is carried out independently in a trailer or with the help of a tow truck. The cost of tow truck services depends on the region of residence and the distance to the destination.
Follow the instructions indicated in the electronic coupon on the State Services portal to hand over the bike to an inspector for inspection.
When inspecting a vehicle, the inspector will check:
- VIN number and PTS details. If there is a discrepancy, registration will be denied.
- Technical condition (turning lights and brake system).

Documents for a motocross motorcycle
There are clear recommendations on what documents the owner of a motocross motorcycle should have. This vehicle is considered suitable only for driving on a special track (in other words, it is only suitable for competitions). It does not have turn signals, and the tires are also not suitable for driving on the road. Accordingly, traffic police officers will not require a PTS from the owner. If you bought a motorcycle as sports equipment, you need the following documents to confirm ownership:
- STS or DCT;
- certificate-invoice or check with the seller's stamp.
In addition to them, a technical passport issued by the MFR (Motorcycle Federation of Russia) may be useful.
Important! A motocross motorcycle must be transported in a car trailer or using a tow truck. You cannot drive it on the highway.

How to register a motorcycle without documents
It is possible to register a motorcycle without documents, but it will take a lot of time and effort. If you don’t have a title for a motorcycle (for example, you lost it), you will have to prove the fact of purchase by providing a receipt and a receipt. If this evidence is not available, the case will be considered in court. Previously, the driver of a motorcycle had to have a power of attorney with him if he was not the owner of the vehicle.
But since 2013, due to innovations, this norm has been abolished. Now the driver, not being the owner of the motorcycle, is not required by law to provide a power of attorney to the traffic police inspector. Today, it is quite enough to present the inspector only with the above documents. The presence of a certificate and keys to the vehicle, as well as the absence of a wanted motorcycle, will be quite sufficient to dispel all the doubts of the traffic police officer.
You should also know that if the driver’s name is not included in the MTPL policy, he may be held liable in the form of paying an administrative fine. An excellent way out of this situation would be to initially issue an MTPL policy in the “without restrictions” form. With such a policy, anyone who has the necessary set of documents and keys can drive a motorcycle.
Also, previously, when driving a vehicle of this category, a citizen of the country had to have with him a diagnostic card or coupon confirming that the motorcycle had undergone maintenance.
But at the moment there is no need to carry such a card with you. Now it’s enough to make an MTPL policy. All necessary records will be made in it about the motorcycle passing the procedure for assessing the technical condition of the vehicle.
In addition, the current legislation does not stipulate that the driver must carry a document such as a medical certificate while driving a motorcycle. But experts recommend doing it and taking it with you just in case. A medical certificate will be very useful in case of an accident.
