Is it possible to issue a compulsory motor liability insurance policy in 2021 without having numbers?
Yes, sure! Since the current legislation, in principle, provides for the possibility of operating a car without registration plates, and at the same time obliges the car owner to purchase a compulsory motor liability insurance policy within the period established by law, the possibility of making compulsory motor liability insurance without license plates is logical and is required by law.
In particular:
- a new car from a car dealership may be without license plates and a registration certificate, while in order to register its owner, an MTPL insurance policy is required,
- also, a vehicle that was previously deregistered by the State Traffic Safety Inspectorate may not have a license plate (due to loss, export abroad, and so on).
Meanwhile, in the policy form officially approved by the Bank of Russia there is a corresponding column for entering registration marks.
Does this mean that they will refuse to sell you an insurance contract if you do not have a state registration number? Of course not, this is not a legal basis for refusal.
However, the 2021 legislation does not provide for a direct opportunity to issue an MTPL policy for a car that does not have a license plate number.
But the car owner has the legal opportunity to simply not indicate the license plate number in the application for concluding an MTPL agreement if they are absent due to the lack of state registration of the vehicle. This opportunity is provided by clause 1.2 of the OSAGO Rules.
If it's a new car without STS
It was for new cars that legislators prescribed the existing standard given above. Having looked at the official interpretation at the link above, you can see the fragment “... if the vehicle has not passed state registration” - that is, until the very first registration of the car - new from the showroom.
This is exactly the case when the license plate code does not need to be included in the MTPL policy for a new car on completely legal grounds.
But here lies another problem, as many car enthusiasts believe. The fact is that we are accustomed to the fact that in order to conclude a car title agreement, one of the documents requires a car registration certificate. And they issue it to the traffic police after registration. Is it possible to issue compulsory motor liability insurance in this case both without numbers and without STS?
Of course you can. The 2021 legislation provided for this situation as well.
To be more precise, paragraph 3 of Article 15 of the Law on Compulsory Motor Liability Insurance prescribes a registration certificate as one of the documents required for issuing a policy. However, the same paragraph indicates that if the car is not registered with the traffic police, then a title will be provided.
If a used car is deregistered
Here, in practice in 2021, things may be a little more complicated. Indeed, the car may not have registration plates, even if it is not new from the showroom. These cases are few:
- a car may have no license plates after registration has been terminated due to loss,
- as well as in connection with export abroad (if transit license plates are not assigned),
- if the car is deregistered at the initiative of the traffic police due to violations of the registration procedure (for example, if changes are made to the design that are not registered with the traffic police).
But the law is on your side in this case. In particular, the Insurance Rules state that compulsory motor liability insurance is issued for a car without license plates if it has not passed state registration. But a car with ceased registration or deregistered falls precisely under this criterion - it must undergo registration. Actually, for this you need a valid MTPL policy.
Therefore, even if the car was previously registered with the traffic police, and then was removed along with the seizure of license plates, it is still possible to obtain compulsory motor liability insurance for it without registration marks.

Registration deadlines
You have the right to drive a new car without MTPL insurance for 10 days. If you are stopped by a traffic police officer at this time, you can show him the purchase and sale agreement as proof that the permitted period has not yet expired.
It happens that a newly purchased car needs to be driven to another region and registered there. There is no point in applying for compulsory motor liability insurance on the spot, but the trip may take more than 10 days. In this case, it is possible to order a transit policy. It is issued by all companies for a period of 20 days. Sometimes another person is involved in the driving; in this case, you can obtain insurance by proxy from the owner of the car.
Attention! Upon registration, the driver is given temporary transit license plates. On sections of roads between regions, inspectors check cars more carefully and look for violations, so it’s worth taking out such insurance for driving so as not to worry. Its price is about 20% of the full cost of the policy.
How to get insurance and what will be written in the license plate field?
Everything is very simple! You, just as if you had license plates, contact the insurance company (in person or purchase an electronic policy via the Internet), and in the application for concluding an MTPL agreement, simply leave the field where you need to enter the license plate blank. On some insurance company websites, when applying for insurance, you can select something like “no registration plates” or “vehicle was not registered.”
Please note that in the Insurance Rules, as you have seen, it is written about an application for concluding a contract. In most insurance or insurance agent offices, however, you won't even need to fill out an application - they will fill it out for you and give it to you to sign. Just be sure to check the authenticity of all entered data about you and your car, as in some cases this can lead to recourse.
In addition, instead of STS, if you do not have one, as we indicated above, you provide PTS.
What documents are needed to purchase a policy?
In our case, we will need the following set of documents:
- PTS (instead of STS, since we issue an MTPL policy without numbers and, accordingly, a registration certificate),
- application for concluding an agreement (they can fill it out for you - except in the case of electronic insurance, and will give it to you to sign),
- passport,
- driver’s licenses of all persons included in the policy (or the owner, if the insurance is unlimited),
- diagnostic card (not needed for a new car under 4 years of age),
- document on the ownership of the car (purchase and sale agreement) - this is also not always required, but it is better to take it with you when you go to the insurance office.
All these documents are provided for in paragraph 3 of Article 15 of the Federal Law on Compulsory Motor Liability Insurance. Please note that the insurer has no right to demand documents not from this list.
Is it possible to buy electronic insurance online?
Yes. As we already explained above, in this case you simply leave the field blank on the insurer’s official website where you need to enter the license plate number of the car, because you don’t have them.
As a result, you will also have a policy with a dash in the corresponding column.

Cost calculation
The price of an MTPL policy is the base rate and coefficients. The tariff is set by the Central Bank. This is a corridor, and within its limits companies set their prices. In 2021, the interval is 2746 - 4942 rubles. The price of insurance depends on the type of transport, the age of the owner and other factors.
The formula for calculating the price of compulsory motor insurance looks like this: base rate x Kt x KBM x Kvs x Ko x Km x Ks x Kpr x Kn, where the coefficients are deciphered:
- Kt is the territory coefficient, different for each region.
- KBM - bonus-malus coefficient, a discount for accident-free driving, may increase in case of accidents.
- Kvs - coefficient of age and experience, discount for driver experience.
- Ko is the limitation coefficient, which increases if many drivers are included in the insurance. For a legal entity it is always 1.8.
- Km is the power factor, the more powerful the car, the higher it is.
- Ks is a discount for the period of machine downtime if you do not use it the whole year.
- Kpr - trailer coefficient, depends on the type of transport.
- Кн - coefficient of violations, discount for correct driving.
Advice! Knowing how the ratios relate to the cost of insurance can help you figure out how to reduce that amount. If you are a resident of a big city, try to register the car to someone living in a rural area. If possible, do not include inexperienced or young drivers in the list of people allowed to drive.
