Do I need to have a policy with me?

At the moment, electronic compulsory motor liability insurance is equivalent to the traditional one, issued by an insurance company on a strict reporting form. Despite this, questions regarding the form of presentation of this document still arise. The thing is that there is still no clear wording as to whether it is necessary to print out a registered electronic MTPL policy for 2021 and whether notarization of the copy is required. In this regard, in practice, quite a lot of disputes arise with traffic police inspectors, leading to penalties for the lack of this document.

According to current legislation, a printed copy of the policy is not required. However, in its absence, it will be quite difficult to prove to the traffic police officer that you have insurance, which will lead to the imposition of a fine for not having it or leaving the house. Not everyone can or wants to check a number using the database. It’s more profitable for them to simply issue a fine. By presenting a copy of your existing MTPL policy (electronic or paper), you will save yourself from a number of problems and financial costs.

What data does a modern policy include?

The front side contains the following fields:

  • Header – full name of the document, including series and form number. There is also a barcode and QR code here.

What does the law say about this?

According to Art. 32 of the Federal Law “On Compulsory Motor Liability Insurance”, the car owner is required to carry with him a copy of the motor third party liability insurance policy, printed on paper. In turn, the RSA claims that a printout is completely optional, but it is better to have it on hand, since you may encounter a situation where a traffic police officer simply does not have the opportunity to check your document number for technical reasons, lack of communication, etc.

It is also worth noting that on July 3, 2015, the Main Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia sent out a letter to all regional divisions of the State Traffic Safety Inspectorate indicating that drivers cannot be fined for not having a copy of the insurance policy if the information provided is verified using the RSA database. However, this should not be referred to, since this position is reflected only in the letter and is not fixed at the legislative level.

So, is it really necessary to print out an electronic MTPL policy in 2021? Of course, yes, since inspectors are guided by clause 2.1.1. Traffic regulations, which states that the person driving the vehicle must, upon request, present an approved set of documents, which includes an MTPL policy. Whether it is a strict reporting form or a simple printout is completely unimportant.

There is also a barcode and a QR code, and all the fields listed above are available. To download a policy with a stamp and not purchase a fake, you need to remember one important point. Such forms always have the XXX series - the number is assigned by a computer, which guarantees uniqueness. There are no other types of protection for e-OSAGO: the duplicate is printed on a regular A4 sheet, in color or black and white.

Do I need to take MTPL with me?

When checking documents, the traffic police officer is obliged to check the availability of the policy, and the motorist must have its original with him (Federal Law “On Compulsory Motor Liability Insurance”). In practice, traffic police inspectors are most often satisfied with both a copy of the document and an electronic file shown via a smartphone. The outcome of the situation depends on the personality of the employee, his mood and other factors unrelated to the driver.

Some inspectors can check the availability of insurance through the PCA database if the driver does not even have a copy with him. However, in all cases, the traffic police officer has the right to issue a fine:

  • if compulsory motor liability insurance is issued, but there is no official document with you - 500 rubles (part 2 of article 12.3 of the Code of Administrative Offences);
  • if the inspector does not believe that compulsory motor liability insurance has been issued - 800 rubles (Part 2 of Article 12.37 of the Administrative Code).

A fine of 800 rubles can be challenged within 10 calendar days and reduced to 500 rubles, but it will be easier and more profitable to simply pay it to avoid litigation.

In order to complete the registration process, you must create a Personal Account and log in to it. The insurer created a universal portal and mobile application similar to the user-friendly interface. For Ingosstrakh clients, registering in the MTPL Personal Account will not cause serious difficulties if you follow the instructions:

  1. Go to the official Ingosstrakh resource - ingos.ru. Click the “Personal Account” icon – “Registration” – “Get access”.
  2. Indicate the status of the potential client: legal entity or individual.
  3. You must enter a mobile phone number or email address. Any of these sources must be active (SMS alerts, verification codes and newsletters will be sent there).
  4. In the “Password” column, indicate the numbers of the SMS code that will be sent to the address indicated above. This password is considered temporary. Then the user can change it to a more convenient combination.

By pressing the “Login” button, you will be taken to the main menu where the main registration events will take place.

If SMS does not arrive for a long time, you can repeat the request or specify another contact.

Login to your personal account

Ingosstrakh offers registration in a personal account through the State Services portal if the user has a confirmed account there. Login to access your compulsory motor insurance through a state resource is carried out by analogy. Just press the “Login through State Services” button and enter the correct login and password.

Next, the personal data of the policyholder is written down. Basic information is indicated:

  • FULL NAME;
  • passport details;
  • contact details.

Data about the vehicle and screenshots of documents can be added later, when it is decided to issue compulsory motor liability insurance. The main thing is to enter basic data so that Ingosstrakh employees can verify your identity. If during the second login the car enthusiast was unable to remember the password for his Personal Account, access can always be restored. Instructions:

  1. Go to the start page.
  2. Select "Forgot your password?"
  3. Enter your full name and phone number where the verification code will be sent.
  4. Enter the numbers into the system.
  5. The final step is to specify a new password and duplicate it on the next line.

On a note. It is important to fill in the empty fields with special care, because you will not be able to change your personal information later on yourself.

How to check the form

Since there is a lot of fraud in the financial sector, vehicle owners, after drawing up a contract, ask themselves: where can they check the received OSAGO form with a stamp?

It is important to consider that experienced experts advise checking the authenticity no earlier than 3 days from the date of registration. If you used electronic insurance services, the policy number will be instantly registered on the portal.

To obtain information, you need to visit the official RSA portal. It is worth noting that the site operates 24 hours a day, even on holidays and weekends. To receive information, you do not need to register or provide personal information.

1. First of all, you need to go to the RSA portal and select the section “Information for policyholders on the status of MTPL policy forms and the date of conclusion of the contract.” This section is located in the “MTPL” tab (Information for policyholders and victims).

2. Next, you need to indicate the number of the policy received and the series. It will take you a few minutes to enter this information.

How to print an electronic MTPL policy at home?

Based on the results of the request, a detailed report will appear, which will include:

  • status: registered or clean is with the insurer;
  • name of the company under which it is registered;
  • validity period (if issued);
  • date of registration.

If, as a result of the request, the specified information is not available, then the document is fake or has not yet been registered on the unified portal. As for the second option, it can only be checked in person at the office.
