New law on license plates and region codes.
Regulatory acts that began to regulate the new rules for state registration of cars in Russia:
-Federal Law “On State Registration of Vehicles” dated August 3, 2018 N 283-FZ;
-Order of the Ministry of Internal Affairs of Russia dated December 21, 2019 N 950 “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of state services for vehicle registration”;
-Resolution of the Government of the Russian Federation dated December 21, 2019 N 1764 “On the state registration of vehicles in the registration departments of the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation” - this is where the answers to all questions lie.
Now you should understand the main innovation under the new laws. If previously registration marks were a single term
, then from January 1, 2021 they were divided:
- state number is an intangible set of letters and numbers that is assigned when registering a car by the traffic police department;
- a registration plate is a metal plate itself, which is issued to the owner of the vehicle after assigning a number.
So, is it necessary to change license plates if the region code does not match the registration address of the car owner? It all depends on the specific situation, so let's look at each case separately.
Owning and purchasing a car by a minor.
clause 2. State registration of a vehicle is carried out by the registration departments of the owner of the vehicle (with the exception of a person under the age of 16 years or recognized as incompetent), or by a person who owns the vehicle with the right of economic management, with the right of operational management or on the basis of a leasing agreement, or one of the parents, adoptive parents or guardians (trustees) of a person under the age of 16 who is the owner of a vehicle, or a guardian of an incapacitated citizen who is the owner of a vehicle (hereinafter referred to as the owner of the vehicle).
clause 8. Registration of vehicles belonging to individuals under the age of 16 is carried out by one of the parents, adoptive parents or guardians (trustees).
Accordingly, if you are under 16 years old, the car will be registered to one of the guardians or parents. But the owner will be a person under 16 years of age, we’ll see how this will be reflected in the documents.
What will be the region when registering a new vehicle without registration?
Typical situation - you purchase a new car at a dealership and want to register it. What if you are registered in Moscow, but apply for a government service, for example, in St. Petersburg?
The answer is contained in paragraph 39 of PPRF No. 1764
. In this case, your car has not yet been assigned a number by the State Traffic Inspectorate. With this assignment procedure, you will be given a license plate with the Moscow code.
clause 39. The state registration number of a vehicle is assigned in accordance with the digital code of the region of the place of registration of the owner of the vehicle.
Thus, for a new car, the region code is issued according to the owner’s registration

Saving license plates when inheriting a car
Renewal of state registration of a vehicle, except for the cases provided for in paragraph 68 of these Rules, is carried out with the assignment of a state registration number. When resuming the state registration of a vehicle, the registration of which was terminated due to the death of the owner of the vehicle in accordance with paragraph 58 of these Rules, in the presence of the will of the new owner, state registration plates recognized as invalid in accordance with paragraph 61 of these Rules and entered by the registration department into the relevant search records records of lost special products of the State Traffic Inspectorate are excluded from the list of wanted ones and are retained for the vehicle.
Another situation where car license plates can be retained after registration is terminated is inheritance. The heir has the right to keep the old registration numbers and plates.
Note. By default, the car will be assigned new numbers. To save the old ones, a note about this must be made in the application.

You are purchasing a vehicle that
has already been assigned a license plate number
.
In paragraph 39 of PPRF No. 1764, we are talking specifically about the mandatory assignment of a number according to the region code of the new owner of the car.
At the same time, none of the above 3 regulations states that when purchasing a used car, the procedure for replacing state registration plates with new ones according to the region of registration of the new owner is mandatory.
That is, in this situation the choice is yours
:
-you can leave the same numbers already assigned by the state, even if they have a different region code;
-voluntarily replace the numbers (the state fee for this will be 2,000 rubles, 1,400 through the State Services portal).
Thus, if you bought a car in another region
, different from your registration, and driven to your city, then there
is no
obligation to change the already assigned license plates
even after the January 2021 changes .
However, there are a number of nuances in this issue, which we will consider below.
The car is deregistered
If you bought a car that was deregistered by the traffic police by the previous owner, then this is accompanied by the mandatory submission of the license plate number to the MREO department.
Therefore, the purchased car goes to you without assigned numbers, even if the registration plates are actually on the vehicle.
Therefore, if you purchased a car in another region, you will be given new state registration plates with the code of your region, republic or region.
If the seller stops registering
After the sale of the vehicle, the previous owner has the right to terminate the registration of the vehicle on the 11th day after the date specified in the purchase and sale agreement.
That is, if you do not register the car with the traffic police within the 10 days allotted by law, and the seller deregisters it, then the plates will be invalidated, and you will have to get new ones with the region code of your registration.
The indefinite preservation of signs did not pass. (Now one year) and receipt at any traffic police department.
paragraph. 45. The period for saving the state registration number is 1 year from the date of the registration action, as a result of which it was saved, or from the date of termination of state registration of the vehicle. If the last day of the period for storing the state registration number falls on a non-working day, the expiration date is considered to be the next working day. If there is information about the death of an individual or the termination of the activities of a legal entity or an individual operating as an individual entrepreneur, who has retained the state registration number, the period of its retention is considered to have expired from the date of death (termination of activities). The next day after the expiration date of the storage period, the state registration number is automatically transferred to the reserve of state registration numbers subject to further assignment.
Everything is clear here. Storage of numbers will be 1 year, not 360 days as it was before 2021, and not indefinitely, as originally planned.
Is it possible to put numbers that are stored in the traffic police?
In this situation, bad news for you - if the region code is different from your registration
, then
the license plate data will not be given to you
due to the difference in addresses.
This is stated in paragraph 43 of the Government Decree:
clause 43. Based on the corresponding expression of will of the owner of the vehicle contained in the application for the registration action, the vehicle being registered or previously registered for it may be assigned a state registration number reserved for the given owner of the vehicle, subject to the requirements provided for in clause 39 of these Rules.
Returning to paragraph 39, we see that here the region of the number and the registration of the owner must match. Here we are talking about assigning an existing combination of letters and numbers to a car on which they were not previously installed.
Retention of numbers when registration is terminated due to forged or invalid documents
46. Based on the will of the owner of a vehicle, the state registration of which has been terminated on the grounds specified in paragraph 6 of part 1 of Article 18 of the Federal Law “On State Registration of Vehicles in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation”, the state registration number is preserved provided that no more than 1 year has passed from the date of termination of state registration.
The essence of this point boils down to the following. If the traffic police, on its own initiative, terminated the registration of a car due to the fact that information appeared about the falsity or invalidity of the documents submitted during registration, then the car owner has the right to retain the license plates of the specified car for 1 year .
That is, the numbers should not be lost.
The traffic police illegally refuse to leave my number - what should I do?
Do not forget that not all traffic police departments have employees who know about all the intricacies associated with replacing license plates. Thus, you may be refused to leave your number.

If it's illegal
, then the algorithm of actions is as follows:
-First of all, require a written refusal. In response to your written application (about re-registration or other actions), you must be given a written, reasoned response to such an application;
-Further you have the right to appeal this refusal to court. And later, if the decision is positive, the court will force the traffic police MREO to carry out the registration action precisely while maintaining your number with a different region code, if it recognizes that you were indeed denied illegally.
Indefinite registration, according to temporary registration, was not approved
State registration of vehicles for a limited period is carried out in cases where the vehicle belongs to a citizen of the Russian Federation who does not have registration at the place of residence - for the period of registration at the place of stay indicated in the certificate of registration at the place of residence
In the previous version of the resolution, it was proposed that if you are a citizen of the Russian Federation and have only temporary registration, then for you the registration of the vehicle would be carried out indefinitely. But unfortunately this was not approved and everything remained as before. There is no permanent registration... they will be registered for the duration of the temporary registration.
How to fill out an application for State Services?
Step 11. Fill out the “Vehicle” section:
In subsection 1 for a passenger car, select the “Car or bus” item.
As for subsection 2, it must indicate who exactly is applying to the traffic police: the owner of the car or his representative acting by proxy.
Step 12. The “Your data” section is filled in automatically based on the data contained in your government services portal account. The information in this section should be verified.
If the car owner’s data has changed (for example, when changing the last name), you should click on the “Change profile data” button and update the corresponding fields:
Step 13. In subsection 5 you need to indicate the address of your place of residence. In the event of a change of registration, we are talking about a new place of registration:
Step 14. Fill out the “Vehicle Information” section:
In subsection 6, the value “Required” must be specified only if you want (or are required) to obtain a new number from the traffic police. When you select this value, a state fee for issuing license plates will be automatically added to your application.
If a new number is not needed, then select “Not required”:
The value selected in subsection 7 affects the state duty associated with the PTS (getting a new one - 560 rubles, making changes to the current one - 245 rubles, I have an electronic PTS - free).
Step 15. In subsections 9 and 10 you should enter the vehicle data. They can be obtained from the old registration certificate:
Step 16. In subsection 11 you need to indicate the data of the old registration certificate, and in subsection 12 - the data of the current MTPL policy:
After this, the main part of the application is completely filled out. The following are points related to choosing the place and time of the registration action, but we filled them out above (steps 7 - 10).
Step 17. In conclusion, all that remains is to check the box and click on the “Submit Application” button:
Step 18. Within a few hours after sending the application, it will be processed, and in your personal account on State Services you will have the opportunity to pay state fees at a discount.
Step 19. Immediately after paying the fees, you will be able to print a receipt.
What is the price
Buying a car in another city does not cause any hassle. And vehicle registration with timely preparation too.
You need to pay for the corresponding operation:
- 2,000 rubles - license plate number;
- 800 rubles - new PTS;
- 500 rubles - paper STS;
- 350 rubles - correction of the registration certificate;
- 600 rubles - electronic PTS;
- 1,500 rubles - plastic STS.
Accordingly, you can only pay for replacing documents on a car, without re-issuing license plates.
Features of registration in another city
As has already been noted, registering a vehicle in another region has its pros and cons. Usually, when registering with the registration of a citizen-owner, it is much easier to restore documents for a car, change them or re-issue license plates.
The amount of transport tax depends on the place of registration of the vehicle. Therefore, sometimes registering a car not according to registration turns out to be a profitable solution. And sometimes - not so much.
In any case, everyone decides for themselves what to do. Vehicle registration in other cities is practiced, but not too often.
Automatic deregistration
36. State registration of a vehicle registered for a limited period, in the absence of information about its renewal, terminates automatically the next day after the expiration date of this period.
If earlier inspectors manually searched for cars whose temporary registration had expired, now the program has a separate field where the period for temporary registration is indicated. And the next day after the end day, it will be automatically suspended, with all the consequences - cancellation of the registration certificate and car license plates. So, have time to bring a fresh registration to the traffic police.
