Problems when registering a car in Perm
There are a number of problems that may prevent you from registering your car with government agencies. Now let's look at each of these problems.
1. The first point concerns those who buy a car second-hand, here you need to be as careful as possible, since if the car is wanted, then the car registration authorities in Perm will not register the car, moreover, the car will be driven to a fine parking lot until clarification circumstances. How to avoid this? Everything is very simple, on our website we have a service for checking a car for search in Perm. There you need to enter the VIN, after which the system will integrate with the traffic police database and show whether the car is wanted.
2. One more point regarding the purchase of a car on the secondary market - if registration restrictions are imposed on the car, then it is not possible to register it. Car registration restrictions in Perm are imposed, for example, due to unpaid fines or some other problems. Most often, registration restrictions are imposed by bailiffs. Even if you want to buy such a car, it is necessary that the previous owner solve all the problems and restrictions on the car are removed. How do you know if a car has restrictions? Very simply, we have a service for checking a car for the imposition of registration restrictions in Perm using the car’s VIN.
3. The third point is problems when inspecting the car. The fact is that when registering a car with government agencies, you must undergo a mandatory procedure - inspection of the car by a technical expert of the traffic police. At the same time, the presence of VIN numbers on the body and their compliance with the title are checked. If the inspector doesn’t like something, he can send you for examination. The examination may take 1-2 months. After passing the examination, you receive a notification that everything is fine and then register in Perm without any problems. If the examination reveals any problems, then no one will register such a car for you.
I would also like to describe the point that after the purchase and sale agreement, the new owner has the right to drive a car in Perm for 14 days, this time is given to the person to choose an insurance company.
Options
Deregistration of a car may be required not only when the car needs to be disposed of. Other options are discussed in the table.
Table 1. Options for writing off registration.
Deregistration options | In what cases is a car deregistered? | Who's filming |
Disposal | If the car can no longer be restored after an accident or if the owner participates in a special state program for recycling old cars. | The owner of the vehicle or an authorized representative. |
Hijacking | If the car has been stolen, you should contact the traffic police to deregister it. This is necessary so as not to be held responsible for the actions of car thieves committed while driving your car. In this case, withdrawal occurs without a car. | The owner of the vehicle or an authorized representative. |
Removing a car from the country | Transit numbers can now only be obtained by legal entities. When taking a car out of the country for a long period of time or permanently, you need to deregister it and obtain a registration number in the country of destination. | The owner of the vehicle or an authorized representative. |
When selling | If, upon sale, the new owner of the car has not re-registered the car in his name within ten days, then it should be deregistered. This is necessary so as not to be responsible for the actions of the new car owner while driving the vehicle. | The previous owner of the vehicle or authorized representative. |
According to the terms of the loan agreement | If the car is pledged to the bank according to the terms of the loan agreement and the borrower does not fulfill his obligations. The bank simply takes the car. In this case, the vehicle is no longer assigned to the owner. | Representatives of a credit institution. |
In each of the listed methods (except for exporting a car outside the country), it is possible to deregister a vehicle without a car (more precisely, without presenting it to the traffic police).
Also, this option is not available in the case of partial recycling of the machine. A traffic police officer must inspect the car and individual components that will not be written off.
Fines for expired car registration in Perm
If you have not registered your car within the period established by law, which is 10 working days or 14 calendar days, then you will still have the car registered, but you will have to pay a fine of 2,000 rubles. In addition, you will also receive fines from traffic police inspectors who can stop you on the road, but this will only happen if he identifies this violation, which is, in principle, possible if the inspector checks your car using the traffic police database, and the old owner also the car has already been deregistered at the moment, in this case you will receive a fine, and it is also possible that your car will be taken to the parking lot for a fine and the license plates will be removed, since they are registered to another person.

Deadline for car registration
The procedure and deadlines for vehicle registration are determined by Law No. 283-FZ dated August 3, 2018. According to its rules, the previous owner is not required to deregister the car before selling it. But the new owner must re-register it in his name within 10 days from the date of signing the purchase and sale agreement.
After the specified period, the buyer does not have the right to drive the purchased car onto the road. Otherwise, he may be fined from 1.5 to 2 thousand rubles as a traffic violation violator.
What is registration with the traffic police and why is it needed?
Any vehicle can travel on the country's roads only if it is registered with the traffic police. Registration means recording vehicles with maintaining a database of their state numbers, characteristics and owners.
When purchasing a car, the new owner must register it. You can do this directly at the car dealership or submit an application to the traffic police department. In the absence of registration, driving on the road is considered a violation of traffic rules, resulting in a fine.
Registration is also required for:
The registration of the vehicle is confirmed by the issuance of a corresponding certificate, the details of which are entered into the PTS.
What documents are needed to register a car with the traffic police?
The owner of the car provides the following documents to the Perm State Traffic Safety Inspectorate for registration:
- Identity card (passport) of the new owner of the car. If the vehicle is registered through an authorized person, he must provide his passport and a notarized power of attorney from the owner of the car. The power of attorney must indicate the right to apply for registration of the vehicle with the traffic police.
- PTS. The new owner is entered into it from the moment the transaction agreement is concluded, certifying the entry with the signatures of the seller and buyer. When using an electronic PTS, a paper form is not required.
- Vehicle registration certificate. It is transferred at the time of conclusion of the transaction along with the title from the previous owner.
- Contract of sale. Required as proof of ownership when purchasing a used car or from a car dealership. If the vehicle was imported into Russia and the PTS contains the first entry about you, then a contract is not needed.
- Compulsory insurance policy (MTPL). Registration of a policy takes some time, so it is better to contact the insurance company immediately after purchasing a car. To do this, you will need a valid diagnostic card. You can get it from the previous owner or undergo a vehicle inspection yourself.
- Payment document confirming payment of the state duty. All vehicle registration actions are subject to a fee. The fact of payment is reflected in the unified system automatically. But the applicant has the right to attach a receipt along with a package of documents.
State duty for car registration in 2021
The final amount of the state fee when registering a car depends on whether it is necessary to issue new license plates and whether the title is replaced. Each action increases the amount to be paid. The fees are as follows:
To calculate the state duty, we present several options:
The state fee must be paid to the traffic police department where the vehicle will be registered. Details for the transfer can be found on the traffic police website by selecting the desired department.
When submitting an application through the State Services portal, payment information is filled in automatically. You can print the payment slip or pay the amount online.
The procedure for registering a car with the traffic police in Perm
You can apply for vehicle registration in person at any traffic police department or fill out an electronic application form on the State Services website. The algorithm of actions will be approximately the same, but in the second case, the original documents must be presented at the time of actual appearance at the traffic police to inspect the car and obtain the result of registration.
