Is it possible to register a car with the traffic police directly at the place of purchase?
Attention. On October 15, 2013, a new technical regulation came into force, partly changing the rules for state registration of vehicles.
According to this regulation, specialized car dealerships have the right to independently register a car. In fact, they are only intermediaries between the car owner and the traffic police.
The dealership must ensure that the license plates on the vehicle being sold match those on the title, and the dealer’s representative has the right to be the legal defender of the buyer’s interests in the State Traffic Inspectorate. This service is available only for new cars; used cars purchased through the trade-in system cannot be registered without visiting the traffic police.
Deadline for registering a new car
The period during which the car must be registered does not depend on its age and the one-time registration events. 10 days are allocated for registration of the owner or his representative .
After this period, the operation of the vehicle is prohibited, and a fine is imposed for violation. Moreover, for the first violation - 500-800 rubles, and for a repeated violation - from 5,000 rubles until deprivation of rights.
Sanctions for this offense are provided for in Article 12.1 of the Code of Administrative Offenses of the Russian Federation. At the same time, subsequent registration, which cannot be avoided anyway, will lead to another fine - for violating the registration rules, Article 19.22 of the Code of Administrative Offenses - in the amount of 1,500 - 2,000 rubles. How to register a new car after purchasing it at a dealership?
To register a car at the dealership, you must submit the following documents::
- agreement with the seal of the seller (in triplicate - to the buyer, seller and traffic police);
- vehicle passport (PTS);
- passport or other identity document;
- receipts for payment of government fees and a set of license plates;
- contract of sale.
By order of the Ministry of Internal Affairs No. 139, it is no longer necessary to present a compulsory insurance policy (MTPL), but it must still be done before submitting documents for vehicle registration.
When all the papers are collected, the client pays a fixed tariff set by the state to the car dealership's cash desk. Based on data from the dealer, the traffic police registers the car.
Registration of a power of attorney
In addition to the above documents, the car owner must draw up a power of attorney to carry out the registration of the vehicle . The person to whom the power of attorney was issued will be able to legally register the car at the State Traffic Inspectorate in the name of the owner without his direct participation.

The actions of a car dealership employee include:
- preparation of documents for registration on behalf of the vehicle owner;
- checking the registration data for the car, identifying the identity of its owner;
- transfer of documents to the traffic police in the manner prescribed by law;
- transfer to the owner of the entire set (registration document and license plates) along with the car keys after approval of the documents by the traffic police department.
Result of the procedure
As a result of the procedure at the service center, the car owner receives a registration certificate (technical passport) and a set of license plates.
Rules for registering a new car
Registering a car under the new rules is quite simple. Since today a car is registered not only at the place of registration of the owner, you can purchase a car in any region and register it there without wasting time. Registration of a purchased car according to the new rules will take only a few hours.
Stages of vehicle registration:

Starting from the new year, owners of new cars will be required to install license plates in car dealerships on the day of purchase. As TASS reports, this was stated by the head of the department of supervisory activities of the State Traffic Inspectorate of the Ministry of Internal Affairs, Roman Mishurov, at an all-Russian seminar-meeting of the State Traffic Safety Inspectorate.
He recalled that from January 1, the law on state registration of vehicles will come into force, according to which car dealerships where license plates will be issued must be included in a special register of organizations. The rules apply only to new cars; used cars will not be affected by the changes: they must be re-registered within ten days from the date of purchase.
Car dealerships can still issue license plates, but the car still has to be driven to the traffic police. The salon employee does this for the buyer. After the new law comes into force, license plates will be issued and printed in the showroom itself, said one of the directors of the auto retail store, Anton Demkin.

The new order will be convenient and beneficial for everyone, says Anton Shaparin, vice-president of the National Automobile Union.

Nowadays, cars with dealer kits regularly arrive to be registered with the traffic police, and they say: take everything off. So this measure is certainly beneficial for dealers.”
The issue with the so-called beautiful numbers has not yet been resolved. The Ministry of Economy proposes to sell them at auctions. The traffic police believe that resellers can take advantage of this. In return, the inspectorate offers the new owner, during registration through the government services portal, to buy such a number at a standard price. Now this issue is resolved through the purchase of a car with a “nice” license plate: the buyer deposits the sign with the traffic police, resells the car, and then buys a new one and puts the same license plate on it.

How to apply for registration of a new vehicle
The application can be written by hand, filled out on a computer or online. The form can be downloaded from the official website of the State Traffic Inspectorate. It is located in the “Traffic Participants”/ “Car Owners” section.
In the application for registering a new car, you must fill out 3 parts:
1Main part;
Indicate in the header the name of the traffic police department you are going to contact and your full name. In the “Register” block, underline the line “new, purchased in the Russian Federation.” Enter the make and model of the car, VIN code and year of manufacture. You do not need to enter license plates.
2Information about the owner of the vehicle;
Write your last name, first name and patronymic, date of birth, passport details, address and telephone number.
3 Information about the vehicle (inspection report).
Copy all the necessary data from the vehicle passport into the left column of the table. Do not fill out anything else - the right column of the table, the date, signature and full name will be filled in by the traffic police officer upon completion of the inspection of the car.
Past changes
For those who are not aware of past changes, let's now talk about them. On December 21, 2021, a new order of the Ministry of Internal Affairs of Russia N 950 was adopted “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of public services for vehicle registration,” which added to the previously existing changes in the form:

It is still impossible to register a car without valid insurance, but you no longer need to present the policy itself. Now State Traffic Inspectorate employees check its availability using an electronic database. The rules have changed in order to create equal conditions for those drivers who bought insurance in the office and those who issued it online and only have a printed version of the policy in their hands.
30. Documents received by registration departments from government bodies and organizations in electronic form, which can also be submitted by the applicant on his own initiative, include:
30.1. Insurance policy of compulsory civil liability insurance of vehicle owners - in the case of registration of the vehicle with the state and in the event of registration actions related to a change in the owner of the vehicle.

2Inspection of the vehicle does not have to take place after checking the documents.
If you submitted an application for vehicle registration online through the State Services portal, then the inspection procedure can be completed immediately upon arrival at the traffic police. The employee who will inspect the car will make the necessary notes on your application, and you will be able to submit it along with other documents to the document acceptance window. In this case, registering a new car will be faster, since you will not have to go to the window twice.
62. In the case of filling out an application using the Unified Portal, if inspection of the vehicle is necessary for the registration action, the applicant has the right to provide the vehicle for inspection before the document verification procedure. In this case, the originals of documents previously submitted using the Unified Portal are provided to the registration department with an application containing official marks of the employee inspecting the vehicle.
