Is it possible to cancel an entry in the PTS if the purchase and sale transaction never took place?

There are often situations in which the seller and buyer fill out the title of the car even before the actual completion of the transaction. And if the alienation does not take place, then you will have to cancel the previously made entry in the vehicle passport.

At the same time, it is categorically impossible to correct errors yourself - only the State Traffic Safety Inspectorate is authorized to do this (paragraph 2, paragraph 23 of Order of the Ministry of Internal Affairs No. 496 of June 23, 2005). There it will be necessary to submit a supporting document indicating that the transaction did not take place in fact or was terminated before the parties fulfilled their obligations (for example, an agreement between the parties on the termination of the monetary contract - Part 1 of Article 450 of the Civil Code of the Russian Federation).

In the presented cases, you can choose one of two options for canceling an erroneous inscription:

  • obtaining a duplicate vehicle passport to replace the damaged one;
  • or making corrections in the “Special Notes” section.

An error in the PTS – how could it have been made?


All the reasons why errors appear in PTS can be divided into two categories.
The first includes errors in entries that are entered into the PTS by customs and police services . They fill out the PTS on the computer and then print it out. Sometimes the final text contains typos and errors, including spelling errors. This happens more often than it seems.

But most often, errors creep into the PTS when filling out this document by hand. Here are the most common options:

  • When a vehicle is transferred from one owner to another, the columns are often confused and the seller’s name is entered where the buyer’s data should be.
  • When buying a car, the participants in the transaction make mistakes and put the signatures in the wrong boxes where they are supposed to.

It is worth highlighting separately the situation when the entire record is erroneous. This can happen for various reasons, but the most common is the termination of a car purchase transaction at a later stage . It often happens that the contract has already been signed, and information about the change of owner has been included in the documents, but before the money is transferred, the deal is terminated for one reason or another.

How to correct an erroneous entry - step-by-step instructions

To correct an erroneous entry in the PTS, you must follow the established practice of making changes and correcting errors:

  • write an application by hand or on a computer in the form approved by Appendix 1 to the Administrative Regulations contained in Order of the Ministry of Internal Affairs No. 605 of August 7, 2013 (hereinafter referred to as Order 605), be sure to underline the line “Due to changes in registration data not related to design changes”;

  • collect documents, the list of which is specified in clause 15 of Order 605 (passport of a citizen of the Russian Federation, damaged car passport, STS, title document for the car, according to which the transfer of ownership to the current owner took place, as well as a document that confirms the presence of an error);
  • choose a method for canceling an erroneous inscription - issuing a duplicate vehicle passport or making a note about correcting the error in the “Special notes” column of the old vehicle passport;
  • choose the method of submitting an application to correct the error - in person at the traffic police or through State Services>;
  • pay the state fee (depending on the chosen method of submitting the application, you can pay through State Services or at any bank);
  • appear at the traffic police with original documents on the appointed date and time (this will be reported at the State Services in your Personal Account - if the application was submitted there, or directly during the initial visit to the REO);
  • wait for traffic police officials to complete the administrative procedures specified in paragraph 32 of Order 605;
  • receive a duplicate or old PTS for the car with the correction made, as well as a new STS (a new one is issued in all situations related to the correction of errors in the car passport).

Cancellation Process

When planning to make any corrections to the PTS, remember that only the owner or his official guarantor can do this with a power of attorney written in advance and certified by a notary. Moreover, neither other family members with the relevant documents have this opportunity. So, to correct an erroneous entry, it is advised to follow the long-established practice of making changes, which consists of simple steps:

  1. Write an application by hand or on a computer in the form approved by Appendix No. 1 to the administrative regulations contained in Order of the Ministry of Internal Affairs No. 605.
  2. Independently collect the documents, a full list of which is indicated in the same decree, and be sure to attach to the set a document that confirms the existence of an error.
  3. Choose the appropriate method of canceling the erroneous inscription (issuing a duplicate of the transport passport or making a note about correcting the error in the “Special notes” column).
  4. Select the method of submitting an application to correct the error (take it in person to the traffic police or send it through the State Services portal).
  5. Pay the state fee (depending on the chosen filing method, this operation can also be performed online or the payment can be transferred to any bank).

Now all that remains is to wait for the traffic police officials to complete the administrative procedures and receive a duplicate or old PTS for the car with the adjustments made, as well as a new STS (issued in all situations related to the correction of errors).

Where to go

To make corrections to the PTS, it is better to contact the traffic police department where the specific car was originally registered. But according to Order of the Ministry of Internal Affairs of Russia No. 950 “On approval of the administrative regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of state services for registration of vehicles,” the owner of the vehicle is by default given the right to choose a registration unit at his own discretion.

Typically, correction of a technical error is carried out in accordance with the work schedule (mode) of a certain registration department. Then, as a result of consideration of the application by the official, a final decision is made to correct the technical error. There is also a State Services website where you can submit a claim virtually, but you will have to wait a little longer for confirmation there than usual.

Required documents

Regardless of who exactly goes to write an application to make changes to the title, the owner of the car or the person in charge by proxy, you must take the following documents:

  • passport of the car owner (a driver’s license will not replace it);
  • a damaged copy of the car's title;
  • title document for the car, according to which the transfer of ownership to the current owner took place.

The collected papers should be supplemented with a special application to change the information in the PTS (a sample can be found in advance on the Internet or ask the office employees for an example upon request).

Typically, when the reason for the change does not require additional verification, making changes to the PTS will take exactly 1 business day. But sometimes there are cases when traffic police officers have indicated a desire to carefully familiarize themselves with the features of the amendments. Then the driver will be asked to bring the vehicle for examination, a more complete list of documents will be requested for detailed study, and all changes will be ready within a month.

How to make corrections to the PTS?

Currently, visiting the traffic police department to make corrections to the PTS is a mandatory procedure. If previously the driver could correct the error himself, today changes in the car passport are made not only in the usual paper version, but also in electronic form.

When going to a structural unit, the car owner must have the following documents with him:

If we touch on the question of how to enter the new owner into the PTS, then there will be two options for resolving the issue. If the registration is done through a “commission office”, then the registration of the new owner is carried out by a third party. If both parties do not want to seek help, then the new owner, based on the purchase and sale document, can enter his full name independently; both the buyer and the seller must sign the document. However, it is very important that the car is deregistered by the old owner so that the new owner can register the purchased vehicle at his place of residence in his name. So, if you do not want to resort to the help of third parties, you need to draw up a purchase and sale agreement. How to make an entry in the PTS? The following lines must be filled in correctly: “Name of owner” (enter the details of the new owner); “Date of sale” (day, month and year of the transaction); “Document of ownership” (number and date of the document drawn up confirming the transaction); “Signature of the previous owner” (the seller signs accordingly); “Signature of the present owner” (signed by the buyer).

Then the new owner independently registers the purchased car with the traffic police. Once again, I would like to emphasize the importance of the fact that after completing the purchase and sale transaction, entries must be made in the PTS and signed by both parties, because without entries, the new owner will be denied registration of the car. A few points regarding the question of how to cancel an entry in the PTS. There are different situations in life: we drew up a purchase and sale agreement, entered the data of the new owner in the appropriate column, and at the last moment he changed his mind. Then you have the right to cross out the entry made and add in the “Special Notes” column that the transaction did not take place. If this happened in an auto store, then a stamp is placed, if you filled it out yourself, then both the owner and the unsuccessful buyer need to sign. It may happen that, in a hurry to complete the transaction, you enter some data incorrectly or with errors, for example, in the line “Name of owner” you write your last name, and not the buyer and the new owner. Typically, drivers have doubts about updating their title when changing their last name (for example, for women after marriage). But new initials are by no means a necessary incentive to reissue documents. It is much more logical to change the accompanying forms if:

  1. The car has undergone a transformation in terms of engine power.
  2. The vehicle is reassembled from parts.
  3. The car was illegally sold, but returned to its rightful owner.

By virtue of clause 26 of Order 605, in order to correct an error in the PTS, you must pay a state fee.
Its size depends on:

  • what method of correcting the error the applicant chose - obtaining a new PTS or amending the old one;
  • How the duty is paid - through a single portal of the State Service or a credit institution.


If the car owner, in the event of a failed car sale transaction or otherwise making a mistake, chooses to receive a duplicate, he will have to pay a total of 1300 or 910 rubles:

  • for registration of a new PTS – 800 (560 when paying through State Services);
  • for registration of a new STS – 500 (350 through a single portal).

If you choose the method of amending the old PTS, you will have to pay 850 or 595 rubles:

  • for making changes to the PTS – 350 (245 through State Services);
  • for registration of a new STS – 500 (350 through a single portal).

In addition to the duty, you will not have to pay anything additional.

Features of issuing a vehicle registration certificate

A registration certificate is issued at the traffic police department. After purchasing the car, you need to complete the documents within ten days. The salon provides:

  1. Contract of sale;
  2. PTS;
  3. Certificate indicating the real price of the car;
  4. OSAGO;
  5. Vehicle operating instructions;
  6. Car keys in duplicate.

Previously, the car dealership issued transit license plates, but today this is no longer necessary. You can drive a car for ten days without license plates. Cancellation of a purchase and sale agreement

In order to terminate the contract for the purchase and sale of a car, it is necessary to include this clause in the content of the document. In private cases, such securities are rarely concluded on a voluntary basis.

If one of the parties refuses to terminate the contract, then the interested party has the right to submit a corresponding application to the traffic police department.

Important! An erroneous entry in the PTS without the presence of a terminated contract or the consent of the second party cannot be canceled.

Resolving issues with the sale of a car involves simply canceling the entry in the title. To carry out the procedure, additional applications to the State Traffic Inspectorate are not required. In this case, the recorded information is crossed out and the owner of the car enters a detailed explanation in the column “about special notes”.

How to correct or cancel a PTS entry

The meaning of the entry should reflect the insolvency of the transaction (“cancelled”, “termination of the contract”). Seller and buyer records are required as proof. The document does not need to be notarized or pay a fine.

Before purchasing a car, it is imperative to check the cancellation status of the vehicle registration with the traffic police. When carrying out the procedure, a document is issued that has a special hologram of a high degree of protection.

Wrong entry - what to do?

Deregistration of a car involves making a new entry with the personal initials of another owner.
The lack of information indicates that the sale procedure is illegal, so traffic police officers have every right to issue a fine and drive the car to a special parking lot until all the circumstances of the case are clarified. When issuing a vehicle registration certificate, the traffic police officer enters information about the vehicle and the owner into it. If the data in the STS differs from the actual ones, then you may be fined for violating the vehicle registration rules under Part 1 of Art. 19.22 Code of Administrative Offenses of the Russian Federation.

Upon completion of car registration, when you are issued a vehicle registration certificate, check the vehicle data on the front side of the document with those indicated in the vehicle passport (PTS). Also make sure that there are no typos in your name and registration on the back of the STS.

If you find an error, please ask for the inaccuracies to be corrected. An employee of the State Traffic Inspectorate will replace the document or make corrections to it. You will not have to pay the state fee again.

When issuing papers for a vehicle

Experienced car enthusiasts recommend that after you receive the STS, check every letter in it and, in case of problems, point them out to the traffic police officer. Any inaccuracy requires immediate replacement of the document. The main thing is to first make sure that everything is in order, and only then sign for acceptance of the certificate. Should there be a stamp on the car document?

According to the order of the Ministry of Internal Affairs, when registering a car, a new type of certificate is issued. It does not have a seal on the front side.

However, the code of the traffic police department and the date of issue must be written down . Also, the employee does not sign.

When receiving the document, you need to check:

  1. License plate;
  2. Designation of a subject of the Russian Federation;
  3. VIN code;
  4. Model and brand;
  5. Car type;
  6. Year of issue;
  7. Frame and chassis number;
  8. Color;
  9. Vehicle passport;
  10. Power in horsepower.

  • FULL NAME;
  • Place of registration;
  • Date of previous purchase of the vehicle;
  • Brief name of the authority that issued the form;

Lack of seal and signature in the STS

After the entry into force of the annex to Order of the Ministry of Internal Affairs of the Russian Federation No. 1001 dated November 24, 2008, the absence of a seal and signature on the vehicle registration certificate is not considered an error, provided that the code of the traffic police department and the date of issue of the document are indicated there. In all other cases, the form must be certified accordingly, otherwise it again becomes invalid.
