That is, for example, if a vehicle of category “C” produced in 2021 is purchased in January 2021, then in order to obtain compulsory motor liability insurance it must first undergo a technical inspection, since 1 year has passed since the year of manufacture.

- The updated technical inspection form is a green card sized 105x74, printed on a computer. It is important that this card contains a 10-digit coupon number;
- The changes also affected the frequency of technical diagnostics. First visit - cars that have reached 3 years after release. The second is 5 years. All subsequent visits are 2-7 years apart. If the car is older than 7 years, then an annual inspection is provided for such a vehicle;
- Trucks (more than 3.5 tons), vehicles equipped with light and sound signals, and training vehicles are subject to mandatory annual technical inspection;
- Another innovation is that all cars supplied to the Russian market from 2021 must be equipped with the ERA-GLONASS emergency warning system;
- Maintenance costs have also changed. Now it is determined based on the personal capabilities of the driver and his vehicle. But to exclude overpayments, certain payment standards were introduced: for categories N1 and M1 - 770 and 720 rubles, respectively, O1 - 600 rubles; L – 240 rubles.
What innovations does the technical inspection provide for drivers in the Russian Federation in 2021?
Innovations since 2017 still remain projects that have not been fully approved and accepted at all levels.
The following amendment was planned - to prohibit the sticking of colored and other films on all car lighting devices, their painting and tinting. There is also an intention to introduce a ban on all changes that are not provided for in the design of the machine itself. While such innovations are absolutely necessary, they have not yet been approved. And now they could reduce the risk of DDT, especially at night, when visibility is quite poor. Many accidents could have been avoided now if a ban had been adopted on the installation of uncertified equipment for gas as the main fuel. There is reason to hope that all these and some other amendments and changes will be adopted within a year. The first technical inspection is provided for cars that have reached three years from the moment they left the assembly line. The second visit to the service center is five years. And then - with a difference of two to seven years. If the car's production exceeds seven years, maintenance will be carried out annually. But buses that transport a large number of people must undergo the procedure every six months.
Technical inspection for OSAGO 2021
Starting from 2021, companies that are members of the Techexpert union can carry out vehicle diagnostics. This was done so that companies that issue MTPL insurance policies could check the availability of diagnostic cards after the inspection. Thus, only government organizations can undergo maintenance.
Companies providing compulsory motor liability insurance must offer an electronic policy option, that is, with the ability to fill it out online.
The OSAGO coefficient has changed. After committing 5-9 violations, a coefficient of 1.86 is applied to the motorist. If the driver is not satisfied with the amount charged for damage to the car in an accident, then the motorist has the right to go to court.
How often do you need to have your car serviced?
The maintenance period and the duration of operation of the diagnostic card are affected by the year of manufacture of the vehicle.
The frequency of diagnostics depends on the vehicle class and specific use:
- at intervals of two years for a vehicle if it was manufactured 3-7 years ago (the date of manufacture is the date entered in the vehicle’s passport);
- after one year for a car that was manufactured more than seven years ago (the year of manufacture is also taken into account);
- annually for trucks (capable of carrying loads weighing 3.5 tons), cars with special signals (light and sound), “training” cars that are used in driving schools.
According to clause 1, part 1 of Art. 15 of the Law of July 1, 2011 No. 170-FZ, maintenance every six months is mandatory for:
- passenger taxi;
- buses;
- a truck suitable for passenger transportation, with more than eight seats (the driver’s seat is not taken into account);
- special vehicles and their trailers used for the transport of dangerous goods.
This frequency is due to high security requirements for vehicle data.
Important! The vehicle owner can undergo another technical inspection before the previous one expires. No station has the right to refuse a citizen this.
What is needed to pass MOT? The direct owner of the car or another individual who has a power of attorney for the vehicle can apply for maintenance. The following documents are required to be presented:
- Russian passport;
- registration certificate or registration certificate.
What does a non-owner of the car need to provide for MOT? Such a citizen must have a notarized power of attorney allowing him to use this vehicle.
The government has not yet introduced any changes directly to the maintenance procedure itself. The driver, as before, is obliged to contact a qualified specialist. Only after the inspection is completed, the citizen is issued a diagnostic card. If the vehicle does not comply with the standards, its owner receives a ticket with a list of comments. This document must be shown to the service station specialist during the next visit.
Previously, the owner of the vehicle had the opportunity to undergo repeated diagnostics at the same point for free, but now he will have to pay for this service. But there is one interesting nuance: the second time you contact the same station, its specialist is obliged to check only the problem areas of the car. If the driver uses the services of another operator, then he needs to undergo a full diagnostic again.
The new MOT rules oblige the driver to:
- find a service station that complies with all rules and has been accredited;
- pay state duty;
- provide the vehicle for inspection.
What is checked during maintenance? The station specialist is obliged to:
- perform instrumental diagnostics;
- check brakes and lighting equipment;
- check door locks, first aid kit, license plate and fire extinguisher;
- measure the toxicity of exhaust gas;
- measure technical fluid indicators.
What else do they look at during maintenance? This includes diagnosing steering and suspension play.

Who carries out the technical inspection of the vehicle? Authorized persons are only those operators who are accredited.
For public transport and industrial trucks, checking the technical condition before each departure is an integral procedure. The diagnostic result must be indicated as a mandatory item in the 2018 waybills.
How to pass a car inspection in 2021

Before undergoing diagnostics, it is necessary to clean the car to more easily and accurately determine its color. - Driver's license;
- A certificate confirming the registration of the car;
- Power of attorney to the responsible person, if the owner of the car is not able to be present at the service station.
During maintenance, the driver must know what faults are present in the car. The most important problems include damage to the steering, malfunctions in the braking system, defects in the operation of on-board electronics, and problems with lighting fixtures. These problems can lead to an accident, so they must be corrected. In addition, all problems that do not affect security are eliminated.

Major changes in passing technical inspection
How to get a diagnostic card in 2021? In February, new rules were introduced according to which it is necessary to undergo a technical inspection of a car:
- braking system. Now the correctness of its functioning is assessed according to the criteria of the Technical Regulations of the Vehicle, namely clauses 1.2-1.5 of the eighth appendix. These points contain the main requirements for the braking system. In addition, it is indicated here that the permissible relative difference in braking power between wheels of the same axle can be equal to 20 percent if the brakes are disc, and 25 percent if the brakes are drum;
- introduced a ban on non-functioning and current power steering wheels. According to the innovations, a car with such a breakdown cannot undergo technical diagnostics;
- They have become stricter with optics: they should not be tuned or covered with film. Previously, technical inspection was not carried out if the vehicle had no lenses or the integrity of the headlights was damaged. According to the innovations, it is prohibited to keep lenses dirty, it is prohibited to install lighting devices of optical elements, only if this is not a structural element of the vehicle;
- Right-hand drive cars must be equipped with light and reflective elements, and the headlights must be adjusted strictly in accordance with the provisions of the CU TR. In addition, if the vehicle is equipped with an LPG system, the driver must present the relevant documents for it;
- The operator has the right to refuse diagnostics if the vehicle has broken or missing windshield wipers and washers. These items must be clean and in working order. If the standard rear wiper is missing, the technical inspection will also be denied;
- it is prohibited to change the design of the vehicle;
- the tires must be the same in size, wear and type (presence/absence of studs).

Fines provided for lack of technical inspection
Vehicles carrying passengers are subject to mandatory fines for the absence of a diagnostic inspection card. These are not only minibuses and buses, but also taxis and private carriers.
Drivers transporting dangerous goods can also be fined. This is explained by the fact that taxi drivers and vehicle carriers have a higher responsibility on the road than other road users.
If you do not have insurance, you must pay a fine of 800 rubles. to the state. If you do not have insurance with you, then you need to have 500 rubles with you.
How to obtain a diagnostic card and what fines are provided for its absence
As mentioned above, based on the results of the inspection, a diagnostic card is issued, which has the signature and seal of the maintenance operator. The document also contains a special diagnostic card number. The results of all technical inspections are stored in the EAISTO database. The fine for lack of technical inspection will be applied only to drivers of passenger taxis and buses. Financial penalties are also provided for driving a truck transporting people or dangerous goods.

Other drivers do not face fines and it is not necessary to have a diagnostic card in the car. How often should a technical inspection be carried out?

If the car is more than three years old, then you need to purchase a diagnostic card for it. Depending on the purpose of use and the class of the car, the card will be valid for:
Two years for a vehicle that was produced from 3 to 7 years ago and contains a note about the release date in the registration certificate or in the technical passport of the vehicle. One year for a vehicle whose age exceeds 7 years. We also note that the inspection ticket must be replaced with a diagnostic card only if its validity period expires and the vehicle is re-inspected.
Clause 4, Part 1, Article 15 of the above Federal Law regulates the obligation to undergo technical inspection once every 24 months for those vehicles that were produced from 3 to 7 years ago. Clause 3 of the article regulates the mandatory annual maintenance, regardless of the year of manufacture:
Trucks weighing more than 3.5 tons. Cars that are equipped with special light and sound signals. Vehicles that are intended for management training. Part 6 of Article 15 of the Federal Law establishes the possibility of undergoing maintenance in a shorter period of time, depending on the wishes of the car owner.

Taking into account the actual conditions for undergoing maintenance in 2014-2015 and the rules for passing technical inspection in 2021, cars of category “B” will cost 700 rubles, while the state duty for undergoing maintenance is no longer charged.
Tariffing depends not only on the type of vehicle, but also on the region where the inspection is carried out. In each region, prices are set that are controlled by executive authorities. The maximum cost is set for cars of category N2-N3 (large trucks) - the price ranges from 1510-1630 rubles.
