Rules for state registration and state registration of wheeled tractors, trailers for them and self-propelled vehicles, approved by Resolution of the Council of Ministers of August 30, 2014 No. 630, paragraph 9. The following are not subject to registration with state technical supervision inspections: copies of mass-produced (manufactured) machines assembled from spare parts, components and assemblies, with the exception of those assembled in organizations that have the appropriate permit.

However, this wording means that they are not subject to state registration in the general manner, but not in principle. Of course, a completely home-made vehicle, as well as one assembled from units of a serially produced vehicle, can be allowed to participate in road traffic. Homemade tractors and homemade trailers for them are registered Technical Supervision Inspectorate after receiving the appropriate permission from the regional State Technical Supervision Inspectorate or the Main State Inspectorate for Supervision of the Technical Condition of Machinery and Equipment of the Ministry of Agriculture and Food (hereinafter referred to as Glavgostekhnadzor of the Ministry of Agriculture and Food) and are subjected to technical expertise for their compliance with the requirements of technical regulations legal acts with the preparation of a technical examination report.

The permission specified in paragraph 21 can be obtained by applying to the regional office of the Ministry of Agriculture and Food. A homemade tractor will be subject to technical expertise established by the instructions “On technical requirements for homemade machines” approved by the Ministry of Agriculture and Food.   • a passport or other identification document with a mark of registration at the place of residence, and for citizens of the Republic of Belarus permanently residing outside the Republic of Belarus - a passport for permanent residence outside the Republic of Belarus and a certificate of registration at the place of stay on the territory of the Republic of Belarus;
  • temporary residence permit in the Republic of Belarus - for foreign citizens and stateless persons temporarily residing in the Republic of Belarus;
  • certificate of registration at the place of stay - in cases where registration at the place of stay is mandatory;
  • certificate of registration at the place of stay - for a military personnel and members of his family;
  • a manufacturer's document confirming the production of a wheeled tractor, a trailer for it and a self-propelled machine - for wheeled tractors, trailers for them and self-propelled machines that have not been in operation, or a duplicate of the manufacturer's document issued by the manufacturer, or a duplicate passport a wheeled tractor, its trailer and a self-propelled vehicle, issued by the state technical supervision inspection - in case of loss or rendering of the manufacturer's document unusable;
  • certificate of registration of a wheeled tractor, its trailer and a self-propelled machine (technical passport, technical coupon) with a mark from the registering authority on the deregistration of a wheeled tractor, its trailer and a self-propelled machine - for wheeled tractors, trailers for them and self-propelled machines that were in operation;
  • act on the acceptance and transfer of an object of fixed assets, form OS-1 - in the case of the sale (transfer) by legal entities of a wheeled tractor, a trailer for it and a self-propelled machine that were in operation;
  • documents confirming the legality of the acquisition (receipt) of a wheeled tractor, its trailer and a self-propelled machine;
  • a receipt for a cash receipt order and a delivery note (bill of lading) or a cash register, sales receipt - for components and materials of home-made tractors and trailers for them;
  • documents issued by the customs authorities of the Republic of Belarus - for wheeled tractors, trailers for them and self-propelled vehicles that are subject to customs declaration and release in accordance with the declared customs procedure or for personal use;
  • a document confirming the conclusion of a compulsory insurance agreement for civil liability of vehicle owners;
  • documents confirming payment of the fee.

Payments: 1 basic amount - for state registration of a wheeled tractor, its trailer and a self-propelled machine; 0.5 of the base value - for issuing a registration certificate for a wheeled tractor, its trailer and a self-propelled vehicle (technical passport).

Registration period: 10 working days from the date of application.
