Let's take a closer look at how to formalize the conversion of a car, what documents need to be collected and what threatens if you ignore the requirements of the law.
Permission to re-equip a car
Documents for re-equipment, procedures and interaction with government agencies can confuse anyone. Before taking on this difficult task, you must study a bunch of regulations, understand the subtleties and nuances and find enough free time for this.
First, you must obtain a preliminary technical examination of the vehicle design. Take the car to an accredited testing laboratory and wait for the expert’s opinion. The laboratory must be in the Unified Register of Certification Bodies and Testing Laboratories of the Customs Union.

Further procedure
If the traffic police approved your plan and issued a positive resolution, you can return to the service station to carry out previously agreed upon work. In this case, the workshop in which all the work took place must, upon completion of the technical event, issue a document confirming the quality of the operations performed.
The owner of the car must undergo a technical inspection in order to provide data on the conversion to the EAISTO STSI - this is a special government service. But that's not all. The documents and photographs of the vehicle provided to the service station and the traffic police must be sent to the testing center by e-mail to assess the quality and safety of the changes made to the design. However, this was the case until 2021, and starting in February 2021, a slightly different procedure for vehicle conversion will apply.
According to the new rules, car owners should obtain from the traffic police the necessary document allowing the conversion of the car, as well as a special certificate of compliance with safety requirements. To obtain a certificate, you need to submit an application and have in hand a preliminary technical examination report from the laboratory. Next, the motorist will have to again visit the nearest traffic police department in his car for inspection, provide a receipt for payment of the state fee, as well as a package of documents - a statement, a protocol stating that a safety check of the structure was carried out. If you install gas equipment, you will need a declaration from the manufacturer of the work.
Necessary documents before starting the vehicle conversion procedure
— Application for preliminary technical examination of the vehicle design;
— A copy of the vehicle passport (PTS) – both sides;
— A copy of the vehicle registration certificate (COR) – both sides;
— Passport of the vehicle owner (first page + registration), for legal entities. persons require statutory documents;
— Power of attorney, in case of application by a proxy;
— Photos of the vehicle before changes were made to the design: general view with state number. registration, VIN identification number; vehicle manufacturer's plate.
After receiving a positive conclusion, the car must be taken to the traffic police department at the place of registration. There they will issue permission to re-equip the car. You need to take with you:
- application on a special form;
— a document confirming the identity of the owner of the car, or a power of attorney;
— PTS, SOR;
- expert opinion.

Procedure for obtaining documents
A motorist who decides to perform minimal tuning that is not declared by the car manufacturer as factory, without obtaining permission when leaving the garage and stopping by a traffic police inspector, will receive a fine of 500 rubles based on Part 1 of Art. 12.5 Code of Administrative Offences. Therefore, the question of how to convert a car has recently become especially popular. The service of helping to register car conversions has become even more relevant, since literally every year the rules become more severe. But the procedure for obtaining a package of necessary documents cannot be called complicated. First of all, the motorist needs to consult with specialists at a service station and draw up a list of works and modifications.
According to current regulations, re-equipment includes:
- moving the steering wheel from right to left or vice versa;
- installation of another engine;
- dismantling or installation of additional seats;
- installation of gas cylinder equipment (GBO);
- installation of wheels of larger radius;
- any other changes affecting the height, weight of the vehicle.
After approval by the service station, a list of all work should be sent in electronic form to one of the accredited testing centers. Then, within just a few hours, the center’s specialists assess the possibility of installing additional equipment in accordance with the current law. Based on the results of the technical examination, a document is created that indicates which works are acceptable and which are not. The final stage, after which it will become clear whether the car can be converted or not, will be a trip to any traffic police department. There, the driver provides a plan for making changes to the vehicle design. It is considered for 2-3 days, after which they either give permission or impose a ban on re-equipment. A similar procedure should be followed if you are the owner of a car of any category - passenger cars, trucks, minibuses or special equipment.
Installation, diagnostic card and examination protocol
Such services are possible in special services with appropriate certificates. Upon completion of the work, the service specialists must issue you a declaration of work completed, copies of certificates of conformity for the parts used, and a certificate with a decoding of the service code.
If HBO is installed, forms 2a and 2b are additionally issued. Be sure to note that the gas equipment has a service life of 2 years. You should always take your passport with a mark on the inspection of gas equipment with you.
Next, you show the updated car at a technical inspection point (or at the same service station) for inspection and receive a diagnostic card. It is also necessary to draw up a technical examination protocol after making changes to the design of a technical device. This is possible in the same testing laboratory.

Take photos so that you can clearly see the general appearance of the car, VIN, engine compartment before and after, and plates. In case of refusal, the reasons must be indicated.

The procedure for registering design changes in the traffic police

What is a design change?
Changing the design of a truck is the installation of elements on a vehicle that are not provided by the manufacturer and affect the overall safety of operation of the vehicle. Also, re-equipment includes the exclusion from the design of the vehicle of elements provided there by the manufacturer, if such production affects the overall safety of operation of the vehicle.
Since extended sides are not provided by the manufacturer and it is obvious that they affect the safety of using the vehicle, their installation will be considered a change in the design of the truck. At the same time, paragraph 7.18 of the appendix to the traffic rules on the list of conditions under which the operation of vehicles is prohibited, it was decided that any change in the design of a vehicle that is not properly registered with the State Traffic Safety Inspectorate leads to an automatic ban on the operation of the vehicle until the specified changes are eliminated or until they registration.
How does registration work?
Registration of the conversion of a truck is carried out in accordance with the requirements of Chapter 5 of the technical regulations of the Customs Union. Thus, paragraphs 75-80 state that before converting his vehicle, the driver must undergo an examination confirming the possibility of such conversion. Moreover, after making changes to the design, it will be necessary to undergo another examination confirming that the re-equipment did not reduce the level of safety of vehicle operation. Thus, the procedure for converting trucks is as follows:
- Find a testing laboratory where the possibility of converting a truck can be checked. For example, in Moscow such laboratories are located at MADI.
- Write a statement to the traffic police technical supervision based on the conclusion from this laboratory, indicating what specific changes will be made. At the same stage, you need to take photographs of your car and have the photographs certified here, at the traffic police. It is necessary to photograph those places of the car where the conversion will take place. You also need to present the car for inspection.
- Find a certified center that will perform the specified type of work. Upon completion, the service will also have to provide documents for the installed equipment, an acceptance certificate for the work performed, as well as an application-declaration, in the form established by letter of the Ministry of Internal Affairs of Russia No. 13 of 2015. It is also necessary to photograph the resulting result for further submission of the photo to the traffic police.
- Return to the testing laboratory and undergo another examination. This time, regarding the technical safety of the converted vehicle.
- Pass a technical inspection at any suitable diagnostic station.
- Return to the same technical supervision department where the application for conversion of the truck was written. In this case, traffic police officers must submit all the above documents and photographs. In addition, you must provide the car itself for inspection. If everything is in order, the traffic police technical supervision will issue a SKTS certificate (compliance with the design of the vehicle), with which you can go to the MREO.
Since the law does not provide for a different procedure, anyone who wants to convert their truck should be guided by the recommendations given. This also applies to building up the sides. But when writing an application to the technical supervision department of the traffic police, you can clarify that you are planning to independently re-equip the car. If this possibility is confirmed by the initial examination for the possibility of conversion, the traffic police will allow independent changes to the design.
