Green card - what is it, how much does it cost, and where to buy it

What is a green card for a car?

A green card for a car is an international agreement where countries around the world mutually recognize the policy, which creates certain rules that clearly describe the points that any car owner is responsible for their transport.

Back in 1950, a global conference was held in the capital of England, where systemic rules and standards for Green Cards, which all car owners must comply with, were reviewed and adopted.

This insurance system is valid in 50 countries.

Green Card Insurance Conditions

There are certain rules and conditions for obtaining a Green Card. First of all, all necessary documents must be in perfect order; they will be strictly checked for authenticity.

The documents must be as follows:

  1. Any documentary proof of identity, preferably a passport.
  2. A document that will indicate the right to a car.
  3. A document that confirms the registration of the car. It is issued by an authority that has carried out a full check of a car of any category, after which it has been registered.

Note! When you receive a Green Card, it becomes valid for a period of two weeks to one year.

Nuances when applying for a Green Card

There are certain nuances when applying for a Green Card and its use:

  1. If a person is a foreign person and it so happens that the validity period of the Green Card on the territory of the Russian Federation has expired, then it will not be possible to purchase a new one; in this case, you will need to buy compulsory motor liability insurance.
  2. Insurance must be issued at the place of residence of the person.
  3. Registration must be completed one month before departure abroad.
  4. The car must be registered.
  5. Only the owner of the car should drive a vehicle.

What is a Green Card?

The international type of motorist insurance, called the “Green Card” because of the color of the form on which the document is printed, has existed in the legal space of Europe for almost 60 years. At first, only the countries of the so-called old Europe took part in the program, then other states, including Asian and African ones, began to join them. Today, this international policy operates on the territory of almost fifty states.

In fact, the Green Card is an international analogue of motor vehicle insurance, relieving a foreign driver of the need to compensate for damage if he gets into an accident in a foreign country.

This is quite convenient, because each state has its own rules and prices, so the amount of damage can vary significantly. The “Green Card” eliminates headaches not only for the foreign motorist, but also for the second participant in the accident: if he is recognized as an injured party, the insurance company fully compensates him for losses associated with car repairs and pays for treatment (if necessary).

Prospects for the development of the system

More and more policyholders in Europe are turning to the services of insurers from other countries when insuring motor vehicles, which serves as the best proof of the viability of the internal European insurance market. But at the same time, the question arises about the awareness of insurers about the previous insurance history of such a person. For this purpose, it is proposed to introduce a standard information document that insurers can use to find out the previous loss history of a driver who was previously insured by an insurance organization located in another EU state.

The choice of insurance coverage in national insurance markets is growing. In particular, a variation of insurance “under differentiated conditions” has been proposed, allowing insured persons to avoid difficulties associated with the regulation of insured events that occur outside the state of permanent residence. If the accident occurs abroad, the damage will be assessed according to the rules that apply in the state of the injured person. Moreover, the subsequent right of recourse on the part of the insurer to the guilty party is exercised in accordance with the law of the state in which the insured event occurred.

In many European countries, legislative reforms are being carried out or are being prepared to expand the circle of road accident victims who will receive insurance compensation. The impetus for this process was put in place by Belgium; back in 1995, a system was introduced that provided the possibility of “direct claims” to the insurer for those road users who previously did not have such a right (cyclists, pedestrians, vehicle passengers). These categories of persons now have the absolute right to bring claims for civil liability against insurance organizations that insure motor third party liability. Such bills are being prepared for adoption in other European countries, primarily in the Netherlands and Germany.

What does a green card look like?

The green card got its name from the color of the policy. It is made on a green form with certain degrees of protection. The form has a unique number, and its counterfeit will be prosecuted by law.

The domestic form is made on Gosznak paper and has several degrees of protection, including an individual non-repeating number, RSA watermarks and metal thread.

The policy has 4 pages. When registering, the client receives three sheets, and the last one remains with the insurance company. In case of an accident, the driver gives one page to the injured person. There are no seal impressions on the first two sheets. The third and fourth pages may have the insurer's stamp, but this is not required.

Checking the Green Card for authenticity

Fraud in the issuance of Green Cards is rampant, so car owners should check their authenticity.

This can be done through special online services presented on the sites:

  • The insurance company that issued the policy;
  • Union of Auto Insurers;
  • Sending SMS to number 4448

To check an international policy, you will need its series, number and code. You can find all the necessary information on the document form itself. If a counterfeit is detected, the car owner should issue a new policy and also report the fact of fraud to the police.

In which countries is the green card valid?

Since the beginning of 1951, the Green Card agreement has been in force. The participants include 48 countries from two continents of Eurasia and Africa. If the policy is issued in one of the participating countries, then it is valid in the others.

Reasons for refusal of registration

According to the law, any citizen of the Russian Federation who has reached the appropriate age can apply for a green card from Alfastrakhovanie, Soglasiya, ERGO and other companies. But the agency also has the right to refuse such a service to the client due to one of the following reasons:

  • Poor health (if a person has severe mental disorders or is suffering from a viral infection, then he will not be able to get a GreenCard to America and the EU);
  • Being wanted;
  • The car is not registered in the unified database of the Russian Federation or its technical condition is far from normal;
  • The tourist does not have a visa or any other document confirming the legality of his border crossing;
  • The Green Card is entered into by an outsider who will not drive a vehicle on the territory of a foreign state.

In most cases, after eliminating the causes of the initial failure, the procedure can be repeated as soon as possible. But if the insurance company’s regulations are maliciously ignored, agents will be forced to refuse to issue a citizen a Green Card for a lifetime.

Procedure for obtaining insurance

To obtain a Green Card you will need:

  1. Identification document of the policyholder.
  2. Vehicle document (registration certificate or vehicle passport).
  3. Fill out a special application form.

If the policy is purchased not by the owner, but by his representative, then a notarized power of attorney will be required.

Each set of policies includes four sheets. Three sheets are given to the policyholder, and the fourth is used by the seller for reporting.

The first and second sheets indicate:

  • duration of the policy;
  • vehicle registration number;
  • transport category;
  • make and model of the vehicle (in practice, the model may not be indicated);
  • policyholder or owner of the car (last name, first name and address).

The third and fourth sheets additionally contain the date and place of issue of the policy, its cost, as well as cells for the signatures of the parties. Payment is made in the usual manner: to the insurer's representative by receipt, to the company's cash desk or by bank transfer.

How to apply for a green card?

The owner of the car or his authorized person has the right to buy the card. However, a power of attorney to drive a vehicle is not required. To conclude, you need to have your passport and car registration document with you. When registering, the country of residence, time and route of travel are indicated. There is no need to include all drivers in the green policy. Any person with a driver's license can drive a car. The card is issued for the car, not the driver. You cannot insure a car without state marks or registered in another country.

Registration procedure

So, we found out what a green card for a car is. You can arrange it in advance by visiting those insurance companies that are accredited for issuing, or right at the border at the representative office of a suitable company. In the latter case, you will most likely have to overpay somewhat. To find out who issues such certificates, you can visit the RSA website, which contains a list of them.

To obtain a Green card you will need the following documents:

  • passport;
  • PTS;
  • diagnostic card (not always);
  • STS;
  • statement.

After paying the state fee, the driver will receive back all the documents submitted (except for the application), a reminder about what will have to be done in the event of an accident, as well as the certificate and receipt itself.

You can only get a green card for a car in the country where it is registered.

How much does registration cost?

The cost of the document is clearly established for any company that issues it. A difference in price is possible, but it depends on the following indicators:

  1. Car category (bus, truck/car, motorcycle, etc.).
  2. Scope (near abroad or all participating countries).
  3. Insurance period (lasts up to a year, minimum validity – 15 days).

As a rule, the cost of a “green policy” purchased for visiting neighboring countries is several times cheaper than the same document, but intended for traveling around European countries.

Tariffs for obtaining a green policy are recalculated monthly, which is due to the need to calculate its amount depending on the ruble exchange rate. The obtained figures must be agreed upon with the Ministry of Finance of the Russian Federation. That is why a Green card is issued no earlier than 30 days before traveling abroad.

At the moment, tariff rates before visiting the company can only be viewed on the RSA website.

Procedure in case of an accident abroad

If there is a traffic accident abroad, there is no need to panic. Follow these steps in order:

  1. Call and wait for the police.
  2. Show policy.
  3. Give the green leaf to the other half who was involved in the accident.
  4. Fill out the form and receive it, it must also be completed by a police officer.
  5. Dial the number of the insurance company where the Green Card was issued and explain everything in order.

Let's celebrate! You have every right not to give up the original Green Card. In this case, it is best to have several copies.

In what cases can compensation for damages be denied?

You can get a refusal from the insurance company in the following situations:

  1. If it was determined that the accident occurred intentionally.
  2. If the driver used drugs before getting behind the wheel.
  3. If the driver was under the influence of alcohol.
  4. If the driver fled the scene of the accident.
  5. If the Green Card was not registered at the place where the car was registered.

The Green Card is an essential document that any driver traveling abroad must have.

Of course, many people are not satisfied with the prices and decide to do without it. But according to the law, this is a crime, and moreover, because in the event of a traffic accident, the entire company will pay, and otherwise it will be you who will have to pay.

Under no circumstances should you try to deceive a company by creating false accidents. The company will quickly figure this out and in addition to the fact that you will have to pay for all the damage, moreover, you will be blacklisted.

Let's celebrate! The company recommends applying for a card at least a week before departure and accurately calculating the time of your stay abroad, in order to avoid misunderstandings that could upset your holiday.

Necessary documents to obtain a policy.

A green card can be obtained by individuals and legal entities. The only difference is in the list of documents provided.

To obtain a green card, insurance company employees request the following documents:

For individuals:

  • Russian Federation citizen passport
  • Vehicle registration certificate
  • Application for concluding an insurance contract

For legal entities:

  • Certificate of registration of a legal entity
  • Vehicle registration certificate
  • Application for concluding an insurance contract

As a rule, you can provide both originals and copies of documents. But each insurance company has its own rules for concluding contracts, and it is better to clarify this information in advance by phone. And also find out about the possibility of insurance and the availability of insurance forms. If the policy is issued through the company’s website, you will need scans of these documents, which must be sent along with the online application.

Required documents

Unlike completing a number of different documents, to obtain a green card you do not need to prepare a large package of papers. It's quite simple.

Registration of a purchase order for a car provides 2 options, depending on the status of the client:

  • individuals;
  • legal entities.

When registering a green card by an individual, it is enough to present the passport of the person applying for insurance and the technical passport of the vehicle itself. Nothing more is needed.

Legal entities will be required to present registration certificates. They go to a legal entity and a vehicle. Plus the company seal.

Often motorists come with driver's licenses and vehicle ownership rights. All this is unnecessary and is not required when receiving a card. For an accredited insurance company, it is enough that the client has the right to drive the insured vehicle.

Moreover, there may be several such persons who can drive as part of an international car trip. The policy has no restrictions on the number of citizens who use vehicles insured under the Land Code.

Motor tourists should take into account that the policy begins from the moment they cross the state border. However, according to the rules, it is not allowed to issue a card earlier than 1 month before the planned trip.

To obtain international insurance, the insurance company must have special forms for insurance policy. But the problem is that sometimes they simply don’t have these forms in stock. The phenomenon is temporary, but it is better to know about it in advance. Sometimes motorists have to go around several organizations at once in search of one that has forms.

This problem can be solved much easier. When choosing an insurance company that has valid accreditation, contact its representatives by phone. All telephone contact numbers are listed on the website. Check to see if they have forms. If not, go further through the list of insurers that suit you.

Don’t be alarmed, we can’t run out of forms for everyone. This problem of past years is gradually ceasing to be relevant. But it wouldn’t hurt to play it safe and call the company.

What are the tariffs?

They are the same for all insurance companies. They are established by RSA, after agreement with the Ministry of Finance of the Russian Federation. The cost of insurance is affected by the euro exchange rate. Prices are recalculated monthly. The tariff period is from the 15th to the 14th.

For example, the cost of car insurance abroad for 15 days will be 2,450 rubles (for a passenger car). For a month – 4670 rubles. These are tariffs for obtaining insurance for “all countries of the system.” But, for Belarus or Ukraine, the price of car insurance will be significantly lower (you will pay a little more than a thousand rubles per month).

Prices are for 2021, but check the current cost on the RSA website using this link: find out tariffs.

In addition to coverage, the cost is affected by the type of vehicle and validity period. The minimum period for which a Green Card is issued is 15 days, the longest is a year. The policy cannot be extended. Therefore, calculate the duration of the trip as accurately as possible. The lowest tariffs are set for trailers, the highest for buses.

Insurance cost

Tariffs for green card policies are set by RSA in agreement with the Ministry of Finance of the Russian Federation, and therefore the cost of insurance in all companies is the same. Since tariffs are tied to the euro, they are recalculated monthly, depending on the exchange rate, and new rates are valid from the 15th of the current month to the 14th of the next.

The cost of a green card is determined by three factors:

  • coverage area - policies valid in neighboring countries are several times cheaper than green cards valid for all countries of the system. That is, if you need to travel to Moldova, Azerbaijan, Ukraine or Belarus, there is no point in overpaying and buying insurance for a larger coverage area. But if you plan to visit other countries, then you need to buy an appropriate policy, otherwise the insurance will be invalid;
  • validity period of the policy - the minimum period for which a green card can be issued is 15 days, the maximum is a year. This type of insurance is not renewable, so you need to calculate in advance for what period to buy the policy so that its validity does not expire during a trip abroad. The shorter the validity period, the cheaper the insurance;
  • type of vehicle - insurance for a trailer is the cheapest, followed by a motorcycle, and the largest amount is for buses.

    Traveling by car can cost 21-22 thousand rubles

    Separate insurance must be taken out for the trailer.

Advice. In some cases, when you only need a car to get to your destination and back, without using it while living abroad, it will be much more profitable to buy 2 short-term policies instead of one for 2 or 3 months.

Green card for trailer

In Russia, there is no need to insure trailers under compulsory motor liability insurance. But according to the Insurance Rules in the international vehicle liability insurance system “green card”, the trailer must be insured if this is directly established by the rules of the country to which you plan to travel. In all countries except the Russian Federation, motorists are required to insure liability for the trailer separately. Therefore, you need to take out a green card policy for the trailer of your passenger car if you plan to cross the border with it.

Making changes to the Green Card policy

Data on all Green Card policies enters a single international database. If information about a concluded agreement is stored in the database, changes cannot be made to the agreement. It can only be terminated before the expiration date with a deduction of 30% of the cost, and buy a new policy. If the data has not yet been sent, it is possible to correct the document, but only with the consent of the insurer.

If the contract has already entered into force, but there are changes in the policyholder’s data, they should be immediately submitted to the insurance company along with an application for change. Such data includes changes to:

  • Name and address of the policyholder;
  • vehicle registration numbers or obtaining a “Transit” sign;
  • VIN numbers, body or engine numbers;
  • vehicle categories.

In connection with these changes, the insurer is obliged to issue the client a new policy to replace the old one within 24 hours. The insurer must do the same if the policy is lost, having first checked the fact of its first issue.
