List of documents required for registration of compulsory motor liability insurance

OSAGO is a compulsory type of insurance, which is why the requirements for registration and documents that are needed to issue such a policy are the same for all insurers. The data in the MTPL policy is entered by an insurance specialist, which must be entered from the documents provided by you, you must also fill out an application form stating that you want to receive an insurance policy and pay for it. The receipt and insurance policy of compulsory motor third party liability insurance are certified by the signature of the insurance agent and the seal of the insurance company that issues it.

What documents are needed

Vehicle owners do not have the right to drive without a compulsory civil liability insurance policy. The rules for issuing policies are written down in the updated version of Federal Law 40-FZ, which regulates base rates, tariffs, coefficients, insurance validity periods, features of compensation for losses upon the occurrence of an insured event, as well as requirements for insurers. Licensed organizations that have the right to issue insurance are members of the Russian Union of Auto Insurers and develop their requirements in accordance with current legislation.

What documents are needed to apply for an MTPL policy?

The list of documents for compulsory motor liability insurance is the same for all insurance companies. You will need:

  • Passport or other identity document. If you are insuring a car that you do not own, you will also need the owner’s passport information.
  • Driver's license for everyone who plans to drive a vehicle. For MTPL insurance that covers several drivers, you need to provide identification for each of them, but if you are taking out a policy with an unlimited right to use a car, then identification is not needed at all.
  • Vehicle passport (PTS, registration certificate) and vehicle registration certificate. These documents contain all the data about your car. The PTS is a two-page gray document in A5 format that is issued when you purchase a car, and the registration certificate is a pink or orange A7 card that you receive from the traffic police. Both documents must be provided.
  • Diagnostic card. It is issued based on the results of a technical inspection. You need to undergo a technical inspection once every 2 years if your car is under 7 years old and once a year if it is older. You can undergo maintenance at any technical service center. Most often, insurance companies work with certain services, but they do not have the right to impose their services.
  • MTPL policy preceding the one being issued (if any).
  • Application for a policy. You will submit this document to the insurance company; the agent must give you the form to fill out.

Scroll

Due to the development of technology, today it is not necessary to visit the office of the insurance company in person. It is enough to select a suitable organization, go to the website and send the necessary documents to issue an electronic MTPL policy through a virtual personal account. In this case, it is not necessary to attach scanned copies. The main thing is to fill out the form correctly, indicating current data. Particular attention should be paid to the number, series, and expiration date. Even minor typos or errors can cause a refusal to issue a vehicle license.

To conclude an agreement, you must present originals or electronic copies of:

  • Applications for issuing a policy
  • Vehicle owner's passports
  • Registration certificate or title for the car (if the policy is issued again)
  • Ownership rights to transport (if the car is not registered) or agreements with the owner of the car (if the vehicle is leased)
  • Diagnostic maintenance card. All vehicles over three years old must undergo a technical inspection.
  • Driver's license of the owner or person authorized to drive transport
  • Current insurance (if available)

The completed policy can be printed, ordered to be delivered to your address, or received at the office of the insurance company.

Nuances of providing papers for car insurance

The new car will be registered with the traffic police only after concluding an agreement with the insurer. If you purchase a new car, the car owner is required to take out insurance within 10 days from the date of purchase of the vehicle, otherwise the vehicle will not be registered.

Who is eligible to take out insurance?

Let's figure out who can visit the office of an insurance company or apply for insurance online. According to the current legislation, the policy is issued in the name of:

  • Vehicle owner
  • A driver driving a car in agreement with the owner

Depending on the status of the insured person, his data is entered into the contract in the appropriate columns: “owner” or “policyholder”.

Cars that do not require an MTPL policy

There are several groups of vehicles that do not require an MTPL insurance policy in principle:

  • Vehicles whose maximum design speed does not exceed 20 km/h.
  • Vehicles that are not registered with the traffic police (for example, mopeds).
  • Vehicles of the armed forces.
  • Foreign cars that are insured in international insurance systems (having a Green Card policy).
  • Light trailers owned by citizens.
  • Vehicles that do not have wheels (for example, tracked vehicles).

You can get more detailed information about this in paragraph 3 of Article 4 of the Federal Law “On Compulsory Motor Liability Insurance”.

If your car is not included in the above list, then you should visit the insurance company to obtain an MTPL policy. In this article, I will not give any advice on choosing an insurance company, because... It is quite difficult for an untrained person to assess the reliability of insurers.

Features of issuing paper and electronic policies

Both policies have the same legal force. If a paper version of the policy is issued, the policyholder personally fills out an application on the form of the insurance company and receives an A4-format letterhead with an official seal and the signature of both parties.

The electronic version of the policy can be downloaded and printed on A4 paper, or you can present the insurance number to traffic police officers if necessary. You can check the authenticity on any official service of the company that is part of the RSA, or on the website of the Russian Union of Auto Insurers. In this case, you do not need to write a statement. If there are any doubts, an employee of the insurance company will tell you which original documents for the compulsory motor liability insurance policy will need to be additionally brought to the office.

What do you need to have with you? persons?

Legal organizations or individual entrepreneurs are required to provide:

  • Inspection pass card
  • Vehicle passport or certificate of ownership of the vehicle
  • Power of attorney from the owner of the company (general director or his deputy) addressed to the applicant
  • Application for concluding a contract
  • Extract from the Unified Register of Legal Entities. persons

The applicant must have with him a seal of a legal entity, or a notarized power of attorney from the owner of the vehicle. For more detailed information on obtaining an MTPL policy for an individual entrepreneur or a representative of a legal entity, see the website of the insurer.

There is no need to make additional payments to make changes to your insurance. If the insured person’s personal data has changed (he changed his last name, first name or patronymic), or you need to add one more driver, just go to the personal account of the insurance company and write a corresponding application. If you have a paper policy, changes are made directly at the company’s office.

What documents are needed to apply for a CASCO policy?

The full list of documents for CASCO insurance often differs among insurers, but the basic set is the same everywhere:

  • Driver's license. The rules here are the same as for the MTPL policy. If the car will be driven by a limited number of people, then a driver’s license for each of them is needed. If there are no restrictions (which is much more expensive), rights are not needed.
  • Vehicle passport. It is issued when purchasing a car.
  • Vehicle registration certificate. You should receive it as soon as you register the car (that is, immediately after purchase).
  • Policyholder's passport. If you are not the owner of the car, then you will need both the owner’s passport and yours.
  • Application for a CASCO policy. You either arrange it on the spot or yourself. We recommend that you fill out everything in full compliance with the requirements of the insurance company with which you are taking out the policy.

You should check with the company you contact for additional requirements for obtaining insurance.

documents for registration of a CASCO policy

Here is a complete list of what they may ask:

  • diagnostic card (if the car is not new);
  • purchase and sale agreement (if the car is new);
  • power of attorney (if the car is not insured by its owner);
  • rental agreement (for insurance of cars rented or leased);
  • cost examination (for used cars);
  • old policy (if CASCO insurance is not issued for the first time);
  • information about additionally installed equipment (security systems, etc.);
  • documents of a legal entity (if the car is insured by the company).

This list varies depending on the insurance program you choose, the rules and requirements of the company you contacted. Nowadays it is common to apply for a CASCO policy online. This requires significantly fewer documents (only a passport and driver's license).

Insurance cost

A difficult issue for many is the price of an MTPL policy, since despite the presence of a fixed rate, companies can independently determine the upper price position. An ordinary buyer should know what this indicator depends on and how it is formed. The main factors are:

  • The market value of the car at the time of registration.
  • General technical condition of the vehicle (fits into the technical inspection form).
  • Year of production, model and brand of equipment.
  • The experience of all drivers who will be included in the insurance.
  • Established tariffs in the insurance company itself.
  • The number of people included in the form.

Also important is the KBM, a special coefficient that takes into account the period of accident-free driving. This is a certain motivation for drivers from the insurer, aimed at ensuring that each client receives a good discount on the payment of the policy if he drives carefully on the roads. It is cheaper to renew the contract than to issue a new document elsewhere. If you lose your policy, many companies provide a duplicate for free.

OSAGO car insurance is an obligation, so every driver must buy a policy to drive on Russian roads. To do this, you will need to collect a minimum package of originals for the car and give it to the nearest IC office. If you wish, you can always complete the procedure online. The issued policy in electronic form is a full-fledged analogue, which is provided to traffic police officers for verification.

Required documents

Every driver of cars, trucks and motorcycles needs to buy an MTPL policy. It is checked together with the ID and transport certificate by traffic police inspectors when stopped. If it is not there, the violator will face a fine of 800 rubles. You can issue a policy at the office of any insurance company in 20-30 minutes. You must have a standard set of documents with you, but which ones are required for issuing compulsory motor insurance depends on the status of the applicant.

What documents should I provide when purchasing MTPL?
Ordinary citizen:Any organization:
PassportPower of attorney confirming the right to act in the interests of the company
Driver's licenseCertificate of state registration of the vehicle
Previous issued policiesSeal of a legal entity
Vehicle certificate confirming ownershipDriver's licenses of persons who will be included in the form if compulsory motor liability insurance is with restrictions
Technical condition certificate (PTS)Representative's passport

When buying insurance for your personal car, a driver must have a passport with him. The employee will make a copy if the document is being drawn up for the first time. A standard form is filled out based on the originals provided and information about where the car is registered. When a representative acts in favor of the company, a power of attorney certified by the signature and seal of the manager, with a list of powers and validity period, is required.
