The first retraining programs for drivers of various categories began to be developed back in 2013. Before this there was no such opportunity. Therefore, the programs for novice drivers and citizens with open categories were the same.
The retraining course from license category B to C is shorter than the initial training. Accordingly, the cost of such a service in driving schools is significantly lower.
What vehicles can be driven with category D1?
Category D1 includes small buses with 9-16 seats. And in accordance with this category, you can use a lightweight trailer weighing up to 750 kg.
This includes minibuses such as GAZelle 3221, RAF-2203, which in the recent past were better known as minibuses. They have been replaced by foreign minibuses, in which the number of seats exceeds 16. But to operate this type of transport, it is not enough to have only the D1 subcategory open.
Note! A category D driver's license gives the driver the right to drive all types of passenger transport within the D1 subgroup.
According to the rules, it turns out that drivers of category D1 can drive those vehicles that are typical for categories M2 and M3, which do not have more than 16 seats for passengers.
Required documents
The main document confirming the ability to drive a truck is a medical certificate. To obtain it, you will need to provide a passport, matte photographs and a military ID (registration certificate). If a citizen has temporary registration, you will also need to take this document with you.
Directly to pass the exam at the traffic police, you also need to prepare a number of papers. First of all, you need to provide a passport and a medical certificate. It is also necessary to prepare a document confirming training at a driving school (provided after passing the internal exam). In addition, you need to pay the state fee and bring the corresponding receipt. The amount of the fee does not depend on the category and whether the driver has open categories. This amount is 2000 rubles (Clause 43 Article 333.33 of the Tax Code of the Russian Federation).
The process of obtaining category “C” licenses
In order to obtain a driver's license with a new category, you must go through several important stages: a medical examination, training at a driving school, exams, paperwork. If you fail to pass the exam the first time, you can take the certification again after additional classes. The first attempt is possible a week after the first pass. Step by step the whole process looks like this:
- Attending training courses.
- Passing a medical commission. A photograph will be required for reference. After passing through specialists, the candidate receives a health report.
- Practicing practical driving skills accompanied by an instructor in the city.
- The study of exam cards ends with passing a theoretical exam at a driving school. To successfully pass, you must correctly answer 18 out of 20 questions on the exam test.
- Passing an internal exam at a driving school. The practical exam is carried out in two stages: a race track within the driving school, and then driving transport within the city.
The candidate must master the theoretical aspects of driving a truck (they are divided into three blocks), as well as master practical driving skills. The total number of training hours is 84/82 hours (the duration of classes for drivers who prefer an automatic transmission to a manual transmission is two hours shorter). According to the driving school curriculum, based on the provisions of Order of the Ministry of Education and Science of Russia No. 292 dated April 18, 2013 “On approval of the Procedure for organizing and implementing educational activities in basic vocational training programs”
In order to undergo driver retraining and obtain a license of a new category, a citizen must collect a package of documents, which includes an identity card, an existing driver’s license, matte photographs 3 by 4 cm, a medical certificate, a receipt for payment of the state fee, as well as an application for the issuance of category "C" license.
How to get category C driver's license if you already have B?
The driver is first required to undergo a medical examination. According to the new rules (Federal Law No. 437 Art. 1), driving different types of vehicles will require examination by different doctors. So for retraining from category B to C (trucks), the list will be as follows:

The entire process of retraining from license category B to C can be divided into several main stages:
- To open a new category, you will first need to find a suitable driving school. When choosing an educational institution, you need to make sure that it has state accreditation.
- Next, you will need to collect documents and obtain a medical certificate. The cost of registration for category C is on average 2,000 rubles.
- The next step will be to take a preparatory course at a driving school. Teachers keep a log of attendance, so missing classes is not recommended. Otherwise, the applicant risks not being admitted to the final certification.
- When the driver has completed training and passed the internal exam, he can be admitted to the traffic police exam. Here the applicant will have to demonstrate knowledge of theory, as well as practical driving skills at the training ground and in the city.
- If the assessment fails, you may need to retake the exam.
In the end, the citizen will be able to come to the traffic police department (you must contact the department to which the driving school is assigned) and receive a new driver’s license. What is included in retraining from B to C?
The curriculum of the retraining program from category B is somewhat simplified compared to the usual one. In the case of category C, it includes the study of the following subjects and disciplines:
- Construction of cargo vehicles.
- Operation and maintenance of the vehicle.
- Traffic rules for driving a truck.
In addition, the student must study the organization of freight transport. You will also need to drive a certain number of hours behind the wheel of a training car. Only knowledge in all disciplines and fulfillment of all requirements will allow you to pass the exam.
Duration of retraining
The legislation establishes certain requirements for driver training (Order of the Ministry of Education and Science dated December 26, 2013 No. 1408, Appendix 17). In particular, the number of hours that must be allocated for completing each of the disciplines included in the list of mandatory ones is regulated.
Thus, 24 hours are allotted to study the design of cargo vehicles. At the same time, at least 4 hours of them must be spent on practical classes. Fundamentals of management are taught for 12 hours. Of these, 4 are also allocated for practice. And in order to receive admission to the exam, a person retraining from category B to C must drive a car for at least 38 hours (if the preparation is for a vehicle with an automatic transmission, then this number can be reduced to 36 hours).
The time to study the professional cycle of the program is also strictly regulated. Therefore, the driver will have to spend 6 hours studying the organization of cargo transportation. Of these, 2 hours are allocated for practice. You will also need to pass a qualifying exam (2 hours of practice and 2 hours of theory).
Thus, retraining a driver from license category B to C takes from 82 to 84 hours (depending on the type of transmission). Of these, you will have to spend 34 hours studying the theoretical part, and the remaining time will be spent on practical classes. How this time will be distributed and how the educational process will proceed depends on the specific driving school. But the number of hours should remain unchanged.
Driving license without retake
Let us remind you that on November 5, 2013, amendments to the road safety law came into force, which increased the categories of driver’s licenses and also introduced subcategories. Now the gradation is as follows. “M” means mopeds and scooters, as well as vehicles equivalent to them, “A1” means motorcycles with an engine capacity of up to 125 cc. see "A" - all motorcycles. "B1" - quadricycles and tricycles. We are talking about those who have the right to drive on public roads (engine capacity of more than 50 cubic meters and speed of more than 50 km/h). Subcategory "D1" - cars intended for the transport of passengers, the number of seats in which is more than eight, but does not exceed 16. Category "D" - cars for the transport of passengers, with a number of seats more than eight.
As you can see, the senior categories overlap the subcategories. Thus, a driver whose category is open can drive a car of a “junior” subcategory. And anyone who has an open subcategory can no longer get behind the wheel of a heavier or more spacious car.
The only exception is category “M”. Mopeds and scooters can be driven by a driver who has any of the categories open.
Let us remind you once again that the law came into force on November 5, 2013. And no mass exchange of rights has begun. He won't exist. The fact is that the driver training and retraining programs that the authors of the controversial publications referred to apply only to those who are just planning to become a driver or open a new category or subcategory.
All previously issued rights are valid until the period specified in them. And when exchanging them, after the expiration of the deadline, you will not need to retake any exams. The new driver's license will contain previously opened categories. If a person has category “C”, this is what will be written on the new certificate.
The new law also allows for training and exams in automatic cars. In this case, a corresponding note is made on the license. And such a driver will only be able to drive a car with an automatic transmission. Anyone who has studied and passed a mechanics exam can drive a car with an automatic transmission. Until now, drivers for the machine have not been trained. Therefore, everyone who has a license can a priori drive cars with any transmission.
As for new driver training programs, as well as their retraining, things are as follows. Now, projects for 16 driver training programs have been hastily developed - according to the number of categories and subcategories in accordance with the road safety law. As well as 10 driver retraining programs from category to category. This is not a complete list yet. Over time, another 21 retraining programs will be added to it. They're just holding out for now. After all, there is not a single person yet who has discovered the “M” or “C1” categories. And the developed retraining programs relate to currently existing categories. Two advanced training programs have also been developed. This is for those who, having a special mark on their driver’s license for the right to drive a vehicle with an automatic transmission, would like to obtain the right to drive a vehicle with a manual transmission. The programs are very short and only include driving a vehicle: 10 hours for motor vehicles and 16 hours for motor vehicles.
The driver training programs themselves consist of modules: basic, which is the same for any category or subcategory, special and professional - each category or subcategory has its own modules. This principle allows, when retraining from one category to another, to exclude the basic one from training. His driver was already passing by.
These programs are currently being coordinated. But their speedy adoption is necessary. If only because spring is just around the corner. And another surge in accidents involving mopeds and scooters is possible. After all, even if today the programs are registered by the Ministry of Justice and come into effect, driving schools will need one and a half to two months to obtain licenses. One more news. A draft government resolution on permission to drive cars has now undergone public discussion. According to it, drivers will have three exams at the traffic police. Moreover, you will have to pay a state fee for each one. If you don't pass the first time, pay and take it again. Thus, the traffic police has found a new incentive for better training of drivers. Today, no more than a third of driver candidates pass the exam the first time. On average across the country, driving license exams are passed on the third or fourth try.
Cost of retraining from B to C
The cost of training can vary significantly depending on the region and the specific driving school. However, it is obvious that the price of retraining from license category B to C will in any case be significantly lower than when training a driver from scratch.
Thus, the average cost of a retraining course from category B to C is from 10 to 20 thousand rubles. This amount includes both theoretical and practical lessons, as well as driving lessons. At the same time, the price tag for full truck driving training is 30-40 thousand rubles. As you can see, the difference is significant.
As already mentioned, when choosing a driving school, you need to pay attention to whether it has state accreditation. But it is equally important to find out what is included in the course price. To do this, you should study the contract in advance. Some unscrupulous companies do not list here all the services necessary for driver training. As a result, the student has to pay additional costs for fuel and driving lessons. And this can significantly increase the cost of retraining.
Theoretical part
The main stage of retraining from driver license category B to C is studying the theory of truck driving. Requirements for teaching such material are also established by law (Order No. 1408).
Unlike practice, 1 hour of class here is equal to 1 academic hour (that is, 45 minutes). Preparation is carried out in groups. Each of them should have no more than 26 people. Attendance is taken by teachers.
To train drivers, the driving school must be equipped with appropriate classrooms. In the first of them, applicants for obtaining a license will study the legislation and operating rules of freight vehicles. In the second, the technical structure of transport and the rules for transporting goods are studied.
In general, the educational process in different driving schools remains similar. Only small nuances differ.
Practical driving training
Only persons who do not have medical contraindications for this are allowed to drive a training vehicle. This means that even before the start of practical training you will need to obtain a medical certificate. Otherwise, it will not be possible to complete retraining to category C.
Driving lessons are held separately from theory studies. Students independently choose a time convenient for them. The entire educational process is divided into two parts:
- Closed range.
- Movement around the city.
During retraining from driving license category B to C, the student must study a specific program. It is divided into separate exercises (how to do this is decided by the driving school itself). Category B

If you need to retrain from an automatic transmission to a manual one
Driving a passenger car with an automatic transmission is very different from driving a vehicle with a manual transmission, so several years ago, for those who studied with an automatic transmission and passed exams, a corresponding note began to be placed on their licenses. If a person has graduated from a manual transmission, but subsequently decides to switch to an automatic transmission, there is no need to retake anything.
Those who have a category B mark with an automatic transmission only need to retake the race track. You will have to perform the same elements as for the standard Category B exam.

Exam in the traffic police
When the driver has fully mastered the retraining program and successfully passed all internal tests, he gets the opportunity to take the exam at the State Traffic Safety Inspectorate (the procedure for conducting it is regulated by clause 83-123 of the Order of the Ministry of Internal Affairs of October 20, 2015 No. 995 and Government Decree of October 24, 2014 No. 1097).
The test is not much different from a similar test for category B. First, the applicant must pass the theory. It includes 40 tickets, each of which contains 20 questions. By answering them, the driver must show that he has mastered the training program and knows traffic rules, the basics of traffic safety, first aid techniques, and vehicle operating rules. The “Fail” grade (Order No. 995 p97-98) is given if 3 errors were made in the answer, 2 errors in one thematic block or 1 error in additional questions (according to paragraph 98 of Order No. 995, for each incorrect answer in the main part is given 5 additional questions).
After successfully returning the tickets, the driver enters the race track . Here he must perform a series of exercises. This includes parallel parking, boxing, snake, starting on a hill and turning (the program for trucks and passenger vehicles does not differ in this regard).
If the circuit is passed without errors, the driver receives an examination sheet. With it he goes to surrender the “city”. Unlike the training ground, here an instructor and a traffic police inspector will also be present in the truck cabin. During the test, the driver must demonstrate his driving skills by driving through controlled and unregulated intersections, a pedestrian crossing and a stop. You will also need to make a turn, change lanes and overtake. For each error a certain number of points is given (gross errors - 5 points, medium - 3, small - 1). The exam is considered passed if less than 5 points are scored (Order No. 995 p129-130).
It will be possible to retake theory and practice only in a week. But if an unlimited number of attempts are given to pass the theory, then the “city” test can only be completed 3 times in a row. If the driver was still unable to complete it, then he will have to wait 30 days until the next exam. If the tests are not passed within 6 months, the applicant is sent for retraining.
The course of the examination and its results must be documented in the form of a protocol.
If the driver successfully passes all exams, he will be able to replace his existing driver's license. This can be done on the day of the exam or the next day (the results of the theoretical exam are valid for 6 months). The owner of the driving license will need to visit the traffic police department (issued at the place of application) and take a photograph. Within a few minutes, a new document will be produced, which, in addition to the already opened ones, will contain category C and subcategory C1. From this moment on, the driver can legally drive cargo vehicles.
How to open category “D1”?
Here we will consider the question of how to obtain a license with category D1 in order to have the full right to transport passengers in minibuses.
All interested parties must not only meet the requirements, but also complete a training course and pass the D1 category exam.
A small list of requirements for the driver:
- Drivers over the age of 21 are allowed to participate in training (this point will be discussed in more detail);
- each potential driver must have a medical certificate of professional suitability;
- The duration of training is 1.5 months. If the driver’s license is open category C, then he will need to undergo retraining, and the theoretical load should be at least 77 hours;
- retraining from B to D category is carried out according to a program where at least 81 hours are allocated to the theoretical part;
- the amount of practical driving during retraining from category C to D1 is at least 41 hours;
- the time allotted for practical driving when moving from B to D1 is 75 hours or more.
At what age can category “D1” be opened?
All of the listed categories, namely D (buses), Tm (trolleybuses), Tb (trams) and subcategory D1 (small buses), are received starting from the age of 21.
There is a rule for military personnel: they have the opportunity to take the exam for D-category (respectively, D1 subcategory) at the age of 19 and receive a license with this open category.
But this certificate will only be valid for military vehicles and, having returned from service at the age of 19, he is legally not allowed to drive route passenger vehicles until he reaches 21 years of age.
Step-by-step instructions for obtaining a driver's license
The entire process of obtaining a new driving license, after retraining from license category B to C, can be divided into several main stages:
- First of all, you need to send an application to the traffic police to receive a new document. This can be done both at the branch and through the State Services portal.

What does category C provide?
After receiving category C, the driver has the opportunity to drive trucks weighing over 3500 kg. Trailers can be used with such vehicles, but their weight should not exceed 750 kg. There are three subcategories, the difference between which lies in the weight of the vehicle that the driver’s license holder has the right to drive:
- C1 allows you to drive trucks weighing up to 7500 kg, and you can use a trailer on them. This subcategory is available to everyone who has a category C mark on their driver’s license;
- CE will be required for those drivers who intend to drive trucks with trailers whose permissible maximum weight exceeds 750 kilograms;
- C1E allows the driver to drive a vehicle with a trailer whose permissible maximum mass exceeds 750 kg, but does not exceed the unladen mass of the vehicle, provided that the total permissible maximum mass of such combination of vehicles does not exceed 12,000 kg. Nuances
In general, the retraining program from B to C is not much different from the usual passing of exams for category C. It also has a lot in common with learning to drive cars. However, here too there are some nuances and peculiarities.
- Currently, there are not many driving schools that train truck drivers (not every company can afford to buy and maintain such vehicles). There are even fewer organizations involved in retraining. Therefore, you should be careful when searching for an educational institution. You should carefully study the contract and check for a license. This is the only way to insure yourself against unnecessary expenses and guarantee that you will receive a permit. The training program for passenger car drivers has been significantly reduced, and the cost of training is several times lower.
- You should not go to a driving school if you have serious health problems. The requirements for truck drivers are more stringent, and the medical board includes several additional doctors. - One of the main conditions for obtaining a license is the successful passing of exams. In general, they are not much different from similar tests for category B. Almost everyone takes the driving test at the circuit, since the cadets have enough hours to study each element. Difficulties begin when the stage of moving around the city passes. And for successful passing, experts give the following advice:
- It’s better to be one of the first to take the exam;
- control of the road using the mirrors must be carried out in such a way that the inspector sees it - not just “shoot” with his eyes, but defiantly turn his head;
- when getting into a car, you need to adjust the seat and mirrors “to suit you”;
- Be sure to turn on the daytime running lights or low beam headlights, fasten the seat belt and remove the handbrake - you can start driving, not forgetting to turn on the left turn signal;
- stopping at the request of the inspector must be carried out in accordance with traffic regulations - choose a convenient place, make sure that it is permitted for parking.
The driving test in Moscow is taken outside the capital, because according to the law, trucks are prohibited from entering the city during the daytime.
