In 2021, the legislation does not directly establish a period during which car documents must be replaced if the owner’s data changes.
Let me remind you that if the owner of the car changes (sale or donation of a car, inheritance), then the documents must be replaced within 10 days. I recommend sticking to the same deadline in case of a change of registration.
Application form for replacement of STS
In the column explaining the reason for the need to carry out the procedure, you should select the item or highlight “Make changes due to a change in personal data/information.” IMPORTANT! Documents must be submitted within 10 days from the date of making adjustments to the personal data of the car owner.
If you ignore the rule, the driver risks receiving a fine of 1,500 rubles. An application for a replacement certificate will not be considered without a certain package of papers.
The car owner will need to prepare documents:
- marriage certificate, if a change in data occurred for this reason, or another document serving as the basis;
- auto insurance policy;
- receipt of payment of the state contribution.
- personal passport with a new surname - original and copy;
- car passport;
- STS to be replaced;
- documentation certifying ownership of the car;
If for some reason the car enthusiast is not able to submit an application himself, all responsibilities can be transferred to the shoulders of a trusted person. What documents will be required by the traffic police?
When changing your registration, the traffic police will require the following documents:

Reasons for refusing to issue a duplicate
In some cases, the inspector may refuse to register the vehicle. The reasons may be the following:

- non-compliance of the car with safety regulations;
- forged documents or those that do not comply with the law;
- restriction of vehicle registration;

Is it possible to appeal, where and how?
If a duplicate is refused, the driver has the right to demand written confirmation of the decision. It should be attached to the complaint addressed to the head of the traffic police department, in which the essence of the problem should be indicated. If it is enough to enter new information about the car into the car passport, then the STS is a laminated document that does not have free columns. Therefore, no additional entries can be made there.

Changing the registration address is not the same as re-registering a vehicle. The consequence of this is a simplified procedure for changing a document.

When changing the registration of the owner of the car, you do not have to completely change the title. A corrective entry in the appropriate column of the passport will be sufficient. It’s another matter if there is no free space left in it due to frequent changes of residence.
Even if there is space left, but it is not enough, it is advisable to immediately change the title to a new one. Then you won’t have to visit the branch again if you intend to sell your movable property.
The document representing the vehicle registration certificate is two-sided. On the front side, almost the same information is provided as in the car passport.
On the reverse side there is information about the owner of the car, including its place of registration. Vehicle evacuation? It is this entry that needs to be changed.
The vehicle registration certificate lists the following information about the car:
- register sign;
- identification number;
- The model of car;
- vehicle type and category;
- year of transport production;
- information about the engine, chassis and body;
- color;
- number and series of the car passport;

The registration certificate number is shown on both the front and back and is highlighted in red. It consists of characters denoting the series and numbers, which are actually a unique number. The series includes letters in addition to numbers, and the number consists of only numbers.

Information about the engine contains its number, power, volume. There is data on the machine's carrying capacity and its unloaded weight. If the vehicle is a truck or SUV, then data on the frame and chassis is entered.
Information about the owner includes his full name, region and place of permanent residence. The address where the owner is registered is indicated in detail.
At the bottom of the document, the traffic police department that issued this document, the date of issue and the signature of the authorized person are indicated.
Who falls under the category
A registration certificate is a document that must be presented when performing various procedures when preparing documents relating to a car. You must take it with you when traveling. A necessary condition for this is the reliability of the information specified in it.
There are no free columns in this document. If any data changes, you have to resort to replacing the certificate with a new one.
If many of the data relating directly to the car cannot be changed by definition, then the owner’s last name and, moreover, registration address may change. This can happen more than once; there are no restrictions on the number of replacements.
In addition to new data about the owner of the car, the following can be changed:

- Employee signature.
- Date of issue.
Owners of cars whose personal data has changed should not forget about their obligation to enter new data into the documents for their car. This is not considered a violation for which a fine is collected, but discrepancies with the information from the passport can create unnecessary problems.
It is necessary to change the data on documents relating to the car when moving within the region, to another region, or abroad. When moving to another country, vehicles are completely deregistered. It must be registered again at the place of permanent residence.
The registration certificate is a one-time document. If it is necessary to enter new or correct old information, you must draw up another document. Replacement must also be made if an error was noticed in indicating the place of registration of the owner.
Replacing the STS is also required in other cases - repainting with a change in color, changing the design of the car, changing the owner’s last name and any other data specified in the document. The reason for the replacement is indicated in the application.
If the registration certificate is lost or stolen, you must contact the traffic police department with a statement indicating the reason for the application. The certificate will be restored indicating the address in the owner’s civil passport.

In order to make changes to the records of documents for a car, it is enough to visit the MREO, conveniently located for the owner, and contact a department employee. He will add new data to the documents and make the necessary corrections.
Before visiting, you should collect all the necessary documents and pay the state fee at any ATM, indicating the relevant revisions.
The application form can be taken from the branch or printed from the Internet and filled out in advance. If errors are found, the application will have to be redone.
The technical department of the traffic police will check all parts of the car, information about which is indicated in the certificate, after which a corresponding report will be drawn up. All papers with the act will be handed over to the registration department employee, and the bearer will be given a receipt for accepting the documents.
After a set period of time, you can receive a new certificate, which should be signed in the registration log. You should check the new entry in the car passport and the information specified in the new certificate. If any inaccuracies are found, you must report this to an authorized person at the traffic police.
New documents should be submitted to the insurance company where the MTPL policy was obtained. Necessary changes will also be made to it. Changes in registration and changes in documents must be reflected in the traffic police database.

There is no need to provide your vehicle for inspection. Submission of the application and further actions may not be carried out by the owner himself, but by his authorized representative. To do this, you need to issue a general power of attorney for him.
When listing the services that an authorized person can provide, it must indicate the possibility of changing the registration certificate.

- passport details are indicated;
- the place of permanent registration of the citizen is indicated;
- the need or absence is indicated for obtaining a new state registration plate;
- vehicle passport - is it necessary to obtain a new one or is it possible to simply make changes to the existing title;
- vehicle category - to which the vehicle belongs;
- basic data on the vehicle is indicated: body number VIN;
- engine or chassis number - if any;

It is possible to obtain a new STS both at the place of residence and at the place of registration of the car owner. The owner of the car independently determines where exactly he will receive the document.
An alternative option for obtaining an STS is to contact the traffic police. In this case, the receipt procedure includes the following steps:
- drawing up an application in writing (there is a standard form for this);
- the documents necessary in this case are collected;
- then the citizen independently applies to the traffic police department - and recently it is possible to visit any nearest one, not necessarily at the place of permanent registration;
- then an application and documents are submitted and the state fee is paid;
- At the appointed time, you must go to the traffic police with your identification card and get an STS.
Usually a new vehicle registration certificate is issued directly on the day of application.
But sometimes the traffic police have some questions (suspicions of forgery of documents, broken numbers on the units, the car is listed as stolen).
In this case, the duration of receipt may be up to 30 days. If a citizen believes that his rights have been violated, he should contact the head of the department or the court at the location of the traffic police.

Often it is the last moment that raises questions. Some traffic police require a certificate. In this case, it is worth referring to Order of the Ministry of Internal Affairs No. 605 of 08/07/13.
It contains a list of documents that are required to register a car. There is no medical certificate on the list.
If lost
Sometimes, for some reason, a vehicle's registration certificate is lost, stolen, or lost for other reasons. In this case, again, you will need to get a new one as quickly as possible.
A separate case is theft. In this situation, you will also need to provide a certificate of initiation of a criminal case in the list of basic documents. Otherwise, the stages of obtaining STS are no different.
How to make an application
The basis for issuing a new STS is an application (in written or electronic form). The document includes the following items:
- name of the institution to which the document is submitted;
- personal data of the applicant;
- list of attached documents;
- service marks of the military commissariat - if necessary;
- information about the vehicle: state registration number;
- identification number - VIN;
- car make and model;
- vehicle category and chassis number - if available;
- color, engine power and more;

How and where to change?
The answer to the question “where?” obvious - in the registration department (MREO) of the traffic police. You can do this in two ways:
- Apply in person to change the STS at the MREO of the State Traffic Inspectorate,
- submit an application for a replacement through State Services, arriving at the appointed time (by you) and skipping the queue.
Both methods are quite simple and cost 850 rubles when applying directly to the traffic police and 595 rubles when paying state fees through State Services.
Is there a ban on registration actions?
But before you run for the service of replacing this document, check by VIN number on the official website of the traffic police that there are no restrictions on registration actions. Alas, replacing the STS is a registration action, and if there is a ban, the replacement will not be possible - there will be a legal refusal.

Personal appeal to the traffic police
To apply in person, you need to write an application to the traffic police and pay state fees.

You will have to pay 2 state fees, since, in addition to updating the certificate, a mark is also added to the PTS:
- issuance of a new STS – 500 rubles,
- making changes to the PTS – 350 rubles.
Payment is made at any bank, and when you visit the traffic police you will need to provide receipts, so be sure to save them.
In total, the traffic police will need the following documents:
- your passport with new registration,
- the old STS that you will be replacing,
- PTS,
- receipts for payment of state fees,
- statement.
The problem with this method may be that you will not be able to submit an application in person. In 2021, in MREO branches, it is practically impossible to apply directly with “forcing” the use of State Services for this. Either the terminal with coupons does not work, or it is always busy for several weeks in advance.
Replacement of STS through State Services
This method is even simpler and offers a 30% discount on state fees if you pay them online. At the same time, only an appointment for a change of STS is made through the State Administration, and you will come to change the document at the MREO branch of your choice at the time you also chose.
The replacement instructions are quite simple:
- go to the official website of the State Services and log in (we described the registration procedure if you do not have an account in the article about registering for transport through the State Administration);
- from the main page, go step by step through the sections: Services → Transport and driving → Vehicle registration → Preparation of documents when changing owner data → Changing vehicle owner data or simply follow the last link;
- on the page that opens, click on the “Get service” button;
- fill out the application - please note that not all fields are required; at the end you will be asked to select a convenient date and time, as well as a division of the traffic police MREO for the application;
- then, after some time for processing the application, you will be asked to pay the necessary state fees: for replacing the STS 350 rubles with a discount and for changing the PTS 245 rubles; pay them;
- print out the receipt and the application itself and take it with you to the traffic police.
In total, when submitting an application through the State Services to the State Traffic Safety Inspectorate, you will need the following documents:
- passport with new registration,
- STS, which you will change,
- PTS,
- receipts for payment of state fees,
- application printed at State Services.
