A vehicle passport is a document issued for a vehicle. The PTS contains all the information about the car, from color to technical characteristics, as well as the details of the car owner. Based on the PTS, registration actions are carried out, sales contracts (donations, etc.) are concluded, and a compulsory auto insurance policy is issued. Under what circumstances is it necessary to make any changes to the PTS and how to do this, read on.
What it is
The rules for registration and issuance of a vehicle passport are regulated by Order of the Ministry of Internal Affairs No. 496. In accordance with this document, the following have the right to fill out and issue PTS:
- manufacturers of motor vehicles (if the car is manufactured in the Russian Federation);
- customs authorities (if the car was manufactured in another state and is imported into the Russian Federation for further use);
- Traffic police (if the document is restored due to loss, theft or unsuitability).
The document itself should reflect the following information:
- About the car:
- identification number assigned to the vehicle by the manufacturer (VIN number);
- make and model of the car;
- car type;
- car category;
- year of manufacture of the car;
- type, volume, power and engine number;
- chassis and body numbers, if available;
- color;
- environmental class;
- mass of transport without load;
- maximum weight;
- Manufacturer country;
- details of the document confirming the car’s compliance with the required standards;
- restrictions imposed by customs authorities;
- owner's name;
- date of issue.
- About the owner:
- Full name or name (for legal entities) of the car owner;
- address (residence or company registration);
- date of purchase of the vehicle;
- details of the document confirming ownership of the car (sale and purchase agreement, gift, inheritance certificate, leasing, etc.);
- details of the registration certificate issued after registration;
- date of registration;
- issued license plate;
- the name of the traffic police department in which the registration actions were carried out.
The order of the Ministry of Internal Affairs also approved the form of the document.
Since the PTS must display all the information about the car and its owner, in some situations it is necessary to make changes to the document.
Changes are made exclusively at the MREO (registration division of the State Traffic Safety Inspectorate) on the basis of the provided package of documents, which confirms the changed information.
Changes are reflected in the document margins in the “Special Notes” section. Changes can be made:
- owner of the car;
- a person acting on the basis of a power of attorney.
The entered data is certified by the stamp of the traffic police and the signature of the employee who made the mark.
Expensive rework
In accordance with this document, the fee for issuing a certificate will increase from today’s 800 to 1,500 rubles. This amount will be charged, among other things, for the issuance of such a certificate to replace a lost one or one that has become unusable.
But that is not all. Before receiving a certificate, you must first obtain permission to make changes to the design. There is no duty to receive it now. The Ministry of Internal Affairs decided to correct this omission and propose to supplement the Budget Code with a new subclause, according to which a fee of 1,000 rubles will be charged only for issuing permission to make changes to the design.
Indeed, the service is provided, employees spend time, paper, and electricity on it, so why not charge for it, especially since it replenishes the regional budget. Thus, registration of the same gas-cylinder equipment will no longer cost 800 rubles, but 2500, that is, three times more expensive.
Let us remind you that the procedure for making changes to the design is now as follows. Before installing additional equipment, the car owner must contact a specialized laboratory to obtain an opinion on the possibility of such a change in design. This conclusion must be entered into the register maintained by the Ministry of Economic Development. Then, with all the documents, you must contact the traffic police to obtain permission. There is no need to present your car at this stage.
There is no need to pay for issuing permits to make changes to the design of the car. The Ministry of Internal Affairs decided to fix this and proposes to introduce a fee for issuing a permit in the amount of 1000 rubles
After receiving permission, the car owner contacts the work contractor, who installs the equipment. Then back to the laboratory to conduct tests and receive a test report. The protocol must also be entered into the register of the Ministry of Economic Development. Next, you need to undergo a vehicle inspection.
Then, with all the documents and along with the car, you need to contact the traffic police to obtain a certificate of compliance of the vehicle with the changes made to it with road safety requirements.
All these steps cost money. And it’s not small money. The cheapest of them is a technical inspection, until its tariffs are revised. In general, any changes to the design, from the installation of gas equipment and a towbar, to power bumpers and other decorations, are increasingly becoming a luxury.
The Ministry of Internal Affairs also proposes to establish a state duty for issuing a certificate of admission of vehicles to transport dangerous goods in the amount of 1,500 rubles. This fee will also be charged if such a certificate is issued to replace a lost one or one that has become unusable. And for extending the validity of this certificate, a state fee of 1000 rubles will be charged.
The amendments are planned to come into force on January 1, 2023.
Reasons
Changes to the vehicle passport can only be made for the following reasons:
- change of personal data of the owner of the car (change of surname or name of organization, as well as change of residence/registration address);
- changing the design of the car. Let's look at all the reasons for making changes in more detail.
Last name change
When changing your last name, changes to the vehicle passport must be made within 10 days (Order of the Ministry of Internal Affairs No. 605). Before entering changed data into the PTS, the owner of a vehicle must:
- get a new passport;
- replace your driver's license. To do this, you need to contact the traffic police with the documents on the basis of which the last name was changed (for example, a marriage certificate) and a new passport, as well as pay the state fee for the new document (in 2021, in accordance with Article 333.33 of the Tax Code, the amount of the state fee is 2,000 rubles );
- make appropriate changes to the compulsory motor insurance policy (MTPL). This procedure is also not difficult. It is enough to contact the insurance company and provide documents confirming the change in the personal data of the policyholder.
When changing address
When changing registration, the owner of a vehicle does not need to change his driver's license. Before contacting the traffic police and submitting an application to change the registration data of the owner in connection with a change of residence, you must:
- in the management company, change the address of residence by entering new data in the civil passport;
- make changes to the MTPL insurance policy.
During conversion
Making changes to a car's passport in connection with the re-equipment of a vehicle is a more complex procedure, as you first need to obtain a number of documents. At the first stage, a conclusion from an expert commission is required on the possibility of making changes specified by the owner. As a result, the examination should indicate, for example, that replacing the engine with the specified model is acceptable. Based on the preliminary examination, a written application is submitted to the traffic police about the need to re-equip the car, and only after receiving preliminary consent can you begin to change the design of the vehicle. Re-equipment of a vehicle can be carried out:
- at the service center;
- the owner himself.
In both situations, when replacing an engine, installing additional equipment, and so on, a statement is drawn up - a declaration, which indicates:
- characteristics of the car, the design of which was changed;
- name of the organization involved in the re-equipment;
- details of the certificate of conformity (if the company participates in the voluntary certification system);
- a list of changes made, for example, installation of gas equipment;
- technical characteristics of the car after making changes to its design;
- reference to the compliance of the work performed with the results of the preliminary examination;
- list of attached documents. The application - declaration must be accompanied by all documents that confirm the cost of purchasing the equipment installed on the vehicle and its compliance with technical standards.
Based on the declaration and the result of the re-examination, a vehicle safety certificate with amendments is issued. The document states:
- name and address of the expert organization;
- technical data of the car.
The safety certificate is the main document for making appropriate changes to the PTS. A different situation arises when changing the color of the car. Car repainting can be carried out without prior approval and technical expertise. To make changes in this case you need:
- submit a written application to the traffic police;
- provide the car for inspection, during which all license plates and VIN numbers will be verified.
During reorganization
When a company is reorganized, changes are also made to the title of each vehicle registered. To ensure that the traffic police do not refuse the service of making changes in connection with the renaming of the organization, an extract from the transfer deed for each car is added to the standard package of documents. The transfer deed states:
- full name and details of the previous organization;
- full name and details of the new company;
- details of the document on the basis of which the reorganization was carried out;
- list of transferred property and its value;
- list of existing debts.
The State Traffic Safety Inspectorate must indicate in the extract the make, model and technical characteristics of the car being transferred into the ownership of the new company.
When buying or selling a car
When the owner of a vehicle changes, changes are made to the corresponding columns of the PTS, that is, to the columns reserved for indicating the owner’s data. The registration data of the new owner is entered on the basis of a purchase and sale agreement (donation, certificate of right to inheritance, etc.). The new owner can be entered in the car passport:
- on one's own. It is important that all information is entered correctly, in legible handwriting and that there are no corrections;
- an employee of a specialized company through which the contract for the purchase of a car was concluded;
- in the department of the State Traffic Inspectorate during the re-registration of the vehicle.
How to legalize design changes
The “Rules...” provide for a rather complex procedure for formalizing design changes. It consists of 7 sequential steps, the result of which is the entry of information about modifications into the vehicle’s registration certificate.
1. Initial examination
Where to go: to a testing laboratory included in the state database.
Before making the desired modifications to the design of the machine, you should make sure whether this possibility is allowed. Experts must answer this question. Therefore, the first thing we do is go to a testing laboratory, which must be included in the register created by the state.
Experts, among other things, must draw up a description of the work that is needed to make design changes and indicate the requirements for the equipment being installed.
For each change, its own examination is carried out. Therefore, it makes sense to request an opinion on several modifications to the car at once.
Result: conclusion on the possibility of design changes to the vehicle.
2. Obtaining permission from the traffic police
Where to go: to the nearest department of the State Traffic Inspectorate.
Having received expert consent, you need to obtain permission from the traffic police. Inspectors must ensure that the documentation provided complies with the requirements of the law and that there are no contradictions in the expert’s conclusions.
The vehicle will not be inspected at this stage. But you will have to provide an application for registration of changes, a civil passport and the actual expert opinion.
Among other things, employees will verify the authenticity of documents and the accreditation of the laboratory where the tests were carried out. And from February 2021, they will also check the availability of an expert opinion in the state system.
A permit will be refused if:
- registration actions in relation to the car are prohibited;
- modification will destroy the number of the body, frame, chassis;
- As a result of the changes, the permissible maximum vehicle weight will be increased.
Result: permission to make changes to the vehicle design.
3. Work on changing the design
Where to go: to a car service center (you can carry out the work yourself).
Modifications to the design should be carried out only after obtaining permission from the traffic police. This can be done both at a service station and in your own garage. It is important to keep all documents on the components used (equipment, spare parts, accessories).
Installation of gas-cylinder equipment is allowed only in a car service center, since in the future a declaration from the manufacturer of the installation work will be required. It should also be preserved.
Result: design change.
4. Design safety control
Where to go: to the testing laboratory.
When the improvements have been made, we go back to our laboratory. Now experts must make sure that the changes meet the requirements and are safe (in accordance with the technical regulations “On the safety of wheeled vehicles”).
Here, in addition to the car itself, you will need to provide documents for the installed components (equipment, spare parts, accessories), and in the case of installing LPG, passports for each gas cylinder.
Result: vehicle safety inspection protocol.
5. Passing technical inspection
Where to go : to an accredited inspection operator.
After the control expert check, it’s time to go for a standard technical inspection. You can choose any suitable accredited maintenance station.
For technical inspection, in addition to the usual documents, you need to take:
- permission from the traffic police to make design changes;
- car safety inspection report from an expert laboratory.
Result: diagnostic card.
6. Obtaining a certificate from the traffic police
Where to go: to the nearest department of the State Traffic Inspectorate.
After the technical inspection, we go to the traffic police again, not forgetting to first pay the state fee in the amount of 800 rubles. This time, employees will have to present the modified car itself, as well as a package of papers:
- statement;
- identification document;
- permission obtained from the traffic police;
- expert safety inspection protocol;
- declaration from a car service center (for HBO);
- receipt of payment of duty.
Again, all documents must be reliable and comply with the law, the testing laboratory must be accredited and entered into the state register, and the safety inspection protocol must be present in the electronic database.
The fact that you have passed the technical inspection will also be checked. And again they will make sure that there is no ban imposed on the registration of the car. They also check the engine or body number.
When inspecting the vehicle, the inspector must make sure that the changes made correspond to those for which the permit was issued.
Result: certificate of compliance of the vehicle with design changes to safety standards.
7. Updating registration data
Where to go: to the nearest department of the State Traffic Inspectorate.
The final stage also takes place in the traffic police department. According to the law, after receiving the certificate (mentioned above), the driver has 10 days to change his passport and car registration certificate.
It is enough to provide the inspector with the received certificate. Based on it, the employee will make amendments to the PTS and STS, after which he will issue you new documents. With them you can move freely in a tuned car without fear of any sanctions.
Result: PTS and STS with information about changes.
Required documents
To make changes to the vehicle passport, you must submit a written application to the registration department of the traffic police, to which you must attach the following documents:
- applicant's passport. If the application is submitted by the owner of the car, then the car owner's passport is required. If the application is submitted by a representative of the owner, then accordingly the passport of the legal representative;
- When submitting an application, a representative must attach a power of attorney issued by the owner;
- original PTS;
- vehicle registration certificate;
- a receipt confirming payment of the state duty for the provided class=”aligncenter” width=”736″ height=”547″[/img]
Further, this list is supplemented with documents that justify the reason for making changes to the PTS:
- if the reason is a change of surname, then a marriage certificate or other document confirming this factor is provided;
- if the reason is a change of registration, then an extract from the home book may be required;
- if changes are made after re-equipping the car (for example, to install a power bumper), then a certificate of safety of the car, the results of the examinations and preliminary approval of the re-equipment are attached;
- when making changes during the reorganization of the company, all statutory documents of the new organization and extracts from the transfer acts are attached;
- when there is a change of ownership, a purchase and sale agreement, donation agreement, and so on are provided.

Sample application
The application for amendments is approved by Appendix 1 to Order of the Ministry of Internal Affairs No. 605. The document must indicate:
- full name of the traffic police department to which the document is being submitted. Information about the name can be found on the traffic police website or information stand;
- Full name of the applicant;
- the reason for the changes;
- Full name, passport details, registration address, date of birth/registration of the owner of the car;
- data of the representative (to be filled in only when conducting a procedure by proxy);
- complete information about the vehicle (make, model, year of manufacture, color, VIN, unit numbers, power, etc.);
- a list of changes made to the design (filled in if changes to the title are made due to the re-equipment of the car);
- list of attached documents (indicated in the column “Accepted from the applicant”).

Power of attorney
If changes to the title are not carried out by the owner of the car, then a written power of attorney is required:
- the power of attorney must be certified by a notary if the owner is an individual;
- a power of attorney is issued by the head of the company if the owner of the car is a legal entity.
A power of attorney from an individual must indicate:
- name of the locality in which the document was drawn up;
- Full name, passport details and residential address of the principal;
- Full name, passport details and residential address of the representative;
- vehicle characteristics (make, model, VIN, number, registration number, year of manufacture, registration certificate details);
- a list of actions that the representative has the right to perform (in this situation, changes to the PTS should be indicated);
- validity period of the document;
- Date of preparation;
- signature of the principal;
- signature and seal of the notary.
A power of attorney issued by the head of a legal entity to a representative must indicate:
- place and date of issue of the document;
- name and details of the legal entity;
- Full name, passport details, residential address of the representative;
- list of actions;
- validity period of the document;
- signature of the representative;
- manager's signature;
- Stamp of the company.

State duty for making changes to the PTS
Changes to the PTS are made only after payment of the state fee.
Receipt
You can fill out a receipt for paying the state fee yourself. The document must indicate:
- recipient details, which can be found on the traffic police website or information stand;
- Full name and residential address of the payer;
- name of the payment (in this case, the state fee for making changes to the PTS);
- amount of payment;
- date of payment and signature of the payer.
How and where to pay
You can make a payment:
- at a branch of any bank;
- at ATMs and terminals;
- through online payment systems, for example, Yandex. Money.
For payment you can use:
- cash;
- funds from a bank card;
- funds from an electronic wallet.
From January 1, 2021, when paying the fee for making changes to the PTS and other registration actions through the government services website, a 30% discount is provided. Confirmation of payment is a check issued by a bank employee, received at an ATM, or printed from the website.
Procedure for making changes
It is possible to enter data into the PTS about a change of place of registration in the following sequence:
- after entering information about a change of residence address in the passport of a citizen of the Russian Federation, within 10 days contact your new traffic police department;
- have with you a complete package of the above documents;
- fill out an application for amendments to the PTS from an employee of the registration authority;
- pay the state fee for the services provided;
- submit all papers to the MREO inspector;
- wait for the documents to be verified and the PTS and STS with the new registration address are issued;
- Check that the entered data is correct, otherwise you will have to go through the procedure again later.
There is no need to inspect the car according to the new rules unless your documents arouse suspicion among the inspector.
If you only need to enter new data into the car passport, then the whole process with verification will take about 15-30 minutes. But when replacing the PTS with a new one (if there are no new columns), you will have to wait a whole day, if not a week.
You should also take into account the presence of a live queue, which can further delay you at the traffic police department.
Don’t forget that there is another document for the car that needs to be amended due to a change of place of registration - the MTPL policy. Most often, they do not change it to a new one, but enter a new registration address into the form already issued to you.
You also can’t delay with the policy, because in the event of an accident, due to different data in the PTS and OSAGO, there may be problems with payments.

Deadlines
It is necessary to make changes to the car passport in accordance with Order of the Ministry of Internal Affairs No. 605 within 10 days from the moment such a need arises. The provision of the service for making changes is carried out in accordance with the regulations presented in Appendix 1 to Order of the Ministry of Internal Affairs No. 605. According to Article 10 of this document, the period for providing the service for entering changed data into the PTS should not exceed 60 minutes, which begins to count from the moment the application and documents are submitted department employee.
Price
Making changes to the PTS is accompanied by the need to issue a new certificate of registration of motor vehicles. The cost of services (state duty) is regulated by Article 333 of the Tax Code. Currently the cost is:

State fees
If the replacement of information in the registration certificate concerns only vehicles, the fee for making changes to the PTS will be 350 rubles. You can pay it at the cash register of the MREO station, a self-service terminal, online at the Public Services service or through Internet banking. By changing the passport data, the citizen also re-registers the vehicle and receives another registration certificate, the cost is 500 rubles. Thus, the state duty for making changes to the PTS and STS will cost the driver 850 rubles.
If the owner of the car, when re-registering it in his name, wants to receive the license plates, the price will be 2850 rubles, since the state duty for issuing registration plates is 2000 rubles.
Fine for violations
If the owner of the car misses the deadlines allotted for making changes, he may be subject to an administrative fine in accordance with Article 19.22 of the Administrative Code. The amount of the fine depends on the type of owner and is:
For individuals | 1,500 – 2,000 rubles |
For officials if the vehicle belongs to the organization | 2,000 – 3,000 rubles |
For legal entities | 5,000 – 10,000 rubles |
Is it possible to make changes through State Services?
You can obtain the service for making changes to the PTS through the Electronic Government portal (public services website). To carry out the procedure you need:
- prepare all documents required to provide the service (the list of documents is presented above);
- gain access to your personal account on the website. To do this, at the first stage, a new user is registered, and at the second stage, the account is confirmed. You can confirm the user's data by receiving a registered letter, in person at Rostelecom or a multifunctional center;
- in the corresponding section “Transport and driving” you must select;
- then go to the “Change registration data” tab;
- in the window that opens, select the reason for which the procedure for changing data in the PTS is being carried out;
- go to the “Get a service” tab and fill out an application using the form provided;
- attach copies of the required documents to the application;
- Then the application will be reviewed by traffic police officers, all data and compliance with technical regulations will be checked. After the check, the car owner will be assigned a time to arrive at the traffic police department to carry out further actions.
Notification of the date and time can be sent through your personal account on the State Services website, in the form of an email to the email address specified during registration, or in the form of an SMS message.
- the state fee is paid in the appropriate section;
- at the next stage, the vehicle is inspected (if this action is required, for example, when making changes due to re-equipment);
- The final stage is obtaining documents.
Thus, online through the government services website, you can submit an application for amendments with the attached documents and sign up for an inspection and receipt of ready-made documents. The remaining actions are carried out exclusively in the personal presence of the car owner and the car, the documents of which are being amended.
So, the procedure for making changes to the PTS does not cause difficulties if the changes made are not related to the re-equipment of vehicles. All work can be done without the help of specialists. How to do it through State Services
If you want to significantly save time spent in line at the traffic police, then an alternative option for submitting an application to amend your car passport is online through the Public Services portal.
This process goes as follows:
- Go to the State Services website at the email address https://www.gosuslugi ru/.
- Authorization or registration on the website to access your personal account.
- Click on the “Service Catalog” item and select “Transport and Driving”:
- In the window that opens, click on the “Vehicle Registration” tab:
- Select “Change registration data”:
- Click on “Change vehicle owner data” and select “Electronic service”:
- A form will open for you to enter your data, this will be an electronic application for changes to the PTS.
- After entering the data, scanned copies of documents from the list that are submitted to the traffic police should be attached to the application.
- The service will provide details for online payment of state fees. The advantage of this method is a 30% discount.
- After payment is completed, the application will be sent to an inspector for review, and you will receive a notification that the traffic police have received your application and documents.
- If you fill out the data correctly, you will receive a date and approximate time by email and in your personal account when you should come to the MREO office to enter a new address in the PTS.
- Through the portal, select the exact time to visit the inspection.
- Print out the completed application, take the original documents and receipt of payment of the state fee and come to the department on the specified date.
- You will be received at the appointed time in a separate window where you do not have to wait in line.
Submitting an application through State Services will reduce the time spent at the traffic police inspection to a minimum, and will also speed up the introduction of changes to the PTS. There is also no need to provide your car for inspection. But you should not forget about making changes to OSAGO.
