  • In 2021, technical inspections are carried out by inspection operators accredited by the Russian Union of Auto Insurers (RUA). All inspection stations will receive accreditation.
  • From 08/09/2012, after a technical inspection, a Diagnostic Card will be issued instead of a technical inspection coupon. In 2018, it is planned to switch to an electronic diagnostic card.
  • Starting from 2021, a car owner can undergo a technical inspection not only at the place of his immediate residence, but also in any other region of Russia.
  • Inspection operators must be connected to a unified automated information system for inspection (otherwise known as UAIS TO). Information on each vehicle that has passed the technical inspection must be transferred to the UAIS TO within 24 hours.

Control over technical inspection in 2021 has decreased significantly. In the first half of the year, many motorists simply stopped undergoing technical inspection, because... insurance companies often sold MTPL policies without monitoring the presence of a maintenance coupon. Recent changes to the Law have also left loopholes for those who cannot (or do not want) to undergo an inspection. As a result, in the 1st half of 2021, the number of accidents due to the technical condition of cars in Russia increased sharply - by almost 30% compared to the 1st half of 2021. The number of deaths in such accidents has increased by 53 people!

The cost of passing a technical inspection will increase from January 2021. The Federal Law “On Technical Inspection of Vehicles...” comes into force.

Now the inspection coupon becomes a mandatory document when purchasing an MTPL policy, but this rule does not apply to cars that are not yet 3 years old, in which case the car does not need to have this coupon.

For cars older than 3 years, from January 1, 2021, it is possible to purchase a new OSAGO policy only if you have a technical inspection coupon, which, as you know, expires no more than 6 months before the expiration of the insurance policy.

Also, from January 1, 2018, State Traffic Inspectorate employees will not check whether the driver has State Traffic Safety Inspectorate tickets during traffic supervision.

In accordance with the law, it is quite enough for DSP employees to check only the presence of an MTPL insurance policy, which indicates that the car is not only insured, but also technically sound.

Valid technical inspection coupons issued before August 1, 2018 (new and old) can be accepted by insurance companies for concluding MTPL contracts until August 1, 2018.

Recycling collection

Since thousands of vehicles from abroad are imported into the Republic of Belarus every year, it is worth remembering that there is also a recycling fee in Belarus.

It does not matter which country the vehicle is imported from, those who import it must pay a scrap fee, which will go to the state treasury. In the future, it is used to recycle machines that are no longer in use.

A recycling fee was introduced in 2014. They do not pay it upon import:

  • cars that are more than 30 years old and all their main spare parts are original;
  • The vehicle is made in Belarus.

Who doesn't pay the recycling fee?

This type of taxation is mandatory for all individuals and legal entities. An exception is made for:

  • citizens with refugee status;

Diagnostic card

diagnostic card - a document drawn up based on the results of a technical inspection of a vehicle and its additional equipment. A document document is an A4 sheet of paper, which contains information about all the tested components and assemblies of the vehicle in the form of a table. This information was also entered into the DC, but the document itself was not handed over to the car owner.

The diagnostic card contains a conclusion about the non-compliance or compliance of the vehicle with mandatory vehicle safety requirements.

The diagnostic card is certified by the signature of the technical expert who checked the technical condition of the vehicle; it contains the surname, initials and signature of the specialist who made the decision to issue the diagnostic card. The technical inspection operator and the expert bear full responsibility for issuing a diagnostic card, as well as for compliance with other requirements established by federal legislation.

The diagnostic card is drawn up in writing in duplicate and in the form of an electronic document. The recreation center is assigned a unique number by which it can be identified. One copy of the diagnostic card, drawn up in writing, is issued to the owner of the vehicle (or his representative), the other is kept by the technical inspection operator for at least 3 years. the diagnostic card, compiled in the form of an electronic document, is sent to the unified automated information system for technical inspection (UAISTO) and is stored there for 5 years. In case of damage or loss of the diagnostic card during its validity period, a corresponding duplicate is issued by any inspection operator upon application of the vehicle owner (or his representative) based on the information contained in the EAISTO. A duplicate is issued to the applicant on the day of application. Issuance of a diagnostic card, and replacement of a lost or unusable one, is subject to a state fee of 300 rubles.

The diagnostic card does not need to be constantly carried with you in the car. The traffic police inspector does not have the right to demand it from the car owner, it is only needed to conclude a compulsory motor liability insurance agreement. a diagnostic card confirms the vehicle’s admission to participate in road traffic not only on the territory of the Russian Federation, but also beyond its borders, in accordance with international treaties of the Russian Federation.

This innovation will prevent the uncontrolled and unfounded issuance of diagnostic cards. It is known that many unscrupulous employees drew up this document without even seeing the car itself (including through electronic applications via the Internet and subsequent home delivery). This violation has become widespread, as a result of which the number of vehicles honestly going through this procedure has decreased by about a third over the past few years. According to other data, currently only a fifth of the cars operated on public roads are actually inspected.

Photo and video materials must provide information sufficient to identify the vehicle and unambiguously establish the fact of inspection at the diagnostic station.

Previously, a diagnostic card was supposed to be issued only if the car did not pass inspection. Now a diagnostic card must be issued to every car owner who applies for a maintenance service.

How should I pay tax if the car is sold?

You will need to pay transport tax annually for the actual period of ownership of the vehicle in the calendar year.

Example . The car was deregistered and sold in July. Accordingly, its previous owner stops paying tax from the first day of the month following the month (in this case, August 1) in which the vehicle was deregistered. Consequently, the new owner is taxed from the first day of the month following the month of registration.

Responsibility for inaccurate maintenance information

Unscrupulous employees of diagnostic stations who entered false information into the AIS (automated information system) will be held accountable in accordance with criminal law. It is planned that such a strict measure will, if not eliminate, then minimize the likelihood of issuing counterfeit diagnostic cards.

Changes to the vehicle inspection procedure in 2021 will also affect vehicle drivers. In accordance with the innovations, for operating a vehicle that has not visited a diagnostic station, a fine of 800 rubles will be imposed.

Previously, traffic inspectors practically did not fine for this violation, since drivers were not required to carry a document confirming the fact of passing the inspection.

Responsibility for violations will be borne not only by individuals, but also by legal entities. In particular, the technical center may be fined up to 100 thousand rubles (provision is made for appropriate amendments to the Administrative Code). Rostransnadzor will transfer information about violators to the Russian Union of Auto Insurers, which has the right to deprive the offending technical center of accreditation.

Who will supervise the inspection operators?

Control of the activities of maintenance operators (including the use of photo and video recording equipment) is assigned to Rostransnadzor specialists. Authorized employees will check the procedure for carrying out technical inspections in 2021, and control activities can be carried out:

  • in a planned manner;
  • suddenly - if there are reasons to believe that there are violations at a specific diagnostic station;
  • in order to respond to complaints and appeals from citizens.

Rostransnadzor will continuously monitor the situation. This will make it possible to identify, for example, facts when a technical center issues a clearly larger number of diagnostic cards than the number of inspections that it is actually able to conduct. In other words, the volume of issued documentation will be compared with the throughput of the diagnostic station.

In the future, starting from 2021, it is planned to control the passage of technical inspection through the GLONASS system by comparing the geopositions of the vehicle and the technical center that issues a diagnostic card for it.

Technical inspection in the European style: innovations for Russian drivers

In general, a number of changes were made to ensure that vehicles operated in Russia comply with the technical regulations of the Customs Union.

The new technical inspection requirements affected:

  • Braking system: according to the technical regulations of the Customs Union, the permissible relativity of wheel braking forces should be 20% for disc brakes, and 25% for drum brakes. It should be noted that this innovation fully complies with the old Russian requirements.

  • Power steering: In addition to the previously specified deformed and damaged steering parts, this time the ban included the absence or inoperability of the power steering or steering damper provided by the vehicle manufacturer. There is also a ban on even the slightest leakage of working fluid in the steering hydraulic system. That is, today the owners of both cars with a faulty electric booster and those with a non-working or current hydraulic booster will not receive a diagnostic card.
  • Optics: in addition to the previously prohibited broken or missing lenses, a ban has been added on the installation of optical elements not provided for in the design of the light device (that is, films and other parts, both colored and colorless), as well as on contamination of the lenses.
  • Adjusting headlights: new paragraphs taken from the technical regulations of the Customs Union contain requirements for the characteristics of fog and main headlights.
  • Reflective and lighting elements: the absence of mandatory reflective markings on buses and trucks will henceforth prevent their owners from obtaining a diagnostic card.
  • Windshield wipers and washers must be available and in working order. Even a car without a standard rear wiper will not be able to pass inspection.
  • Tires with anti-skid studs, if used, must be installed on all wheels.
  • Gas cylinders used in vehicles of the corresponding type must be complete with documents.
  • The driver must have a first aid kit. In vehicles of category D there must be at least three of them.
  • Leakage of liquids from any operating system of the vehicle (gearbox, engine, battery, cooling system, etc.) is prohibited.
  • Changing the design of the car: which is now permissible only after a technical examination and safety check. Based on the results of these procedures, a technical inspection is carried out, and the driver receives a certificate of compliance of his vehicle with the established requirements of the regulations. Note that design changes mean not only significant updates in the form of, for example, a winch or engine replacement, but also seemingly such “additives” as non-original xenon or a bumper and similar things.
