Registration of a new car with the traffic police in 2021”

Place of residence: what is it?

According to Art. 20 of the Civil Code of the Russian Federation, a person’s place of residence is the address where he permanently resides. For minor citizens, their place of residence is the home where their parents, guardians or adoptive parents live.

Every capable citizen of the country who has reached the age of majority has the right to determine his place of residence at his own discretion. His free choice is provided for in Art. 27 of the Constitution of the Russian Federation. According to the Civil Code of the Russian Federation, this is an intangible benefit protected by law.

On-premise check-in process

Currently, the registration procedure is carried out by the territorial divisions of the Main Migration Department of the Ministry of Internal Affairs. You can also register through their intermediaries:

  • Housing office or;
  • ;
  • .

These institutions accept documentation from visitors and transfer it to a special unit of the Ministry of Internal Affairs - the so-called passport office.

Required documents for registration through the passport office:

  1. Applicant's passport (child's birth certificate for citizens under 14 years of age).
  2. Application for registration. If a citizen registers in a place other than his or her own, the owner of the apartment (house) must also sign the application.
  3. The document on the basis of which the tenant moves into the specified residential property:
      certificate of ownership;
  4. extract from the Unified State Register when purchasing an apartment after June 15, 2016;
  5. rental agreement.

The Ministry of Health reminded about the maximum waiting time for medical care

There are three types of medical care: planned, urgent and emergency. How quickly he can count on it depends on what kind of help the patient needs.

An emergency form of medical care is provided for sudden acute diseases, conditions, exacerbation of chronic diseases, when there is a threat to the patient’s life. Emergency medical care is provided by a medical organization and a medical worker to a citizen immediately and free of charge. Refusal to provide it is not allowed.

The emergency form provides for the provision of medical care for sudden acute diseases, conditions, exacerbation of chronic diseases without obvious signs of a threat to the patient’s life.

The planned form provides for the provision of medical care during preventive measures, for diseases and conditions that are not accompanied by a threat to the patient’s life, do not require emergency and urgent medical care, and the delay of the provision of which for a certain time will not entail a deterioration in the patient’s condition, a threat to his life and health .

Depending on these forms, the government of the Russian Federation sets deadlines for waiting for medical care.

Thus, the waiting period for emergency primary health care should not exceed 2 hours from the moment the patient contacts the medical organization.

For the planned form of medical care, the following waiting periods are established:

- appointment with a local physician, general practitioner (family doctor), local pediatrician - no later than 24 hours from the moment the patient contacts the medical organization (that is, on the same or the next day);

— consultations with medical specialists — 14 calendar days from the date the patient contacts the medical organization;

— carrying out diagnostic instrumental (radiographic studies, mammography, functional diagnostics, ultrasound) and laboratory tests in the provision of primary health care — no more than 14 calendar days from the date of appointment;

- performing computed tomography (including single-photon emission computed tomography), magnetic resonance imaging and angiography when providing primary health care - a maximum of 30 calendar days, and for patients with cancer - 14 calendar days from the date of appointment;

- specialized (with the exception of high-tech) medical care - 30 calendar days from the date the attending physician issued a referral for hospitalization. For patients with cancer - 14 calendar days from the date of diagnosis of the disease.

The arrival time of an ambulance team (emergency form of assistance) should not exceed 20 minutes from the moment of the call. At the same time, in territorial programs, the arrival time of emergency medical teams can be reasonably adjusted taking into account transport accessibility, population density, as well as climatic and geographical features of the regions.

Deadlines for submitting an application for registration after discharge

Registration of registration is the responsibility of any citizen of the Russian Federation and foreign migrant. The period for registering a residence permit at a new place of residence is determined by regulations and depends on a number of factors:

  • who registers;
  • for what period: if permanent registration with a stamp in the passport is required, then it must be done within 7 days after discharge;
  • In the case of a temporary move to another city, the period for filing an application is longer. Without temporary registration, you can live in another locality for up to 90 days.

The timing of registration and registration when selling an apartment depends on when the applicant was deregistered. There is no specific time allocated for the discharge procedure. This period is discussed separately with the new owners of the living space.

There is also no prohibition on deregistration without providing a new address for registration. However, you must also register within 7 days after deregistration. Violation of deadlines may result in administrative liability.

Do registration periods differ depending on the type of housing?

Regardless of where the applicant is registered, in an apartment or in a private house, the period for registration at the place of residence does not change. Registration must be completed no later than a week after deregistration.

Deadlines for foreign citizens

As soon as a foreigner receives a residence permit in Russia, he is also required to register. This must be done within the same 7 days from the date of receipt of the residence permit.

Please note: in the case of foreign citizens, the period is the same for both permanent and temporary registration.

If there is no residence permit, then it is not possible to obtain registration.

Features of newborn registration

Registration of infants is possible only after receiving their birth certificate. There is often information that a child should also be registered within a week after the certificate is issued.

Formally, this is so. But in fact, a newborn is automatically considered registered at the place of registration of his mother. This is called initial registration.

Violation of the terms of registration of infants is not punishable by penalties. If the passport office threatens you with a fine, you can safely file a complaint with higher authorities, for example, the prosecutor’s office.

Another thing is that parents are thinking about how to register quickly in order to register with a preschool institution as quickly as possible. Therefore, most families register immediately after receiving the child’s identification document.

When registering children at the father's place of registration, the mother's consent, certified by a notary, is required.

Nuances of registration in Moscow

For registration at the place of residence in the capital, in comparison with registration in other regions of the country, a number of the following features are characteristic:

  1. Stricter control over Moscow registration by authorities.
  2. Availability of accounting norms for municipal residential areas.
  3. Application of special regulations. Capital registration is simultaneously regulated by:
      ;
  4. .

There are no differences in terms of registration.

New rules for registering a car with the traffic police in 2021

The main responsibility of the owner of a new car is registration with the traffic police. Until 2021, the rules approved in 2008 were in force in the country. Since 2017, the legislator has made some changes to the rules. They mainly concern the introduction of new technologies:

  • In 2021, cars that are not equipped in the prescribed manner with an automatic navigation system in the event of an accident such as “ERA-GLONASS” will not be allowed for registration. This concept has already been brought to the attention of manufacturers providing vehicles to the Russian market and to car dealerships;
  • Car owners are finally freed from having to stand in lines at insurance company offices. You can now apply for a compulsory insurance policy online at your selected insurance company. In order to confirm compliance with legal requirements, when traveling on the road in 2021 you will need to have a printed copy of your electronic MTPL insurance;
  • Regarding compulsory insurance, it is planned to introduce new standards for calculating the cost of the policy. Now the dependent parameters of tariffs will include information about offenses committed on the road, including speeding or deprivation of a driver's license. The cost of the policy will increase depending on the statistics of accumulated violations for the previous year of insurance. The maximum MTPL tariff will be limited to three times the previous cost of the policy;
  • In 2021, a transition to electronic versions of the vehicle passport (PTS) is planned. Information about the owner will be stored in the unified information center of the road safety inspection. It will no longer be necessary to present the vehicle title to the traffic police; all you have to do is carry with you only the vehicle registration certificate.

Deadlines for registration at the place of residence

Before answering the question of how many days it takes to register at the place of residence, you should list which regulations regulate the timing of registration activities:

  • ;
  • .

When discussing how long it takes to obtain permanent registration, we note that usually its result is:

  • stamp in the passport on page 5;
  • certificate of registration (for minor citizens who do not have a passport).

The regulations listed above strictly regulate the period during which registration activities must be completed. So, the deadlines are:

  • After the registering person submits all the necessary documents, registration takes three days;
  • if it is necessary to send a request to government services, local governments or other institutions, registration takes up to 8 days.

This difference in the registration period is associated with the method of submitting documents that the applicant chose: personal submission directly to the passport office or transfer of a set of papers through intermediary organizations (management companies, etc.).

In addition, citizens are usually concerned with the question of how long it takes to change their registration, because it includes two events:

  1. Deregistration from the previous place of residence.
  2. Registration at a new address.

The deregistration procedure is completed at the passport office on the day of application. To do this, the applicant needs to fill out a departure document, which is issued upon visiting a government agency. After deregistration is completed, you can immediately submit documents for registration.

Registration at a new place of residence takes the same 3 days or 8 if it is necessary to send a request. If a citizen was deregistered but did not immediately register at a new address, he is given seven days to find another place of registration. After this period, he must appear at the migration authority to submit documents. Otherwise, violation of the deadline may result in the imposition of penalties.

Submission of documents to registration authorities

Let us answer the question of how long it takes to register at the passport office when submitting a package of documentation to this authority. Registration upon personal application of the applicant is carried out within three days. An indispensable condition for successfully obtaining a stamp during this period is a complete and correct set of submitted documents.

Additional requests to government agencies extend this period to eight days. Thus, the time frame for registration of registration at the passport office does not differ from the period established by the legislative acts, which was indicated above.

Contacting the Housing Office or other intermediary organizations

When submitting a package of documentation through service companies, that is, through the housing office or management company, the duration of registration activities from the initial visit to the stamping of the passport is similar to the previous option. This applies to permanent registration.

When answering the question of how long it takes to register someone in an apartment through intermediaries, we can safely name the same timeframe - 3 days (in case of requests - 8 days).

It should be remembered that the citizen submits the original of his passport to have it stamped. However, for the period during which he will have to do without an identity card, he has the right to request a certificate from the passport office confirming that the passport is being registered.

If the package of documents does not contain grounds for moving into the premises

If a certificate of ownership or a document confirming the applicant’s right to register in the specified apartment is not provided for a number of reasons, then registration in the passport is done within 8 days. This period is necessary for the registration authorities to submit a request to the Unified State Register of Real Estate.

Using the State Services portal

Through the State Services portal you can perform many useful operations, including submitting documents for registration. To do this you need:

  1. Register on the site.
  2. In the “Service Category” tab, select the “Registration at place of residence” operation.
  3. Fill in the required information in a special template.
  4. Submit your application.

Let us remind you how long it takes to register for an apartment through State Services - three days. During the specified period, employees of the registration authority contact the applicant and invite him for a personal visit.

You must have original documents with you. The stamp in the passport is placed directly on the day of application.

If a child under 14 years of age is registered, then when choosing the type of applicant, you should indicate “Legal representative of a minor.”

Contacting the MFC

Registration at the place of residence at the MFC is done according to the same procedure as when applying to other authorities. First, the applicant submits a set of documents, and then waits for an invitation.

Before visiting the Center, it is recommended to make an appointment for a specific time to avoid long waits in line.

The package of documents is similar to what is submitted to the passport office:

  • passport,
  • statement,
  • paper giving the right to registration.

How long it takes to register through the MFC also depends on whether there will be additional requests. If not, the procedure will take three days, if yes, eight.

How does registration work?

First, decide on the design method. The most convenient way is to make an appointment online through State Services. Then you won’t have to wait in line for hours; you just need to come to the nearest branch to get the completed document. To quickly get directions, take a look at the map:

The recording procedure is similar to the standard one. The only difference is that scanned certificates are required. It also takes a little longer to process because employees have to verify the information. Within 5 days the applicant will receive the result by email. According to the new amendments, now the driver does not need to present printed copies when visiting the traffic police. Full verification occurs after submitting the application online.

Next, the car must undergo technical inspection. The inspection checks the design and determines whether the transport is operational. If damage is detected, the owner is denied registration; it can only be restored after repairs.

Another way to quickly register is to register at a car dealership. Not all companies are allowed to do this, so you need to ask the sellers about the service in advance.

Responsibility for failure to meet deadlines

Failure to timely apply for a registration stamp threatens citizens with administrative liability. The penalty is a fine. Its amount for an individual can reach 5 thousand rubles, and for legal entities that have invited migrants to work but have not issued registration for them - up to 800 thousand rubles.
