Cost of a Green Card in Belarus in 2021

Insurance cannot be extended , so when going on a trip, correctly calculate the number of days for which you are applying for a Green Card. When leaving the country, border guards have the right to check whether you have valid insurance.

If force majeure occurs, you are forced to stay for a longer period and you will need another insurance, then ask your friends or relatives to take out a policy and send it to you by express mail (DHL, Fedex). You can also check when the next flight is, come to the airport and give it to someone in line at check-in.

You cannot apply for a Green Card in a country where your car is not registered . Very often in Eastern European countries, Latvia, Lithuania, and Poland, there are cases where motorists buy fake Green Cards.

Abroad, in some countries, you can buy “MTPL insurance for foreigners,” let’s call it that, which will not be a Green Card, but will allow you to drive in one country.

This policy is a mandatory document that provides car owners with civil liability insurance when driving their own vehicles into any of the forty-seven participating countries (including Belarus). The country's legislative body issued a resolution stating that every car owner leaving the borders of his country must have a Green Card policy in his hands. Without such a document, it is prohibited by law to leave the borders of your state.

The law states that the Green Card insurance policy can be obtained by:

  • any individual;
  • legal entities or companies that intend to operate vehicles for travel in accordance with the law.

Pole provides liability insurance for the driver of a vehicle, but the vehicle itself is not insured. In simple words, let's say this: when concluding this insurance contract, the company that signed it will reimburse all costs that may be incurred in an accident if the insured person becomes the culprit of the accident. If the policyholder's fault is proven, the insurance company will compensate:

  • damage to property;
  • costs of restoring the health of injured DDP participants;
  • carrying out various examinations.

If an accident occurs on the road, the driver must simply present the document to the injured party or the traffic police. All further work, which involves compensating for losses, falls on the shoulders of the insurance company. She will complete all the steps independently, without the participation of the car owner.

This insurance document provides several features:

  1. An international motor liability insurance policy provides for a specific validity period. A “Green Card” can be issued for twelve months; it is not allowed to issue a document for less than fifteen days.
  2. After payment and signing of the contract, the policy will begin to operate in one month.
  3. You can purchase an international insurance policy only if you have compulsory motor liability insurance.
  4. OSAGO must provide for the same validity period as the Green Card policy.

If, when checking documents, the driver does not present an insurance policy to the traffic police, he may be fined a substantial amount.

Deadlines

The rules of the Green Card system regulate the timing of compensation payments for an insured event. 1 month (30 calendar days) is allotted for this.

The countdown begins from the moment the insurance company provides a complete package of documentation and an application for insurance payment. This time period excludes weekends and holidays.

Often, insurers reserve the right to extend the period for making compensation until they receive information about the Green Card insurance power of attorney.

But the payment period should not exceed two months, otherwise you should submit a statement to the company management and bring the case to pre-trial investigation.

It is also possible that payments under the Green Card, if the causer of the damage is not known, are delayed until the results of the investigation, his search and contact with his insurer.

If, due to certain circumstances, the culprit was not found, although this is practically excluded, because if the vehicle and its driver are suspected of an accident, then moving around the EU countries will be a huge problem for him, and responsibility for hiding from the scene of a crime will entail serious consequences and numerous proceedings in court ok.

What is an insured event under the policy?

The “Green Card” is a series of international treaties that regulate the procedure for compensating a victim of an insured event in a country other than his or her own.

States that have become participants in this system mutually accept such insurance.

The contract guarantees liability insurance for causing losses to third parties as a result of an accident on foreign highways. Are there any differences between the definition of an insured event in the Russian Federation and in the EU?

In Russia

In our country, the “Green Card” is equated to standard MTPL, because they insure the motorist’s civil liability, and the following situations are defined as an insured event:

  1. The policyholder caused an accident, resulting in harm to the health of third parties. Green Card compensation is allocated for the treatment of victims.
  2. The policy owner caused damage to the participants' personal property. Compensation for restoration is provided.

As a rule, the entire list of insured events is provided in the rules-appendices to the insurance contract

WEIGHT

In Europe, an insured event also means damage to the property and health of third parties.

And insurance compensation is allocated to eliminate these consequences (treatment of victims, repair work to restore vehicles).

The policyholder cannot receive compensation even if he was also injured in an accident or damage was caused to his vehicle.

In European countries, they demand that the culprit immediately contact the traffic police, because it is in his interests that he does not pay insurance to the victim from his own pocket.

When driving a vehicle, you should always have an insurance certificate with you so that a law enforcement officer can write down the policy number in the protocol so that the payment process goes faster, because while staying abroad, the time factor is especially important (visa validity period, etc.).

Registration procedure

If an emergency occurs in a certain country, payments are made according to its rules, based on the rights of a legal participant in the Green Card system.

Payment is made within the limit established by its legislation, and the difference in amounts is assigned directly to the culprit himself.

You should know the following aspects of payments under Green Card insurance:

  • compensation is carried out in cash or by bank transfer;
  • there are no restrictions on the number of drivers authorized to drive a specific vehicle, but the object of insurance is not the car, but the civil liability of the motorist;
  • insurance is purchased in advance - 1 month before it comes into force;
  • transit transport is insured for 30 days;
  • payments to victims are made by the Green Card Bureau of the country where the traffic accident occurred;
  • The victim receives money from the insurer of the culprit.

To ensure that you receive compensation from the insurer, you must strictly adhere to the following rules and actions:

  1. Take photos or videos from the scene of the incident, record the testimony of witnesses to the incident, rewrite the details of your policy and the insurance of other participants.
  2. Call authorized law enforcement agencies.
  3. Notify the foreign insurer about the incident (this is required by the conditions signed when purchasing the policy contract).

This simple algorithm of actions will not only allow the payment process to be carried out in an accelerated manner, but will also allow you to claim a good amount, which is in the interests of the culprit of the accident, because the possible balance will be assigned to him.

“Green Card” is a reliable way to avoid many unforeseen problems for those who travel long distances to other countries.

The policy is designed to protect civil liability of both individuals and those who conduct economic activities abroad, and this requires the use of a vehicle.

The legislation of European countries prohibits foreigners from entering without such insurance. Every motorist should understand that such protection is in his interests.

Contracts should be concluded in trusted companies so that there are no nuances with the authenticity of the certificate, its validity in other countries, and at the same time, there are no problems with compensation for an insured event.

Payments under the “Green Card” in Russia are carried out on the basis of the Law on Compulsory Motor Liability Insurance.

In order for the insurer to quickly implement them in an adequate amount, you should file a statement about the incident as quickly as possible, collect documentation and assist in the investigative action.

Conditions for obtaining a policy

Before filling out the form for issuing a green card according to the sample, a person must familiarize himself with the requirements of the international insurance community indicated on the back of the form. There are six in total:

  1. A car crossing the border of the Russian Federation must be registered with the MREO;
  2. The established period of validity of the document cannot extend beyond 15 to 365 days;
  3. The citizen must present to the insurance company employees a visa, migration certificate or any other document confirming the legality of his passage through the checkpoint;
  4. Before registering a GreenCard, the driver is required to submit a full package of required papers and certificates for verification, as well as pay for the company’s services in advance;
  5. The car in which a person will cross the border must undergo a full inspection in advance (during this procedure, the car’s license plates and its VIN code are additionally checked with data from the vehicle title).
  6. Only one managing person is included in the international insurance policy.

In addition, separate conditions in the agreement for the issuance of a Green Card are provided for the compensation of damage itself. You can find them in the list below:

  • Damage caused to the health or property of another citizen cannot be intentional;
  • At the time of the accident, the person whose name was indicated on the registration form must be driving;
  • During the accident, it was the car that was included in the Green Card application that was damaged;
  • The incident happened on the territory of the state where the client originally planned his trip (this country is indicated in the Green Card policy);
  • The insurance document has not lost its legal force due to the expiration of the validity period.

This list of conditions is considered uniform and is observed regardless of which company will issue the Green Card (“Alfastrakhovanie”, “XXI Century”, “ERGO”, etc.).

Is it possible to buy online

Since the citizen is required to obtain the original international insurance policy and personally fill out the Green Card, it is not possible to carry out this procedure online. However, several of its individual stages can still be carried out remotely. Namely:

  • Submit an electronic application in advance with a request to issue a Green Card on the website of the selected company (when filling out the online application, the driver will be required to provide the following information: passport details, detailed information about the insurance agency, your contact number and actual residential address);
  • Send a complete list of documents for verification (all attached documents must be in publicly accessible formats JPEG, JPG, etc.);
  • Pay for the company's services (using online banking or through the Sberbank cash desk).

Attention! But it is worth remembering that only accredited institutions are engaged in issuing international policies. Therefore, there is no need to try to carry out this procedure through the MFC or the State Services website.
