Registration deadlines

It is better not to hesitate, but to try to register the car as quickly as possible. There are often long queues at the MREO, so it is best to go there on weekdays in the first half of the day. According to the protocol, the inspector must inspect your car within an hour. Thus, the procedure itself should take no more than a couple of hours if there is no long queue. However, if you do not have free time, then you can contact a commercial MREO, where you can register a vehicle without queues.

How do you get license plates from the traffic police?

On the selected day and time, the car owner must appear at the traffic police department and provide the original documents specified in the application. The driver must also have an application and a receipt for payment of the state duty. If a car enthusiast used the Internet to fill out an application and pay the cost of the procedure, then both the form and the receipt must be pre-printed.

The process of registering a car involves checking documents for accuracy, inspecting the vehicle to ensure that the engine numbers “under the hood” and in the car’s passport match, as well as issuing a car registration certificate and license plates.

Drivers purchasing used cars use the following options to register:

List of documents for car registration

According to the administrative regulations for the provision of public services, approved on August 7, 2013 by the Ministry of Internal Affairs of Russia by Order No. 605, when registering a vehicle it is necessary to submit:

  • passport (birth certificate, if the owner is under 14 years old, foreigners present a passport of another state with a note of temporary residence);
  • power of attorney to exercise powers on behalf of the applicant or other documents (if a representative applies);
  • documentation for the vehicle (technical passport, vehicle passport, certificate of registration or other evidence indicating the registration of the vehicle and receipt of numbered units);
  • paper indicating ownership of the vehicle (exchange, gift or sale agreement, judicial act, social security decision on the provision of the vehicle, extracts from deeds of transfer of property (TV) of a legal entity, inheritance document).

When changing the name (full name of the car owner), you must provide a certificate of marriage, divorce or change of name.

In case of disposal of a car, it is necessary to submit a corresponding report, and if the technical condition of the vehicle changes, a certificate of its safety is required.

When registering a vehicle under financial lease, you must provide a document confirming the lessor's ownership of it.

The application form is approved by Order 605 (Appendix 1), must be filled out legibly by hand or on a computer, and drawn up in one copy. Misprints, crossing outs and blots are not allowed.

Paragraphs 36–38 of Article 333.33 of the Tax Code of the Russian Federation indicate the amounts of state duty charged for actions related to registration, including:

  • 2000 rub. for registering a car;
  • 500 rub. for providing a certificate of state registration;
  • 800 rub. for obtaining a vehicle passport;
  • 350 rub. for changing information in the PTS.

What determines the size of the state duty?

The amount of the state duty depends on the type of services that the car owner wants to obtain.

What matters is the need to replace or provide new license plates, enter new information into the vehicle passport or obtain a new document.

The amount of the state duty is also affected by the purpose of registration (change in technical characteristics of vehicles, purchase of a trailer, disposal of a vehicle).

It is possible to pay the state fee:

  • at an ATM or at a local bank branch;
  • through the terminal located in the traffic police inspection department;
  • online using electronic payment systems, including QIWI wallet, Yandex money;
  • from a smartphone when special applications are installed and the Internet is available;
  • through a single portal of State Services with a 30% discount.

Article 333.41 of the Tax Code of the Russian Federation provides for the possibility of obtaining an installment plan or deferment of payment of the duty. To grant a deferment or installment plan, it is necessary to submit a petition accompanied by evidence of the impossibility of paying the entire amount of the fee in accordance with Art. 64 Tax Code of the Russian Federation.

The nearest MREO or DPS office

There may be several traffic police departments located in one locality.

You can find out the address of the MREO location online using the Internet. To do this you need:

  1. On the official website of the State Traffic Safety Inspectorate, follow the “Contacts” link.
  2. Select your region from the list (detected automatically).
  3. Select the nearest traffic police or MREO department.

By clicking on the selected territorial department of the traffic police, you can see what services they provide (vehicle registration, execution of administrative legislation).

For more detailed information, you need to select a registration service. The window that opens contains all the information about the registration authority, including the region code, contact numbers, address and its location on the map, and office hours.

Registration online

In order to save time, you should sign up for a visit to the MREO in advance by submitting an application online through the government services portal.

The application is submitted in the following order:

  1. On the website, select the “Vehicle Registration” section.
  2. Select a category from the services offered (paperwork for purchase, loss of documents or changes in vehicle data, deregistration).
  3. From the list of services that appears, select the type of registration (vehicle registration, change of owner data, for a limited period).
  4. Familiarize yourself with the size of the state duty and, from the proposed options, select the type of service received or “Electronic service”.

To receive an electronic service, you must fill out an electronic form, select a territorial division of the State Traffic Inspectorate, send an application and pay a 30% less state fee using a bank card or electronic wallet.

When choosing a personal visit to the traffic police department, you should:

  1. Make an appointment through the State Services portal (select the MREO department from the drop-down list, decide on the date and time).
  2. Prepare documentation (passport of the car owner or his representative, PTS, document on ownership, STS).
  3. At the appointed time, drive up by car and submit documents. First undergo an inspection by an inspection officer.

The form of the document is approved by Order 605. The application is filled out using a computer, or the form is printed on one A4 sheet, the necessary information is entered by hand, in legible handwriting.

An indication of the registration actions being performed (registering a new car or making changes about the person who owns it) is required.

Vehicle inspection. Reasons for refusal of registration after inspection

A mandatory condition for registering a vehicle is passing an inspection.

An authorized employee inspects the technical condition of the vehicle for compliance with safety requirements, the presence of changes in design, the absence of mandatory equipment (first aid kit, fire extinguisher), checks the accuracy of the specified information (VIN number), and checks the information with the specified data in the application.

Based on the results of the inspection, a report is drawn up indicating information about the employee, a description of the violations identified, or whether the condition of the vehicle complies with the norms and rules.

Registration after inspection may be refused in the following cases:

  • differences between the numbers on the units installed in the vehicle and the numbers indicated by the applicant;
  • changes in the design of the vehicle, installation of additional equipment (find out how to install gas equipment) that are not properly registered and do not meet safety requirements;
  • detection of traces of an attempt to change numbers on units (for example, traces of sawing or cleaning of the VIN number).

Obtaining a registration certificate and license plates

After the inspection officer accepts the documents, you need to wait for a call to receive documentation for the car:

  • new STS;
  • PTS with changes made.

The registration certificate contains information about the vehicle and the car owner and is a mandatory document to be presented to the traffic police inspector.

The issuance of state numbers occurs simultaneously with the issuance of documentation. If the car has an established license plate, it is not necessary to change it.

MREO operating mode

Where can I get license plates for a new car? This can be done at the traffic police MREO department on certain days. Not every day of the week can you come here to register your car. This can only be done on Tuesdays, Thursdays, Saturdays and Sundays.

This schedule is convenient because it allows even working citizens to contact the MREO office without any problems. Although, of course, the least people are here on Tuesday and Thursday. But commercial branches are open seven days a week, so you can contact them any day of the week.

Visiting hours begin at 8:00 and end at 19:30.

Fine for missing license plates

Some owners of new cars are quite frivolous about the traffic police requirement to register the car within 10 days, so they neglect to obtain license plates. If you operate a car that is not registered with the MREO, you may be issued a fine of 500 rubles. In case of repeated violation, the amount of the fine will increase significantly and amount to 5,000 rubles. In this case, the traffic police officer has the right to deprive you of your driver’s license for up to 3 months.

It often happens that numbers are lost on the highway due to improper fastening or bad roads. In this case, further operation of the vehicle is prohibited. You need to get to your destination and contact the nearest MREO office. Starting recently, drivers are allowed to contact any traffic police registration authority that is closest to them geographically. This makes the task easier and allows you to quickly get license plates again.

Rules for registering a new car with the traffic police in 2021

From March 1, 2021, diagnostic cards for cars that were received without actually visiting a technical inspection station (TO) will begin to be cancelled. The changes come into force on the basis of the Federal Law dated 06.06.2019 No. 122-FZ, which amends the Federal Law dated 01.07.2011 No. 170-FZ “On technical inspection of vehicles...”.

From this date, the procedure for obtaining diagnostic cards will also change. They will be issued only at special points where the car will be photographed before and after diagnostics. Only after this the driver will be given a diagnostic card protected with digital signatures.

The law provides for 4 grounds for declaring a diagnostic card invalid:

  • a diagnostic card was purchased (in fact, the MOT was not passed);
  • when passing the control, it was not possible to check all the components and assemblies of the car;
  • the technical inspection procedure was carried out with violations;
  • changes have been made to the design of the car that were not registered with the traffic police (for example, the card was issued for a car with illegal tinting or non-standard xenon).

The innovation applies to all vehicles that are subject to technical inspection. Passenger cars under 4 years old are not required to undergo maintenance; cars from 4 to 10 years old must be inspected once every two years, over 10 years old - annually.

No one will cancel a diagnostic card provided that the inspection is carried out honestly, that is, if the car owner actually drove into the station, passed all the necessary checks and did not make design changes - for example, did not change the type of headlights, did not tint the car, did not install a tow bar that had not passed the tests.

The diagnostic card can be canceled without even stopping the driver. To invalidate it, the traffic police must have information about the fictitious inspection.

You will be able to find out the status of your diagnostic card based on data from the Unified Automated Information System for Technical Inspection (UAISTO).

The card can have three statuses:

  • Valid means that the card is valid.
  • Archived – means that the card has expired.
  • Canceled is the status that can be applied to the card after March 1, 2021.

Thus, the process of canceling a diagnostic card involves changing its status in the EAISTO by a traffic police officer. How the traffic police will check whether the driver has violated the rules for undergoing maintenance or not is not covered in the law. It is possible that information may be taken into account that a particular inspection operator issued fictitious cards and his certificate was revoked.

Part 3 of Article 5 No. 122-FZ emphasizes that diagnostic cards issued before March 1, 2021 are recognized as valid until their expiration dates.

Purpose of innovation

The purpose of the innovations is to eliminate cases of falsification of technical inspections, ensure high-quality vehicle inspections, and clear roads of cars that pose a danger to traffic.

According to statistics, up to 80% of diagnostic cards are issued with violations. The share of cars older than 10 years exceeds 50% of the total number of cars, and such vehicles can pose a traffic safety threat to car owners and pedestrians.

Car malfunction is one of the causes of accidents on the roads, therefore, after the implementation of new rules, the Ministry of Internal Affairs hopes to reduce the number of accidents on the roads.

Registration with the traffic police is mandatory for each car. Indeed, according to Article 12.2 of the Code of Administrative Offenses, driving a car without registration numbers, or with existing signs, but modified with the help of materials that interfere with identification, is punishable by a fine of 5,000 rubles , up to deprivation of rights for 1-3 months.

In 2021, when registering a vehicle, you need to take into account the changes made to the rules of procedure:

  1. You do not need to present your MTPL policy. The necessary information is checked online with the applicant during his visit;
  2. Rusted numbers will not become an obstacle when registering. If the applicant has provided a license plate that has been affected by corrosion or other environmental factors, the system will not refuse registration. But previously it was difficult for owners in such situations to defend their rights.
  3. The registration procedure through State Services has been simplified. For example, the stage of additional control expert verification was skipped. It is much easier to provide a printed version of documents.
  4. It is also now much easier to restore your registration. It is enough to eliminate the reason for deregistration of the car.
  5. You can now even get insurance online. But it is important to print out the policy and always have it with you among your travel documents.
  6. You are allowed to keep the registration numbers after purchasing a used car. Accordingly, when selling, you do not need to deregister the car.
  7. In 2021, all information about the vehicle has become unified. Therefore, when moving, you do not need to re-register your car.
  8. The driver must register the purchased vehicle within 10 days from the date of purchase, and not within 5, as was previously the case. If the driver does not have time to register the car, he is obliged to pay a fine of 2 thousand rubles.
  9. If a citizen returns the car back to the dealership due to a malfunction or its non-compliance with the declared level, he will not have to deregister the car. The seller himself will take care of the cancellation of registration.

Transit numbers

Transit license plates are used in some cases:

  • When exporting cars abroad.
  • In case of moving the car for recycling.
  • During transportation by the vehicle manufacturer to the point of sale.
  • Until we receive new license plates.

Currently, transit numbers are used less and less, since laws allow cars to be registered in any region, regardless of registration. If you still need such numbers, you can apply for them at any MREO. You can drive with such signs for no more than 20 days from the date of receipt.

"Beautiful" rooms

Some owners, when purchasing a new car, want to get so-called beautiful license plates with the same numbers or letters. Officially you cannot purchase them at the traffic police, but there are still several ways to solve this problem:

  1. Re-register the number in your name by purchasing it from the owner. The price is formed arbitrarily, although some average prices are still available. For example, for two identical numbers next to each other you will have to pay about 20 thousand rubles, and for decimal numbers (001,002, etc.) – already 50 thousand. On the Internet you can find entire communities where owners offer to buy their beautiful rooms. This method is good because you see the seller and can distinguish him from the scammer who will deceive you.
  2. They may give you “beautiful” numbers by accident. True, the chance is very small, but what if you are a lucky person?
  3. Buy a car with “beautiful” license plates. These premium cars are often sold with them already included; in this case, it is enough to leave the old signs when registering the vehicle.

What numbers are currently issued in Moscow?

Now in Moscow they issue numbers with series 799 and 750. This depends on the area of ​​the capital. There are many more letter combinations:

  • "K...NOT"
  • "K...NH"
  • "E...NV"
  • "Oh...TU"
  • "Oh...MH"
  • "S...MH",
  • "U...MO"
  • “K...UV”,
  • “U...NOT.”

And this is not a complete list. But it is much more important that from January 1, 2019, the signs will look different, as they are carried out according to the new GOST R 50577-2018. The content of some of them will also change. For example, the license plate of a sports car will have the letter “C”, and the license plate of a vintage car will have the letter “K”.
