Definition of the concept
The place of residence for an individual is a residential premises where one can stay not on a permanent basis, but due to some circumstances. This will not be considered a priority address:
- relatives' apartment or house;
- rented area;
- hotel;
- medical institution;
- sanatorium.
Registration can be issued at one of these addresses for a period of up to 5 years. It allows temporary registration of cars in Russia. The procedure does not require prior termination of registration at the permanent place of residence.
The legislative framework
Previously, registration and identification of cars was carried out in accordance with Order of the Ministry of Internal Affairs of the Russian Federation No. 1001 dated November 24, 2008. In accordance with paragraph 47, temporary registration of the vehicle was prescribed at the address of the place of stay if it was necessary to travel abroad for a period of more than 2 months.
The current regulations are approved by Order No. 605 of 08/07/2013, according to which the temporary registration of a vehicle is abolished. There remains a need to change the data. The exception is cars that are leased.
Each owner can register in any region. The same applies to non-residents who arrive on the territory of the Russian Federation from other states. This also includes stateless persons. At the same time, the need for registration at the address of residence in Russia remains.
Who needs temporary vehicle registration
Quite a large number of people constantly move around the country and abroad in their own transport due to work, changes in location and for many other reasons. Previously, according to the rules for registering a vehicle, it must be registered at the place of residence of the owner or at the place of his temporary stay. This procedure was necessary to make it easier for traffic police officers to monitor the situation on the road, warn, find and punish malicious violators, and maybe even criminals.
Until 2013, temporary registration of a vehicle had to be carried out by all citizens staying on the territory of Russia, and even its indigenous residents. That is, even if you were a citizen of the Russian Federation, but moved from one region to another, during your trips you had to constantly record the location of your car, which took some time and money. This procedure was carried out for all vehicles that left their home region for a period of 2 months or more. In the same year, by order of the Ministry of Internal Affairs of the Russian Federation No. 605, changes were made that abolished the list of persons and vehicles.
Currently, this issue is regulated by Art. 17 Federal Law dated 03.08.2018 N 283-FZ “On state registration of vehicles in the Russian Federation and on amendments to certain legislative acts of the Russian Federation” and order of the Ministry of Internal Affairs of Russia dated 21.12.2019 N 950 “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation provision of state services for registration of vehicles,” which clearly indicates the list of vehicles that must undergo the procedure:
A vehicle can be registered with the state for a limited period in the following cases: - the vehicle is the subject of a leasing agreement; — the vehicle belongs to an employee of a diplomatic mission or consular office accredited with the federal executive body that carries out the functions of developing and implementing state policy and legal regulation in the field of international relations, or an employee of the administrative, technical and service personnel of a diplomatic mission or consular office; — the vehicle belongs to a foreign citizen or stateless person; — the vehicle belongs to a foreign legal entity at the location of its separate division; - the vehicle was temporarily imported into the territory of the Russian Federation for a period of more than one year; — the vehicle is an experimental (test) sample.

That is, if the owner is a citizen of a foreign country or a resident of Russia, but took out a car on credit, temporary registration of the car will still be needed. In all cases other than the points indicated, you do not need to report to the traffic police about a change in the location of the car, and you will be able to safely move around the country.
Is it possible to register a car using temporary registration?
First of all, you should make sure that all documents are available. The complete set is submitted to the traffic police, otherwise the application will not be accepted. Here a note is made about the premises where the citizen is registered. Is it possible to register a car with temporary registration?
This is allowed and does not require a long wait. But it is important to take into account some nuances. They mainly relate to the validity period of registration, since it has a limited period. Also, many people are interested in whether it is possible to get a license in another city? To do this, you need to submit documents with a certificate of registration. The procedure is practically no different from the standard one, with the exception of the list of documents to be submitted.
In what cases may it be necessary
Individuals register their car regardless of their place of permanent residence. The rule was introduced because the majority of citizens are located in other cities remote from their main residence. This is allowed in the following situations.
- Carrying out activities or working in another region not related to your permanent place of residence. This could be a long business trip or employment.
- Purchasing a vehicle in another region when actual use is not planned here. This is also important during long hauls.
- If a car is rented in one region and will be used in another.
- The machine is operated by a third party who is not the owner.
- If there is a leasing agreement.
Car registration under temporary registration is allowed. It is for informational purposes only and cannot affect the life or purchase of the car.
Registering a car - grounds for temporary registration
In a situation where the owner of a car temporarily moves to a new place (while his registration remains the same), and this place itself is located in the same region, there is no need to re-register the car. It will only be needed in one of the following situations:
- if the car was purchased in one region and used in another;
- a person bought a car while living in another region;
- or when the owner of the car temporarily moves to another county.
Also, the car must be temporarily registered in the following cases:
- if it is rented in one region and used in another;
- when performing actions under a leasing agreement;
- when the car is used not by the owner, but by another person by proxy.
If your registration expires
In this case, a certain procedure is used to extend the temporary registration of the car. You need to do the following:
- Apply for your own registration at your residential address.
- Contact the traffic police to extend the period of use of the car.
To do this, you need to collect the package of documents again. When replacing license plates, they will have to be added to your insurance in advance. It is important to contact the traffic police before the temporary registration for the car expires. The procedure consists of putting a mark on the vehicle registration card.
If the temporary registration of a car has expired, it can no longer be used. In fact, the car is considered unregistered, and if it is detected on the road, the inspector may issue a fine.
Let's sum it up
To obtain temporary registration, you will need to contact the traffic police to obtain new license plates, and then undergo a technical inspection. If there are no grounds for refusal of registration, then traffic police officers will quickly carry out the necessary procedures. To deregister a car and return it to its previous license plates, you must contact the traffic police again. If a car owner ignores legal requirements, he risks facing a fine and loss of his driver's license.

Deregistration of a car in another city
The presence of the previous owner is not required, as was the case before. To complete a purchase and sale agreement, a purchase and sale agreement is sufficient. These are the basic conditions for accounting for vehicle registration under temporary registration. The seller signs the contract and receives payment. The remaining actions are carried out by the buyer.
In order to avoid a situation where the new owner has not done everything properly, you can first deregister the car. You need to contact any traffic police department with a statement. It is better to do this at your place of residence, as the time for the procedure is reduced.
Reverse car registration
It is necessary to contact the traffic police with an application (“for removal from temporary registration”). The state fee is 200 rubles , the receipt is attached to the application and passport. The owner is returned with the previous car registration certificate and old license plates.
If the owner of the car decides to stay at his place of residence and has issued permanent registration, then he needs to go to the territorial office of the traffic police. Employees will issue him permanent license plates and enter data into the vehicle registration database.
Procedure for registering a vehicle
The rules for registering a car have been significantly simplified. Currently the following procedure has been established.
- Registration of registration at a temporary residence address.
- Collection of documents.
- Contact the traffic police within 10 days after purchasing the vehicle.
- Submitting an application.
- Inspection of the vehicle by an inspector.
- Entering information into documents.
It is possible to register a car using temporary registration at any traffic police department. It does not matter whether a citizen lives in this region or not.
Where to go
To obtain a temporary registration of a car at your place of residence, you need to go to the traffic police. You will also be given a form to fill out here. Individuals can register a car in any department. In this case, the address and type of registration do not matter.
Temporary registration of a car with the traffic police is not allowed through the Multifunctional Center or State Services. This is due to the fact that an inspection of the car by an inspector is mandatory. But these methods allow you to make an appointment so that you don’t have to wait in line, but show up at the appointed time.
Required documents
When registering a vehicle, the following is required:
- PTS indicating the applicant as the owner;
- passport;
- completed temporary registration form;
- MTPL insurance policy;
- contract of title (purchase and sale, donation, certificate of inheritance).
If the owner does not have the opportunity to be personally present during registration, he entrusts this to a representative. The latter acts on the basis of a power of attorney obtained by a notary.
Registration deadlines
The car must be registered within 10 days from the date of purchase. Direct registration is carried out at the time of application, if all documents are in order.
Price
The standard state duty is 2850 rubles. The amount includes 2000 rubles. for issuing numbers, 350 rubles. – for making an entry in the PTS and 500 rubles. for issuing a new certificate for the car. If the deadlines are violated, a fine of 1500-2000 rubles is established.
OSAGO policy for temporary registration
The car owner always needs to monitor the validity period of the insurance. This is relevant for everyone, but is especially important when registering at your place of residence. Is it possible to obtain compulsory motor liability insurance under temporary registration? This is allowed, but the procedure depends on the reason:
- concluding an agreement with a new company;
- renewal of existing insurance.
Both options are possible in another subject of the Russian Federation, where the owner of the car plans to live for a long period. OSAGO without registration can be issued only if temporary registration has been issued for a period of 3 months to 5 years. In this case, the validity of the contract will depend on the period specified in the certificate.
In a normal situation, a full package of documents is not requested to extend compulsory motor liability insurance under temporary registration. The employee will request a passport and check the data with the information in the database. Then changes are made based on the presentation of a document confirming registration at the place of residence.
When drawing up a new MTPL agreement at the temporary registration address, you must provide a complete set of documents. It includes a passport, PTS, license and technical inspection data.
