Do I need to register a trailer for a car?
When the trunk and interior of a car are no longer sufficient for transporting goods, light trailers come into play. Many drivers, especially those who are dealing with this device for the first time, are wondering how to register a passenger trailer with the traffic police and is it necessary to do it?
When do I need to register a trailer?
According to clause 1.2 of the Traffic Regulations of the Russian Federation, a trailer is recognized as a vehicle without an engine, intended for driving on the roadway. Accordingly, the procedure for registering such a vehicle is subject to the registration standards set out in Decree of the Government of the Russian Federation No. 938 (dated 08/12/1994) and Order of the Ministry of Internal Affairs No. 399 (dated 06/26/2018).
Attention! If you have any questions, you can chat for free with a lawyer at the bottom of the screen or call Moscow; Saint Petersburg; Free call for all of Russia.
According to paragraph 6 of Order of the Ministry of Internal Affairs No. 399 dated June 26, 2018, the vehicle is subject to registration within 10 days:
- After acquisition by any means (by inheritance, under a sales contract or deed of gift).
- When a trailer for a car is brought from abroad and has gone through the customs clearance procedure.
Where can I register a passenger trailer?
Depending on the type of trailer and the motor vehicle with which it will travel, registration is carried out:
- In the traffic police departments , namely in the interdistrict registration and examination departments (MREO). This is where you should apply when registering a trailer for a car.
- In the state technical supervision authorities. Apply when registering trailers for tractors and other vehicles whose speed does not exceed 50 km/h.
- In military automobile inspections . Trailers belonging to military units are registered here.
You can contact the traffic police department both at your place of residence and at your place of stay, i.e. to any location located within the Russian Federation (Appendix 2, clause 2.4.1 of Order of the Ministry of Internal Affairs No. 605 of 08/07/2013).
Trailer weighing up to 750 kg. - Do I need to register?
Contrary to popular stereotypes, there are no concessions regarding the obligation to register trailers based on their weight. All trailers of any size, design and weight, including those up to 750 kg, must be registered with the traffic police.
There is often talk among car owners that trailers weighing up to 750 kg. registration is not necessary, as a rule, they are based on confusion associated with the discussion of the presence or absence of drivers of the appropriate license category, which gives the right to drive with a trailer with a gross weight of over 750 kg. All this has nothing to do with trailer registration issues.
What do you need to register a trailer?
Registering a trailer for a passenger car with the traffic police is not a complicated procedure. It is similar to registering a car. The only difference is that the trailer does not need to take out a compulsory motor liability insurance policy and undergo a technical inspection. There are a couple of exceptions to this rule. Maintenance is necessary if the weight of the device is more than 3.5 tons. This rule applies to owners - individuals (Clause 4 of Article 32 of the Federal Law of the Russian Federation No. 170 of 07/01/2011).
Provided that the vehicle belongs to an individual entrepreneur or a legal entity, you need to take out a car insurance policy (Article 4 of the Federal Law of the Russian Federation No. 40 of April 25, 2002) and undergo a technical inspection for any trailer (Clause 4 of Article 32 of the Federal Law of the Russian Federation No. 170 of July 1, 2011).
If the towbar was purchased new and not used, then maintenance is not required for the first 3 years after purchase. Further inspections are carried out every 2 years. If the trailer is more than 7 years old, maintenance will be required annually. Provided that it is intended for the transport of dangerous goods, inspection is carried out once every six months.
TO: is it necessary or not?
Technical inspection for individuals is completely canceled if the trailer is not a cargo type (a trailer weighing more than 3.5 tons is considered a cargo trailer). Such vehicles do not require insurance, which completely simplifies the registration procedure and reduces registration costs.
If the trailer weight is greater, then an inspection is required. Both citizens and companies will have to go through it. At the same time, legal entities are required to carry out maintenance regardless of the weight of the vehicle; the requirement applies to all types of trailers. Plus – 3 years after the acquisition of the company are exempt from maintenance.
How often is maintenance carried out after the completion of a period of three years:
- 1 time every 2 years, if the trailer is more than 3 years old, but not more than 7 years old;
- Once a year if the trailer is more than seven years old.
Again, remember that maintenance is not carried out by the inspection itself. Now special companies are doing this.
Deadlines for registration of a passenger trailer
After acquiring ownership of a trailer for a passenger car, the new owner has 10 days to register it with the MREO (clause 6 of Order No. 399 of the Ministry of Internal Affairs dated June 26, 2018). The direct registration procedure takes about an hour, so meeting the deadline is realistic. Apart from waiting in line, checking documents and information in databases takes about 20 minutes. The same amount will be required to inspect the trailer at a special site. Then, within 10 minutes, the traffic police officer makes a decision on registration or refusal. They issue a certificate and issue numbers for the trailer in the next 10 minutes.

How to register a trailer through government services: step-by-step instructions
We will do without a banal description of the process of registering on the portal and searching for the desired service. The main condition is that you have at least a standard account and documents for submitting an application. The required functionality can be found at the link: https://www.gosuslugi.ru/10059. On the “Registration of motor vehicles and their trailers” page, click on “completing documents upon purchase” and proceed to filling out the application.
Next, the owner needs to choose which trailer he registers - a new one, not previously registered, or a used one, purchased second-hand. We will not consider the third option due to its specificity. The most common situation is the registration of a new vehicle, and that is what we will consider. For owners of a used vehicle, the registration process at State Services is identical to the example below, with the exception of small nuances that even a Neanderthal can figure out.
Here the system offers information on the amount of state fees for registering a trailer. As you can see, it is equal to motorcycles and the duty is smaller in comparison with a car (the total costs will be given below). We press the button to receive the service and go into unknown distances - fill out the empty fields of the form.
The first point is to indicate that we are registering the trailer, then in the checkbox we set the form of ownership and check personal data, address, passport (these points are omitted for reasons of confidentiality).
Here we note whether we need numbers - for a new one, it’s quite natural that yes. For a used one, options are possible, depending on the region in which it was registered - if it matches the address of your permanent registration, you can leave the number, if not, you need to get new ones. Next, we note the information about the PTS: in our case, it is necessary to enter the information into the current passport; if there is no space in it and there is nowhere for the new owner to be entered, we set it to issue a new one, and the last case is if the PTS is electronic.
Here we indicate the vehicle category. For a passenger car, the weight of which together with the trailer does not exceed 3.5 tons, we choose, depending on the maximum permitted load: category B if the weight of the trailer is up to 750 or category BE if more than 750 kg.
An important step would be to rewrite the information about our acquisition on State Services. All information is in the PTS; optional fields can be skipped, including the block with information about documents.
We are looking for a suitable department for registering the trailer and marking a convenient date and time for visiting, agreeing to the processing of personal information and sending an application to the traffic police.
Within a few hours, the appeal will be reviewed, which will be reflected in the notification feed on State Services.
Initial feedback will signal that the application has been accepted; after some time, after checking the correctness of the entered information, the applicant will have the opportunity to pay the state fee with a 30% discount.
State duty amount
The trailer, as stated above, was quite successfully separated from cars and classified as motor vehicles, which means that the amount of state duty will be slightly lower. Let's break it down into parts:
- issuance of license plates for a trailer - 1,500 rubles (if paid through State Services 1,050);
- changing information in the PTS - 350, plus issuing a new one if there is no space in the old one - 800 (with a discount of 245 and 500, respectively);
- issuance of STS - 500 (on the portal 350).
Even to an unassuming eye that does not have the basics of complex mathematical calculations, the benefits of registering a trailer through State Services are obvious. If you are an Old Believer and prefer to appear in person at the traffic police, pay an increased fee, stand in a general queue and spend half a day, you may need a receipt for payment.
Documentation
When visiting the State Traffic Inspectorate, the applicant will need the following documents to register the trailer with the traffic police:
- Application (you can find a sample of how to fill it out by following the link)
- Passport
- Vehicle Passport
- Certificate of registration (if available)
- Sales and purchase agreement, certificate - invoice, gift agreement or other document confirming ownership
- Paid receipts for state duties
- MTPL policy indicating permission to drive a car with a trailer (not for everyone - individuals do not need it)
- Power of attorney (if the registration process will take place without your personal presence)
Visit to the traffic police department
With this set of documents, we come to the traffic police department selected at State Services, naturally with a trailer, and hand the papers to the employee through the window. After checking them, he will invite you to the inspection site, where the numbered units will be verified: VIN, chassis, body. If the information written in the PTS is consistent with reality, their identification plates are in place, and they have not been eaten away by corrosion, the employee will invite you back to the registration department, where you will receive new documents for the registered trailer. Based on empirical observations, everything should take no more than 2 hours.
If you arrive at the traffic police without registering for State Services, be patient, you may have to spend the whole day. First of all, persons who have signed up on the portal for a certain time are served.
How to register a passenger trailer at the MFC?
Starting from August 2021, vehicle owners have the opportunity to undergo full vehicle registration at the MFC and receive a certificate on the day of application. For this purpose, a traffic inspector is on duty at each center. In MFCs where there is no traffic police representative, a direct visit to the MREO office is assumed and consists of the following steps:
- The owner of a trailer for a car makes an appointment at the MFC of a specific branch by phone or during a personal visit. You can skip this step and just come to register on a first-come, first-served basis.
- Collect the package of documents required for the procedure.
- An employee of the center will help you fill out an application to the traffic police, check the submitted evidence and make an appointment for registration at a convenient time at any branch of the MREO.
- On the appointed date, the applicant appears at the MREO and goes through the standard registration procedure, without wasting time filling out an application and waiting in line.
What documents does the trailer owner receive after registration?
After registration, the owner of the trailer will be given the following documents:
- Certificate of registration for a passenger trailer.
- New state registration plate on the vehicle. Provided if the car owner registers a new trailer or decides to replace existing license plates.
Additionally, a mark indicating successful completion of registration is placed in the PTS.
When receiving a certificate, you should pay attention to the category indicated in it. There are frequent situations when, due to software errors and the inattention of traffic police officers, a driver’s category “E” is assigned to it.
How much does it cost to register a trailer for a car?
The total amount that will have to be paid for the registration of the trailer will depend on what document the owner will draw up. When applying through State Services, the cost is reduced by 30%.
Type of registration action | Cost when applying directly to the traffic police | Cost when applying through State Services |
Registration plate registration | 1 thousand 500 rub. | 1 thousand 50 rub. |
Obtaining a certificate of registration | 500 rub. | 350 rub. |
Entering corrective information into the existing PTS | 350 rub. | 245 rub. |
Registration of a new PTS | 800 rub. | 560 rub. |
Registration of a safety certificate | 800 rub. | 560 rub. |
The cost range is indicated in Art. 333.33 of the Tax Code of the Russian Federation and on the State Services portal. You can deposit the required amount through a terminal directly at the traffic police department or through a bank.
Why is it beneficial?
For some motorists, registration is comparable to torture, since no one likes to sit in lines and fight with others for a place in front of the inspector’s window.
Therefore, trailer registration is increasingly being carried out through State Services, which has a number of advantages.
The main advantage of this method is that all applicants are given a 30% discount.
At first they said that the special offer would only be valid until 2019. This was written about in 2021. But then the promotion was extended to 2020.
As a result, we highlight the following advantages:
- Discount. Everyone will agree that paying 30% less than the usual procedure is profitable and tempting;
- Convenience and speed. Most of the registration work is done online. That is, you can do this at home, at work, on the way on public transport;
- Minimum time. Yes, the process takes very little time if everything is at hand;
- Number in line. Upon completion of registration, an online number is issued for reception at the traffic police department.
You can’t completely avoid visiting the traffic police.
But thanks to the State Services portal, the amount of time spent in queues is reduced significantly.
How to register a trailer for a car without documents and without a license plate?
The most difficult thing to register a passenger trailer is if it is owned without documents confirming the fact of its legal acquisition. To do this, you will need to restore at least a minimum set of certificates for the device.
First of all, you need to draw up a purchase and sale agreement for the trailer and have it certified by a notary. It is better to involve someone close to you as a “seller” (brother, sister, mother, father or friend), because de jure, this agreement will be fictitious, and then it will have to go to court.
Then you will need to find operating instructions for the existing type of trailer at home or online. If you find it on the Internet, you should print it out.
Then you need to pay the state fee in the general manner and go to the traffic police with an application for registration. The procedure is most likely denied, because The applicant does not have a certificate-invoice. You should receive an official written refusal, which states that the owner cannot be identified based on available data.
The next stage is filing a claim with the magistrate’s court at your place of residence. It is advisable to entrust the preparation of the claim to a professional lawyer.
On the appointed day, the judge will hear statements from the plaintiff and the “seller,” who must confirm the fact of the sale of the trailer for the car. Here we can say that the former “owner” purchased it a long time ago and did not use it, so the documentation was lost.
Then the judge will make a request to the traffic police regarding the possible registration of this trailer earlier. You will have to wait about a month for an answer. If the response contains information that the trailer has not been previously registered and there are no legal obstacles to its operation, the court will recognize the plaintiff as the legal owner.
The court decision will come into force in a month. Next, the owner applies to the traffic police department with an application for registration, presenting the following documents:
- A copy of the court decision.
- Contract of sale.
- Vehicle operating instructions.
- Copies of general passports of both parties to the transaction.
The procedure for registering a passenger trailer with the traffic police is otherwise standard.
Cost of state duty
The final cost of the procedure may depend on a variety of factors.
The main registration manipulations include:
- Direct registration.
- Removal from there, the purpose of which is property alienation.
- Change of documentation in case of constructive changes. Such a change may be required when replacing the body and other similar manipulations.
- Issuance of duplicate documentation if the previous one was stolen or lost.
The amount of the final fee is directly dependent on certain registration actions.
Also important nuances when registering are the following factors:
- Issuance of a certificate confirming registration in the event of a change of owner.
- The need to replace the title, which is the basic document for the trailer.
- Change of numbers.
- Making adjustments to documentation.
You will also have to pay for the temporary registration of the trailer, as well as for obtaining the appropriate certificate. Professional registration of a trailer for a passenger car can greatly simplify the procedure. It will not be difficult to understand the main nuances if you contact a trusted company that has been providing relevant services for a long time.
Prices of various state fees:
Issuance of registration plates upon registration | 1500 rubles |
Registration certificate | 500 rubles |
Issuance of a new passport in case of theft of the old one or its loss | 800 rubles |
Changes in PTS | 350 rubles |
Obtaining transit numbers |
|
Temporary type registration | 350 rubles |
In total, when purchasing a trailer with replacement license plates, you will have to pay 2,350 rubles. If you do not change the numbers, the cost will be 850 rubles. In case of loss of plates and if it is necessary to issue a new passport for the trailer, you will have to pay 2800 rubles.
How to register a homemade trailer?
If the car owner did not buy the trailer, but made it himself, it is also necessary to register the object. You will first need to obtain a Safety Certificate. It must be ordered from the Certification Center, which has the appropriate license from RosAccreditation.
Center specialists will conduct an examination. During the procedure, it is determined to what extent the presented mechanism meets the requirements for the safety of wheeled vehicles (contained in the technical regulations TS TR TS 018/2011).
The certificate issued by the Center with a unique identification number replaces the PTS. It is presented to the traffic police. Otherwise, the registration procedure is the same as for a purchased trailer.
Features of registering a homemade trailer
Unlike a purchased trailer, which is initially sold with a title, a homemade device, for obvious reasons, cannot have any documents. Does this mean that a driver who made a trailer with his own hands can simply drive it to the nearest MREO and register it?
Not at all. In reality, everything is different.
Registration of a homemade trailer for a passenger car with the traffic police is possible only if the trailer meets road safety requirements, which is confirmed by a document - a design safety certificate from an organization authorized to issue such conclusions.
To obtain such a document, you will need to contact a company that will conduct an examination of the compliance of a homemade trailer with the requirements of the Technical Regulations of the Customs Union “On the Safety of Wheeled Vehicles.”
And only after receiving a positive conclusion, the owner of the trailer can apply to the traffic police with an application to register it.

Nuances
Registering a trailer for a passenger car if all the documents are available is not costly in terms of time or money. The procedure is carried out according to the rules provided for car registration. If the trailer belongs to an individual, it will be listed as registered at the location or place of residence of the owner. If the owner is an organization - at the place of registration of the legal entity.
Individuals are not required to take out insurance for a trailer and undergo a technical inspection if the weight of the vehicle does not exceed 3.5 tons. This standard does not apply to individual entrepreneurs and legal entities. They take out insurance and undergo maintenance.
