What does an electronic OSAGO policy look like in 2021?

Features of the electronic OSAGO policy

An electronic policy differs from a paper policy primarily in that it exists only in the form of a secure PDF file. It is issued on a special form of the XXX series. The policy contains all the required data - information about the owner, policyholder, drivers, cost of the policy, and so on.

An electronic MTPL policy has the same legal force as a paper one. It can be used to file an insurance claim and be presented to traffic police officers. The procedure for calculating the cost of an electronic policy is the same as for a paper one. It takes into account all the indicators and coefficients prescribed by law.

It is not possible to issue an electronic MTPL when purchasing a new car, since information about it is not yet in the RSA database. Therefore, the first policy for a new car can only be obtained at the insurer’s office.

It has changed in 2021. This happened because there were many counterfeit policies on the auto insurance market, and the old form did not have the proper level of protection against counterfeiting. After the decision to replace it, the number of fakes decreased noticeably. Let's try to figure out how old and new auto insurance policies differ.

The old MTPL policy can be downloaded as an example from the website of any insurance company. However, it will be useful for any car owner to know the difference between the new and old forms. It should be noted here that the difference is noticeable not only in the design of the document, but also in the required fields.

Receiving an electronic policy

To apply for an electronic MTPL policy, use the form on the official website of the insurer. In the application, indicate the details of the vehicle, its owner and drivers who need to be included in the insurance. Select the desired policy options - for example, periods of use.

To apply for insurance online, you will need the same documents as usual:

  • Policyholder's passport
  • PTS and STS of the car
  • Diagnostic card
  • Driver's licenses of all persons who need to be included in the policy

If required, attach scanned copies of the required documents to your application.

After reviewing the application, the insurer will study the information provided and calculate the insurance premium. If he has no claims, you can pay the cost of the policy in any convenient way. After payment, the insurance company will send the policy to the email you specified in the application.

Why is it necessary to include other persons in the MTPL insurance?

Many people are concerned about the question of why it is necessary to add one more person to the MTPL insurance. It seems that there is an insured, there is a beneficiary, there is an insurer, why carry out unnecessary manipulations. Here you should refer to the current legislation, according to which in the event of damage as a result of an accident, responsibility for it in terms of material compensation lies with the insurer.

In accordance with Art. 1079 of the Civil Code of the Russian Federation, the owner of this source bears responsibility for the actions of a source of increased danger. If the car was driven by another person, but it is included in the insurance policy, then the insurer is notified that another person can drive the car, and accordingly the terms of the contract have not been violated.

If the car was driven by a person not included in the MTPL policy, then the insurer has the right to refuse to pay the insurance compensation, moreover, an administrative fine will be imposed on the violator. Accordingly, we can make an unambiguous conclusion that the optimal solution would be to add one more person or several persons to the policy, especially since this procedure is very simple and does not require much time.

What is required to be presented to the traffic police?

After the introduction of electronic insurance policies, a separate system for verifying the authenticity of documents appeared. Traffic police officers are given work tablets connected to RSA databases, where policy data is entered. Using a tablet, the inspector can check the policy against the database - all you need to know is its number, the name of the insurer and the car number.

To present an electronic policy, download it to your smartphone or tablet. Install a PDF viewer on your device if you have not already done so. If the traffic police inspector asks you to show your policy, you will need to open the required file on your device. After this, the inspector will be able to check the document using the RSA database.

However, not all traffic police officers have the equipment to check electronic policies - this is especially true in remote regions. In addition, many inspectors still do not trust electronic documents. For such cases, you will need to print an electronic policy. You will be able to present it in situations in which electronic insurance cannot be used.

What data does a modern policy include?

The front side contains the following fields:

  • Header – full name of the document, including series and form number. There is also a barcode and QR code here.
  • Insurance period – the start and end date of the insurance contract;
  • Information about the policyholder – the company with which the contract was concluded;
  • Information about the car owner - information about the person with whom the contract was concluded;
  • Car data – model, make, year of manufacture, engine power, etc.;
  • The list of persons admitted to management may be limited or unlimited;
  • Price;
  • Base rate and applied odds;
  • Special notes (optional);
  • Signatures of the parties to the agreement.

On the reverse side of the KKK series, fields have appeared for information about additional insurance options. The form itself has 12 color shades, ranging from yellow to lilac. To protect against counterfeiting, watermarks and a metallized strip are used. By scanning the QR code, you can quickly obtain information about the insurer that issued the document.

Do I need to certify or sign an electronic policy?

The electronic MTPL policy is certified by the electronic signature of the insurance company. This is already enough to confirm its authenticity. There is no need to put any additional marks on it.

There is also no need to certify the printout of the electronic document from the insurance company. But you can do this to further indicate the authenticity of the document. The printout must be easy to read and the policy number must be on it - this is enough to check it.

What problems may arise

The most common problem is the distrust of traffic police officers in electronic documents. The inspector may refuse to accept the policy or its printout, and issue a fine for the absence of a document. In this case, you must ask him to check the policy against the database. Lack of access to it is not a driver's problem.

You may also have doubts about the authenticity of the policy you have taken out. You can check it yourself using the RSA database. To do this, you will need to indicate the document number, name of the policyholder or VIN of the car. If the system reports that there is no policy in the database, this may mean that you purchased a fake document.

Information in the PCA is not updated immediately, but 3-5 days after purchasing the policy. Please take this into account both when purchasing the document and when presenting it to the inspector.

How to store?

Storage of an electronic digital signature must ensure its safety and protection from unauthorized use. The procedure can be carried out using several methods: local, in the cloud or on a token.

Local storage

When stored locally, encrypted information about the digital signature is contained in a file located in computer equipment. The method eliminates the mobility of the key, as well as the possibility of constant monitoring.

Cloud storage

Storing information in the cloud means placing it on a remote service that is protected from hacking by special programs. If it is necessary to retrieve information from the cloud, the user will have to go through multi-step authentication, which takes a lot of time.

Storage on a token

The token forms a key pair and digital signature. It can only be accessed by entering a PIN code. If three attempts are unsuccessful, the token is blocked, as a result of which the attacker will not be able to use the data.
