What you need to pass the exam
You can register for the exam in one of the following ways:
- using the services of a driving school;
- by personally visiting the traffic police department;
- on the government services portal.
The following documents are provided to the traffic police :
- Identity card (passport, foreign passport, military ID).
The document must contain a note indicating permanent registration or temporary registration.
- Statement.
It is filled out: at the traffic police department, the sample is usually freely available on a stand; on the inspection website; on the government services website.

- Medical certificate with unexpired date.
- Driving license of another category (if available).
- Written consent from parents if the examinee is over 16 but under 18 years of age.
There is no need
to bring photographs ; they will be taken at the traffic police department.
You can pay the state fee later, because There are no grounds for issuing a driver's license until the exam has been passed. The state fee is 2,000 rubles for a plastic ID, 500 rubles for the paper version.
You can pay the state duty through a terminal at the traffic police department, through a branch of any large bank or Russian Post, or on the government services website. Reference. On the government services portal, the state fee for a plastic ID is 1,400 rubles, and not 2,000, as with other payment methods.
Documents required to pass the traffic police exam
A necessary condition for admission to the exam at the State Traffic Safety Inspectorate is the submission of documents, the list of which is determined by Decree of the Government of the Russian Federation No. 106 of September 14, 1999.
The list of documents for passing the exam at the traffic police includes:
- Passport or other identification document of the candidate.
- A document that confirms the registration of the future driver at the place of stay or place of residence.

Previously, it was required to present two matte photographs 3x4 cm, but with the introduction of new sample rights, this ceased to be relevant. Now the driver is photographed in the traffic police building right before receiving a license.
Passport
General requirements The candidate must present a valid Russian passport, which indicates the full name, place of birth, year of birth, citizenship, registration or permanent residence permit. If the future driver has reached the age of 20 or 45, he must exchange his passport before the exam, otherwise his documents will simply not be accepted. When enrolling in a driving school, a package of documents with an expired passport is usually accepted, but they are informed that the candidate will be allowed to take the exam only after exchanging the old passport for a new one.
Registration and registration
Clause 12 of the first section of Government Resolution No. 106 states: Taking exams from citizens, issuing and replacing driver’s licenses for them is carried out by the State Inspectorate on the territory of the subject of the Russian Federation where the citizen is registered at the place of residence or place of stay.

At the same time, paragraph 13 of the first section of Government Resolution No. 106 says:
Taking exams, issuing and replacing driver's licenses for citizens of the Russian Federation who are not registered at their place of residence or place of stay is carried out by the State Inspectorate at the place of their actual residence
Sometimes this clause is interpreted as the duty of the traffic police to allow persons without residence permit or registration to take the exam.
However, there is Order No. 782 dated July 20, 2000, which states:
The decision on admitting citizens to exams, issuing or replacing driver’s licenses outside their registered place of residence or place of stay within a constituent entity of the Russian Federation is made by the chief state road safety inspector of the Russian Federation, the chief state road safety inspector of a given constituent entity of the Russian Federation, the head of the state safety inspectorate traffic department of the Ministry of Internal Affairs of Russia or their authorized heads of the relevant divisions of the State Inspectorate.
Thus, it turns out that the decision to admit a candidate without residence permit or registration to the exams is made only at the level of local, regional or all-Russian traffic police management. At the same time, it is not said anywhere that the manager is obliged to resolve this issue in favor of the future driver and allow him to participate in the exam.
In practice, the candidate is simply asked to register or register in a given locality and only then submit documents.
Data verification However, not everything is simple here. If a future driver has lived at the location of the local traffic police for more than 1.5 years, his documents will be accepted without additional background checks. When registering for a period of less than 1.5 years, the candidate is required to provide a certificate from the traffic police at his previous place of residence stating that he has not previously received a driver’s license and has not been deprived of the right to drive a car. If the future driver cannot provide such a certificate, the traffic police sends a request to his previous place of residence. According to the law, the answer must come within 1 month, but the head of the local traffic police department can extend this period to 2 months.
Other identification documents
The list of such documents on the official website of the State Traffic Safety Inspectorate, in addition to the passport, includes an identity card (for officers, midshipmen and warrant officers), a military ID (for contract soldiers and conscripts), a foreign passport (for citizens who permanently reside abroad and are temporarily in Russia ) and other identification documents of a citizen issued by the Department of Internal Affairs of the Russian Federation. Statement
There is no single all-Russian application form. Each region uses its own form, approved by the local traffic police. Old certificates are currently invalid. In accordance with Order No. 302N dated April 12, 2011 (Appendix 2), the validity period of the new document is 2 years. In some cases (upon reaching a certain age, in the presence of certain diseases), the validity period of the certificate is reduced to 1 year. The certificate can only be issued by a certified medical institution (as a rule, these are clinics specializing in occupational health examinations). To undergo a medical examination, you must present a passport and a 3x4 photograph (in some clinics you can take a photograph right on the spot). You need to be examined by an otolaryngologist, an ophthalmologist, a surgeon, a neurologist, a therapist, a gynecologist (women only), a narcologist and a psychiatrist. Certificate of completion of driving courses
Issued by a driving school. There is no single all-Russian form. The certificate has no validity period and can be presented even many years after completion of training. Persons who studied independently or with private instructors do not need to present this document.
Receipt for payment of state duty
A receipt form is issued either at a driving school or when submitting a package of documents to the traffic police. The state fee for a driver’s license is 800 rubles, for a temporary permit – 500 rubles. You can pay the state duty at any Sberbank branch or through a terminal directly in the traffic police building.
Previously issued driver's license
Provided if the candidate already has a driver's license of another category. Please note that if less than 3 months have passed since receiving a driver's license of any category, the candidate will only need to take a practical exam. If your license was obtained more than 3 months ago, you will have to take both theory and practice.
How many attempts to pass?
If you fail to pass the exam the first time, the next exam will be scheduled in 7 days or later. Provided that the applicant fails to complete the test three times , all further attempts will take at least 30 days .
In reality, the deadline may be delayed by 3 months or more. The problem can be solved in two ways : Pick up the documents from the driving school, if the exams are organized with its help, and try to pass it yourself. Go to another traffic police department, where the queue of examinees is shorter.
Where and to whom is the exam taken?
The traffic rules theory exam takes place at the traffic police department in a specially equipped classroom.
The examiners are inspectors who have passed the relevant tests.
At what age are you allowed to take the exam?
16 years of age are allowed to take the exam to obtain a license of category M or subcategory A1 (mopeds and low-power motorcycles) . At the same age you can obtain rights in these categories.
You can apply for a category B license (passenger cars) when the applicant reaches 16 years of age.
Reference. Regardless of the age at which the test was passed, the student will be allowed to drive independently only at 18 years of age.
Persons no younger than 18 years old are allowed to take the exam for category A (motorcycles), and no younger than 17 for category C (trucks).
Recommendations for successfully passing traffic police exams
- The main thing is to cope with anxiety. Most mistakes are made under stress. You should calm down, because you successfully completed all the tests and exercises during your training at the driving school.
- Under no circumstances should you take sedatives! This may have the opposite effect. Be confident in your own abilities.
- Learn the rules of the road. Moreover, you need not only to “memorize” them, but also to understand how they are applied in practice. You can practice using special programs that are easy to find on the Internet.
- When taking the theory test, read the assignment carefully. If you are not sure of the correct answer to a particular question, skip it and move on to the next one, you will come back at the end.
- When getting into the car for the practical part, check that all instruments are turned on, adjust the mirrors and seat, and fasten the seat belt.
- Be very careful on the road, pay attention to signs, markings, pedestrians and neighboring cars. Sometimes the inspector may give a provocative command, for example, to stop where it is prohibited. In this case, you need not stop and tell the examiner that this is not allowed by the traffic rules.
- Wear comfortable shoes and clothing for the exam. As a rule, tests last quite a long time, so it’s worth taking something to drink and have a snack.
During the exam, a traffic police officer tests not only your driving skills, but also your knowledge of traffic rules. If you do not pass the exam, you can retake the test after 7 days.
In case of successful passing of the theory, but failure in practice, the test results will be valid for three months.
After all tests have been passed, the inspector makes a mark on the examination card. You can go to the traffic police department to get a driver's license.

How does the theoretical exam work?
The exam is conducted in the form of computer testing. Before the start of the test, the data of all examinees is entered into the computer.

The time allotted to complete the task is 20 minutes . There are 20 questions on the ticket. 2 errors are allowed, but only in different blocks. For each question there is only one correct answer. The options are given from two to five. For one mistake, 5 additional questions are given, for two - 10. For every 5 additional questions, 5 minutes are given. You can't make mistakes.
