Inspection rules change from October 1, 2021

The Russian government announced that amendments to the law on technical inspection will come into force on October 1, 2021. Previously, it was planned to change the maintenance procedure in March, but the deadline was pushed back due to the pandemic. We will update the article as soon as changes are made. Now the information in it is relevant.

Do I need to take a diagnostic card with me, or is there a fine for not having one?

For drivers of ordinary passenger cars, the obligation to carry a diagnostic card with them today is not provided - it is only necessary to have an MTPL insurance policy with them. Accordingly, penalties for its absence are also not provided for by current legislation.

However, for some categories of motorists, having a diagnostic card is still mandatory. These include drivers:

  • passenger taxis, buses/minibuses;
  • trucks for passenger transportation (up to 8 passenger seats);
  • special vehicles for moving dangerous goods.

Drivers of these categories must have both an MTPL policy and a diagnostic card with them. For the absence of any of these documents, a fine of 500-800 rubles is provided.

What is a diagnostic card

A diagnostic card is the result of a technical inspection of a car. The inspection is carried out by accredited service stations. Thanks to the technical inspection, the driver and other road users are confident that the wheel of the truck will not fall off, and the brakes of the bus with children will not fail.

They will not sell an MTPL policy without a diagnostic card. The fine for driving without a policy is 800 rubles.

When to undergo technical inspection. It depends on how old the car is:

  • from 4 to 10 years - every two years;
  • over 10 years old, and also if it is a taxi or bus under 5 years old - annually;
  • taxis and buses over 5 years old and truck trailers - every six months.

What changes from October 1, 2021. Diagnostic cards are becoming electronic. Information about cards is already stored in a unified automated information system (UAISTO). From October 2021, paper cards will be cancelled.

If it turns out that the driver received the old card without inspection, it will be declared invalid and information about this will be entered into the EAISTO. The company that issued such a document will receive a fine.

What is a technical inspection and how much does it cost in 2021?

Technical inspection - checking the technical condition of vehicles according to strict regulations. It is carried out by authorized operators (car services are accredited by RSA) and is under state control.

During maintenance the following are checked:

  1. engine;
  2. brake system;
  3. functioning of windshield wipers;
  4. steering wheel;
  5. availability of a first aid kit in the required configuration and a reflective warning triangle;
  6. disks and wheel rims (cracks and signs of repairing defects by welding are unacceptable);
  7. lighting devices;
  8. no cracks on the windshield in the area where the windshield wiper operates on the driver's side.

After successful completion of the maintenance, you are given a diagnostic card compiled in the form of a table. It contains information about the main technical parameters of the vehicle that was inspected, data about the owner and the car (state license plate, make and model, engine VIN).

Today there is no fine for late technical inspection (exception: taxi drivers and passenger transport). But without a diagnostic card, you cannot apply for compulsory motor liability insurance, which makes it impossible to drive a car (driving on public roads without insurance is punishable under the Code of Administrative Offenses of the Russian Federation). Traffic cameras will soon be able to detect uninsured cars in traffic. Formally, MOT is the approval of a vehicle for use on public roads. Technical inspection is allowed to take place at the place of registration and at the actual location of the vehicle.

The cost of passing a technical inspection depends on the region. The age and make of the car does not affect the prices. There is no state fee for issuing a diagnostic card. You just need to pay for the services of the service center. The average recommended price is 720 rubles. for a passenger car, 600 rub. for trailer, 240 rub. for motor vehicles. Too low a price should alert you. These are probably scammers who, based on the results of the technical inspection, do not enter data into the EAISTO (an automated service that allows everyone to check the legitimacy of the diagnostic card). The RSA website presents a unified register of accredited car services. If the diagnostic card is fictitious, then when an insured event occurs, payment will be denied.

FAS RF is developing a new method for determining the cost of technical inspection. According to the current methodology, prices for services do not cover the costs of car services.

Maintenance is free for the following categories of citizens:

  • disabled people of the first and second groups;
  • hero of the Russian Federation and the USSR;
  • liquidators of the accident at the Chernobyl nuclear power plant;
  • Knights of the Order of Glory of all degrees.

Additional benefits for pensioners and other categories of citizens are provided by decision of regional authorities.

You do not need to carry a diagnostic card with you . In case of loss or damage, it is advisable to obtain a duplicate from the same service center where the maintenance was done (so that no problems arise in the event of an insured event). Information is stored in the database for 5 years.

Who doesn't need a diagnostic card

If 4 years have not passed since the car was released, a vehicle diagnostic card is not needed.

Also, the law on compulsory motor liability insurance states that owners of several types of vehicles may not receive a policy, which means they do not undergo technical inspection:

  • motorcycles that are prohibited from driving on public roads, such as off-road motorcycles;
  • wheeled and tracked vehicles of the Russian Armed Forces;
  • car trailers;
  • tracked vehicles. For example, a bulldozer.

Technical inspection card and diagnostic card - is there a difference?

Despite the difference in concepts, the functionality of these 2 documents is approximately the same. The technical inspection coupon, also known as TTO, has only recently changed its form to a card, but its purpose remains the same - confirmation of the passage of technical inspection and the car’s compliance with current technical standards.

TTO and diagnostic card have a different appearance. If the technical inspection coupon was once issued in the form of a small double-sided form, according to the design corresponding to the order of the Ministry of Finance of 2003 No. 14, then the diagnostic card for compulsory motor liability insurance in 2021 looks like a standard document in A4 format. It contains general information about the car, inspection details, and at the end an expert opinion is written. All cards are entered into the Unified Electronic Register, which can then be used to search for the card you need.

How to get a diagnostic card

Select a technical inspection point. Find your nearest service point on the website of the Russian Union of Auto Insurers (RUA).

Car owners have the right to receive a vehicle diagnostic card in any region. Also, starting from October 2021, mobile maintenance points will appear where there are no stationary ones, for example, in remote areas of the region or region.

Collect documents. Take your civil passport, STS or PTS with you.

Pay. The price depends on the type of car. For cars - from 500 to 1000 rubles, for trucks and buses - from 1600 rubles. Technical station employees are required to calculate the exact cost using the formula recommended by the Federal Tariff Service.

Wait until the work is completed. All components and assemblies must be checked:

  • brake systems,
  • steering,
  • external lighting devices,
  • windshield wipers and washers,
  • tires and wheels,
  • engine and its systems.

All work takes about an hour.

If an operator’s computer breaks down or access to the database is lost, starting October 1, 2021, he is required to enter the diagnostic card number and other data into the EAISTO within 24 hours and draw up a report of the technical problem. In addition, the operator is prohibited from accepting new machines onto the line until the problems are corrected. This means that if you arrive at the service point, but there is no access to the EAISTO database, there is no point in waiting. The operator will not be able to complete the inspection, issue a card and release the machine from the line until access to the base is available.

Get an electronic card - from October 1, 2021. If the car meets all safety requirements, the center employee will enter information about this, along with a photograph of the car and coordinates, into the EAISTO and certify it with a qualified signature. Previously, information could be entered into the database within 24 hours; now this must be done immediately upon completion of work. Internet access must be constant.

The validity period of the card will begin from the moment the information is in the database, and not from the day the card is issued.

At the request of the car owner, they can also issue a paper copy of the diagnostic card. It's free.

What is needed when passing a technical inspection for compulsory motor liability insurance?

Before undergoing maintenance, carefully prepare the car:

  1. Test equipment including lights, horn, power windows, windshield washers, door locks, wipers;
  2. Adjust exhaust according to environmental standards;
  3. Check the presence of a warning triangle, the expiration date of the first aid kit, fire extinguisher;
  4. Eliminate steering play;
  5. Get rid of possible body corrosion;
  6. Wash the body and engine;
  7. It is also advisable to check the brake system, the condition of the wheels and suspension, and the engine at a third-party service.

All this will be inspected at the service station. The presence of deviations will lead to a negative conclusion until the faults are eliminated.

Expiration dates: how to calculate correctly

If you have already undergone a technical inspection on your car, then, in principle, everything is simple. In the diagnostic card for compulsory motor liability insurance in 2021, when undergoing scheduled maintenance, its validity period is always indicated, that is, the date by which you will need to check your car again.

If this is your first time doing maintenance, then there are several options.

  • Option 1. You bought a completely new car or a car that is less than 3 years old.

Great, you don't need a diagnostic card yet. According to Federal Law No. 170 of July 1, 2011, when purchasing new vehicles, in particular, passenger cars, trucks up to 3.5 tons, trailers/semi-trailers, as well as motor vehicles, technical inspection in the first 3 years (taking into account the year of manufacture) is not required. is produced.

  • Option 2. You bought a car that is more than 3 years old.

Here, the frequency of maintenance will depend on the type of vehicle you purchased. For buses, passenger taxis, trucks for passenger transportation (up to 8 people) and transportation of dangerous goods, it will be 6 months; for passenger cars, trucks weighing up to 3.5 tons, motor vehicles, trailers/semi-trailers (if the age of each of them is more than 7 years) - 12 months or 2 years if the age is from 3 to 7 years; for trucks over 3.5 tons, cars with special signals, “training” cars – 12 months.

Why can they refuse?

If the car does not meet safety requirements, the technical inspection operator will send the driver to correct the deficiencies.

Tuning. This may include tinting, non-certified gas equipment, and other illegal design changes.

Malfunction. An oil leak, an excessively noisy exhaust, non-functioning wipers or a non-functioning seat belt are all reasons for refusing to issue a diagnostic card.

No first aid kit or fire extinguisher. The technical regulations of the Customs Union on vehicle safety say that the car must have a fire extinguisher and a first aid kit.

The period for correcting defects is 20 days. If the driver plans to undergo a second inspection at the same center, he can only pay for checking the components that were faulty.

The VIN number on the car and in the documents do not match. If the individual license plates of the car, the design of the body, frame or cabin do not correspond to the entries in the documents for the car, the diagnostic center employee will refuse to check and make a note in the EAISTO indicating the reasons for the refusal. Before October 1, 2021, he would have simply refused the driver the procedure without any records. If such a driver decides to go to another center, he will be refused right away - before all checks are completed.

If during the check it turns out that the citizen received the previous card without undergoing inspection, it will be canceled and information about this will be entered into the EAISTO. The center that issued such a card will be punished with a fine.

Vehicle Inspection Law

The provision on diagnostic cards is regulated by Federal Law No. 170 “On technical inspection of vehicles and on amendments to certain legislative acts of the Russian Federation.” It states:

Both an individual and an organization can become a technical inspection operator, but for this it is necessary to undergo certification and obtain a license to carry out such activities.

Remember

  1. To receive a diagnostic card, undergo a technical inspection. It will take about an hour, costs from 500 to 1000 rubles.
  2. After all checks, information about the car, date and location will be entered into the EAISTO database. A paper copy of the card can be issued, but only at the driver’s request.
  3. They will not give a card if the VIN code under the hood and in the documents do not match, the car has unregistered tuning, malfunctions, or does not have a first aid kit with a fire extinguisher.
  4. If it turns out that the driver received the previous card without undergoing maintenance, the document will be cancelled.
  5. The diagnostic card cannot be purchased online. Vehicle inspection centers do not legally sell cards like this. If the center issues such a card, it will receive a fine.
  6. If you have lost your diagnostic card, contact the same center that issued the original. A duplicate costs from 50 to 100 rubles.

Where and how to get a technical inspection for compulsory motor liability insurance

Today, you can undergo maintenance at any point that has the appropriate permit (to be clarified at the nearest traffic police department), while soon the list of such services will be regulated by a specially developed register. It is important to remember that obtaining a DC and a full diagnosis of a car becomes possible only if no serious faults are identified in the car. In the opposite situation, you will have to take care of eliminating them.

List of documents

The excellent condition of the vehicle is the key to success, however, this will clearly not be enough to issue a diagnostic card, since the driver must present the relevant documents. And today this list includes:

  • passport of the vehicle owner or another driver who will contact the service station to check the car (co-owners, trusted persons, etc.);
  • Vehicle title and registration certificate;
  • driver's license of the appropriate category;
  • previous MTPL insurance policy.

And if all these documents are in perfect order, then there will be no more obstacles to obtaining a DC. However, after the document expires (coincides with the subsequent technical inspection), the driver will have to go through the entire re-registration procedure again.

Validity and cost

The validity period of the technical inspection for drivers of private passenger vehicles is:

  • first time after 3 years;
  • the second – after 2;
  • the third in 2 more;
  • and then every year.

However, owners of commercial and official vehicles used to transport people will have to undergo the procedure every six months.


Trucks, training vehicles, as well as specialized vehicles are required to renew their maintenance every year. The cost of the service will also differ depending on the category of vehicle. And currently the following tariffs are relevant:

  • motorcycles – 350-500 rubles;
  • passenger cars – 400-700 rubles;
  • trucks weighing more than 3.5 tons – 800-1.5 thousand rubles;
  • passenger buses – 800-2000 rubles.

Simply put, the lighter the vehicle, the fewer problems there are with it, especially if it is used for personal rather than commercial purposes.

At the same time, the greatest demands are placed on car owners involved in passenger transportation.
