Electronic diagnostic technical inspection cards from March 1, 2021

From March 1, 2021, several dozen amendments are being made to the Federal Law “On Technical Inspection of Vehicles and on Amendments to Certain Legislative Acts of the Russian Federation.”

There are quite a few important changes, so their consideration will be divided into several articles.

Note. Initially, it was assumed that the new edition will come into effect on June 8, 2021. However, it has been postponed to March 1, 2021.

In the first part of the series “Technical Inspection Law in 2021” we will talk about issuing diagnostic technical inspection cards in electronic form :

What does the law say?

In order to find out whether it is legal to obtain a diagnostic card online, you need to refer to the legislation.

According to Article 17, you can undergo a technical inspection at any accredited point of the choice of the car owner. The place of registration does not matter in this case.

It is impossible to undergo a technical inspection without visiting the center.

The owner must show the operator a passport, registration certificate and vehicle passport. If documents are not provided, the employee will refuse to conduct a diagnosis. To issue diagnostic cards online via the Internet, the employee must organize the receipt of documents in electronic form .

Based on part five, a technical inspection is carried out after the conclusion of an agreement between the employee-operator and the applicant. However, it does not say about the possibility of concluding an agreement in electronic form.

Diagnosis is carried out by technical experts, and organization via the Internet is rendered impossible. Technical inspection is carried out using visual and organoleptic control methods. Technical diagnostics are also used.

Based on the provisions of the law, it is impossible to issue a diagnostic card via the Internet. Such a procedure, however, takes place. There are many sites on the Internet that provide inexpensive and quick registration through a diagnostic center.

What is a diagnostic card?

First of all, let me remind you that a diagnostic card is a document that contains the results of a technical inspection. It is needed in order to purchase MTPL insurance for a car.

Until March 1, 2021, the diagnostic card is issued on paper. Additionally, information is entered into a single database.

However, in some cases, a paper copy of the document will be available. This will be discussed below.

What is a technical inspection via the Internet?

If a car owner wants to buy a diagnostic card online, he must consider the following:

• Find out about the company that provides the service. You should find out whether the site belongs to an accredited inspection operator. It is necessary to check the service in the RSA registry.
• Read the terms of the agreement. A diagnostic card is a document of strict reporting. It is drawn up in triplicate. The written document must be given to the applicant, but this cannot be done via the Internet.
• Check whether information about the diagnostic card is entered into the EAISTO. Lack of information is grounds for refusal to issue a compulsory insurance policy. So, since a diagnostic card will not be issued to drivers from March 1, 2021, the rules for calculating the validity period of this card have also changed. Now the beginning of the period is taken to be the moment the card is created in a single database (technical inspection system).

Online technical inspection - the ability to obtain a diagnostic card over the network. Its number is registered in EAISTO. An electronic card has the same legal force as a paper document. The insurance company is required to provide its number. If a car enthusiast wants to receive a card via the Internet, he will need to consider:

1. Company reputation. To do this, you need to check whether the resource belongs to an accredited operator in the RSA register.
2. Terms of provision – execution of the document in triplicate.
3. The document must be handed over to the applicant. The question of delivery remains open.
4. Entering information about the card into EAISTO. If there is no number in the general database, then the insurance company will refuse to provide insurance.

It is better to sign up for an examination on sites with a good rating and reputation. The client should pay attention to the first five sites. The cost of an electronic service usually does not exceed 600 rubles. The certificate arrives by mail in half an hour.

The car owner can use the services of any accredited center. However, there are several nuances to the online procedure. According to the law, the owner must personally contact the service.

The document is transmitted in writing, that is, electronic transmission is not possible.

You can resort to purchasing documents only after the citizen is convinced that the site belongs to licensed operators. The operator must have an appropriate certificate issued by RSA. The motorist has three ways to search for data on his inspection card.

Diagnostic card number

How to pass a technical inspection online?

The applicant must fill out an application and receive a card in PDF format directly on the website. Everyone decides for themselves whether to trust such services, but the company does not give any guarantees.

What is the cost and timing of the service?

The cost of services is from 500 to 1000 rubles. You can submit an application at any convenient time. If the service is provided online, then you do not have to send copies, but enter the information manually. The validity period of the card depends on the type of car and its age. If the year of manufacture is from three to seven years old, then the inspection is carried out once every two years. If the car is under three years old, then you do not need to get a card yet. If the vehicle is over seven years old, a technical inspection is carried out annually.

Execution of documents is possible only after concluding an agreement between the company and the consumer. Concluding agreements over the network is not provided for by law. Car inspections are carried out by competent experts. Since the entire procedure is carried out via the Internet, passing a technical inspection is impossible.

Despite the illegality of the procedure, the service is gaining increasing popularity among car enthusiasts, as it saves money and time.

If a driver drives a car without a technical inspection, he faces a fine of five thousand rubles. They may also be deprived of their rights for up to three months. All costs in the event of an accident will be borne by the owner. The owner will be at fault for the accident if he does not have documents confirming the good condition of the car.

What documents may be needed?

Inspection via the Internet

Previously, it was possible to register a residence permit via the Internet. Although this method was not legal, drivers willingly used it because it was practically untraceable. After all, before the current changes, there was no need to record the presence of a car at a service station using photography, which is what scammers took advantage of.

Drivers found this method of obtaining a recreation center convenient without queues. This year, the authorities decided to stop all possible methods of issuing inspection cards without the presence of a car.

How can I obtain a diagnostic card online?

Each network user has the opportunity to receive a diagnostic card online without leaving home. There is no longer any need to drive the car to an inspection point . Information transfer is carried out remotely.

After passing the inspection, the applicant receives a document by email. In the future, you can use the diagnostic card to apply for compulsory insurance.

When passing accreditation, the technical inspection operator, among other things, must be able to immediately transfer information to a unified automated information system.

Let me remind you that until March 1, 2021, it was possible to upload information to the database within 24 hours. Now the technical inspection point must have constant access to the Internet.

4. The information specified in Part 3 of this article is transmitted by the technical inspection operator to the unified automated technical inspection information system no later than within 24 hours from the end of the technical inspection.

The information specified in paragraphs 1, 3, 6, 7 of part 3 of this article is transmitted by the technical inspection operator to the unified automated technical inspection information system after the completion of technical diagnostics when drawing up a diagnostic card. What are the pitfalls?

If a car enthusiast wants to purchase a card via the Internet, you need to:

3. All information about the technical inspection must be reflected in the EAISTO. If the data is not entered into the database, it will not be possible to issue a policy.

When passing the technical inspection online, you must carefully study the instructions. The card must have an electronic signature and seal. If it is not there, then the document will not be accepted when applying for compulsory motor liability insurance. If there is no signature, then this indicates cooperation with scammers.

However, when undergoing maintenance, the motorist must remember that these actions are illegal. Car checks and card receipt are carried out at points with the involvement of accredited operators.

After the procedure, the owner will receive a diagnostic card in person. All data will be recorded in EAISTO within one day .
