How will the procedure for storing license plates change from August 4, 2019?

Let us remind you that from August 4, 2021, the new Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation on the registration of vehicles, approved by the Government of the Russian Federation, come into force.

According to this regulation, from August 4, 2021, the traffic police authorities will stop issuing license plates. From this date, the function of the State Traffic Inspectorate will only be to assign a combination of letters and numbers and issue registration documents. Car owners themselves will have to obtain license plates from accredited specialized organizations that are currently engaged in the production of duplicate license plates.

As we have already said, from August 4, 2021, the storage period for license plates for the car owner will be canceled. From this date, you can keep your numbers indefinitely. There will be no need to hand over license plates to the traffic police in order to keep them. It is only necessary to make changes to the registration data of the car in the traffic police and obtain new license plates.

Number recovery (duplicate)

If GRZs have become unusable, lost or stolen, they can be restored by ordering a duplicate (the same combination of letters and numbers that was) from companies specially accredited for this work (Order of the Ministry of Internal Affairs of the Russian Federation dated 08/07/2013 No. 605 “On approval of the Administrative Regulations of the Ministry of Internal Affairs Affairs of the Russian Federation on the provision of state services for registration of motor vehicles and trailers for them").

In most cases, the service of storing license plates for a car is convenient for those who, not wanting to part with their favorite plates (or the car owner paid a lot of money for their beautiful alphanumeric combination), are going to sell their old car and buy another one.

In this case, it is convenient to obtain new registration license plates for the old car before selling, and leave the numbers in storage at the traffic police, after which the car owner will have as many as 360 days to buy another car, to which the saved numbers will then be transferred during the vehicle registration process (from 4 August 2021 numbers can be saved indefinitely).

In order to save your car's license plates, you must submit an application to the traffic police. You must fill out the application on paper and submit it to the registration department of the State Traffic Inspectorate.

Unfortunately, on the state portal of State Services in the corresponding section on registration actions in the traffic police there is no separate service for saving license plates. But nevertheless, you can sign up for the traffic police through the State Services portal in order to avoid standing in long lines during the procedure for re-registering a car or when depositing old license plates. Procedure for replacing numbers

To the police (in case of theft).

  1. We file a report about the theft of numbers. Usually to the department of internal affairs at the place of residence. The officer on duty registers the application in a journal and gives us a notification about it.
  2. We tell the investigator in detail about the theft. A criminal case will be initiated within the next 10 days.
  3. We add the received notification to the prepared package of necessary documents and go to the traffic police.

At the traffic police department:

  3. The vehicle is inspected by an authorized person. There is no need to undergo expert verification of the VIN code and units.
  4. We pay the state fee at a bank branch or at a payment terminal.
  5. We receive new license plates and a corresponding new Vehicle Registration Certificate. Changes according to the new data are also made to the registration certificate (without replacing it). The entire procedure for changing numbers will take 1-2 hours.

So, there are different situations when and how you want to change numbers to others. Let's look at them in order, starting with the simplest ones! In each instruction we will describe the procedure for contacting the traffic police with an application directly or writing an application through State Services.

An important point: to register a car, you need a valid MTPL policy, where the owner must include the current owner of the vehicle - that is, the one in whose name the car is registered. It's quite easy to get around this - the insurance company needs to replace the policy with a change of owner (changing the owner is not prohibited). Only for this you will need to fill out a new form and not agree if the insurance company offers to draw up an application.

If you don't care what the new ones will be

This is a case when you simply don’t like the current license plates. For example, you are superstitious and cannot drive with a license plate with the numbers “666” or “013” or the letters “MRU”; You are shy, and you do not like the combination of the letters “VOR”, “SSU” or “SRU” and so on. This is the only way to change the number without changing the owner of the car.

As you can see, this is the easiest way to change the license plate of your car. But even it is very expensive - 2850 rubles (1995 through State Services) just for new numbers!

If you want to buy a license plate from another car

But this instruction is much more complicated. As we have already noted above, the order of “preponderance” of the state protection zone is associated with a certain confusion introduced by legislators. And now we will explain everything “on the fingers”.

But let’s make a reservation right away - this principle of buying a license plate is based on the seller’s trust in the buyer, because here it is impossible to avoid the process of re-registering the car to the buyer, on which (the car) the license plates the buyer needs are registered.

  1. So, first of all, you need to buy a car with these numbers - this is the only option relevant for 2021. To do this, draw up a purchase and sale agreement with the seller of the numbers. .
  2. After purchasing, you register the car with the traffic police. This can also be done through State Services:

  4. pay state fees: 350 rubles for issuing a vehicle registration certificate (500 when submitting an application directly to the traffic police) and 245 rubles for making changes to the title (350 when submitting an application in person). There is no need to pay for issuing numbers, because the numbers remain with us.

    Government services: car registration using license plates

  • Now you are the rightful owner of a car with beautiful license plates, all that remains is to return it to the former owner, keeping the plates for yourself. To do this, you submit an application according to the previous instructions above (replacing license plates with new ones), but additionally indicate there your desire to keep the license plates - you can simply indicate separately “preservation of license plates is required” - the application form is filled out in free form. You will need to pay state fees again - there are 3 of them according to the instructions above (2850 rubles or 1995 rubles through State Services). As a result, you will receive new numbers, and the old ones will also remain with you, but you are required to hand them over to the traffic police. Before submitting your application, make sure that the numbers are in perfect condition, otherwise make a duplicate of them (costs about 800-1500 rubles)
  • Now you need to return the car to its rightful owner. To do this, you draw up a purchase and sale agreement again, and now the new or old owner registers it in his name (the cost is the same: 850/595 rubles for the STS and changing the title).
  • Next, you need to submit another application to replace the license plate - again according to the same instructions above as when receiving new license plates, indicating that you want to put the license plates that are in your possession; the cost is again 2850/1995 rubles.
  • As you can see, the final price for such a replacement of purchased registration plates was as much as 7,400 rubles, or 5,180 rubles when submitting an application and paying through State Services.

    If you want to exchange numbers on two cars

    And finally, the most expensive situation is the exchange of license plates on two cars with different owners. This makes it even more difficult. But by analogy with the instructions above:

    1. You just sell cars to each other along with license plates,
    2. both receive new numbers by depositing the old ones,
    3. then you resell your cars back to each other with new license plates,
    4. re-register the cars again, receiving the numbers that are stored.

    The total cost of such a replacement of the GRZ is 14,800 rubles or 10,360 rubles through State Services.

    Buying and selling a car without changing license plates

    Today, cars are sold only with GRZ. Vehicle numbers may be

    • re-registered to a new owner;
    • retained by the previous owner for subsequent assignment to a new vehicle. Before selling the car, the owner pays for the issuance of other registration plates and sells the car with new license plates.

    License plates submitted for re-registration for a new car are now stored at the State Traffic Safety Inspectorate for up to 180 days and only then are disposed of.

    A state fee is charged for re-registration (performing registration procedures). The buyer needs:

    • Conclude a vehicle purchase and sale agreement.
    • Pay the state duty (if the state registration certificate complies with GOST and remains old - 850 rubles).
    • Submit an application to the traffic police about your desire to use the “old” numbers.
    • Provide a vehicle for verification of the State Register.
    • Obtain the necessary documents for the car (new vehicle registration certificate and corresponding entries in the registration certificate).
    • Within 10 days, re-register the car in your name and re-issue the MTPL policy.

    Nuances of saving your number

    If the car is sold and the license plates are left with the former owner, after the documents are reissued, the plates will be stored in the traffic police. To do this, the seller fills out a special application form, which cannot be submitted online. It details:

    • personal information about the applicant;
    • vehicle registration number;
    • VIN code of the car;
    • Brand and registration information.

    To speed up the application process, the form can be downloaded online, printed and filled out. The owner submits an application to change the license plate number. It is handed over along with all documentation to the traffic police for safekeeping. The owner will be issued a new state sign and PTS. The storage period used to be 360 ​​days, now it is only 180. If the numbers are not in demand, they are sent for general use. If another car is purchased during this period, then registration is carried out according to the general principle, and the license plates are withdrawn from storage for further use.

    Cost of license plates per car

    The amount of state fees for vehicle registration is regulated by the Tax Code of the Russian Federation (Part 2, Chapter 25. 3, Article 333.33, paragraphs 36-40 of the Tax Code of the Russian Federation) and is the same throughout Russia.     How to register with the traffic police to save license plates?

    As we have already said, at the time of writing, there is no separate service for storing car license plates on the State Services portal. To do this, as we noted above, you must personally contact the traffic police with a corresponding application.

    However, as with regular registration actions, you can easily register with the State Traffic Safety Inspectorate through the State Services portal for registration actions with a car.

    The traffic police will check the compliance of plates with numbers with the requirements of traffic rules and GOST. If the number is worn out or has significant damage, then you will have to order duplicates through an accredited organization. After checking the documents, new registration information will be entered into the traffic police database.

    When saving and transferring license plates, you do not need to provide the car for inspection (clause 57 of the administrative regulations).

    When may it be necessary to change a vehicle's license plate number?

    There are many situations in which a driver may need to change his license plate number. In this case, it is necessary to distinguish between 2 main groups of reasons, depending on which the process of replacing the state number will differ:


    • The driver still had the license plate, but it was damaged.

      License plates are a metal plate that is subject to corrosion and physical impact. If the car is not used for a long time and is parked on the street, over time rust may appear on the license plates, which will ruin their appearance, and the letters and numbers will become unreadable. In such situations, the driver needs to restore the license plates.
    • The vehicle's license plate has been stolen or lost. If the car's registration plates have been stolen, they cannot be restored. In such a situation, the driver will be subject to a procedure for replacing the car number plates and registration certificate.

    Important: If the state license plate has been damaged, but the driver still has it, you can contact commercial organizations that restore the license plates. Such companies are certified by the State Traffic Safety Inspectorate, and they have the right to produce license plates and issue them to owners upon application and provision of the required package of documents. Even if the number plates are replaced by a private company, the driver will need to give a set of numbers, which the company will then transfer to the traffic police.
