Cancellation of paper PTS from November 1, 2020

Paper green PTS forms are a thing of the past. The issuance of paper vehicle passports has been discontinued as of November 1, 2020.

Most car owners feel as if they have been deprived of something important and valuable. Undoubtedly, not all car owners will be able to quickly understand the essence of the electronic vehicle title and the rules for working with it. After all, at a minimum, the owner of a car is now required to have a smartphone and handle it fairly well.

Paper PTS for new cars will not be issued since November 2021. Those who have a paper PTS should not worry about replacing it with an electronic one. You can continue to use a paper document.

From the beginning of 2021, when selling cars, dealers, when issuing a paper PTS to the car owner, were required to create an electronic copy of it.

What is an electronic PTS

An electronic passport of a technical device (PTS) is simply an entry in a database that has its own unique 15-digit number.

You can get an extract from this electronic PTS - this is a printout that contains all the data from the car’s passport, but it is not an official document.

By the way, everyone remembers that we recently switched to electronic MTPL, and every second traffic police officer asks for a printout of electronic insurance. On paper! Therefore, most drivers carry with them a printout or (those who are more advanced) a photo or scan of the insurance policy in their smartphone. Now you will probably have to have two printouts with you.

The electronic PTS has up to 150 fields, while the paper PTS had 21 fields.

Entries are added to the ETPS as the vehicle is used. Information about owners, insurance, maintenance, restrictions, and participation in an accident is entered there.

In addition, an electronic passport can change its status several times, and all these changes remain in it forever. For example, a passport may be lost, cancelled, canceled, and so on.

Is it necessary to change PTS to EPTS?

There will be no forced replacement of paper PTS issued before November 1, 2020 with an electronic passport. After November 1, 2021, you can receive an electronic PTS instead of a paper one:

  • in case of loss of a paper PTS;
  • if the paper PTS becomes unusable;
  • all PTS columns will be filled in;
  • at the request of the owner (possessor).

Only electronic passports will be issued for new vehicles/chassis/self-propelled and other types of equipment.

How will registering a car change with the introduction of an electronic PTS

There won't be any big differences.

The document that officially formalizes the purchase of a car is the sales contract.

The dealer selling the car is obliged to indicate the EPTS number in the contract and issue a printout of an extract from the EPTS register. This extract is not a document; it is needed for further registration actions.

Having in hand a purchase and sale agreement with an EPTS number, you can issue an MTPL policy. Insurers will receive all other data necessary for obtaining insurance through the state System of Interdepartmental Electronic Interaction.

Further, in order to register a car with the traffic police, it is enough to present a sales contract and an insurance policy.

What does an electronic PTS look like?

Electronic passports for motor vehicles reflect more complete information about the vehicle.

The electronic version of the document indicates:

  • document number, which consists of 15 characters. By the number you can determine: for what type of transport the PTS was issued, by what state it was issued, the basis for creating the document, the serial number of the EPTS;
  • date of creation;
  • car characteristics;
  • signs of a car;
  • car marking;
  • changes made;
  • information about owners;
  • data on registration actions;
  • Additional Information.

The owner of the vehicle will keep an extract from the EPTS, which indicates:

  • electronic document number;
  • status of the document and date of its execution;
  • VIN number assigned to the vehicle by the manufacturer;
  • vehicle make and model;
  • category (indicated in accordance with the current International Convention);
  • numbers of engine, chassis, frame, body;
  • body color;
  • year of manufacture of the car;
  • make, model and characteristics of the engine installed on the vehicle;
  • environmental class;
  • permissible weight;
  • date of issue of the statement.

Each statement also has a barcode that allows you to quickly obtain access to a single database, which stores an electronic document with more complete information about the vehicle.

Frightening disadvantages of EPTS

The owner himself can only view the data of his EPTS through the government website. The procedure for correcting trivial errors is still unknown. But, as the system developers promise, all data will be stored in the EPTS (even erroneous ones).

  2. The vehicle's electronic passport cannot be lost or worn out.
  3. You won’t have to waste time and money on restoring it.
  4. Any number of car owners can be entered into the electronic PTS. The count is enough for everyone. The standard paper passport had to be changed every time the lines allocated for entering information about new owners ran out.

In 2021, all data relating to the legal status of the car is entered into the EPTS, including participation in accidents, technical condition, insurance policies received and other nuances. By reading the electronic passport, you can actually find out the entire history of the car. Electronic PTS is stored using a single database. It operates on the territory of all states that are part of the EurAsEC.

Information about any transport that was purchased or imported into the territory of one of these states becomes publicly available from the moment the information is entered into the electronic PTS database. The dubious reputation of the vehicle will help you refuse the transaction in advance and save money if the car is under arrest, pledged or has not passed the customs procedure. In 2021, representatives of tax services have access to electronic PTS. This simplifies the calculation of the contributions that the vehicle owner is required to make.

The owner of the car will not be required, if necessary, to carry with him a classic paper PTS document. In 2021, when checking at the MREO, it is enough to present a printout of the electronic PTS. The inspector will enter the data into the system and receive the information of interest.

How to get an electronic PTS?

Gradually, electronic PTS will completely replace the classic paper form. In 2021, residents of the Russian Federation can obtain documents in the following situations:

  1. A car is being imported from abroad. In this situation, you will need to contact any authorized organization that has the rights to provide such documentation from the Ministry of Industry and Trade of the Russian Federation.
  2. The classic document is worn out, lost, or the space for entering information about the new owners of the car has run out. The citizen will have to submit a preliminary request to the authorized organization.
  3. A new car is purchased. The passport data is included in the purchase and sale agreement. During the registration and registration procedure, traffic police representatives will use the necessary information from the EPTS database.

The passport replacement process is regulated by EEC decision No. 122 of September 22, 2015. To take action, the owner of the car must prepare an application and contact the traffic police. The registration of EPTS is carried out by Electronic Passport OJSC. The updated document will be provided within 24 hours. The owner of the vehicle can receive a statement.

Electronic PTS

From November 1, 2021, in the territory of the Eurasian Economic Union (Russia, Armenia, Belarus, Kyrgyzstan, Kazakhstan), the PTS is gradually moving into an electronic version, so instead of paper registration, information will be entered into the electronic passport system.

What is EPTS?

EPTS is an electronic vehicle passport containing all information about the vehicle. Registration and storage of EPTS is carried out in an automated electronic passport system. You must have an EPTS when registering a vehicle with the traffic police.

How does EPTS work?

Operating principles of EPTS:

  • The manufacturing organization issues an EPTS for manufactured vehicles.
  • The registration authority takes information from the EPTS when conducting registration.
  • A traffic police officer monitoring traffic requests data from the EPTS via internal communication channels.
  • The buyer purchases a new car from a dealership showroom already with an issued EPTS.
  • When undergoing technical inspection, making changes to the design of the vehicle, insurance, etc., information about the work done and the current mileage of the vehicle are indicated in the EPTS.

Advantages of EPTS

EPTS has the following advantages:

  • All EPTS are stored in one automated system - AS SEP, so the electronic passport cannot be lost, and it cannot run out.
  • Information about all stages of the car’s life cycle is entered into one EPTS: information about the owners, about maintenance, car insurance, about road accidents, about changes to the design of the vehicle, etc.
  • The owner can receive an extract from the EPTS to his email address if he indicates the owner’s data previously entered into the database.
  • You can get acquainted with the detailed history of the vehicle by requesting a historical certificate through AS SEP.

What information is entered into the EPTS?

The EPTS shows all information about the car, consisting of two parts:

  • Main part . The main part is mandatory and consists of 13 sections, which indicate the type, number and status of the vehicle, the distinctive features of the vehicle, general technical data, etc.
  • Additional part . This part does not require mandatory completion, but it contains useful information: information about the owner, collateral, accident, arrest, theft, car insurance, repairs and much more.

After registration of the EPTS, it is assigned a certain status. The “Valid” status is a prerequisite for registering a car with the traffic police.

EPTS statuses

The following EPTS statuses exist:

  • Unfinished . In this status, most of the data has been filled in, the EPTS has received a unique number, but the recycling fee has not yet been paid.
  • Active . It talks about filling out the main part of the data, assigning the EPTS a unique number, as well as paying the recycling fee.
  • Extinguished . This status appears when one vehicle is manufactured on the basis of another.
  • Canceled . This status is assigned if some data is incorrectly indicated in the electronic passport: manufacturer, color, OTTS No., VIN, etc.
  • Recycled . EPTS receives this status automatically when the vehicle is scrapped.

Purchasing a car with EPTS

When purchasing a car at a car dealership, the dealer, along with the purchase and sale agreement and the acceptance certificate, gives the car owner a printout of an extract from the electronic PTS system.

When purchasing an OSAGO or CASCO policy, the owner must provide an extract to an employee of the insurance company.

What do you need to have with you to register your car?

Previously, in order to register, you had to have the original PTS. Now, in order to register a vehicle with the traffic police, a purchase and sale agreement and a transfer and acceptance certificate are required. Extract from the EPTS database is optional.

Will previously issued paper PTS be changed to EPTS?

Replacing previously received paper PTS with EPTS is not a mandatory procedure and will be carried out voluntarily at the request of the owner. A list of companies with replacement rights is available on the website of the Russian Ministry of Industry minpromtorg.gov.ru.

How to access the system with information about EPTS?

Information on the availability of EPTS for a vehicle is presented on the website elpts.ru. You can access it by entering the VIN number of the model.

Replacing a paper PTS with an electronic one

The replacement of paper PTS with electronic ones is regulated by subparagraph d:

d) replacement of vehicle passports and passports of self-propelled vehicles and other types of equipment issued before the entry into force of this Decision, as well as in accordance with subparagraphs “a” - “c” of this paragraph with electronic passports of vehicles and electronic passports of self-propelled vehicles and other types of equipment is carried out at the request of the owner of the vehicle (self-propelled vehicle and other type of equipment);

If desired, any car owner can change the vehicle's paper passport to an electronic one.

At the same time, many drivers are concerned about the following question. Is it necessary to change a paper PTS to an electronic one? Regulatory documents do not require mandatory receipt of electronic PTS. Therefore, the paper version can be used until it runs out of space for new owners.

What is an electronic PTS?

An electronic PTS is a record in a database that contains information about the car, as well as its owners. A complete list of information contained in the ePTS is given in Appendix 3 to the Procedure for the functioning of electronic vehicle passport systems (electronic vehicle chassis passports) and electronic passports of self-propelled vehicles and other types of equipment.

List of information in ePTS

If you wish, you can study the list of information that should be contained in the electronic PTS. For comparison, I suggest you pick up a regular PTS. You will notice that a paper passport contains much less data.

Moreover, after issuing an electronic PTS, the owner of the car receives an extract that he can print. This extract will be analogous to a paper PTS. In this case, the extract contains only part of the information from the electronic PTS. The contents of the extract are given in Appendix 1.

Please note that the extract from the electronic PTS contains only a small amount of information. For example, unlike a paper PTS, the owner and manufacturer of the vehicle are not indicated in the extract. On the other hand, electronic PTS, in addition to the driver’s license category, will also contain the vehicle category from the technical regulations.

So the introduction of electronic PTS will help solve the problem of determining the category of a vehicle in controversial cases. The fact is that some foreign cars can be classified in Russia as both buses and trucks. Moreover, in practice, government officials usually classify a car into the group where payments to the budget (customs, taxes, etc.) are higher. The introduction of a new form of PTS will make it possible to unambiguously classify a vehicle into one category or another.

Registration of compulsory motor liability insurance with electronic PTS

Earlier, information appeared that car owners who have issued digital passports for cars may encounter difficulties in acquiring a car title. The reason for this was the fact that the owner column in the document is not required to be filled out. This means that you can confirm the fact of ownership of a vehicle only with the help of a purchase and sale agreement. However, it is not one of the papers that is acceptable for use when registering a motor vehicle license.

In 2021, the problem with issuing compulsory motor liability insurance with an electronic PTS has been resolved. An agreement was reached between RSA and Electronic Passport JSC on an information exchange mechanism. The process of registration of compulsory motor liability insurance has also been agreed upon. However, in order to start the information exchange process, a transition period will be required. To apply for compulsory motor liability insurance, you will need to provide an extract from the EPTS. It will be added to the list of basic documentation. It will replace the classic car passport required for insurance. Otherwise, the process of purchasing a policy will not change.

What does EPTS look like?

Electronic PTS is a record in the database containing information about the car. After reading it, you can find out:

  • technical information about the machine;
  • information about accidents;
  • information about the owners;
  • other important information.

In 2021, access to electronic PTS information is provided only to the current owner of the car and representatives of regulatory authorities. All other persons also have the right to submit a request, but they will only be able to find out about the status of the document. He can be:

  • active;
  • disposed of as a result of the vehicle being declared unfit for further use;
  • being in the process of registration;
  • canceled - the car is located outside the territory of the Union countries or did not go through the customs procedure upon entry;
  • extinguished (the status is assigned if the vehicle structure has been altered).

Previously, owners received paper PTS. They contained limited information about the car. Access to complete information was provided to employees of the Federal Tax Service, Social Insurance Fund, police and a number of other organizations. The insurance company also had the right to receive information during the process of issuing a policy. With the introduction of electronic vehicle passports, information will become available to the car owner.
