A transit number (TN) must be obtained from the traffic police if the vehicle (vehicle) was purchased in another region. According to the new law, starting from 2021, TN will be issued only to individual entrepreneurs and legal entities. This sign is required in the following situations:

  • transportation to the picking place;

According to clause 2.3.1 of the Traffic Regulations, a lost number is considered a technical malfunction of the vehicle, therefore its operation is prohibited. Violation of this prohibition is an offense and is punishable as follows (see Article 12.2 of the Code of Administrative Offenses of the Russian Federation):

  • a fine of 5,000 rubles;
  • deprivation of driver's license for up to 3 months

How much do transit numbers cost?

The first issue that will be discussed in this article concerns the cost of obtaining transit numbers .

Article 333.33 of the Tax Code of the Russian Federation:

39) for the issuance of state registration plates of “Transit” vehicles, including in replacement of lost or deteriorated ones:

  • made from metal-based consumables, for cars - 1,600 rubles ;
  • manufactured from metal-based consumables, for motor vehicles, trailers, tractors, self-propelled road construction and other self-propelled machines - 800 rubles ;
  • made from paper-based consumables - 200 rubles ;

In 2021, only metal transit numbers are issued in Russia, i.e. 1,600 rubles for their production .

In this case, the only good news is that transit numbers are required by car owners quite rarely. This will be discussed below.

Penalty for lack of transit numbers

In addition to a fine for expired vehicle registration documents, drivers are subject to liability for driving a car without them at all or for other reasons:

Installation of license plates with violations or if they are unreadable500 rub.

To avoid wasting money on fines, it is enough to issue a transit number in a timely manner and subsequently register the car on time.
If these rules are not followed, there is a chance not only to spend a lot of money on paying fines, but also to be deprived of your driver’s license. It is recommended to comply with the laws of both the Russian Federation and the other country from which the car is imported. What are transit plates for? How long are transit numbers valid for?

In 2021, transit numbers have a strictly defined validity period (clause 33 of the vehicle registration rules):

For a vehicle removed from state registration and exported outside the Russian Federation, a vehicle registration certificate with a mark on deregistration and a state registration plate “TRANSIT” are issued, the validity of which is 30 days. The vehicle passport (if available) is submitted to the registration department.

This period cannot change and is always exactly 30 days .

Responsibility for expired transit numbers

If the driver is caught with a violation for the first time, the fine will be only 500 - 900 rubles. If the same person commits a repeated offense, the fine increases to 5,000 rubles, and he or she may be deprived of his driver’s license for up to 5 months.

It is important to take into account that with each day of delay the fine increases, so it is recommended to pay it as soon as possible. If the violator does not pay it at all, the traffic police transfers the documents to the bailiffs to initiate enforcement proceedings, and then the money will be forcibly withheld.

In what cases do you need to obtain transit numbers?

Starting from October 15, 2013, obtaining transit numbers lost its meaning for ordinary car owners, because... It has become possible to register a car at any registration office in the country.

In this regard, the rules for vehicle registration have also changed. Now transit numbers are issued only in two cases:

40. The assignment of a state registration number "TRANSIT" is carried out when deregistering a vehicle exported outside the territory of the Russian Federation for alienation in connection with the transfer of ownership of this vehicle to a foreign individual or legal entity, as well as when drawing up a registration document for the vehicle in in connection with its export outside the territory of the Russian Federation, as well as on the base vehicle or vehicle chassis, transported to final manufacturers or in connection with its export outside the territory of the Russian Federation.

1. Legal entities and individual entrepreneurs for transportation of the base vehicle or chassis to the final manufacturer or for export from the territory of the Russian Federation.

2. For individuals when taking a car abroad for permanent stay.

Note. Until April 3, 2011, transit numbers were issued to each car owner when the car was deregistered. In 2021, this scheme does not apply, because... There is no need to deregister the car when selling it.

Transit numbers: how to get them in 2021 and who needs them?

Transit numbers were previously required to use a car before it was registered. Without them, it is prohibited to drive a purchased car under threat of a fine and even deprivation of your license. However, now transit numbers are gradually becoming a thing of the past.

Since 2013, the legislation regarding transit numbers has changed significantly and repeatedly . However, not every driver is familiar with it. Let's figure out whether transit numbers are needed in 2021, and who is required to receive them and who is no longer required.

What is it and how to get it?

Transit numbers are temporary registration plates issued by the traffic police. Most often they are used when moving a car from one region to another or when exporting it abroad. The appearance and size of transit numbers are exactly the same as regular ones.

Their only difference is the yellow background under the region code. Transits can be made on paper, iron or plastic base. The choice of one type or another depends only on financial capabilities and personal preferences.

Legislatively they have equal legal force.

Transits are always valid for 20 days. It cannot change under any circumstances. After its expiration, a fine may be imposed on the car owner. It is also worth noting that it is currently not possible to extend the validity of transit numbers. Previously, such a service was available at the traffic police department for a fee.

Now you can only receive new transits after the expiration of the old ones. The procedure for re-issuance is similar to the original issue. The cost of the license plates themselves also does not change. Transit license plates are issued at the traffic police department at the location of the vehicle.

To do this you will need to provide the following documents:

  • Statement;
  • Receipt for payment of the duty;
  • Inspection report;
  • Power of attorney from the organization (if necessary);
  • Original PTS;
  • Copy of PTS.
  • When issuing transits in the PTS, simply fill in the “Special notes” column. The entry “Transit” is entered into it, and the date of issue and validity period are additionally indicated. From the moment of purchasing the vehicle, the owner is given 10 days to receive transits.

    This means that no traffic police officer will be able to issue a fine for driving a car without registration plates, but the car owner must have with him a document certifying that he has recently taken ownership (DCT, certificate of inheritance, deed of gift).

    Assignment of transit numbers in modern conditions

    As before, the purpose of transit registration plates is to provide the new owner of the car with the opportunity to unhindered transportation to its place of permanent deployment.

    Today, this service is relevant only for organizations and businessmen who are involved in the car trade.

    For an ordinary citizen, it may be needed only if it is necessary to transport a car abroad.

    A temporary registration number can be obtained from the traffic police at the request of the new owner on the basis of a purchase and sale agreement and deregistration of the car for moving to another region. At the customer's request, transit numbers are made on paper, plastic or metal base. However, the manufacturing cost makes a significant difference.

    Since 2013, when it became possible to register cars in any region of Russia, regardless of the owner’s place of residence and registration, the need for buyers to obtain transit signs has decreased.

    In addition, according to the new rules, the seller has the right to sell the car without deregistering it, along with the old license plates.

    The new owner is obliged to re-register the car with the old license plates in his name within 10 days or obtain new plates.

    Thus, it is legally possible to drive without license plates within 10 days after purchasing a car (the date of the transaction is indicated in the sales contract) in cases where a new car was purchased at a car dealership or a used car was purchased on the secondary market, and the seller decided to leave it with yourself old numbers. The owners keep their “lucky” or “beautiful” rooms.

    There is no longer a need to purchase temporary license plates due to the loss or theft of registration plates.

    The production and use of duplicate license plates is now officially permitted, which can be easily ordered from licensed workshops.

    This is due to the cessation of the practice of traffic police officers using such a punishment as removing registration plates from the violator’s car.

    Today, companies and private entrepreneurs who are engaged in the distillation of goods need to obtain transit numbers in the following cases:

    • vehicle recycling;
    • export abroad;
    • transportation to the place of testing, certification or completion.

    Transit costs

    The cost of transits depends on the medium on which they were made. Accordingly, the cheapest and most short-lived are paper license plates. Their price is 200 rubles in accordance with Article 333.

    33 of the Tax Code of the Russian Federation. They deteriorate very quickly, so before installation it is best to laminate them or, in extreme cases, wrap them in film.

    Otherwise, you may receive a fine for unreadable or missing license plates.

    At the moment, paper-based numbers are practically not used; they have been replaced by more practical plastic or metal ones. A transit number on a metal base will cost the car owner 1,600 rubles.

    If it is issued for a tractor or trailer, then its cost will be 800 rubles. The place of their attachment is similar to the place of attachment of regular numbers.

    The cost of a plastic number, according to data from the State Services portal, is 1000 rubles, while the Tax Code does not indicate the cost of such numbers.

    Confusing laws and regulations often confuse car owners.

    Today, private sellers and buyers of vehicles do not have to worry about transit numbers, their validity periods and late fees. After all, transits are no longer needed to sell a car.

    Re-registration of transport takes place at any traffic police department in Russia, so you don’t have to worry about this.

    It is also important to take into account that the only correct form of selling a car to another citizen of the Russian Federation is a complete re-registration. It can be made as cheap as possible if you do not change the license plate.

    It is accessible, legally correct and safe. Do not trust any other methods of sale and obtain a transit number only when exporting the car for permanent stay in another country.

    Fine for missing license plates

    According to Article 12.2 of the Code of Administrative Offences, for violation of the rules for the use of license plates, penalties are imposed, the amount of which depends on the degree and gravity of the offense.

    Thus, the car owner will face a fine of 500 rubles if the signs are unreadable or installed in violation of the requirements of GOST R 50577-93.

    For driving a car without signs, the owner of the car will face a fine of 5,000 rubles or deprivation of rights from 1 to 3 months.

    Installing knowingly false signs on a car, as well as driving such a car, entails much more stringent sanctions. So, in accordance with paragraph 3 of Article 12.2 of the Administrative Code, a car owner can be fined 2.5 thousand rubles (an official - 15-20 thousand rubles; a legal entity - 400-500 thousand rubles).

    Paragraph 4 of the same article implies deprivation of rights from 6 months to 1 year. To avoid the imposition of the above fines, you must strictly adhere to the procedure and deadlines for obtaining and using numbers.

    However, only legal entities (organizations) can receive a fine for violations related specifically to transit.

    What are they for?

    It is worth understanding that no significant changes occurred after the changes were adopted. The period for obtaining a temporary sign has increased slightly - 10 days. Now this will increase the chances of purchasing a number without obtaining a TN. Transits are established when the vehicle is sold, leaving the old license plates to the seller.

    The duration of transit use now does not exceed 10 days. After this time, you must either obtain new transits, permanent registration numbers, or scrap the car.

    What to do if lost?

    If lost, transit numbers, just like regular license plates, can be restored. To do this, you need to contact the nearest traffic police department with a corresponding application.

    The cost of their restoration will be similar to that for the initial registration, since nothing needs to be paid except the state duty, the amount of which is strictly established by the Tax Code of the Russian Federation.

    Also, if the transits were made on a metal base, their duplicate can be ordered from a specialized company, in which case its cost will be from 1,600 to 2,000 rubles.

    As Oleg did (correctly)

    The buyer of the car turned out to be a person from another region. He could register the car at his place of registration, but to move to another region the car needs transit license plates.

    Oleg deregistered the car in Grodno and received transit license plates, which continue to be registered with him. Next, our interlocutor wrote out an invoice and, since the car was sold through an auto commission, the fact of the transaction was recorded in the “Commission Agreement”.

    Today our user brought copies of the invoice and the “Commission Agreement” to the traffic police, as a result of which he proved that the car does not belong to him and the fines were redirected to the true violator.

    How to renew transit numbers?

    Starting from April 3, 2011, the procedure for renewing transit numbers ceased to exist within the framework of the rule of state registration of vehicles in the registration departments of the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation, i.e. currently impossible .

    Nevertheless, you should not despair even if you did not manage to get to your destination in 30 days. In this case, you can exchange transit numbers.
