This article will consider a regulatory legal document - the Decision of the Board of the Eurasian Economic Commission “On approval of the Procedure for the functioning of systems of electronic passports of vehicles (electronic passports of vehicle chassis) and electronic passports of self-propelled vehicles and other types of equipment.”

This document is valid from October 28, 2015, i.e. starting from this date, vehicle passports in Russia can be issued electronically.

Cancellation of paper vehicle passports from November 1, 2020

First of all, let’s consider subparagraph a of paragraph 2 of the Decision of the Board of the Eurasian Economic Commission:

2. Establish that:

a) until November 1, 2021, it is allowed to issue vehicle passports (vehicle chassis passports) in the form and in accordance with the rules established by the legislation of the member state of the Eurasian Economic Union (hereinafter referred to as the member state);

It follows from this paragraph that starting from November 1, 2021, PTS will be issued only in electronic form. Those. All new cars will have an electronic passport; paper documents will not be issued.

Deadlines and requirements for the transition to electronic PTS

It was originally planned that the final transition to electronic PTS would take place on November 1, 2021. The Ministry of Industry and Trade of the Russian Federation gave the task to develop and implement an electronic passport. Access to it will be provided to employees of authorized bodies and vehicle owners. Car passports on paper will gradually be eliminated from circulation. This is done in order to eliminate the need to go through the process of restoring lost PTS.

However, it was subsequently decided to extend the deadline for the transition to an electronic version of the document. The decision of the EEC Board No. 122 dated December 29, 2015 was amended. In accordance with it, the period for issuing classic passports was extended until November 1, 2020. In this case, an electronic version of the document will also be issued. The reason for this decision was the need to provide the EAEU states with the opportunity to complete the creation and implementation of appropriate systems.

At the same time, the business community still does not have a clear understanding of how to fill out all the required fields of an electronic passport. Thus, Mitsubishi representatives report that their organization plans to preserve the paper version of the PTS for as long as is legally possible. The Chery car company plans to adhere to a similar rule, but will gradually switch to digital documents. Audi representatives report that their organization will adhere to the established rules. Nissan and Volkswagen switched to electronic PTS.

It is noteworthy that the deadline is postponed for the third time. It was initially assumed that the introduction of electronic passports would take place on July 1, 2021. However, at that time, Russian organizations asked to postpone the launch of the system. The reason for this decision was the varying degrees of readiness and financial problems that arose as a result of the recession in the car market.

Replacing a paper PTS with an electronic one

The replacement of paper PTS with electronic ones is regulated by subparagraph d:

d) replacement of vehicle passports and passports of self-propelled vehicles and other types of equipment issued before the entry into force of this Decision, as well as in accordance with subparagraphs “a” - “c” of this paragraph with electronic passports of vehicles and electronic passports of self-propelled vehicles and other types of equipment is carried out at the request of the owner of the vehicle (self-propelled vehicle and other type of equipment);

If desired, any car owner can change the vehicle's paper passport to an electronic one.

At the same time, many drivers are concerned about the following question. Is it necessary to change a paper PTS to an electronic one? Regulatory documents do not require mandatory receipt of electronic PTS. Therefore, the paper version can be used until it runs out of space for new owners.

Registration of an extract from EPTS online

Until the electronic document flow of databases fully begins to function, vehicle owners will need an extract from the EPTS in order to obtain an MTPL policy. To register you need:

Log in or register on the SEP website using an electronic signature or by entering your login and password from the government services website. In your personal account, go to the “Register of Applications” section. Search by EPTS number and date of request from its extract. Check the box next to the request for information from the vehicle’s electronic passport. Click on “Select Actions” and then on “View Application”. Download the extract.

What is an electronic PTS?

An electronic PTS is a record in a database that contains information about the car, as well as its owners. A complete list of information contained in the ePTS is given in Appendix 3 to the Procedure for the functioning of electronic vehicle passport systems (electronic vehicle chassis passports) and electronic passports of self-propelled vehicles and other types of equipment.

List of information in ePTS

If you wish, you can study the list of information that should be contained in the electronic PTS. For comparison, I suggest you pick up a regular PTS. You will notice that a paper passport contains much less data.

Moreover, after issuing an electronic PTS, the owner of the car receives an extract that he can print. This extract will be analogous to a paper PTS. In this case, the extract contains only part of the information from the electronic PTS. The contents of the extract are given in Appendix 1.

Please note that the extract from the electronic PTS contains only a small amount of information. For example, unlike a paper PTS, the owner and manufacturer of the vehicle are not indicated in the extract. On the other hand, electronic PTS, in addition to the driver’s license category, will also contain the vehicle category from the technical regulations.

So the introduction of electronic PTS will help solve the problem of determining the category of a vehicle in controversial cases. The fact is that some foreign cars can be classified in Russia as both buses and trucks. Moreover, in practice, government officials usually classify a car into the group where payments to the budget (customs, taxes, etc.) are higher. The introduction of a new form of PTS will make it possible to unambiguously classify a vehicle into one category or another.

How to get a digital passport for a used car?

Let's consider another situation: you already have a car and a paper PTS, and you want to get a digital one.

To switch to an electronic PTS for a used car, you need to contact accredited maintenance operators or other authorized organizations (the list can be viewed on the website of the Ministry of Industry and Trade of Russia: https://minpromtorg.gov.ru/docs/#!43226).

The price of the service will be only 600 rubles, in contrast to the tariff for a paper equivalent - 800 rubles.

Who can receive information from the electronic PTS

Clause 12 of the Operating Procedure for electronic PTS systems contains information about who can obtain information from an electronic passport free of charge. Let's consider subparagraphs d and d related to ordinary drivers:

12. Participants in electronic passport systems for use exclusively for their own needs and (or) for the implementation of tasks assigned to them in accordance with this Procedure and (or) the legislation of the Member State, without charging a fee, are provided with the following information upon request: ... d) the owner vehicle (chassis, machine) - information in the amount provided for in Appendices No. 1 and 2 to this Procedure;

e) to other persons - information about the status of the electronic passport upon request containing:

identification number (VIN) of the vehicle (chassis), chassis number (frame) or body number (cabin, trailer) - for the vehicle (chassis);

vehicle identification number or body number (cabin, trailer) - for the vehicle.

Let's consider this point from the point of view of completing a car purchase and sale transaction.

A potential buyer can only obtain information about the status of the electronic vehicle title using the VIN number of the vehicle. Those. the buyer can find out that the PTS is in one of the following statuses:

  • unfinished;
  • active;
  • canceled;
  • canceled;
  • recycled.

When purchasing a car with an electronic PTS, I recommend that the buyer check the status of the document. The correct meaning in this case is “active”. If the title is in a different status, it is better to refrain from buying a car.

Apart from the status, the buyer cannot receive any additional information from the electronic PTS. Those. the buyer does not have confirmation that the vehicle actually belongs to the seller.

However, the seller can confirm that he is the owner of the vehicle. To do this, he must make a request to receive an extract from the electronic PTS. This information is issued only to the owner of the vehicle. Therefore, its presence can serve as a guarantee that the car is being sold by its current owner.

In addition, the buyer can access information for a fee:

13. Participants in electronic passport systems are provided, on a contractual basis, with access to the information contained in electronic passports and to the services of electronic passport systems to the extent, in the manner and on the conditions determined by the administrator, except for the cases provided for in paragraph 12 of this Procedure.

In this case, the list of information that can be obtained on a contractual basis is determined by the system administrator.

Why was electronic PTS introduced?

There are several reasons why there was a need to switch to electronic PTS in 2021:

In 2021, all data relating to the legal status of the car is entered into the EPTS, including participation in accidents, technical condition, insurance policies received and other nuances. By reading the electronic passport, you can actually find out the entire history of the car. Electronic PTS is stored using a single database. It operates on the territory of all states that are part of the EurAsEC.

Information about any transport that was purchased or imported into the territory of one of these states becomes publicly available from the moment the information is entered into the electronic PTS database. A person can always check the status of the machine. The dubious reputation of the vehicle will help you refuse the transaction in advance and save money if the car is under arrest, pledged or has not passed the customs procedure. In 2021, representatives of tax services have access to electronic PTS. This simplifies the calculation of the contributions that the vehicle owner is required to make.

The owner of the car will not be required, if necessary, to carry with him a classic paper PTS document. In 2021, when checking at the MREO, it is enough to present a printout of the electronic PTS. The inspector will enter the data into the system and receive the information of interest.

Registration of purchase and sale of a car with an electronic title

The transition to a new form of passports raises a number of questions. First of all, difficulties arise when completing purchase and sale transactions with an electronic vehicle title.

To change information about the owner of a car, you will first have to conclude a purchase and sale agreement. The document must be formatted correctly. The paper must contain the following information:

  • place of conclusion of the transaction and its date;
  • information about the person selling the car;
  • information about the person purchasing the car;
  • information about the car;
  • information about PTS (indicated on the basis of the extract);
  • car cost;
  • signature of the seller and buyer;
  • telephone for communication.

Where to get it?

Based on the Regulations on PTS, this document can be issued:

  1. The company that is the manufacturer of this vehicle. But only if the vehicle was assembled or produced on the territory of the Russian Federation.
  2. Registration body of the State Traffic Inspectorate. A PTS is issued if the original document has been lost or stolen.
  3. Customs authorities - if the car was imported from outside the Russian Federation for further use within the country.
  4. Transport enterprises, when any changes were made to the design of the vehicle at the initiative of the owner.

At the bottom of the passport there should always be an indication of who issued it - the full name of the organization and its seal, as well as the date of issue of the document.

When purchasing a car, the new owner usually immediately receives a title along with a sales contract. In this case, the method of acquisition is not important - even when purchasing on the secondary market, the previous owner of the car is obliged to transfer this document to the buyer. But in this case, you should not forget to check the PTS for authenticity.

If the car is imported from abroad, you will have to wait a little . The vehicle passport will be issued at customs only after payment of all necessary duties.

There is also a special feature when purchasing a car on credit. Since in this case the car acts as collateral, the original vehicle passport will be kept in the bank (less often in a car dealership), and will be issued only after the debt has been fully repaid. However, since this document is important for the car owner, a copy of it will be issued.

How to write an application?

An application for the issuance of a new technical passport is filled out on a standard form (it can be obtained from MREO employees). The data from your passport and car registration certificate must be entered there. You should indicate the country of the vehicle manufacturer, the circumstances of the purchase of the car and other requested data.

In addition to the application itself, it is necessary to write an explanatory note addressed to the head of the MREO. It should indicate how the old registration certificate was lost.

It is recommended to indicate that the passport was lost (due to negligence or unclear circumstances), even if in fact it was stolen from you. The fact is that the loss of a document greatly simplifies and speeds up the process of obtaining a duplicate PTS . If you indicate that the PTS was stolen, they will not be able to issue you a duplicate until they are sure that the case investigating the theft has been closed.

That is, for this you will also need a police certificate, and the process of obtaining a new document may take a long time. In addition to the loss of an old document, the reason for applying for a new PTS may be a change of surname, registration, or lack of free space in the old one.

How to apply for EPTS?

The registration of EPTS is usually carried out by manufacturing plants for each vehicle produced. Then the vehicles are imported into the Russian Federation, and people buy cars with ready-made passports. After this, the owners apply to the traffic police for registration, where inspectors already use data from the EPTS.

When passing the technical inspection, all information is also entered into such a passport. If a traffic police inspector stops a driver as part of a raid, he can obtain the necessary information about him and the car through internal communication channels.

But manufacturing plants are not always involved in issuing EPTS, and in some cases car owners have to go through this procedure. Let's look at all the details in detail.

When buying a new car

If a person buys a new car from a dealer, he will not have to issue an EPTS: the document will already be received, and its details are indicated in the purchase and sale agreement. The buyer only has to contact the traffic police for registration, after which the passport number will be entered into the STS.

The whole procedure looks like this step by step:

  1. The factory issues an EPTS for the car, and the dealer buys it.
  2. A buyer goes to a car dealership and chooses a car. At this moment, the EPTS has already been issued for her.
  3. A purchase and sale agreement is concluded between the buyer and the car dealership, where the passport details will be indicated. If a car is purchased on credit, you will need to purchase compulsory motor liability insurance.
  4. The new owner is given 10 calendar days from the date of purchase to register the car with the traffic police. During this time, he must undergo technical inspection and buy compulsory motor insurance. Information about this will be reflected in the EPTS.
  5. The new owner submits an application to the traffic police to register the vehicle. Based on the results, a regular plastic STS is issued, which will contain EPTS data.

The creation of EPTS saves citizens money: if previously they had to pay 350 rubles. for making changes to a paper passport, then when issuing an electronic document, such a fee is canceled.

If the paper PTS is lost

If the owner has lost a paper PTS, he can contact an authorized organization to issue an electronic one. The service will cost 600 rubles. By the way, you would have to pay 800 rubles for issuing a paper passport.

The authorized organization is the State Inspectorate for Supervision of the Technical Condition of Self-Propelled Vehicles and Other Types of Equipment. You can find out her address and reception hours using the Internet. There are separate units of the State Technical Inspectorate in each region.

The car owner imports the car himself

If a citizen independently imports a vehicle from Belarus or Kazakhstan, he can also apply to the State Technical Inspectorate to obtain an EPTS.

If a car owner wants to replace a paper PTS with an electronic one

According to the law, it is not necessary to change previously issued PTS to electronic ones. But you can do this if you wish. The principle remains the same: you need to contact the State Technical Inspectorate with a passport, STS and an application for issuing a passport using a new form.

Where and how can I get acquainted with the electronic PTS?

For the convenience of users, an electronic passport system was created in 2021. It is a site through which you can search for information. To do this, you need to visit the resource and click on the login button. Two windows will appear in front of the user. One of them is for requesting the status of an electronic passport. Is it possible to do this without documents and if so, how?

There are situations when car owners lose other documents along with their title. And this creates problems when restoring a car passport. But even from such a situation it is possible to successfully emerge victorious.

The vehicle belongs to the driver, but all papers are lost

Typically, the only documents that are most often lost are those that drivers need to keep with them at all times. These include a driver's license, car registration certificate and compulsory motor liability insurance policy. Some people also carry their PTS with them, but even the traffic police persistently persuades them not to do this.

Also, some car owners manage to lose the purchase and sale agreement. Moreover, some lose the contract long before they lose the remaining documents for the car.

But it is worth remembering that even if lost, you can always restore the following important documents (including those on cars):

  • The passport of a citizen of the Russian Federation is restored at the passport office.
  • Insurance policy - at the office of the insurance company.
  • The purchase and sale agreement can be obtained from the former owner, or from the registration department of the traffic police, where it was submitted for registration.
  • A diagnostic card can be obtained at a service station.

These documents will be quite sufficient to successfully obtain a duplicate vehicle passport.

The car does not legally belong to the user, but the owner is known

In this case, everything depends on whether the owner of the vehicle is accessible. If this is the case, then you need to act exactly as described above: restore all important documents, and then contact the traffic police for a new PTS. If you cannot find the owner’s contact information, then it is best to also contact the traffic police.
They will be able to process the existing information, and usually after some time everything can be resolved. It’s more difficult when the owner has been found and he doesn’t want to deal with the decoration. In this case, you need to restore the title yourself, based on the purchase and sale agreement. Through the contract, ownership will pass to the new owner. You also need to get the former owner to write an explanatory note regarding the lost documents.

After becoming a full-fledged owner, you can safely contact the MREO at your place of registration. Then everything goes according to the standard title restoration plan, with the exception of a more thorough check, as well as an inspection of the car. After submitting all the documents, filling out the application and paying the state fee, all that remains is to wait for the issuance of the PTS and STS foreign plates.

Stages of the procedure

How to get a title for a car if it has been lost, because a situation where the passport for a car was stolen or lost can happen to anyone. In this case, do not despair and immediately start restoring the PTS. To do this, you need to contact the nearest traffic police department.

Until November 2021, both paper and electronic versions of PTS are issued, the deadlines are regulated by Government Decree No. 1394 of October 31, 2019

Required papers

But before contacting the traffic police, you need to prepare a certain set of documents:

  4. Vehicle registration certificate.
  5. Receipt for payment of state duty.

If any documents from this list are missing, you can try to replace them with analogues or notarized copies. If the insurance policy, duty payment receipt or registration certificate has been lost, they can be restored at the place of issue.

Application for issue

After providing all the necessary documents, you must write an application for restoration of the title. It is filled out on a standard form that can be issued by one of the employees. In the application you must write all the data from the car registration certificate (everything that is indicated in the form) and all the passport data of the car owner.

You also need to write an explanatory note, where you need to describe in detail the circumstances of the loss or theft of the PTS. An explanatory note is written addressed to the head of the MREO.

Restoration cost

How much does it cost to make a duplicate title for a car in Russia? According to Art. 333.33 of the Tax Code of the Russian Federation, the price for obtaining a duplicate PTS for a car is 500 rubles. You can pay it at any bank branch using the specified details.

After the fee has been paid, all that remains is to wait to receive a duplicate of the PTS. In this case, it may be necessary to provide inspectors with a vehicle for inspection to find out additional information. However, in most situations this can be avoided. Usually a new document is issued within one to two hours.
