Error in PTS: how to correct incorrect data, what to do if a typo is made, who should make the corrections, can the traffic police refuse to change the erroneous entry and will the document with

How could a mistake be made in the PTS?

An error may be made in the vehicle passport in the following situations:

  • when making entries with shortcomings and clerical errors in any data about the new or old owners when carrying out transactions for the alienation of vehicles;
  • during the initial typewritten filling out of the passport form by the car manufacturer or the customs service;
  • when the traffic police enters erroneous information when changing registration information in relation to a vehicle or owner due to human factors or on the basis of knowingly false or forged documents submitted by the applicant.

If there are errors in the vehicle passport, all registration actions with the car are illegal.

Is it possible to cancel an entry in the PTS if the purchase and sale transaction never took place?

There are often situations in which the seller and buyer fill out the title of the car even before the actual completion of the transaction. And if the alienation does not take place, then you will have to cancel the previously made entry in the vehicle passport.

At the same time, it is categorically impossible to correct errors yourself - only the State Traffic Safety Inspectorate is authorized to do this (paragraph 2, paragraph 23 of Order of the Ministry of Internal Affairs No. 496 of June 23, 2005). There it will be necessary to submit a supporting document indicating that the transaction did not take place in fact or was terminated before the parties fulfilled their obligations (for example, an agreement between the parties on the termination of the monetary contract - Part 1 of Article 450 of the Civil Code of the Russian Federation).

In the presented cases, you can choose one of two options for canceling an erroneous inscription:

  • obtaining a duplicate vehicle passport to replace the damaged one;
  • or making corrections in the “Special Notes” section.

An error in the PTS – how could it have been made?

All the reasons why errors appear in PTS can be divided into two categories.
The first includes errors in entries that are entered into the PTS by customs and police services . They fill out the PTS on the computer and then print it out. Sometimes the final text contains typos and errors, including spelling errors. This happens more often than it seems.

But most often, errors creep into the PTS when filling out this document by hand. Here are the most common options:

  • When a vehicle is transferred from one owner to another, the columns are often confused and the seller’s name is entered where the buyer’s data should be.
  • When buying a car, the participants in the transaction make mistakes and put the signatures in the wrong boxes where they are supposed to.

It is worth highlighting separately the situation when the entire record is erroneous. This can happen for various reasons, but the most common is the termination of a car purchase transaction at a later stage . It often happens that the contract has already been signed, and information about the change of owner has been included in the documents, but before the money is transferred, the deal is terminated for one reason or another.

How to correct an erroneous entry - step-by-step instructions

To correct an erroneous entry in the PTS, you must follow the established practice of making changes and correcting errors:

  • write an application by hand or on a computer in the form approved by Appendix 1 to the Administrative Regulations contained in Order of the Ministry of Internal Affairs No. 605 of August 7, 2013 (hereinafter referred to as Order 605), be sure to underline the line “Due to changes in registration data not related to design changes”;

    Application for replacement of PTS

  • collect documents, the list of which is specified in clause 15 of Order 605 (passport of a citizen of the Russian Federation, damaged car passport, STS, title document for the car, according to which the transfer of ownership to the current owner took place, as well as a document that confirms the presence of an error);
  • choose a method for canceling an erroneous inscription - issuing a duplicate vehicle passport or making a note about correcting the error in the “Special notes” column of the old vehicle passport;
  • choose the method of submitting an application to correct the error - in person at the traffic police or through State Services>;
  • pay the state fee (depending on the chosen method of submitting the application, you can pay through State Services or at any bank);
  • appear at the traffic police with original documents on the appointed date and time (this will be reported at the State Services in your Personal Account - if the application was submitted there, or directly during the initial visit to the REO);
  • wait for traffic police officials to complete the administrative procedures specified in paragraph 32 of Order 605;
  • receive a duplicate or old PTS for the car with the correction made, as well as a new STS (a new one is issued in all situations related to the correction of errors in the car passport).

Cancellation Process

When planning to make any corrections to the PTS, remember that only the owner or his official guarantor can do this with a power of attorney written in advance and certified by a notary. Moreover, neither other family members with the relevant documents have this opportunity. So, to correct an erroneous entry, it is advised to follow the long-established practice of making changes, which consists of simple steps:

  1. Write an application by hand or on a computer in the form approved by Appendix No. 1 to the administrative regulations contained in Order of the Ministry of Internal Affairs No. 605.
  2. Independently collect the documents, a full list of which is indicated in the same decree, and be sure to attach to the set a document that confirms the existence of an error.
  3. Choose the appropriate method of canceling the erroneous inscription (issuing a duplicate of the transport passport or making a note about correcting the error in the “Special notes” column).
  4. Select the method of submitting an application to correct the error (take it in person to the traffic police or send it through the State Services portal).
  5. Pay the state fee (depending on the chosen filing method, this operation can also be performed online or the payment can be transferred to any bank).

Now all that remains is to wait for the traffic police officials to complete the administrative procedures and receive a duplicate or old PTS for the car with the adjustments made, as well as a new STS (issued in all situations related to the correction of errors).

Where to go

To make corrections to the PTS, it is better to contact the traffic police department where the specific car was originally registered. But according to Order of the Ministry of Internal Affairs of Russia No. 950 “On approval of the administrative regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of state services for registration of vehicles,” the owner of the vehicle is by default given the right to choose a registration unit at his own discretion.

Typically, correction of a technical error is carried out in accordance with the work schedule (mode) of a certain registration department. Then, as a result of consideration of the application by the official, a final decision is made to correct the technical error. There is also a State Services website where you can submit a claim virtually, but you will have to wait a little longer for confirmation there than usual.

Required documents

Regardless of who exactly goes to write an application to make changes to the title, the owner of the car or the person in charge by proxy, you must take the following documents:

  • passport of the car owner (a driver’s license will not replace it);
  • a damaged copy of the car's title;
  • title document for the car, according to which the transfer of ownership to the current owner took place.

The collected papers should be supplemented with a special application to change the information in the PTS (a sample can be found in advance on the Internet or ask the office employees for an example upon request).

Typically, when the reason for the change does not require additional verification, making changes to the PTS will take exactly 1 business day. But sometimes there are cases when traffic police officers have indicated a desire to carefully familiarize themselves with the features of the amendments. Then the driver will be asked to bring the vehicle for examination, a more complete list of documents will be requested for detailed study, and all changes will be ready within a month.

PTS filled in by mistake, what to do and where to go to cancel the erroneous entry

There are times when a mistake is made in one of the main documents of any car owner. An incorrect entry by accident can be made either by an inspector from the State Traffic Inspectorate when filling out the PTS, or by the driver himself, entering the necessary data with his own hand.

But what should a car owner do if the entry in the vehicle title was made by mistake?

Where to go if the PTS is filled out by mistake? Addresses in Moscow

Incorrect data entered in a vehicle's passport by mistake can lead to problems that no driver will be happy about. Therefore, if an error was discovered in the PTS, the car owner needs to contact the traffic police department. It is worth noting that only the traffic police department where the car was previously registered is suitable for a visit.

Having arrived at the structural unit, the driver needs to provide a vehicle passport, point out the erroneous entry and explain its occurrence. In turn, an employee of the State Traffic Inspectorate will check the document for accuracy and make a decision regarding the cancellation of the mark and making appropriate corrections.

How to make corrections to the PTS?

Currently, visiting the traffic police department to make corrections to the PTS is a mandatory procedure. If previously the driver could correct the error himself, today changes in the car passport are made not only in the usual paper version, but also in electronic form.

When going to a structural unit, the car owner must have the following documents with him:

  • passport of the owner of the car (no other document identifying the owner will work)
  • vehicle passport

To the complete package of documents, the driver will need to attach an application, the form of which he can receive directly from the traffic police, and a receipt for payment of the transport fee (state duty).

How long does it take to cancel a PTS entry?

In the case of canceling an entry in the PTS and making appropriate corrections, the waiting period may vary from one day to one month.

The significant time difference is justified by the seriousness of the mistake made by the car owner. If the incorrect entry does not raise any questions for the traffic police inspector, the driver will not have to wait long for the corrected PTS. In this case, the vehicle will not need to be inspected.

If the error seems suspicious to the employee, then the process will be delayed, and the documents and the car will be carefully checked for fraudulent activities.

How much does it cost to make corrections to the PTS?

Despite the number of errors, and therefore corrections, made by the inspector of the State Traffic Inspectorate, the price of the procedure will be 350 rubles. It is worth noting that the amount of money indicated above is the duty that the State has established for this type of service. The work of a traffic police officer is not subject to payment.

Even such an insignificant price in terms of the cost of services provided by the traffic police can be reduced. The government services portal will help the car owner save on state duty, using which the driver will receive a 30% discount.

How to enter special marks or new entries into the PTS?

The PTS is the main document for the car.
If there is no passport, then we can say that there is no vehicle. PTS is issued only by customs authorities or at the manufacturer. If necessary, a duplicate of the PTS can be obtained from the traffic police department; if it has been lost or damaged, the necessary notes or changes can be made to the passport there. The vehicle passport is a very important document and you need to treat it very carefully. The passport contains 24 columns, which contains all the information about the vehicle and its owner. On the left side of the PTS there is a “Special notes” field. Entries and marks are made in this field only in certain cases. If, when filling out the passport, incorrect details of the vehicle were entered, then the necessary corrections and clarifications are made in the “Special notes” field only by traffic police or customs officers, as well as legal entities. Any correction is certified by the signature of the responsible person and the seal. We will look at some cases where entries are made in the “Special Notes” section. The first case of making special marks is the re-issuance of a passport. If the passport is not replaced for the first time, then all previous duplicates are included. Let us list a few more reasons why an entry may appear in “Special Notes”. Notes about an engine whose number cannot be read, as well as if the engine was replaced with another, but also without a number. In cases where it is possible to find a stolen car, but with altered engine and body numbers, a note about this is made in a special column. In such situations, after the examination, a decision is made: to make an entry or paste in the “Special Notes”. In any case, entries in the “Special notes” field can only be made by authorized persons. The owner himself does not have the right to write anything in this column.

If we touch on the question of how to enter the new owner into the PTS, then there will be two options for resolving the issue. If the registration is done through a “commission office”, then the registration of the new owner is carried out by a third party. If both parties do not want to seek help, then the new owner, based on the purchase and sale document, can enter his full name independently; both the buyer and the seller must sign the document. However, it is very important that the car is deregistered by the old owner so that the new owner can register the purchased vehicle at his place of residence in his name. So, if you do not want to resort to the help of third parties, you need to draw up a purchase and sale agreement. How to make an entry in the PTS? The following lines must be filled in correctly: “Name of owner” (enter the details of the new owner); “Date of sale” (day, month and year of the transaction); “Document of ownership” (number and date of the document drawn up confirming the transaction); “Signature of the previous owner” (the seller signs accordingly); “Signature of the present owner” (signed by the buyer).

Then the new owner independently registers the purchased car with the traffic police. Once again, I would like to emphasize the importance of the fact that after completing the purchase and sale transaction, entries must be made in the PTS and signed by both parties, because without entries, the new owner will be denied registration of the car. A few points regarding the question of how to cancel an entry in the PTS. There are different situations in life: we drew up a purchase and sale agreement, entered the data of the new owner in the appropriate column, and at the last moment he changed his mind. Then you have the right to cross out the entry made and add in the “Special Notes” column that the transaction did not take place. If this happened in an auto store, then a stamp is placed, if you filled it out yourself, then both the owner and the unsuccessful buyer need to sign. It may happen that, in a hurry to complete the transaction, you enter some data incorrectly or with errors, for example, in the line “Name of owner” you write your last name, and not the buyer and the new owner. Then you should cross out the erroneous entry and write in the “Special notes” field on the left side: “the entry is incorrect” or “do not read.” After that, you can fill in another cell.

The most common reasons to change information about the owner or vehicle

Women often have a question: what to do when changing their last name? The Internet gives conflicting advice. It is often recommended to cross out the maiden name and write the current one next to it by hand. But you shouldn't do that.

In the event of any change in the last name of the car owner, no matter what caused this change, the entire title must be changed.

PTS is also changed in the following cases:

  • if the car undergoes major modifications with a change in engine power or is reassembled from parts;
  • if the car was illegally sold, but returned to its rightful owner.

Reasons for changing data about the owner or vehicle

Typically, drivers have doubts about updating their title when changing their last name (for example, for women after marriage). But new initials are by no means a necessary incentive to reissue documents. It is much more logical to change the accompanying forms if:

  1. The car has undergone a transformation in terms of engine power.
  2. The vehicle is reassembled from parts.
  3. The car was illegally sold, but returned to its rightful owner.

Thus, one of the central reasons for the cancellation of a registration entry is considered to be the presence of counterfeit papers for a car, since in fact its registration is considered an illegal act. Sometimes spare parts (engine) do not have original papers confirming the right to purchase them, so such a record for registering a car is also subject to mandatory cancellation. Changing the PTS due to the lack of an appropriate certificate implies contacting the authorities for subsequent restoration.

The fact of illegal registration of the car and the absence of the stage of transferring documents to the traffic police indicates that the car is considered unregistered and may be on the wanted list. The secret import of a car and its subsequent registration during the detection of document falsification leads to the fact that the vehicle can be completely deregistered. The practice of such fraud is observed in regions of the country that border with other states.

An error in registration of PTS sometimes happens, but it can always be corrected. The main thing is that the driver (car owner) himself identifies the discrepancy and personally begins the correction procedure. The procedure itself is not long, so you shouldn’t put it off until later. The presence of information discrepancies in the papers can lead to serious troubles, so it is better to voluntarily make adjustments in order to avoid problems with the law.

Is it worth deliberately losing your car passport in order to get rid of the mark?

Some car enthusiasts may come up with the idea of deliberately losing their car passport if a record of the transfer of ownership during the sale of the car was entered into the title, but the transaction never took place.

Russian legislation does not provide for a fine for the loss of a vehicle’s passport, nor does it provide for any other liability. Therefore, the motorist decides for himself whether it is worth losing on purpose or not. Our editors do not recommend doing this for the following reasons:

  • it is obvious that it will no longer be possible to add an inscription in the “Special Notes” column about correcting defects in the old car passport - accordingly, you will have to pay an increased state fee - as for issuing a duplicate, and not as for making changes to the old passport;
  • The vehicle passport is not restored; instead, a duplicate is always issued with the same inscription on the front side of the document.

How much does it cost to make changes to the registration certificate?

By virtue of clause 26 of Order 605, in order to correct an error in the PTS, you must pay a state fee.
Its size depends on:

  • what method of correcting the error the applicant chose - obtaining a new PTS or amending the old one;
  • How the duty is paid - through a single portal of the State Service or a credit institution.

If the car owner, in the event of a failed car sale transaction or otherwise making a mistake, chooses to receive a duplicate, he will have to pay a total of 1300 or 910 rubles:

  • for registration of a new PTS – 800 (560 when paying through State Services);
  • for registration of a new STS – 500 (350 through a single portal).

If you choose the method of amending the old PTS, you will have to pay 850 or 595 rubles:

  • for making changes to the PTS – 350 (245 through State Services);
  • for registration of a new STS – 500 (350 through a single portal).

In addition to the duty, you will not have to pay anything additional.

Features of issuing a vehicle registration certificate

A registration certificate is issued at the traffic police department. After purchasing the car, you need to complete the documents within ten days. The salon provides:

  1. Contract of sale;
  2. PTS;
  3. Certificate indicating the real price of the car;
  4. OSAGO;
  5. Vehicle operating instructions;
  6. Car keys in duplicate.

Previously, the car dealership issued transit license plates, but today this is no longer necessary. You can drive a car for ten days without license plates. During this period, you need to obtain state numbers and a certificate of registration. All documents received at the salon must be brought to the traffic police department for further processing.

How does the process work?

  • At the registration window you need to submit documents for the car;
  • Provide an application, state duty receipt, PTS, STS, passport of the new owner;
  • The documents are checked by an inspector;
  • A physical inspection of the car is carried out;
  • A new STS is being drawn up;
  • After this, the owner must take out insurance;
  • You can keep your old numbers or get new ones.

Upon purchase, the STS is made anew, and changes are made to the registration certificate. All procedures are carried out by representatives of law enforcement agencies. When purchasing, you can come to the traffic police department with the old owner. When presenting copies of documents, you need to be careful, as this is one of the ways of deception when reselling a car.

The STS contains not only information about the car, but also information about the owner. The series and number of the owner's passport, car license plate, and STS number may change. If there have been changes in the car, for example, engine size, power, number, then you need to go through the procedure for replacing the STS.

Cancellation of a purchase and sale agreement

In order to terminate the contract for the purchase and sale of a car, it is necessary to include this clause in the content of the document. In private cases, such securities are rarely concluded on a voluntary basis.

If one of the parties refuses to terminate the contract, then the interested party has the right to submit a corresponding application to the traffic police department.

Important! An erroneous entry in the PTS without the presence of a terminated contract or the consent of the second party cannot be canceled.

Carrying out the procedure

Resolving issues with the sale of a car involves simply canceling the entry in the title. To carry out the procedure, additional applications to the State Traffic Inspectorate are not required. In this case, the recorded information is crossed out and the owner of the car enters a detailed explanation in the column “about special notes”.

The meaning of the entry should reflect the insolvency of the transaction (“cancelled”, “termination of the contract”). Seller and buyer records are required as proof. The document does not need to be notarized or pay a fine.

Before purchasing a car, it is imperative to check the cancellation status of the vehicle registration with the traffic police. When carrying out the procedure, a document is issued that has a special hologram of a high degree of protection.

Wrong entry - what to do?

Deregistration of a car involves making a new entry with the personal initials of another owner.
The lack of information indicates that the sale procedure is illegal, so traffic police officers have every right to issue a fine and drive the car to a special parking lot until all the circumstances of the case are clarified. Writing an erroneous entry requires written confirmation that it was made accidentally. This information must be secured with a personal signature with an explanation of the surname.

Purchasing a car without re-registration with a power of attorney is fraught with consequences, since such a car may be on a stolen list or wanted for criminal offenses.

How to correct an inaccuracy in STS

When issuing a vehicle registration certificate, the traffic police officer enters information about the vehicle and the owner into it. It is very important that all information in the document is correct. If the data in the STS differs from the actual ones, then you may be fined for violating the vehicle registration rules under Part 1 of Art. 19.22 Code of Administrative Offenses of the Russian Federation.

Violation of the rules of state registration of vehicles of all types... in the event that registration is mandatory - entails the imposition of an administrative fine on citizens in the amount of one thousand five hundred to two thousand rubles; for officials - from two thousand to three thousand five hundred rubles; for legal entities - from five thousand to ten thousand rubles.

Part 1 Art. 19.22 Code of Administrative Offenses of the Russian Federation

Upon completion of car registration, when you are issued a vehicle registration certificate, check the vehicle data on the front side of the document with those indicated in the vehicle passport (PTS). Also make sure that there are no typos in your name and registration on the back of the STS.

If you find an error, please ask for the inaccuracies to be corrected. An employee of the State Traffic Inspectorate will replace the document or make corrections to it. You will not have to pay the state fee again.

When issuing papers for a vehicle

Experienced car enthusiasts recommend that after you receive the STS, check every letter in it and, in case of problems, point them out to the traffic police officer. Any inaccuracy requires immediate replacement of the document. The main thing is to first make sure that everything is in order, and only then sign for acceptance of the certificate. In this case, the replacement of the STS will be carried out at the expense of the State Traffic Inspectorate. There is no need to be afraid of any fines or other penalties. You should not follow the lead of the inspector, who claims that a minor defect does not matter, and during the inspection no one will find fault with it.

The law prohibits driving a car with a document that has errors or inaccuracies.

Over time

A vehicle registration certificate is a type of document needed when driving a car.

If a driver is stopped, the traffic police inspector checks not only his license, maintenance and insurance, but also the STS. Most often, it is at such moments that defects in the document are discovered, making it invalid.

Replacing the STS if a problem is identified after receiving the document is carried out according to the following scheme:

  • the owner of the car applies to the traffic police department with an application to replace the STS, which is drawn up in the prescribed form. In the column where you need to indicate the reason for the application, the replacement of the certificate due to an error is indicated;
  • the applicant presents a package of documents similar to those required for vehicle registration. It includes a receipt confirming payment of the state duty;
  • the owner of the car provides the vehicle itself for inspection, which is checked by an inspector;
  • the applicant receives a new document, checks it, and signs for receipt.

In such a situation, you will have to pay for the production of a new STS. The package of required documents does not have to be submitted in person; you can use the service on the State Services portal.

Should there be a stamp on the car document?

According to the order of the Ministry of Internal Affairs, when registering a car, a new type of certificate is issued. It does not have a seal on the front side.

However, the code of the traffic police department and the date of issue must be written down . Also, the employee does not sign.

When receiving the document, you need to check:

  1. License plate;
  2. Designation of a subject of the Russian Federation;
  3. VIN code;
  4. Model and brand;
  5. Car type;
  6. Year of issue;
  7. Frame and chassis number;
  8. Color;
  9. Vehicle passport;
  10. Power in horsepower.

On the back of the form it says:

  • FULL NAME;
  • Place of registration;
  • Date of previous purchase of the vehicle;
  • Brief name of the authority that issued the form;
  • Seal of a legal entity;
  • Personal signature of the person responsible.

Lack of seal and signature in the STS

After the entry into force of the annex to Order of the Ministry of Internal Affairs of the Russian Federation No. 1001 dated November 24, 2008, the absence of a seal and signature on the vehicle registration certificate is not considered an error, provided that the code of the traffic police department and the date of issue of the document are indicated there. In all other cases, the form must be certified accordingly, otherwise it again becomes invalid.

What to do if you have been issued a vehicle registration certificate without a stamp?

In 2021, the State Traffic Inspectorate presented a new type of STS, in which an electronic chip is sewn. It duplicates the information of the originals. The chip will receive information about violations, and traffic police officers can also check the form for accuracy.

The new STS is a pink plastic rectangle. The series and number of the certificate must be indicated on the front and back sides.

The form confirms that the vehicle has passed the registration procedure and the car has been registered with the State Traffic Inspectorate. There are no stamps or signatures . This is replaced by the code of the department that carried out the registration.

Driving a vehicle without an STS is prohibited. The fine for driving without documents is 500 rubles. In case of repeated violation, the sanction is 5 thousand rubles. In each case, the driver is unable to continue driving. The car is sent to the impound lot.

A new type of STS for drivers is reliable and convenient. You can also obtain it by collecting a standard package of documents.

For what reasons might there be no seal?

The order of the Ministry of Internal Affairs dated November 24, 2008 indicates that registration without a seal and signature on the document is not an error. The main thing is that the document indicates the department code and the date of issue of the vehicle registration certificate.

Where should I go?

STS is one of the most important documents. Every car enthusiast needs it. However, this form may be issued with an error. If the STS does not have a seal on one side, then it is impossible to control the machine. When stopping a driver, the inspector may remove him from control.

In order to correct the error, you need to hand over the old document and get a new one. If, after issuance, a citizen discovers an inaccuracy, there is no department code, then it is necessary to tell the traffic police inspector about this . Until a signature is placed in the registration log, the STS is considered not issued.

Before signing, you need to carefully check the contents of the document. The MREO should replace the STS with the correct data.

If an error is found before registration is completed, you must also inform a State Traffic Inspectorate employee about it.
